MINUTES OF A REGULAR
MEETING OF THE CITY OF TEMECULA
PUBLICITRAFFIC SAFETY COMMISSION
MARCH 23, 2006
CALL TO ORDER
The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting at 6:00
p.m. on Thursday, March 23, 2006, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Ramos led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners: Lanier, Ramos, Arbogast, and Chairman Youmans.
Absent:
Jacobs.
PRESENTATIONS:
. Lieutenant Wait introduced Temecula Action Patrol volunteer Len Borok, who provided an
update regarding the Temecula Community Action Patrol.
By way of PowerPoint Presentation, past president Len Borok and Don Lowe. provided the
accomplishments for the year 2005 (per staff report), highlighting on the following:

The PubliclTraffic Safety Commission thanked the Temecula Community Action for all their
effort and time that they have donated to the volunteer program.

By way of PowerPoint Presentation, Bruce Barton, Operations Manager, Riverside Operational
Area - American Medical Response (AMR) Ambulance Company, provided a brief report
regarding 2005 Response Statistics, highlighting on the following:
. Challenges
o System fluidity
o Temecula - every 911 call culminates with an ambulance leaving the City of
Temecula
o Concrete center medians on major streets
. What Works
o Coordinated intersections that are preempted equipped
o Center and side lanes.
The PubliclTraffic Safety Commission thanked Mr. Barton for his report.
Crisis Team Manager of the Trauma Intervention Program of Southwest Riverside County,
Roseanne Orewyler, spoke regarding the Trauma Intervention Program.
The PubliclTraffic Safety Commission thanked Ms. Orewyler for her update and for her efforts
toward the success of the program.
PUBLIC COMMENTS
A. Mr. Mike Kuhn, Temecula, honored community hero, Ms. Roseanne Orewyler, for all her
efforts with the Trauma Intervention Program.
B. Ms. Mary Towell, Temecula, expressed concern with the current speed and conditions of
Pechanga Parkway, advising that vehicles traveling on Pechanga Parkway drive too fast, and
requested that the PubliclTraffic Safety Commission support the community by developing and
enforcing a Safety First Zone along Pechanga Parkway and lowering the speed limit from 55
mph to 35 mph.
In response to Ms. Towell's request, Principal Engineer Moghadam clarified how speed limits
are established by the California Vehicle Codes, advising that the City does not determine
speed limits.
COMMISSION REPORTS
A. Commissioner Arbogast congratulated the Fire Department with regard to their efforts
with a fire at the Meadowview Club House, advising that due to the Fire Department's quick
response, the loss to the club house was $5,000 but could have been $50,000. Ms. Arbogast
also thanked Captain Aim for the distribution of weekly reports. .
Referencing the corner of 79 South and Old Town Front Street, Commissioner Arbogast
advised that congestion continues to be a concern in that area and requested that staff request
from Cal Trans, the possibility of installing signs that would indicate Keep Area Clear or Keep
Clear at that intersection. Due to vehicles making illegal left-hand turns at a median on Ynez
Road, southbound between Rancho Vista Road, and Pauba Road, Commissioner Arbogast
requested its removal.

Commissioner Arbogast also stated that she would be of the opinion that extending the
two-left-hand lanes, westbound on Winchester Road, turning right on Margarita Road
southbound would help to alleviate traffic congestion.
B. Commissioner Lanier asked staff if, in the future, there would ever be plans to install an
intersection at the corner of County Center Drive and Ynez Road. Commissioner Lanier also
thanked the Police Department with its efforts to remove graffiti.
In response to Commissioner Lanier's query, Principal Engineer Moghadam stated that there
will be two signals installed, one at County Center Drive and Equity Lane and Date Street and
Ynez Road.
C. Commissioner Ramos thanked the Police Department for submitting its weekly reports.
Commissioner Ramos a Iso asked staff to explore the possibility 0 f widening the driveway at
Rancho California Road and Via Las Colinas, behind the Target Stores, advising that making a
right-turn into the driveway would be a dangerous situation.
D. Chairman Youmans distributed a Publici Traffic Safety Commission 2006 outline, for the
Commission to review and abide by; and that if staff would like to have an item or presentation
added to an agenda, to advi~e the Chairman so that it could be arranged with staff.
COMMISSION CONSENT CALENDAR
Minutes of February 23. 2006
RECOMMENDA nON:
1.1 Approve the Minutes of February 23, 2006.
MOTION: Commissioner Arbogast moved to approve the Commission Consent Calendar.
Commissioner Lanier seconded the motion and voice vote reflected approval with the
exception of Commissioner Jacobs who was absent.
COMMISSION BUSINESS
2. Traffic Conditions - Kohinoor Wav and Jon William Wav
RECOMMENDATION:
2.1 That the PubliclTraffic Safety Commission recommend the following:
1. Installation of 25 mile per hour speed limit signs on Jon William Way and
Kohinoor Way;
2. Installation of the "V-Calm" Speed Advisory sign on Kohinoor Way;
3. Additional enforcement during the morning and afternoon school related
peak periods, and;
4. Further modification of the traffic signal timing on Deer Hollow Way at
Peppercorn Drive/Jon William Way and Peach Tree Street to discourage the use
of Kohinoor Way and Jon William.
Via Overheads, Principal Engineer Moghadam provided the Commission with a staff report (of
written material). '

Commissioner Arbogast thanked Sergeant Pino and Fire Captain Windsor for the adjustments
to the traffic signal that were made at the corner of Peppercorn and Redhawk Parkway. It was
also noted by Commissioner Arbogast while supporting staff recommendation, she would also
request that staff explore the following:
. That staff consider reducing the timing on Jon William Way and Deer Hollow Way
during the weekday, keeping it at normal timing on the weekends
. That a stop sign be installed on Jon William Way and' Kohinoor Way headed towards
Peach Tree Street
. That red striping or a No Parking sign be installed to avoid vehicles parking on Peach
Tree Street up to Deer Hallow Way, advising that this street would be too narrow to
allow for parked vehicles
. That speed signs be installed on Peppercorn Drive towards Redhawk Parkway,
advising that this would reduce the speed of traffic on the down hill street.
Commissioner Ramos commended City staff for its quick response to seek possible solutions to
the traffic conditions on Kohinoor Way and Jon William Way.
Chairman Youmans suggested that the Police Department explore the possibility of mailing
surrounding residents a letter informing them of the importance of safe driving and advising
them that strict enforcement will be monitored around the high school area.
At this time, the public hearing was opened.
A. Mr. Curt McDowell, Temecula, thanked staff for its recommendations and clarified for the
record that the petition by The Estates at the collection at Redhawk Parkway addressing traffic
issues near Great Oak High School. did not recommend closing any streets; and that he would
be in favor of Chairman Youmans' suggestion of a letter going out to residents advising that
police enforcement will be enforced.
B. Mr. Kevin Scott, Temecula, queried if there were a way to time the light for travelers in
and out for a 45 minute period in the morning and afternoon to determine if minimizing the
timing would be necessary.
In response to Mr. Scott's query, Principal Engineer Moghadam noted that staff would need to
explore this request in more detail.
At this time, the public hearing was closed.
MOTION: Commissioner Arbogast moved to approve staff recommendation, subject to staff
exploring the possibility of implementing Commissioner Arbogast's four suggestions, as stated
above. Commissioner Lanier seconded the motion and voice vote reflected approval with the
exceDtion of Commissioner Jacobs who was absent.

3. Reauest for Multi-Wav StOD Sians - RoriDauah Road
RECOMMENDATION:
3.1 That the PublicJTraffic Safety Commission deny the request for Multi-Way Stop
Signs on Roripaugh Road and direct staff to implement the "V-Clam Speed Limit
Advisory signs and continued enforcement of the posted speed limit by the
Temecula Police Department.
Principal Engineer Moghadam presented a staff report (of record).
MOTION: Commissioner Arbogast moved to approve staff recommendation. Commissioner
Ramos seconded the motion and voice vote reflected approval with the exceDtion of
Commissioner Jacobs who was absent.
4. Traffic Enaineer's ReDort
No report at this time.
5. Police Chiefs ReDort
Sergeant Pino noted the following:
. That school zone complaints have been minimal
. That the commercial truck inspection in conjunction with California Highway Patrol
(CHP), was a successful event
. That Temecula Rock n Rod Run was a smooth event
. That the Stop Light Abuse Program (SLAP) would be holding steady.
6. Fire Chiefs ReDort
Battalion Chief Deyo advised the Commission of a fire that occurred at the Meadowview Club
House which resulted in minimal damages. It was also noted that the Fire Department, in
conjunction with the Sheriffs Department, participated in a Public Safety Fair at the Guidant
Corporation. .
Commissioner Lanier advised that he would not be in attendance of the April 27, 2006,
PublicJTraffic Safety Commission meeting.
ADJOURNMENT
At 8:15 p.m. Chairman Youmans formally adjourned to the PublicJTraffic Safety Commission
Workshop on Thursday, ADril27. 2006 at 4:00 PM, to adjourn to the regular scheduled meeting
at 6:00 PM in the City Council Chambers, 43200 Business Park Drive, and Temecula.
