Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the'Agenda, a green "Request to Speak" form should be filled out and filed with the Com,mission Secretary. When you are called to speak, please come forward and state vour name and address. For all other agenda items. a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. R:\CSCAGEND\2006\050806.doc ITEM NO.1 MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION MARCH 13, 2006 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 p.m., on Monday, March 13, 2006, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE Commissioner Hogan led the audience in the flag salute. ROLL CALL Present: Commissioners: Fox, Meyler, Henz, Hogan. Absent: Chairman Edwards. PUBLIC COMMENTS: No additional comments. DIVISION REPORTS Maintenance Superintendent Harrington provided a brief overview of items that were addressed by the Maintenance Division since the last Community Services Commission meeting, noting the following: . That the Maintenance Division assisted with the preparations and provided support services for the Rock'n-Rod Run . That the interior of the restrooms were pained at Sam Hicks Monument Park, Sixth Street parking lot, Ronald Reagan Skate Park, and the Temecula Duck Pond . That street light lamps were checked and replaced throughout the Old Town area . That new up-lighting fixtures were installed at the entry arch monument at both ends of Old Town . That the parking lot light lamps were checked and repaired at Ronald Reagan Sports Park, Paloma Del Sol Park, and Pala Community Park . That two new fire grill bleachers were installed at Ronald Reagan Sports Park on baseball fields one and two R: CSC/minutesJ031306 . That a new fountain motor for the north geyser at Harveston Lake Park was installed . That the Maintenance Division pressure-washed the concrete decking around the boat house, gazebos, and tot-lot at Harveston Lake Park. Relaying his appreciation, Commissioner Meyler thanked Maintenance Superintendent Harrington for installing guard-rails inside of the Old Town Temecula Community Theater. Development Services Administrator McCarthy provided the Community Services Commission with a brief report, noting the following: . That construction on the Sports Complex continues to progress; that trees have been being planted, irrigation and concrete work continues; and that the ball-fields will be hydraseeded within the next few weeks . That the City Council approved the design contract with RJM for the improvements of the Redhawk Parks and work will begin soon . That Standard Pacific has begun the work on the parking lot at Kent Hintergardt Park. Cultural Arts Administrator Betz provided a brief summary of activities in the Cultural Arts Division, noting the following: . That an exhibition by artist Leveme Parker was opened at the History Museum and will feature 37 water colors . That the Children's Museum completed Mars month which included four special events . That a new show will be opened at the Mercantile by the name of Gwen Pool on Friday, March 24, 2006 . That staff would be working on the series for Temecula Presents for 2006 . That in collaboration with the Temecula Art league, art work have been displayed throughout City Hall and rotation of art work will be every six months. For the Commission, Director of Community Services Parker noted that staff is working on the process of being able to sell prepackaged foods and beverages for entertainment at the Mercantile. Recreation Superintendent Pelletier provided the Community Services Commission with a brief staff report, noting the following: . That the annual volunteer recognition event will be scheduled to take place on Tuesday, April 4, 2006, at the Old Town Community Theater . That the annual Spring Egg Hunt will be held on Saturday, April 15, 2006, at 10:00 a.m. at Paloma Del Sol Park, Temeku Hills Park, Ronald Reagan Sports Park, and Harveston Lake Park R: CSC/minules031306 2 . That staff would be in the process of preparing for the 2006 summer Guide to Leisure Activities brochure . That the Fitness In Temecula (FIT) program will begin in April 2006. CONSENT CALENDAR 1. Minutes 1.1 That the Community Services Commission approve the minutes of the February 13,2006 meeting. MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner Hogan seconded the motion and voice vote reflected approval with the exception of Chairman Edwards who was absent. COMMISSION BUSINESS 2. Amendment to the Old Town SDecific Plan 2.1 That the Community Services Commission receive and file a report regarding amendments to the Old Town Specific Plan. Associate Planner West provided the Commission with brief report (of written material), of the proposed changes to historic preservation, noting the following: . That the Old Town Local Review requested that language be added to the Specific Plan that would allow the Director of Planning the ability to add new historic structures to the historic register without having to amend the Old Town Specific Plan . That the Old Town Local Review Board requested that the Mercedes Pujol School be added to the list of historic structures outside of Old Town,; and that letters were submitted to the new fours homes that would be affected by the amendment of the Old Town Specific Plan. With regard to the expansion of the Historic Provisions beyond Old Town, Temecula, Associate Planner West noted that a public notice would be submitted with a public comment period. Commissioner Fox and Commissioner Hogan informed that they would like to receive the minutes of the Old Town Local Review Board meeting of Monday, March 13, 2006, regarding the expansion of the historic provisions beyond Old Town. Commissioner Hogan queried on why the expansion of the historic provisions beyond Old Town was brought to the attention of the Community Services Commission. In response to Commissioner Hogan's query, Director of Community Services Parker noted that although the item would be a receive and file with the Community Services Commission, it would be the function of the Cultural Arts Master Plan; and that staff would be of the opinion that the Commission should be made aware of the amendment of expansion of the historic provision beyond the Old Town, Temecula. R: CSC/minutes031306 3 Commissioner Hogan asked that if a property owner whose home had been identified as an historic structure, would have the ability to receive any special benefits. Clarifying for Commissioner Hogan, Director of Redevelopment Meyer stated that the purpose for the creation of the local at a City level register, would be to allow the property owner to have the opportunity to take advantage of the historical building code; so that by creating a local register and placing a property owner on it, the benefits received would be the ability to use the historical building code; that if an owner of a historical building were desirous of an alteration or demolition, it would have to go through a process; that it would also describe what the penalties would be if something was done without going through the process; that if an owner was desirous of demolishing the building or altering it in any way, the property owner would need to submit an application outlining the requests, which would be determined by the Old Town Local Review Board; that if the property owner were desirous of removing the designated historic structure from the list, they would need to go through the same process for removal. Expressing concem with property values, Commissioner Hogan stated that a home that would not be able to be altered would have a different value compared to a home that would have the ability to be altered. For Commissioner Hogan, Director of Redevelopment Meyer stated that there would be no language in the Old Town Specific Plan that would prevent anyone from making any alterations to their home; that it would merely tell you what the process would be; and that any changes to a non-historic building within the Specific Plan area would still need to go through the Old Town Local Review Board. In response to Commissioner Henz's query, Director of Redevelopment Meyer stated that the Old Town Local Review Board would act as an advisory body to the planning department staff; that the Old Town Local Review Board would make a recommendation to the Planning Director, whereby, an initial study would take place. That it would also be his opinion that there would be language in the California Environmental Quality Act (CEQA), that would address guidelines for reviewing historical structures; that currently the process does not identify adding new properties to the list; and that the planning department may need to modify the process of the Specific Plan to include new properties being added to the historical list. Director of Community Services Parker requested that planning staff explore the possibility of adding new properties to the historical list, as well as modify the process that would allow an owner of a historic structure to object to being added to the list. In response to Commissioner Hogan's query, Director of Redevelopment Meyer stated that it would not be a requirement of the Old Town Local Review Board to be an owner of a historic home. For Commissioner Henz, Associate Planner West stated that interior alterations of a historic structure would also need to go through the process. Although understanding the importance of preserving historic structures, Commissioner Henz relayed that that it would be his opinion that the process that owners of historic structures would need to go through, would be too restrictive. It was the consensus of the Community Services Commission to receive and file this report. R: CSC/minule.031306 4 3. Universal Waste Reaulations 3.1 That the Community Services Commission receive and file a report regarding the Universal Waste. Senior Management Analyst Smith provided the Commission with a staff report (of record), regarding Universal and Hazardous Wastes. . That Lowe's Home Center agreed to accept household batteries and will be allowing the City to advertise . That the lobby in City Hall provides information on where to dispose of propane tanks and appliances . That in the future the Guide to Leisure Activities brochure and Inside Temecula brochure will provide recycling information . That the Recycling and Litter Reduction Calendar advertises recycling locations in the community . That advertisement for recycling is also run through the Californian and Press Enterprises. In response to Commissioner Henz's query, Ms. Smith stated that other than batteries and cell phones, citizens would need to go out of town to dispose of hazardous wastes. Director of Community Services Parker noted the following: . That the City would be faced with new laws and restrictions on hazardous wastes and that the disposal of hazardous waste would have a large cost . That staff will continue to research and explore new opportunities to provide easy disposal of hazardous wastes. For Commissioner Henz, Ms. Smith advised that a Household Hazardous mobile event would be held three times a year. Commissioner Henz expressed his dismay with regard to disposal of hazardous wastes. In response to Commissioner Henz's question, Director of Community Services Parker noted that a trash bin at each Temecula home to collect hazardous wastes would not be covered in the City's franchise agreement. Commissioner Fox suggested that other location points such as businesses and banks be implemented as collection sites. Commissioner Henz stated that it would be his opinion that in order for eollection of hazardous wastes to work efficiently, trash bins should be provided from the local trash collector to each home; and that as a homeowner he would not be interested in carrying hazardous wastes to a business. That the Maintenance Division completed its biannual resurfacing of the gymnasium floor at the Community Recreation Center (CRC) . That gates were installed at Harveston Community Park service road to eliminate cut- through traffic . That the interior of the restrooms were painted at Pala Community Park and Crown Hill Park . That the Maintenance Division assisted Chris Krug with the Community policing program in and around Margarita Community Park . That a new pump motor was installed at Harveston Lake Community Park . That the pipe hand-rails were repaired on three sets of stairs at the rear of the Community Recreation Center (CRC) amphitheater R: CSClminutes/041006 . That a new drinking fountain was installed adjacent to the swimming pool at the Community Recreation Center (CRC). Commissioner Fox thanked Superintendent Harrington for the installation of a wrought iron fence in the area of Vail Ranch, and advised that the wrought iron over the foot bridge at Vail Ranch Community Park would be in need of maintenance. Commissioner Meyler thanked Mr. Harrington for the installation of the hand-rail at the Old Town Temecula Community Theater. Cultural Arts Administrator Betz provided a brief summary of activities in the Cultural Arts Division, noting the following: . That the opening of the Leverne Parker-Historical Regional Paintings exhibition held at the Temecula Valley Museum was a great success . That Disney's Aladdin Junior at the Old Town Temecula Community Theater was a big success . That the art exhibition by Manifee artist Gwen Poole at the Mere has been doing well . That attendance at the Children's Museum continues to be strong . That the Skateboard Building & Design class concluded, advising that both classes were full to capacity. Commissioner Hogan informed that she had an opportunity to attend the Disney's Aladdin Jr. show at the Old Town Temecula Community Theater and enjoyed herself. Commissioner Hogan also apprised the Commission of the Annual Temecula Valley Garden Club Flower Show to be held on April 22, 2006, at Mary Phillips Senior Center. Recreation Superintendent Pelletier provided the Community Services Commission with a brief staff report, noting the following: . That the annual volunteer Recognition event was held on Tuesday, April 4, 2006 at the Old Town Temecula Community Theater, advising that 250 of 300 volunteers attended the event . That the Annual Spring Egg Hunt will be held on Saturday, April 15, 2006 at 10:00 a.m. at Paloma Del Sol Park, Temeku Hills Park, Ronald Reagan Sports Park, and Harveston Community Park . That staff would be in the process of preparing for the Guide to Leisure Activities summer brochure . That the initial date for the Fitness in Temecula (FIT) will start on Monday, May 8,2006 for 20 weeks and will be held at the Ronald Reagan Sports Park and Harveston Community Park from 6 to 8 p.m. Monday through Friday. CONSENT CALENDAR It was the consensus of the Community Services Commission to address the Consent Calendar starting with Item No.3. Civic Center Site Master Plan 3.1 That the Community Services Commission review and comment on the proposed Civic Center Site Master Plan. Deputy City Manager Thomhill provided a brief presentation of the future Civic Center Site Master Plan, highlighting on the following: . Public Opportunities . Old Town Specific Plan . Keyser Marsten study . Opportunities . Constraints . Public Parking . Parks/Open Space/Plazas In response to the Commission's questions, Deputy City Manager Thornhill noted the following: . That at this point in time, no decision has been made whether or not retail shops in the plaza area would be privately owned or owned by the City . That a world-class landscape artist will be designing the plaza area . That staff would be desirous of community events being held in the plaza area . That planting an Oak tree in the center of the plaza may be a possibility . That Art in Public Places will also be considered for the Civic Center . That the proposed Civic Center will be energy efficient and as green as possible . That the parking structure will be free of charge . That during work hours Monday through Friday, 200 parking spaces will be dedicated to City employee parking. Deputy City Manager Thornhill advised the Commission that if they have any questions or comments he could be contacted him via email. Senior Citizen Programs 2.1 That the Community Services Commission receive and file a report regarding City sponsored senior citizen programs offered at the Mary Phillips Senior Center. Recreation Superintendent Pelletier introduced Recreation Supervisor Adkisson who provided the Commission with an update with regard to the Mary Phillips Senior Center (as per staff report), highlighting on the following: . Mary Phillips Senior Center "April" activities Program . Riverside Transit Agency (RTA) Senior Discount Program . "SMARxT Card" program sponsored by the County of Riverside Office on Aging . Grandparents Raising Grandchildren Advocacy Program . Senior Swing Sensation, new Senior dances . Braille Institute "Mobile Solutions" bus . Diabetes Education program . Understanding Medicare, Hospice Services and Palliative Care . Spring Bonnet Contest, Thursday, April 13, 2006. The Community Services Commission stated that they would be in favor of either expanding the current Senior Center or adding another one. In response to the Commission's comment regarding expanding or adding a new Senior Center, Director of Community Services Parker noted that staff will explore opportunities for expansion and/or adding another Senior Center. It was the consensus of the Community Services Commission to receive and file this report. Art in Public Places 1.1 That the Community Services Commission review and approve the installation of the sculpture titled "The Voice of Water" on the plaza in the west main entrance to the Temecula Corporate Center project located on Via Industria. Cultural Arts Administrator provided the Commission with a staff report (of record). MOTION: Commissioner Meyler moved to approve staff recommendation. DEPARTMENTAL REPORTS Director of Community Services Parker apprised the Commission of the upcoming Spring Egg Hunt locations, to be held on Saturday, April 15, 2006. COMMISSIONER' REPORTS A. Commissioner Fox advised that a historical retreat will be held in Temecula in the month of May and that other retreats will follow; and that she enjoyed the CPRS conference. Commissioner Fox also apprised the Commission that she will not be in attendance of the Monday, May 8,2006, Community Services Commission meeting. B. Chairman Edwards also stated that he enjoyed the CPRS -conference. BACKGROUND: As of February 8, 2006 hazardous waste materials such as batteries, fluorescent lights, all electronic devises and items containing mercury must be disposed of in a safe and appropriate manner. These items can no longer be disposed of in the curbside trash receptacles. At the request of Commission Jack Henz, this item has been brought forward to the Community Services Commission to review programs that are currently in place, disposal sites that are available for these materials and to discuss opportunities to continue to educate the community. EDUCATIONAL PROGRAMS Current Educational Programs o Participated in an on-air interview with the local television station KZSW. This aired three times on Friday, April 14, 2006. o Prepared and sent out Public Service Announcements that resulted in articles in both the Californian and Press Enterprise in February. o City's Website with links to other informational sites. o Article in "Inside Temecula" to be published in May. o PSA regarding the Big Green Box Household Battery Collection Program. o Information about Universal Waste in the Recreation Brochure to be distributed in June. o Message about Universal Waste Disposal on Adelphia's Bulletin Board. May 8, 2006 TO: DATE: SUBJECT: TCSD Proposed Rates and Charges for Fiscal Year 2006-2007 PREPARED BY: Barbara Smith, Senior Management Analyst ~7 RECOMMENDATION: That the Community Services Commission receive and file this report regarding the proposed TCSD Rates and Charges for Fiscal Year 2006-2007. BACKGROUND: The Temecula Community Services District (TCSD) operates under the authority of Community Services District Law and provides residential street lighting, slope maintenance, recycling and refuse collection, and street and road maintenance services in the City of Temecula. The boundaries of the TCSD are the same as those of the City, and the City Council serves as the Board of Directors. Property owners only pay for the TCSD services that they actually receive through separate rates and charges on their property tax bill. The Community Services, Parks and Recreation and Service Level A Rates and Charges previously levied by the TCSD were replaced by the City's Parksl Lighting Special Tax, approved by the Voters as Measure C on March 4, 1997. However, pursuant to a cooperative agreement with the City, the TCSD continues to operate and maintain the City's recreational facilities and programs. The levy budget for the special tax will be considered by the City Council on June 27,2006. As a result, the current services provided by the TCSD are divided into the following four (4) service levels: 1. Service Level B - Residential Street Liahtina. Operations, maintenance, utility costs and administration of residential street lighting. 2. Service Level C - Perimeter Landscapina and Slope Maintenance. Operations, maintenance, utility costs, improvements, and administration for all perimeter landscaping and slope maintenance areas maintained by the TCSD. 3. Service Level D - Refuse Collection. The proposed rate of $25.68 per property owner has not been increased from last FY 2006-2007. Service Level "C" includes only those properties within residential subdivisions receiving TCSD maintenance of slopes and perimeter landscaping. Rate Levels C-1 through C-11 were established in previous years and have not increased from FY 2005-2006 Rate Levels C-12 and C-13 are new rate established for use in Fiscal Year 2006-2007. Rate C-12 was established to be used within the Roripaugh Ranch Development. Rate C-13 was established to be used within the Gallery Homes "Portraits" Development located on the southeast corner of Ynez and Rancho Vista Roads. Due to construction delays the landscaping will not be accepted by TCSD this Fiscal Year. For Fiscal Year 2006-2007, the rate and charge is proposed to be $200.88. During Fiscal Year 2005-2006, the rate and charge for this Service Level was $190.92. As a result in the extraordinary diesel fuel costs, TCSD will be amending the franchised hauler's (CR&R, Inc.) original agreement and fee structure to adjust the CPI calculation to better reflect the diesel fuel component of the CPI. A portion of this increase includes also funds the City operational expenses. Service Level "R" includes only those properties that receive benefit from the emergency maintenance of certain unpaved roads after inclement weather. The proposed rates for this service level will not increase from last year for Rate Level R-1 and R-2. Birdsall Sports Park (Wolf Creek Sports Complex) continues. Installation of the field lighting, installation of artificial turf fields and parking lot are complete. Construction of the buildings and irrigation systems continue. Construction of the Temecula Public Library project is currently underway. Construction of the retainer walls is complete and the structural steel is nearing completion. Staff continues to meet regularly to discuss furniture selections, information systems needs, etc. Construction of the Boys and Girls Club project at Kent Hintergardt Park is currently underway. Standard Pacific has started construction of the parking lot improvements. The Community Services Department released an RFQ to landscape architect firms for Redhawk Park Improvements for the four Redhawk park sites acquired on June 30, 2005 with the annexation of Redhawk into the City of T emecula. The City Council approved a contract with RJM Design to being designing the improvements to the park sites. These improvements include picnic tables, picnic shelters, park benches, sidewalks, tot lots, etc. The Cultural Arts Division is busy preparing for the remainder of the spring sessions of classes and activities as outlined in the Guide to Leisure Activities, and special events including the Summer Sunsets Film and Concert series, and programming the Old Town Temecula Community Theater's musical and theatrical performance line-up. In addition to programming, the Cultural Arts Division is responsible for the day-to-day operations at the Old Town Temecula Community Theater, the History Museum and the Imagination Workshop, Temecula Children's Museum. The Development Services Division continues to participate in the development review for projects within the City including Wolf Creek, Roripaugh and Harveston, as well as overseeing the development of parks and recreation facilities, and the contract for refuse and recycling, cable television services and assessment administration. The TCSD Maintenance Division continues to oversee the maintenance of all City parks and facilities, and assist in all aspects of Citywide special events.
