HomeMy WebLinkAbout052506 PTS Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLlCITRAFFIC SAFETY COMMISSION MAY 25, 2006 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, May 25, 2006, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Lanier led the audience in the Flag salute. ROLL CALL Present: Commissioners: Lanier, Ramos, Jacobs, and Vice Chairperson Arbogast Absent: Youmans PRESENTATIONS: Lt. Wait introduced Michelle Maderos, who provided a presentation with regard to the Parent Project Corporal Maderos provided the Public/Traffic Safety Commission with a PowerPoint Presentation, highlighting on the following: . . Background . Program Philosophy . Main Goals and Objectives . Focus on Strengthening . Temecula Parent Project . First Five Classes . Last Five Classes . Sharing Success . A Positive Change . What's Next. Ms. Rebecca Fouts, Temecula, spoke highly of the Parent Project advising of the following: . That since taking the 10-week Parent Project course, her family dynamics have changed for the better . That homework techniques were learned and have been effective . That teaching children to be accountable was learned . That the course has taught her to be a calm, confident and in control parent while disciplining . That the 10-week course has been life changing. R:IMinulesIPublicTrafficSafetyCommission052506 Relaying the following, Lieutenant Wait advised that although there were no funds budgeted for the program, Corporal Maderos was able to single handedly bring the Parent Project forward: . That at this time, there would be no new locations for future workshops, but staff would be in the process of implementing a workshop in July, 2006 . That guest speakers speak on a variety of issues . That advertisement of the program was placed through newspapers and the school district. The Public/Traffic Safety Commission thanked Corporal Maderos for her implementation of the program. Code Enforcement Officer Cole provided a brief report, highlighting the following: . Properties posted 2005-736 . Properties abated 2005-123 . Properties abated 2005-43 . Last day for Voluntary Compliance 05-13-06 . Last day for Follow-up Inspections 06/16/06 . Forced Abatement to begin by 06/19/06 . All Parcels done by 07/01/06 . Bills to property owners 07/14/06 . Liens filed by 08/29/06. The Public/Traffic Safety Commission thanked Mr. Cole for his presentation. It was the consensus of the Public/Traffic Safety Commission to receive and file this report. PUBLIC COMMENTS No additional comments. COMMISSION REPORTS A. Commissioner Ramos expressed concern with an article that he read with regard to Temecula Police Officers citing individuals honking their horns at the Immigration Rally that took place on May 1, 2006, and queried if any individuals were cited at the Quarry Rally. In response to Commissioner Ramos' concern, Lieutenant Wait stated that due to some tension that a group of individuals were creating towards law enforcement, citations were given; and that with respect to the quarry demonstration, it was a smooth event with no conflicting issues. Following up on Lieutenant Waite's comments, Sergeant Pi no noted that the honking of horns at the Immigration Rally created a grid-lock situation which in turn, created safety issues not only for pedestrians, but for Police Officers. R:IMinutesIPublicTrafficSafetycommission052506 2 B. Commissioner Lanier thanked the Fire and Police Department for their efforts with regard to safety issues in the community. C. Expressing his enthusiasm, Commissioner Jacobs advised that he had an opportunity to attend the opening of the Promenade Mall Police store front held May 13, 2006; and stated that not only will it facilitate the police work after mall hours, but will be able to provide the public with information with regard to public safety. Commissioner Jacobs also advised the Commission that FEMA has a new publication entitled Getting Ready for Disaster, one Family's experience which would be available at www.FEMA.aov/arevoureadv or may also be obtained by calling 1-800-480- 2520. Commissioner Jacobs also thanked the Public Works Department for their quick response to graffiti removal. D. Echoing Commissioner Jacobs' comments with regard to the new store front at the mall, Vice Chairperson Arbogast noted that she also had an opportunity to attend and was impressed with the new facility; and noted that it will be a great source for he community. Commissioner Arbogast informed that she was able to attend the Every 15 Minutes Program and noted that she will be looking for the next event at Great Oak High School. Referencing the intersection of Jefferson Avenue and Sanborn Roads, Principal Engineer Moghadam advised that the contract has been awarded and the equipment has been ordered, but that the wait for the equipment could be as long as 20 weeks; and that he would not be able to give an approximate date that the signal would be installed. Vice Chairperson Arbogast advised the Commission that there will be items forwarded from the City Council that would include that the Public/Traffic Safety Commission explore traffic calming alternatives for Del Rey and Via Norte Streets in Meadowview; and that she had an opportunity to sit through a presentation from the Riverside County Sheriff's Department with regard to the 911 issue, advising that emergency calls from cell phones should dial 951-776-1078 and the non-emergent number would be 951-696- 4357; and that the City Council would like the Public/Traffic Safety Commission to find a solution on how to promote the emergency and non-emergency numbers to the community. Thanking the City Clerk for the new Commission hand books, Vice Chairperson Arbogast noted that it would be informative hand book and encouraged fellow Commissioners to read through it. COMMISSION CONSENT CALENDAR Minutes of ADril27. 2006 RECOMMENDATION: 1.1 Approve the Minutes of April 27, 2006 City's Emergency Plan Workshop 1.2 Approve the Minutes of April 27, 2006 Regular Meeting. R:IMinuteslPublicTrafficSafetyCommission052506 3 MOTION: Commissioner Ramos moved to approve the Consent Calendar. Commissioner Jacobs seconded the motion and voice vote reflected approval with the exception of Commissioner Lanier who abstained and Chairman Youmans who was absent. COMMISSION BUSINESS 2. Temecula Fire Deoartment 2005 Year End Statistics RECOMMENDATION: 2.1 That the Public/Traffic Safety Commission review and file .the Temecula Fire Department 2005 Year End Statistics report. Battalion Chief Deyo provided a brief staff report (of written material), highlighting on the following: . State of the Art' Computer Automated Dispatching System installed at Perris ECC . Printers in the Fire Stations . Wireless Communications . Temecula Fire Services Response Statistics . 2005 Call Type It was also noted by Battalion Chief Deyo that it would be projected that the Roripaugh Fire Station will open between September and November, 2006. It was the Consensus of the Public/Traffic Safety Commission to receive and file this report. 3. Traffic Enaineer's Reoort No report at this time. 4. Police Chiefs Reoort Sergeant Pi no noted the following: . That 400 citations were given with the Click it or Ticket, and stated that it will continue through June 14, 2006 . That the Stop Light Abuse Program (SLAP) continues to hold steady at 80 to 120 citations . That the Every 15 minutes Program was successful . That there have been minimal complaints with regard to school zones . That the Commercial Enforcement Program was a success . That the DUI saturation on zone three went well . That enforcement has begun on Via Norte and Del Rey Roads 5.
