CALL TO ORDER
The City of Temecula PublicfTraffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, May 25, 2006, in the City Council Chambers of Temecula City
Hall, 43200 Business Park Drive, Temecula, California.

Relaying the following, Lieutenant Wait advised that although there were no funds
budgeted for the program, Corporal Maderos was able to single handedly bring the
Parent Project forward:

would be in the process of implementing a workshop in July, 2006

. That advertisement of the program was placed through newspapers and the
school district.
The PublicfTraffic Safety Commission thanked Corporal Maderos for her implementation
of the program.

PUBLIC COMMENTS
No additional comments.
COMMISSION REPORTS
A. Commissioner Ramos expressed concern with an article that he read with regard
to Temecula Police Officers citing individuals honking their horns at the Immigration
Rally that took place on May 1, 2006, and queried if any individuals were cited at the
Quarry Rally.
In response to Commissioner Ramos' concern, Lieutenant Wait stated that due to some
tension that a group of individuals were creating towards law enforcement, citations were
given; and that with respect to the quarry demonstration, it was a smooth event with no
conflicting issues.
Following up on Lieutenant Waite's comments, Sergeant Pi no noted that the honking of
horns at the Immigration Rally created a grid-lock situation which in turn, created safety
issues not only for pedestrians, but for Police Officers.

B. Commissioner Lanier thanked the Fire and Police Department for their efforts
with regard to safety issues in the community.
C. Expressing his enthusiasm, Commissioner Jacobs advised that he had an
opportunity to attend the opening of the Promenade Mall Police store front held May 13,
2006; and stated that not only will it facilitate the police work after mall hours, but will be
able to provide the public with information with regard to public safety.
Commissioner Jacobs also advised the Commission that FEMA has a new
publication entitled Getting Ready for Disaster, one Family's experience which would be
available at www.FEMA.aov/arevoureadv or may also be obtained by calling 1-800-480-
2520. Commissioner Jacobs also thanked the Public Works Department for their quick
response to graffiti removal.
D. Echoing Commissioner Jacobs' comments with regard to the new store front at
the mall, Vice Chairperson Arbogast noted that she also had an opportunity to attend
and was impressed with the new facility; and noted that it will be a great source for he
community. Commissioner Arbogast informed that she was able to attend the Every 15
Minutes Program and noted that she will be looking for the next event at Great Oak High
School.
Referencing the intersection of Jefferson Avenue and Sanborn Roads, Principal
Engineer Moghadam advised that the contract has been awarded and the equipment
has been ordered, but that the wait for the equipment could be as long as 20 weeks; and
that he would not be able to give an approximate date that the signal would be installed.
Vice Chairperson Arbogast advised the Commission that there will be items forwarded
from the City Council that would include that the PublicfTraffic Safety Commission
explore traffic calming alternatives for Del Rey and Via Norte Streets in Meadowview;
and that she had an opportunity to sit through a presentation from the Riverside County
Sheriff's Department with regard to the 911 issue, advising that emergency calls from
cell phones should dial 951-776-1078 and the non-emergent number would be 951-696-
4357; and that the City Council would like the PublicfTraffic Safety Commission to find a
solution on how to promote the emergency and non-emergency numbers to the
community.
Thanking the City Clerk for the new Commission hand books, Vice Chairperson
Arbogast noted that it would be informative hand book and encouraged fellow
Commissioners to read through it.

Temecula Valley High School Driveway Access - Margarita Road
RECOMMENDATION:
That the PublicfTraffic Safety Commission receive the presentation and provide a recommendation
to Staff.
BACKGROUND:
Staff received a request from the Temecula Valley Unified School District to consider a driveway
access from Temecula Valley High School onto Margarita Road. The proposed driveway will be
located on the east side of Margarita Road between Pauba Road and Rancho Vista Road. The
public has been notified of the PublicfTraffic Safety Commission's consideration of this issue
through the agenda notification process.
A detailed presentation will be provided by a representative of the Temecula Valley Unified School
District.
Currently, the School District has agreed to install the driveway and median improvements to restrict
left-turns on a trial basis. Staff suggests that if the Commission agrees to allow the proposed
driveway on a trial basis, that the right-turn lane to the driveway be extended an additional 1 00 feet,
and that the City reserve the right to modify and/or close the driveway if problems occur on Margarita
Road as a result of the driveway.

Request for Multi-Way Stop Signs - Seraphina Road
RECOMMENDATION:
That the PublicfTraffic Safety Commission:
1. Deny the request for Multi-Way Stop Signs on Seraphina Road;
2. Recommend the continued enforcement of the 25 MPH posted speed limit; and
3. Provide further recommendations.
BACKGROUND:
Staff received a request to review the feasibility of installing multi-way stop signs on Seraphina Road
to reduce vehicular volumes and speeds caused by through traffic. The public has been notified of
the PublicfTraffic Safety Commission's consideration of this issue through the agenda notification
process and by writing.
Seraphina Road is a 40 foot wide street that functions as a residential collector providing direct
access to numerous residential units between Rita Way and Joseph Road to the south, and Evan
Drive and Willows Avenue to the north. A portion of Serephina Road between Andrews Way and
Evan Drive lies within the County of Riverside. On-street parking is allowed on both sides of the
roadway. Seraphina Road carries approximately 1,681 Average Daily Traffic (ADT) north of Jons
Place, 1,778 ADT at Eastgate Parkway, and 1,426 ADT north of Shree Road. The speed limit is
posted at 25 MPH on Seraphina Road
In May 2006, traffic volume data was collected on Seraphina Road north and south of Eastgate
Parkway. Additionally, directional speed surveys which included traffic volumes were conducted on
Seraphina Road north of Shree Road and north of Jons Place. A summary of the data collected is
shown below and included as Exhibit "B".

As shown, the vehicular speed data collected indicates the average 85th percentile speed on
Seraphina Road is between 40 MPH and 41 MPH. The data also indicates that the directional 85th
percentile speed varies from 39 MPH to 43 MPH on Seraphina Road north of Jons Place. The
significant difference between the northbound and southbound 85th percentile speeds may be
attributed to the vertical alignment of the roadway on this segment. Vehicles traveling southbound
are essentially going down hill, which mayaccountforthe higher speeds, while northbound vehicles
are traveling up hill. Another reason for the higher southbound speed can be attributed to the
motorist's expectancy of reduced conflicts between entering vehicles and through traffic due to the
lack of homes fronting Seraphina Road. Unlike the northbound side which has fronting single family
homes where the motorists expect to experience conflicts from driveways and on-street parking.
The vehicular volume data collected indicates that approximately 1,400 to 1,800 vehicles per day
travel on Seraphina Road. Given the number of homes that have access to Seraphina Road,
approximately 315 single family homes, the volumes shown are consistent with those found on other
residential streets that function as residential collector streets providing access to the regional
highway network.
The Manual on Uniform Traffic Control Devices (MUTCD) indicates that a Multi-Way Stop
installation may be useful at locations where the volume of traffic on intersecting roads is
approximately equal and/or where a combination of high speed, restricted sight distance and an
accident history indicates that assignment of right-of-way is necessary. Multi-Way Stop controls
should not be used for controlling vehicular speeds. There are four (4) criteria that the MUTCD has
established for the evaluation of Multi-Way Stop signs. These criteria are as follows:
A. Where traffic control signals are justified, the multi-way stop is an interim measure that can
be installed quickly to control traffic while arrangements are being made for the installation of
the traffic control signal.
B. An accident problem, as indicated by five (5) or more reported accidents in a twelve (12)
month period that are susceptible to correction by a multi-way stop installation. Such
accidents include right and left-turn collisions as well as right-angle collisions.
C. Minimum Volumes
1 The vehicular volume entering the intersection from the major street approaches
(total both approaches) averages at least 300 vehicles per hour for any eight (8)
hours of an average day, and
2 The combined vehicular, pedestrian and bicycle volume entering the intersection
from the minor street approaches (total of both approaches) averages at least 200
units per hour for the same eight (8) hours, with an average delay to minor street
vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but
3 If the 85-percentile approach speed of the major street traffic exceeds 40 miles per
hour, the minimum vehicular volume warrants are 70 percent of the above values.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to
80 percent of the minimum values, Criterion C.3 is excluded from this condition.

Other criteria that may be considered when evaluating the need for multi-way stops include:
A. The need to control left-turn conflicts;
B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian
volumes;
C. Locations where a motorist, after stopping, cannot see conflicting traffic and is not able to
reasonably safely negotiate the intersection unless conflicting cross traffic is also required to
stop; and
D. An intersection of two residential neighborhood collector streets of similar design and
operating characteristics where multi-way stop controls would improve the traffic operational
characteristics of the intersection.
The multi-way stop warrant analysis performed indicates that the applicable warrant criteria is not
satisfied and multi-way stop signs are not Justified at the intersection of Seraphina Road and
Eastgate Parkway. The warrant analysis is included as Exhibit "Co.
It is staff's position that multi-way stop signs should be recommended where there is strong
evidence that overall traffic safety can be improved and should not be used solely for controlling
vehicular speeds. Studies have shown that when stop signs are installed at locations that do not
satisfy the minimum warrant criteria, they become ineffective traffic control devices. Thus, by
installing signs at unwarranted locations, some drivers become conditioned to disregard traffic
controls such as speed limits, stop signs, and signals. Those motorists who actually stop for the
controls are forced to stop for no apparent reason. This often results in driver frustration and lack of
respect to traffic control devices while doing nothing to address the real problem of speeding as our
own studies have shown on Calle Medusa and Via Cordoba. The before and after studies
conducted at these two locations have shown an increase in vehicular speeds between the stop
sign locations, and increased noise levels from vehicles accelerating and decelerating. Moreover,
the studies revealed that the majority of drivers "rolled" through the intersection, disregarding the
stop controls.
Although, staff recommends denial of the request for multi-way stop signs on Seraphina Road, we
recognize that vehicular speeds on Serephina Road are higher than those found on other residential
streets in the City with similar characteristics. Unfortunately, as experience has shown, the
implementation of traffic calming measures on residential streets is often difficult due to residential
driveway access and unacceptable impacts to the residents.
Atthis time, Staff is asking that the Commission provide suggestions to mitigate vehicular speeds on
Serephina Road that would be acceptable to the residents and address their concerns.

Traffic Conditions - Via Norte and Del Rey Road
RECOMMENDATION:
That the PublicfTraffic Safety Commission review a request for additional traffic controls on Via
Norte and Del Rey Road and recommend the continued enforcement of the 35 MPH posted speed
limit.
BACKGROUND:
Staff received a request from the Meadowview Homeowners Association to review traffic conditions
in the Meadowview area to determine if additional traffic controls are needed on Via Norte and Del
Rey Road to reduce vehicular speed. The public has been notified of the PublicfTraffic Safety
Commission's consideration of this issue through the agenda notification process and by writing.
In the past, the PublicfTraffic Safety Commission has considered numerous requests for additional
traffic controls on Via Norte and Del Rey Road. As a result, the Commission and/or City Council
have responded with the fbllowing actions:
.
Installation of multi-way stop signs at five intersections along both roadways;
.
Evaluation of erevailing speeds on both roadways and establishment of posted speed limit
below the 85 percentile speed to accommodate the roadway's horizontal and vertical
alignment;
.
Installation of advance warning signs on both roadways, to advise motorists of an equestrian
crossing at equestrian trail locations;
.
Removal of vegetation at locations with visibility constraints;
.
Continued deployment of the radar trailer and enforcement of the posted speed limit by the
Temecula Police Department.
An evaluation of current traffic conditions was conducted to determine if there have been any
changes to traffic circulation patterns that would justify additional traffic controls. The evaluation
included a review of the accident history, traffic volumes, visibility constraints, and review of the
horizontal and vertical alignment on both roadways.

Via Norte and Del Rey Road are 36 foot wide local roadways that are striped for one travel lane in
each direction. Both roadways function as residential collector roadways by providing access to the
arterial highway network for numerous single family residences. The speed limit is posted at 35
MPH on both Via Norte and Del Rey Road. The Average Daily Traffic (ADT) on Via Norte is 2,669,
west of Calle Pina Colada and 2,500 ADT west of Paseo Del Cielo. The ADT on Del Rey Road is
3,455 west of Calle Pina Colada. These volumes are relatively low, given the roadway's function,
but are consistent for the number of homes in the area. In fact, ADT volumes on Via Norte and Del
Rey Road are lower than those on Calle Pina Colada 1I'kIich carries 3,500 ADT.
A review of the accident history for the twenty-eight (28) month period from January 1,2004 to April
30, 2006, indicates that there have been three (3) reported collisions on the 1.75 mile segment of
Del Rey Road between both ends of Via Norte and no reported collisions on the 2.26 mile segment
of Via Norte between both ends of Del Rey Road. Of the 3 collisions on Del Rey Road, 2 were
attributed to "driving under the influence". Given the combined length of both roadways, the number
of streets that intersect both roadways, and the traffic volumes, the collision history indicates that the
majority of motorists exercise due care when traveling on Via Norte and Del Rey Road. A summary
of the collisions is shown in the Traffic Collision History Report included as Exhibit B.
The Manual on Uniform Traffic Control Devices (MUTCD) indicates that a Multi-Way Stop
installation may be useful at locations where the volume of traffic on intersecting roads is
approximately equal and/or where a combination of high speed, restricted sight distance and an
accident history indicates that assignment of right-of-way is necessary. Multi-Way Stop controls
should not be used for controlling vehicular speeds. There are four (4) criteria that the MUTCD has
established for the evaluation of Multi-Way Stop signs. These criteria are as follows:
A. Where traffic control signals are justified, the multi-way stop is an interim measure that can
be installed quickly to control traffic while arrangements are being made for the installation of
the traffic control signal.
B. An accident problem, as indicated by five (5) or more reported accidents in a twelve (12)
month period that are susceptible to correction by a multi-way stop installation. Such
accidents include right and left-turn collisions as well as right-angle collisions.
C. Minimum Volumes
1 The vehicular volume entering the intersection from the major street approaches
(total both approaches) averages at least 300 vehicles per hour for any eight (8)
hours of an average day, and
2 The combined vehicular, pedestrian and bicycle volume entering the intersection
from the minor street approaches (total of both approaches) averages at least 200
units per hour for the same eight (8) hours, with an average delay to minor street
vehicular traffic of at least 30 seconds per vehicle during the maximum hour, but
3 If the 85-percentile approach speed of the major street traffic exceeds 40 miles per
hour, the minimum vehicular volume warrants are 70 percent of the ~bove values.
D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to
80 percent of the minimum values, Criterion C.3 is excluded from this condition.
Other criteria that may be considered when evaluating the need fbr multi-way stops include:
A. The need to control left-turn conflicts;

B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian
volumes;
C. Locations where a motorist, after stopping, cannot see conflicting traffic and is not able to
reasonably safely negotiate the intersection unless conflicting cross traffic is also required to
stop; and
D. An intersection of two residential neighborhood collector streets of similar design and
operating characteristics where multi-way stop controls would improve the traffic operational
characteristics of the intersection.
Our review of traffic conditions at intersections along Via Norte and Del Rey Road indicates that the
applicable warrant criteria for the installation of multi-way stop signs is not satisfied and additional
stop signs are not iustified.
An evaluation of sight distance was performed along both roadways using the minimum sight
distance of 275 feet for the prevailing speed of 39 MPH. Our observations indicate that the
minimum sight distance requirement is satisfied, and in most cases the minimum requirements were
exceeded. Therefore, no additional improvements are needed to mitigate visibility constraints.
Additionally, a review of the roadway's horizontal alignment was performed to determine if curve or
turn warning signs are needed. The review consisted of traveling on Via Norte and Del Rey Road at
the prevailing speed, and maneuvering through the curves to determine if the curves could be driven
without discomfort. Our observations revealed that the majority of the curves on Via Norte and Del
Rey Road can be driven comfortably at the posted speed limit and there is a high level of driver
expectancy of the curves based on the driving environment and terrain, which does not require
advance warning of the change in conditions. Based on the fact that the few collisions on these
roadways were caused by motorists driving under the influence indicates that additional warning
signs would be ineffective and unenforceable. Moreover, additional signing would reduce the
effectiveness of the existing regulatory and warning signs.
Therefore, due to the low number of accidents and traffic volumes, staff recommends the continued
enforcement of the 35 MPH posted speed limit by the Temecula Police Department and maintaining
the present level of traffic control along Via Norte and Del Rey Road.

This presentation is being delivered at the request of Council, based on a presentation given by

discussed issues with dialing 911 on cellular phones and provided a solution in a phone number
which directs cellular callers to the local Dispatch center. The focus of this presentation will be
