The City of Temecula Planning Commission convened in a regular meeting at 6:00 p.m., on
Wednesday, June 21, 2006, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.

Per PowerPoint Presentation, Associate Planner Fisk presented a staff report (of written

In response to Commissioner Telesio's query, Associate Planner Fisk noted that the site would
currently be used as a Hyundai/Subaru dealership, but will be changed to a Chrysler/Jeep
dealership as part of the expansion of the Dodge portion of the Chrysler/Jeep/Dodge dealership
located south of the adjacent project site; and that the proposed building elevation revisions will
serve to establish a visual relationship between the adjacent Dodge dealership and the
Chrysler/Jeep dealership to be established on the project site and will revise a portion of the
display area from an outdoor display area to an indoor display area.
At this time the public hearing was opened and due to no speakers, it was closed.

COMMISSIONERS' REPORTS
A. Expressing concern with the aesthetics of the corner of Pechanga Parkway and lower 79
South, Chairman Guerriero, via overheads, displayed an example of the corners potential, and
expressed his desire to have the corner enhanced.
Referencing Chairman Guerriero's concern, Director of Planning Ubnoske stated that staff and a
Council subcommittee will be meeting on Tuesday, June 27, 2006 with the Infrastructure
Beautification Committee, and that the corner of Pechanga Parkway and lower 79 South will be
on the agenda.
B. Commissioner Telesio queried why the public hearing for the development plan for the
corner of DePortola and Margarita will not be forwarded to the Planning Commission for review.
In response to Commissioner Telesio's question, Director of Planning Ubnoske stated that per
the Development Code, any building that would be less than 10,000 square-feet would stay at
Director's Hearing, and would not be forwarded to the Planning Commission for review; that if
the Planning Commission were desirous of appealing it up to the Planning Commission for
review, it would be the purview of the Commission to do so with a consensus of the Planning
Commission. Ms. Ubnoske noted that she will explore the process and get back to the
Commission via email.
PLANNING DIRECTOR'S REPORT
Director of Planning advised the Commission that staff will be conducting interviews for Senior
Planner on Monday, June 26, 2006 and Assistant/Associate on Wednesday, June 28, 2006.

BACKGROUND SUMMARY
On October 6, 2004, the Planning Commission approved Planning Application No. PA04-0200
for a Development Plan for the Meadows Village Shopping Center on 9.77 acres located at the
southeast corner of Rancho California Road and Meadows Parkway. The project was
conditioned that a Comprehensive Sign Program be approved by the Planning Commission
prior to issuance of a sign permit.
Staff has worked with the applicant to ensure that all concerns have been addressed, and the
applicant concurs with the recommended Conditions of Approval.
ANALYSIS
The proposed Sign Program includes a center identification monument sign, two tenant
identification monument signs, wall signs, under canopy signs, projecting signs, blade signs,
and window signs. The Sign Program provides clear direction on the number of signs
permitted for each type of sign and provides clear direction regarding the permitted sign sizes
and the colors permitted for the signs.

The proposed center identification monument sign would be located at the corner of Rancho
California Road and Meadows Parkway. This sign would consist of a 24-foot wide by 4.5-foot
high stone-faced sign with a concrete cap, individual metal letters, recessed indirect lighting,
and vines on the back wall of the sign as depicted on pages 6 and 7 of the proposed sign
program. Tenant identification signs would be located at the entries to the site at Rancho
California Road and Meadows Parkway and would include a stone base and stone columns at
the sides of the sign with a cement plaster sign background area topped with precast concrete
trim as depicted on page 8 of the proposed sign program.
Permitted wall sign styles include pan-channel letters, halo illuminated reverse pan-channel
letters, and front and halo illuminated pan-channel letters as depicted on page 30 of the
proposed sign program. Projecting wall signs and under canopy signs would be permitted a
maximum area of 12 square feet, and blade signs would be permitted a maximum area of four
square feet. Proposed materials for projecting, under canopy, and blade signs are acrylic face
with vinyl letters in colors from the sign program color palette as depicted on page 24 of the
proposed sign program.
Staff generally supports the proposed Sign Program. However, staff has some concerns with
the blank walls on the east elevation of Building A and the west elevation of Building H. Staff
has conditioned the Sign Program to require that, within three months of occupancy, the
tenants will submit plans to the City detailing how to enhance these elevations. Within six
months of occupancy, these enhancements shall be in place. In terms of the enhancements,
staff suggests perhaps a small mural or other artwork depicting the services of the tenants (see
Condition of Approval No.8).
As conditioned, the proposed Sign Program is consistent with the Development Code and staff
believes that the proposed number, size, colors, and materials of the signs are appropriate for
the project and that the proposed signs will complement the buildings.
ENVIRONMENTAL DETERMINATION
In accordance with the California Environmental Quality Act, the proposed Project has been
deemed to be categorically exempt from further environmental review (Class 11 - Accessory
Structures). Section 15311 applies when a project consists of construction, or replacement of
minor structures accessory to existing commercial, industrial, or institutional facilities, including
on-premise signs.
CONCLUSION/RECOMMENDATION
Staff has determined that the proposed project, as conditioned, is consistent with the City's
General Plan, Development Code, and all applicable ordinances, standards, guidelines, and
policies. Therefore, staff recommends that the Planning Commission adopt a Resolution
approving the proposed Sign Program with the attached Conditions of Approval.

FINDINGS
Sign Program (Code Section 17.28.080.B)
1. The proposed signs enhance the development, and are in harmony with, and visually
related to:
a. All of the signs included in the Sign Program. This shall be accomplished by
incorporating several common design elements such as materials, letter style,
colors, illumination sign type, or sign shape;
b. The buildings and/or the developments they identify by utilizing materials,
colors, or design motifs included in the building being identified; and,
c. Surrounding development by not adversely affecting surrounding land uses or
obscuring adjacent approved signs.
The proposed Sign Program will enhance the development, is in harmony with and
visually relates to all the signs included in the sign program by incorporating common
design elements such as colors and materials into the program. The proposed Sign
Program will not adversely affect the surrounding development and land uses or
obscure adjacent approved signs.
2. The Sign Program accommodates future revisions which may be required due to
changes in building tenants.

3. The proposed Sign Program, as conditioned, satisfies the intent or objectives of the
Development Code and will enhance the development. The proposed program results

proposed signs will enhance the development. The proposed signs compliment the
building architecture and aesthetics and are appropriate for the buildings.

Tenant Signage Criteria
OBJECTIVE:
The purpose of this sign criteria is to establish standards that assure tenant signage is harmonious, integrates with
shopping center architecture, and provides coordinated proportional exposure for all tenants. This sign criteria also
describes the responsibilities of the tenants with respect to sign review, approval, and installation. All work shall meet or
exceed the minimum design intent and fabrication requirements shown in this document. Conformance will be enforced.
A diversity of sign types within the parameters of these criteria is encouraged to allow for creative tenant signage.
However, any non-conforming or disapproved signs will be brought into conformance at the expense of the tenant.
REQUIREMENTS FOR SIGNAGE IMPLEMENTATION:
Each Tenant shall provide a minimum of one primary identification wall sign in accordance with the approved Master Sign
Plan herein provided.
Tenant shall be responsible for the following expenses relating to signage for tenant's store:
Plan check, permit processing and application fees.
Fabrication and installation of signage, and final electrical connections.
Maintenance and repair, to include; all costs relating to signage removal, including
repair of any damage to the building, or any portion of the shopping center.
There is a formal process for the creation, review and approval of Tenant signs (see "Submittals and Approvals" section of
this document). The tenant shall provide the following information: store name, logo image and colors, intended sign
dimensions, materials, colors, finishes, and electrical connections.
Only those sign types provided for and specifically approved in writing by the Landlord and the City of Temecula will be
allowed. The Tenant will be required. at his expense, to correct, replace or remove any sign that is installed without City
or Landlord's approval and/or that is deemed not to be in conformance with the plans as submitted and with require-
ments and documents referenced herein.

Sign design will be evaluated Dn the basis of cDmpatibility with the Dverall project architectural theme.
However, at a minimum tenant wall signs will be internally illuminated individual pan-channel letters. Minimum .040 alu-
minum with 3(16'" plastic face; no cross-over neDn or wiring permitted.

All sign colors, lettering styles, graphics treatments, and mounting attachments will be considered against overall com-
patibility with the development and architectural theme. Specialty background panels may be 35% larger than the per-
mitted letter area for wall mounted signs and will be calculated as part of sign area.
All signs and their installations must comply with local building fire, and electrical codes. local sign ordinances should be
consulted for requirements not covered in these criteria.
All work shall be of excellent quality. landlord reserves the right to reject any work determined to be of insufficient quali-
ty by the landlord or the project architect.
Tenant shall be responsible for penetrations, leaks, and/or defacement caused by sign contractor.
The sign lighting must be consistent with the MT Palomar lighting ordinance. This requirement must be addressed prior
to submitting an application to the building department for a sign permit.
. No illuminated flashing or movable signs will be permitted.
- No can signs shall be permitted.
- No exposed fusing lamps will be permitted.
. No exposed raceways, cross-overs, conductor transformers, etc... shall be permitted.
- Sign contractor shall provide necessary fastenings and bracing to securely install the sign.
- The advertising of goods and services offered for sale, product logos, or product trademarks shall not to permitted.
. Banners, pennants, and awnings are allowed and shall be compatible in form, color, and style with the design character
of the architecture.

Permanent window identification
a: Store identity, graphics, typography, and/or logo may be silk-screened or etched on the tenant's window in white
only. the maximum square foot graphic area allowed per window is four (4) square foot per window or a four (4) square
foot in-store neon type sign; provided, however that in-store neon type signage shall not exceed eight (8) square feet in
size. No graphic signs will be allowed on doors. Window signs are any signs permanently adhered directly to the win-
dow.
Temporary window signs are allowed if they adhere to the following criteria:
a: Advertise or promote a special event, such as an opening, or offer a new product or service, and are easily removed.
b: Sign graphics of any nature painted directly on a window shall net be considered a temporary window sign.
c: A window sign advertising or promoting any preduct or service .offered on a regular basis or at a regular price shall
not be considered a temperary window sign. The temporary signage which is visible from a public street shall be subject
to the regulations of the City of Temecula temporary sign ordinance.
d: temporary window signs shall not be illuminated, shall be limited to twelve percent (12%) of the tenant's storefront
glass area, and shall be displayed no more than 14 days.
~c~lIan~ous; Tenant Buildina Sianaae:
Each tenant shall be permitted to place upon each entrance .of its store (inside storefront glass) not more than 144
square inches of gold leaf or decal application lettering not to exceed 2 inches in height, indicating hours of business,
emergency telephone numbers, etc. (see page 26).
No advertising place cards, banners, pennants, names, insignias, trademarks, or other descriptive material shall be affixed
or maintained upon the glass panes and supports of the show windews and doors, .or upon the exterior walls of build-
ings witheut the written previous approval of the Landlerd and the City, and must be in cempliance with City Codes. Ne
permitted banners shall be affixed to the front, rear or sides of the buildings unless approved by landlord and the City.
Receiving deers may have a two inch (see page 25) high block letter sign identifying the Tenants' name. Landlord shall
shall install addresses above the door in six (6) inch high block letters. Letters shall be Dark Bronze applied directly te the
door. No white or other background color allowed.
Landlerd shall install address numbers for each building on the front building wall, 12 inches clear to the parapet or cor-
nice and top-right of the main building wall. Letter style to be Helvetica Regular, height to be six (6") inches, securely
mounted to the wall, and appreved by the Building and Fire Departments (see page 27).

, SUBMITTALS AND APPROVALS:
Prior to submittal to the City for plan check and Tenants sign fabrication, Tenant or his sign contractor shall submit for
Landlord approval three (3) sets of complete and fully dimensioned and detailed sign drawings. These drawings shall include:
- Elevation of storefront showing design, location, size and layout of sign, drawn to scale, indicating materials, colors, and
dimensions, attachment devices and construction detail.
- Section through letter and/or sign panel showing the dimensioned projection of the face of the letter and/or sign panel
and the illumination.

All Tenant sign submittals shall be reviewed by Landlord and/or its agent for conformance with the provisions of the City
approved Master Sign Program Plan. Within ten (10) business days after receipt of Tenant's drawings Landlord shall either
approve the submittal, contingent upon any required modifications, or disapprove Tenant's sign submittal. Approval or
disapproval shall remain at the sole right and discretion of Landlord. A full set of final plans must be approved in writing by
Landlord prior to permit application to the City or sign fabrication.
Following Landlord's approval of proposed signage, Tenant or his agent shall submit to the City two (2) sets 01 colorized sign
plans signed by Landlord and applicants for all permits for fabrication and installation by sign contractor. Tenant shall be solely
responsible for the cost of City plan check fees and permits, and shall furnish Landlord with a copy of said permits prior to
installation of Tenant's sign(s).
Fabrication and installation of all signs shall be performed in accordance with standards and specifications outlined in these
criteria and in the final plans and shop drawings approved by Landlord and the City. Any work deemed unacceptable shall be
rejected and shall be promptly corrected or modified at Tenant's expense as required by the City, Landlord or its agent.

SIGN CONTRACTOR RESPONSIBILITIES:
The Tenant sign contractor is responsible to do the following:
- Provide to the Landlord, prior to commencing sign fabrication and installation, an original certificate of insurance
naming the Landlord as 'Additional Insured'.
- Submit to Landlord and City for approval prior to fabrication complete and fully-dimensioned shop drawings.
- Obtain approved sign permits ( stamped as approved by the City )from the City prior to sign fabrication and deliver
copies of same to Landlord.
- Repair and/or replace any damage or destruction to any portion of the shopping center (Le.; buildings and site improvements
caused by contractor, its employees, or agents during the installation, repair, or removal of tenants sign(s).
- Promptly remove any equipment, debris, and unused sign materials after installation, repair, or removal of tenants
sign(s).

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TEMECULA APPROVING PLANNING APPLICATION
NO. PA05-0202, A COMPREHENSIVE SIGN PROGRAM FOR
THE MEADOWS VILLAGE SHOPPING CENTER
Section 1. John E. Clement, representing VenturePoint., filed Planning Application
No. PA05-0202 on July 11, 2005, in a manner in accord with the City of Temecula General Plan
and Development Code.
Section 2. Planning Application No. PA05-0202 was processed including, but not
limited to a public notice, in the time and manner prescribed by State and local law.
Section 3. The Planning Commission, at a regular meeting, considered Planning
Application No. PA05-0202 on July 5, 2006, at a duly noticed public hearing as prescribed by
law, at which time the City staff and interested persons had an opportunity to and did testify
either in support or in opposition to this matter.
Section 4. At the conclusion of the Planning Commission's Hearing and after due
consideration of the testimony, the Planning Commission approved Planning Application No.
PA05-0202 subject to the Conditions of Approval after finding that the project proposed in
Planning Application No. PA05-0202 conformed to the City of Temecula General Plan and
Development Code.

Section 6. Findinas. The Planning Commission, in approving Planning Application
No. PA05-0202 (Sign Program), hereby makes the following findings as required by Sections
17.28.080.B (Sign Program) of the Ternecula Municipal Code.

A. The proposed sign enhance the development, and are in harmony with, and
visually related to:
1. All of the signs included in the sign program. This shall be accomplished
by incorporating several common design elements such as materials,
letter style, colors, illumination sign type, or sign shape;
2. The buildings and/or the developments they identify by utilizing materials,
colors, or design motifs included in the building being identified; and,
3. Surrounding development by not adversely affecting surrounding land
uses or obscuring adjacent approved signs.

The proposed Sign Program wi/( enhance the development, is in harmony with and
visually relates to all the signs included in the sign program by incorporating common
design elements such as colors and materials into the program. The proposed Sign
Program wi/( not adversely affect the surrounding development and land uses or obscure
adjacent approvedsigns.
B. The Sign Program accommodates future revisions which may be required due to
changes in building tenants;

requirements for all current and/or future tenants.
C. The proposed Sign Program, as conditioned, satisfies the intent or objectives of
the Development Code and will enhance the development. The proposed program results in
appropriate signage that compliments the building architecture and aesthetics;
The proposed Sign Program is consistent with the Development Code and the proposed
signs wi/( enhance the development. The proposed signs compliment the building
architecture and aesthetics and are appropriate for the buildings.
Section 7. Environmental Comoliance. In accordance with the Calilornia
Environmental Quality Act, the proposed Project has been deemed to be Categorically Exempt
from further environmental review (Class 11, Section 15311; Accessory Structures). Section
15311 applies when a project consists of construction or replacement of minor structures
accessory to existing commercial, industrial, or institutional facilities, including on-premise signs.
Section 8. Conditions. That the City of Ternecula Planning Commission hereby
conditionally approves the Planning Application No. PA05-0202, a request for a Comprehensive
Sign Program for the Meadows Village Shopping Center located at the southeast corner of
Rancho California Road and Meadows Parkway, subject to the Conditions of Approval set forth
on Exhibit A, attached hereto, and incorporated herein by this reference as though set forth in
full.

WITHIN 48 HOURS OF THE APPROVAL OF THIS PROJECT
1. The applicant/developer shall deliver to the Planning Department a cashier's check or
money order made payable to the County Clerk in the amount of Sixty-Four Dollars
($64.00) for the County administrative fee, to enable the City to file the Notice of
Exemption as provided under Public Resources Code Section 211 08(b) and California
Code of Regulations Section 15062. If within said 48-hour period the
applicant/developer has not delivered to the Planning Department the check as required
above, the approval for the project granted shall be void by reason of failure of condition
(Fish and Game Code Section 711.4(c)).

2. The applicant and owner of the real property subject to this condition shall hereby agree
to indemnify, protect, hold harmless, and defend the City with Legal Counsel of the City's
own selection from any and all claims, actions, awards, judgments, or proceedings
against the City to attack, set aside, annul, or seek monetary damages resulting, directly
or indirectly, from any action in furtherance of and the approval of the City, or any
agency or instrumentality thereof, advisory agency, appeal board or legislative body
including actions approved by the voters of the City, concerning the Planning
Application. The City shall be deemed for purposes of this condition, to include any
agency or instrumentality thereof, or any of its elected or appointed officials, officers,
employees, consultants, contractors, legal counsel, and agents. City shall promptly
notify both the applicant and landowner of any claim, action, or proceeding to which this
condition is applicable and shall further cooperate fully in the defense of the action. The
City reserves the right to take any and all action the City deems to be in the best interest
of the City and its citizens in regards to such defense.
3. This approval shall be used within two years of the approval date; otherwise, it shall
become null and void. By use is meant the beginning of substantial construction
contemplated by this approval within the two-year period, which is thereafter diligently
pursued to completion, or the beginning of substantial utilization contemplated by this
approval.
4. The Director of Planning may, upon an application being filed within thirty days prior to
expiration and for good cause, grant a time extension of up to three 1-year extensions of
time, one year at a time.
5. The erection of signs on the premises shall substantially conform to the approved Sign
Program, contained on file with the Planning Department.
6. The applicant shall sign both copies of the final conditions of approval that will be
provided by the Planning Department staff, and return one signed set to the Planning
Department for their files.
7. Illumination of all signs shall conform to the requirements of Ordinance No. 655 to
reduce impacts on the Mount Palomar Observatory.
8. Within three months of occupancy, Buildings A and H shall submit a proposal to the
Planning Department that provides for enhancements on the east elevation of Building A
and the west elevation of Building H. Additional signage will not be allowed but murals
depicting products or creative artwork on these elevations will be considered. Within six
months of occupancy, the elevations will have been enhanced.

9. A separate building permit shall be required for all signage.
