MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
JUNE 22, 2006
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
June 22, 2006 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park
Drive Temecula, California. Principal Planner Don Hazen presiding.
Also present were Associate Planner Stuart Fisk and Minute Clerk Cynthia Lariccia.
Item No.1: Planning Aoolication PA05-0297. a DevelolJment Plan to construct a 9.995
SQuare foot office buildinQ on 0.9 acres. located on the east side of Maroarita
Road. aooroximatelv 350 feet north of DePortola Road.
Principal Planner Hazen convened the meeting at 1 :32 p.m.
Associate Planner Fisk presented an overview of the project and staff recommendations. The
proposed use is consistent with the General Plan and zoning designation of Professional Office
(PO). The building meets the minimum setback requirements of the Development Code and the
lot coverage of 25.2 percent is below the maximum allowed lot coverage of 50 percent. Staff
has determined the proposed office building requires 34 parking spaces and 36 spaces will be
provided. Access to the site will be provided from Margarita Road and DePortola Road. Access
circulation and parking will be shared between the buildings on the site. There are three lots
with an anticipated three future buildings. Public Works has determined that the impacts are
consistent with the traffic volumes projected by the General Plan EIR and the Fire Prevention
Bureau has determined that access and circulation is adequate for emergency services.
The proposed office building design is consistent with the Development Code and Design
Guidelines. The proposed single-story building features smooth finish stucco exterior walls with
significant window areas, window surrounds and concrete tile roofing.
The proposed project is categorically exempt from further environmental review per CEQA
Section 15332, Class 32, In-Fill Development Project. Project is consistent with the General
Plan, Development Code, City ordinances, standards, guidelines and policies. Project is
compatible with surrounding developments in terms of design and quality.
Principal Planner Hazen asked for clarification on the phasing plan for the parking lot
improvements relating to the access from DePortola and Margarita Roads.
Planner Fisk stated that the original plan that was approved for Joy Dental conditioned' for the
paving for the parking and drive aisle areas be installed as part of first phase of construction as
well as landscaping on the slope at the back of the site.
Principal Planner Hazen asked if the corner property owners bonded for on-site improvements
and suggested he receive a response from the applicant.
Principal Planner Hazen opened the Public Hearing at 1 :40 p.m.
Salvatore Pitruzzello, 32281 Corte Santa Catalina, Temecula, owner, stated the parking lot has
been completed. The three individual pads have access from DePortola and Margarita Roads.

Principal Planner Hazen asked owner if he had reviewed the Conditions of Approval. The
owner concurred with the Conditions of Approval.
Elias Alfata, 6626 Wilding Place, Riverside, thanked the Planning Department for their
assistance.
Principal Planner Hazen closed the Public Hearing and approved Planning Application No.
PA05-0297 subject to the Conditions of Approval.
There being no further business, hearing was adjourned at 1 :46 p.m.
