MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
JUNE 15, 2006
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
June 15, 2006 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park
Drive Temecula, California. Planning Director Debbie Ubnoske presiding.
Also present were Associate Planners Stuart Fisk and Christine Damko, and Minute Clerk
Cynthia Lariccia.
Item No.1: Planning Aoolication PA06-0004. a Develooment Plan to construct a 1.962
s!luare foot recreation buildin.a on 1.2 acres. located on the north side of Sunn\f
Meadows Drive. aODroximatelv 900 feet east of Meadows Parkwav.
Planning Director Ubnoske convened the meeting at 1 :35 p.m. Planner Fisk presented an
overview of the project and staff recommendations. The proposed use is consistent with the
General Plan designation of Open Space and zoning designation of SP-4 Paseo del Sol. The
project site is Planning Area 24 of the Specific Plan which designates the area as a 1.0 acre
park/recreation area. Access to the site will be provided from Sunny Meadows Drive. Public
Works determined that the traffic impacts are consistent with the volume projected for the site
by the General Plan EIR and the Fire Prevention Bureau has determined that access and
circulation is adequate to provide emergency services.
The proposed single-story building features cement plaster exterior walls to match the existing
recreation building located further south on Sunny Meadows Drive. The project proposes to
landscape 48,278 square feet or 86.6 percent of the site.
The proposed project is categorically exempt from further environmental review per CEQA
Section 15332, Class 32, In-Fill Development Project.
Planner Fisk stated he received an e-mail from resident Derek Empey who asked that the line of
sight be increased, shrubbery be restricted to 24" at maturity, and to preclude installation of
above ground utility equipment. He also suggested requiring striped crosswalks for a
pedestrian walkway.
Planner Fisk stated that the project is consistent with the Development Code requirement and
that the proper height limitations will be imposed. He forwarded the e-mail to Public Works for
the recommendation of striping. Public Works stated they only include striped crosswalks at full
intersections.
Director Ubnoske opened the Public Hearing at 1 :40 p.m. and asked the applicant if she had
reviewed the Conditions of Approval
Cindy McGee, Newland Communities, 27393 Ynez Road, Temecula, questioned the TUMF
fees. Director Ubnoske said the City Attorney advised that being the building will be used by the
residents, the fee will not be assessed. Ms. McGee also questioned Condition Nos. 16, 63 and
77. Director Ubnoske stated that these are catch all requirements. If not needed, they won't be
applicable.

Director Ubnoske closed the Public Hearing and approved PA06-0004 deleting Condition Nos.
59 and 62.
Item No.2: Plan nino Aoolication PA03-0353. a Tentative Parcel Mao to subdivide 5.19 acres
into three residential lots. located at the northwest corner of Santiaoo Road and
Ormsbv Road.
Planner Damko presented an overview of the project and staff recommendations. The project
proposes to subdivide 5.19 acres into three lots with a minimum lot size of one acre. All lots
meet the minimum lot size, Parcel One is within the Chaparral Area of Policy; as such all lots
fronting on Santiago Road shall have a minimum lot size of 1.75 acres. Parcel One meets this
requirement. Access to the remainder parcel will be from Ormsby Road and Parcel One and
Parcel Two from a proposed shared driveway off of Santiago Road.
Staff believes that there are multiple recordings on this 30' wide road easement. Condition No.
6 requires that the applicant make sure that all easements and the map iare accurate.
The proposed project is categorically exempt from further environmental review per CEQA
Section 15315, Class 15, Minor Land Division.
Director Ubnoske opened the Public Hearing at 1 :47 p.m. and asked the applicant if he had
reviewed the Conditions of Approval.
Larry Markham, 41635 Enterprise Circle, T emecula, concurrred with the Conditions of Approval.
He stated that the applicant was aware of the concern of the potential other easements that do
not show up on the title report and will concur with the condition.
Gary Weidman, 30680 Santiago Road, expressed concern regarding the street conditions and
construction traffic. He stated the roadwork has not kept up with the development.
Director Ubnoske stated that the map will be conditioned to improve Santiago Road; however,
some are existing conditions and unless funding can be identified through CIP, the City cannot
address them. She stated that whenever there is new development, the City always conditions
for the improvements before any building permits are issued.
Mr. Weidman also requested some stop signs or striping be installed
Brian Slane, 30250 Santiago Road, expressed concerns about shared driveways, dangerous
traffic conditions, and removal of hedge rows.
Mr. Markham stated that the hedge rows will not be removed.
Mr. Slane was concerned about the lots divided and that there is a loss of the country type feel.
He feels value is being taken away from his property.
Director Ubnoske stated she understood his concerns but as long as the project is consistent
with the City's General Plan, owners can split their lots and the City has no reason to deny the
application.
John Martinez, 30260 Santiago Road, had concerns regarding Santiago Road going straight
through, posting of speed limits and drainage on Ormsby.

Mr. Markham stated that the applicant is conditioned to widen Santiago and Ormsby, A
drainage study will be prepared that Public Works will review and approve. Santiago was
recently downsized in the General Plan to reflect the rural nature. If advised by Public Works, a
stop sign will be installed at Ormsby and Santiago.
Charles Delgado, 30270 Santiago Road, also expressed concerns regarding the speed of traffic
in the area.
Director Ubnoske stated that she would speak to the Police Department regarding the speeding
concerns mentioned.
Director Ubnoske closed the Public Hearing and approved PA03-0353 subject to the Conditions
of Approval.
There being no further business, hearing was adjourned at 2:05 p.m.
