MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
JUNE 12, 2006
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, June 12, 2006, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Henz led the audience in the flag salute.

DIVISION REPORTS
Maintenance Superintendent Harrington provided the Community Services Commission with a
brief overview of items that were addressed by the Maintenance Division since the last
Community Services Commission meeting, noting the following:
. That security lighting throughout Stephen Linen Jr. Memorial Park was repaired
. That security lighting and stairway lighting was repaired at Harveston Lake Park
. That several damaged speakers were replaced throughout the Old Town sound system
. That the restrooms, gazebos, and trash bin enclosures were painted at Winchester
Creek Park
. That several lights were repaired at the Temecula Community Theater courtyard
. That the wood benches at the Temecula Community Theater courtyard were refinished
. That the three playground structures at Loma Linda Park were upgraded.
In response to Ch!'lirman Edwards' query, Maintenance Superintendent Harrington noted that
due to weather, time, and vandalism, the speakers in Old Town were in need of replacement.
Development Services Administrator McCarthy provided a staff report, offering the following:
. That construction on the Patricia H. Birdsall Sports Complex continues to progress

. That staff has been working with the architect on the design of the Temecula
Community Center (TCC) expansion, and will be bringing forward a conceptual design to
the Community Services Commission at a future meeting
. That the Boys and Girls Club held its grand opening at Kent Hintergardt Park on
Thursday, May 25,2006
. That the Community Clean-Up held on Saturday, May 6, 2006, was successful; that
there were over 91 tons of trash collected; 440 gallons of motor oil collected, 20 gallons
of anti-freeze collected; 95 car batteries collected; and over 900 household batteries
collected at the Community Clean-Up.
Cultural Arts Administrator Betz provided the Community Services Commission with a brief
overview of items in the Cultural Arts Division, noting the following:
. That approximately 6,500 people attended cultural art functions in the month of May
2006
. That an exhibition called Visual Expression ended at the History Museum and a new
exhibition called California Cowboy Photographs opened
. That the month of May at the Theater was very busy with programs ranging from
Magician Jeff McBride to a tribute to Johnny Cash
. That the birth of baby chicks took place in the month of May 2006 at the Children's
Museum.
Recreation Superintendent Pelletier provided a brief staff report, as follows:
. That the Guide to Leisure Activities brochure was mailed to 33,000 Temecula residents
on June 3, 2006; and that registration for the programs and activities offered in the
brochure will begin on Wednesday, June 14, 2006
. That the Fitness In Temecula (FIT) program will be provided at both the Ronald Reagan
Sports Park and Harveston Community Park
. The summer programs will officially begin on Monday, June 19, 2006, and that the
programs will include a Summer Day Camp Program, SMART Program, Swim Lessons,
Public Swim, and numerous contract classes for residents of all ages
. That the recreation division is currently preparing for the 4th of July 2006 events; that the
parade will begin in Old Town beginning at 10:00 am; that festivities in the park will begin
at 2:00 pm; and that the 24-minute fire work display will begin at 9:00 pm sharp.

MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner
Henz seconded the motion and voice vote reflected approval with the exception of
Commissioner Hogan who was absent.

2. Doa Park at Redhawk Community Park
2.1 That the Community Services Commission approves a temporary dog park and
the construction of a permanent dog park facility at Redhawk Community Park.
Director of Community Services Parker provided the Community Services Commission with a
staff report (of written material).
At the time of opening the public hearing,. Chairman Edwards explained the public comment
period to the audience.

The above-mentioned individuals spoke in favor of the proposed Dog Park for the following
reasons:
. That due to the small square footage of backyards in Temecula, it would be important to
have a dog park in the community to allow dogs its much needed playtime and
socialization time
. That allowing dogs to run free (off-leash), would cut down on behavioral problems that
could result from a dogs when not allowed to exercise
. That the County of San Diego currently provides its community members with 12 dog
parks
. That it would be important that dogs socialize with other canines
. That that Redhawk Community Park would be condusive for t~e development of a dog
park
. That a community dog park would be a good opportunity to meet neighbors
. That Redhawk Community Park would be a community park, not a private gated
community park
. That Temecula residents should not have to drive to San Diego County to walk their
dogs
. That dog owners would be willing to compromise for a dog park by creating fenced off-
lease areas for dogs to run free which would keep those intimidated by the dogs feeling
safer
. That a dog park would be an asset to the community
. That the City of Temecula would be in great need of dog parks
. That all dogs from small to large that currently attend Redhawk Community park get-
along well
. That as tax payers, it would be important that the City provide dog parks for the
community
. That dogs need to be exercised and have opportunities to play with other dogs, as it
would be their nature
. That Redhawk Community Park would be a community park and would not belong to the
individuals that would abut the park
. That residents that abut Redhawk Community Park are treating the Redhawk
Community Park as a green belt, not a community park
. That a dog park in the community would simply be another amenity to the community
. That the reason that there are not a lot of people attending the park would be for the lack
of a restroom not because there are dogs at the park
. That dog parks do not lower the value of homes, but would be an amenity
. That because the proposal would be to have a fenced off-lease enclosure, this would not
disturb anyone walking, using the playground equipment, picnic tables, baseball
diamonds and fields; and that anyone concerned with dogs being off-leash would not
have to worry or feel threatened in any way because the dogs would be in an enclosed
area.

The above-mentioned individuals spoke in oDDosition of the proposed Dog Park at Redhawk
Community Park for the following reasons:
. That it would be disturbing to residents abutting the park to have dog owners yelling
commands to their dogs early in the morning
. That the sound of dogs barking would disturb the neighborhood and would become a
nuisance
. That if dogs create noises before 8:30 am, residents should be allowed to file complaints
. That another location that would not have residents affected by dogs barking should be
explored
. That dog owners in the community should be willing to drive their dogs to existing dogs
park, even if it would be out of the county
. That since the presence of dogs in the park, there have been less children playing and
less joggers jogging
. That dog owners would not be acting responsibly by picking up dog remains
. That the dog owners have allowed their dogs to drink out of public drinking fountains
. That dog owners have been breaking the leash-law
. That although there may be a need for a dog park in the City, Redhawk Community Park
would not be an ideal location
. That Redhawk Community Park would not be ADA accessible
. That dogs off-leashes could be a danger for people and other dogs
. That due to dogs off-leashes, people are afraid to use the park
. That dog owners should be responsible and buy dogs that would fit their property
. That Redhawk Community Park would be in need of adequate play equipment for
children, not a dog park
. That the City refused to notice homeowners within 300-feet of Redhawk Community
Park as promised in the pre-annexation period in the event of a proposed change to
Redhawk Community Park
. That homeowners' rights should be placed before the rights of dogs.
The following individuals would be neutral towards the proposed dog park at Redhawk
Community Park:

COMMISSION DISCUSSION
Thanking the speakers for participating in the public hearing process, Commissioner Henz
stated that Redhawk Community Park would be a community park; that the park was created to
serve the whole community while not creating undo restrictions for other residents' enjoyment;
that he would be of the opinion that dogs having a gated enclosure and a drinking fountain
would provide for a safer situation for all who visit the park. It was also requested by
Commissioner Henz that the City ensure conformance with current dog laws.
For the Commission, Director of Community Services Parker noted the following:
. That after extensive evaluation with policies and procedures with regard to dog parks,
temporary fencing will be installed until a permanent facility could be installed
. That there will be signage with regard to rules and operation of the park posted
. That there will be separate enclosures for small and large dogs
. That a doggy fountain will also be provided for dogs
. That providing two separate dog runs will ensure staff easier capability of maintaining
the dog runs.
Commissioner Fox explained the process of the last 20 years of acquiring and developing
parks; and stated that it would be her opinion that Redhawk Community Park would be an
excellent choice for a dog park.
For the Commission and public, City Attorney Thorson noted that tonight's hearing would be
considered due process and that there would be no legal reason why the Commission would not
be able to proceed; that there is no language in the old County ordinance 348, the Redhawk
Specific Plan, or in the California Environmental Quality Act (CEQA), or any language in the
City's current Development Code that would require a designation of an area in the park for
typical park activities to have noticed by mail within 600-feet in the park as you would on a major
project; that the City's leash-law would require that dogs not be allowed off-leash until they are
within the fenced area; that if they are within the fenced area in the designated dog park area
they would be complying with the leash-law; that if they let their dogs off-leash in the parking lot
and allow the dogs to run without a leash, they would be in violation of the leash-law.
Commissioner Meyler also noted that Redhawk Community Park who make a good choice for a
dog park.
On behalf of Commissioner Hogan who was not able to be in attendance of tonight's meeting,
Administrative Secretary Zigler read into the record her approval of the proposed dog park at
Redhawk Community Park.
Chairman Edwards also relayed his approval for the proposed dog park.
MOTION: Commissioner Henz moved to approve staff recommendation. Commissioner Fox
seconded the motion and voice vote reflected approval with the exception of Commissioner
Hogan who was absent.

3. Universal Waste Education and Collection
3.1 That the Community Services Commission receive and file a
report with regards to hazardous waste collection services and education
programs.
At the request of Commissioner Henz, Senior Management Analyst Smith provided a brief staff
report highlighting on the programs that are currently in place in the City.

It was the consensus of the Community Services Commission to receive and file this report.
DEPARTMENTAL REPORTS
Director of Community Services Parker noted that the Guide to Leisure Activities brochure was
mailed to residents, and thanked Recreation Superintendent Pelletier and Cultural Arts
Administrator Betz for their efforts with regard to the creation of the brochure.
COMMISSIONER' REPORTS
Commissioner Henz gave kudos to staff for their efforts with regard to the Guide to Leisure
Activities brochure.

Update on Dog Park at Redhawk Community Park
RECOMMENDATION: That the Community Services Commission receive and file a report
updating them on the temporary dog park at Redhawk Community Park.
BACKGROUND: At the June 13, 2006 City Council meeting, the Board of Directors
approved the placement of a temporary dog park, to be followed by a permanent dog park, at Redhawk
Community Park. Staff has established Rules and Regulations for use of the dog park. A copy of the
Rules and Regulations is attached for your review.
The temporary dog park has been in place for approximately two weeks and staff anticipates
approximately 50 canines and their ownerslhandlers visit the dog park daily. Staff would like to share
some photographs of the park site in use.

POLICY: The City of Temecula Community Services Department (TCSD) will
strive to provide and maintain a high quality park for dogs and their owners and handlers.
It is the policy of the TCSD to adopt rules of behavior for people who take their dogs to
Temecula's off-leash dog park areas.
BACKGROUND: The development of off leash dog park areas in City park sites has
grown tremendously across the country over the past several years. A place for our
canine friends to run freely in a protected area has become a recreational pursuit that
residents of both large and small communities are requesting. As a result the Community
Services Department, has developed policy for the establishment and operation of off-
leash dog park areas. The goal of this policy is to:
. Promote and maintain an environment that socializes and exercises dogs in a safe
atmosphere
. Promote responsible pet ownership
. Enable dogs to legally run off-leash
. Promote public health and safety
. Provide realistic enforcement of dog control laws
PARK USE REGULATIONS:
RESPONSIBILITY
Each dog owner or person accompanying a dog in the off-leash area is responsible
for following park rules and procedures
RULES
. Owners are liable for damage or injury inflicted by their dogs.
. Owners and dog handlers must be in control of their dogs at all times.
. Dogs that exhibit dangerous or aggressive behavior, such as, biting, fighting,
and excessive barking, are not allowed.
. Outside the off-leash areas, dogs must be leashed; inside the off-leash areas,
owners and dog walkers must carry a leash for each dog.
. Owners and dog walkers must clean up after their dogs.
. All dogs must be licensed and vaccinated.
. All dogs must wear licensed identification.
. Dogs that are sick or in heat are not allowed in the off-leash areas.
. Puppies under four months are not allowed in the off-leash areas.
. Dog handlers must be at least 16 years of age.
. It is recommended that children ages five (5) years and younger not enter the
dog park area. Parents/Persons responsible for children should use discretion
when entering the dog park with children five (5) years and younger..
. Adults must closely supervise children.
. No food or dog treats allowed in the off-leash areas.
. Remove pinch or choke collars when entering the off-leash areas.
. Dogs must be attended at all times
. No more than 2 dogs per owner or handler.
. Dogs must be leashed upon entering and exiting the off-leash areas.
. Keep off-leash area gate closed at all times.
. No classes, parties, or organized group meetings without TCSD approval.
. No bikes, skateboards, rollerblades, scooters, or razors allowed in the off-leash
areas.
. TCSD reserves the right to close the park without prior notification.
. Never touch or pet another owner or handler's dog without permission.
. All dogs must be off-leash in the off-leash areas.
General Information:
How to Enter and Leave the Park
1. Before you open the outer gate, check to be sure that the inner gate is
closed. '
2. Open the outer gate and enter the vestibule with your dog.
3. Close the outer gate behind you.
4. Remove your dog's leash. Having your dog on a leash when confronting an
off-leash dog can be a recipe for trouble -- your dog can feel vulnerable and
fearful, as well as the need to protect you. Tugging on the leash puts your
dog at a disadvantage. It is restrained but placed in a chest-out, raised-up
aggressive pose that can cause the off-leash dog to feel threatened.
5. Before you open the inner gate, check to be sure that the inner gate area is
not congested with excited dogs waiting to pounce on your pup or trying to
get out.
6. Pay attention to the reception from the dogs already inside the area - is it
favorable or not? If the dogs already inside aren't friendly, put the leash back
on your dog and go to the vestibule of another area.
7. Open the inner gate. Enter the off-leash area with your dog.
8. Close the inner gate behind you and move your dog away from the entrance.
How to leave the Dark
1. Before you open the inner gate, check to be sure that the outer gate is closed
and that other dogs aren't trying to leave with you.
2. Open the inner gate and enter the vestibule with your dog.
3. Close the inner gate behind you.
4. Putthe leash on your dog.
5. Open the outer gate and exit from the vestibule with your dog.
6. Close the outer gate behind you.

Use of this off-leash dog park is at your own risk. Dog owners and/ or dog
handlers assume all liability resulting from loss, accident or injury as a result of
utilizing this park site.
DOG PARK RULES AND GUIDELINES
. Owners are liable for damage or injury inflicted by their dog(s).
. Owners and/or dog handlers must be in control of their dogs at all times.
. Owners must remain with dogs inside the fenced area at all times.
. Owners must clean-up after their dogs and properly dispose of waste.
. Dogs must have current license with required vaccinations.
. Dogs must be kept on leash until inside the fenced area of the dog park.
Leash laws will be enforced outside the dog park area.
. Dogs that exhibit dangerous or aggressive behavior such as, biting,
fighting, and excessive barking, are not allowed in the dog park.
. Dogs that are sick or in-heat are not allowed in the dog park.

Monthly Departmental Report

Construction of the Patricia H. Birdsall Sports Park (Wolf Creek Sports Complex) continues.
Installation of the field lighting, installation of artificial turf fields and parking lot are complete.
Installation of irrigation systems in nearing completion and planting will begin shortly.
Construction of the Temecula Public Library project continues to move forward. Framing of the
facility is complete, parking structures are complete and staff is moving forward with ordering
furnishings for the facility.
Construction of the Boys and Girls Club project at Kent Hintergardt Memorial Park is complete. A
grand opening was held on May 25,2006. A contract was awarded to Edge Development, Inc., for
construction of a basketball court at Kent Hintergardt Memorial Park in conjunction with the
construction of the Boys and Girls Club project.
On June 13, 2006 the City Council approved the installation of a dog park area within Redhawk
Community Park. The Council directed staff to place a temporary dog park area at Redhawk
Community Park during the design and installation of the permanent dog park area. On Friday,
June 16th, fencing for the temporary dog park was installed at Redhawk Community Park. Staff has
confirmed that this facility is already being used by many dog owners and their pets.
On May 8th the Recreation Division held the kick-off for the Annual F.I.T. (Fitness in Temecula)
program. F.I.T. will be held Monday through Friday, 6:00pm to 8:00pm at Ronald Reagan Sports
Park and Harveston Community Park, through summer until September 15, 2006. Participants can
sign-up at one of these two park sites and participate in a walking or jogging program. The program
is designed to promote health and fitness in the community and will offer participant incentives to
maintain a health and exercise regimen, provide handouts and information on health and dietary
guidelines, and other promotional materials.
The Community Services Department released an RFQ to landscape architect firms for Redhawk
Park Improvements for the four Redhawk park sites acquired on June 30, 2005 with the annexation
of Redhawk into the City of Temecula. The City Council approved a contract with RJM Design
Group to begin designing the improvements to the park sites. These improvements include picnic
tables, picnic shelters, park benches, sidewalks, tot lots, etc. A meeting took place on June 13,
2006 with members of the Redhawk Community and the landscape architect to discuss design
elements for these four park sites.
The Cultural Arts Division continues to program and carry-out the classes and activities as outlined
in the 2006 Summer/Fall Guide to Leisure Activities, and the Old Town Temecula Community
Theater's musical and theatrical performance line-up. As part of the Cultural Arts special events,
the Summer Sunsets Film and Concert Series will kick-off on July 6, 2006. In addition, the Cultural
Arts Division is responSible for the day-to-day operations of the Old Town Temecula Community
Theater, the Temecula Valley History Museum and the Imagination Workshop, Temecula Children's
Museum.
The Development Services Division continues to participate in the development review for projects
within the City including Wolf Creek and Roripaugh, as well as overseeing the development of parks
and recreation facilities, and the contract for refuse and recycling, cable television services and
assessment administration.
The TCSD Maintenance Division continues to oversee the maintenance of all City parks and
facilities, and assist in all aspects of Citywide special events.
The Annual 4th of July Parade and Fireworks Extravaganza was held on July 4, 2006. The parade
was held at 10:00am in Old Town Temecula with approximately 80 entries. Festivities to the
Fireworks Extravaganza began at 2:00pm at the Ronald Reagan Sports Park concluding with a 25
minute fireworks display at 9:00pm. The event was extremely successful and staff anticipates
approximately 20,000 were in attendance.
The Recreation Division is currently carrying out the classes and activities as outlined in the 2006
Summer/Fall Guide to Leisure Activities. Summer Day Camp, the S.MAR.T. program and summer
public swim and aquatic lessons all kicked off on June 19th.
