CONSENT CALENDAR BOARD BUSINESS. 1 Minutes RECOMMENDATION: 1.1 Approve the Minutes of March 13, 2006. MOTION: Board Member Blair moved to approve the Consent Calendar. Board Member Moore seconded the motion and voice vote reflected aDDroval with the exceDtion of Board Member Harker and Haserot who were absent and Board Member Williams who abstained. A: IOldTownILRBlMinutesf041 006 New Items 2 Civic Center Presentation Deputy City Manager Thornhill provided the Old Town Local Review Board with a presentation of the Civic Center. At this time, public comments were taken. Mr. Fred Perkins, Temecula, expressed concern with the public parking on Mercedes Street, advising that the street would be too narrow to park on. In response to Mr. Perkins' concern, Deputy City Manager Thornhill noted that the improvements on Mercedes Street would be at ultimate right-of-way; that there would be a 60-foot right-of-way and the curb would be at 40 feet curb to curb which would be the same as Front Street which allows for parking on the streets; that the street will not be widened; and that any building would have to be done within the existing right-of-way;, that the future western bypass will take a large amount of cut-through traffic out of Old Town; and that an amphitheater for the plaza area should be considered. At this time, the comment period was closed. The Old Town Local Review Board thanked Deputy City Manager Thornhill for his presentation. 3 Plannina Aoolication' No. PA06-0037 a Conditional Use Permit with a Develooment Plan aoolication for a 22.522 $Ouare foot mixed use buildina called Dalton III. located at 41955 5th Street. on the north side of 5th Street. aooroximatelv 200 feet east of Front Street. Associate Planner Damko provided the Board with a staff report (of written material). Board Member Blair queried on the 'height of the proposed project and flatness of the roof top. In response to Board Member Blair's concern, Associate Planner Damko noted that the height ofthe proposed project would meet the Development Code and the Old Town Specific Plan; and that with regard to the fliiltness of the roof, that the proposed three-story building would provide acceptable articulation in roof forms and offsets to reduce massing and the sides and rear would be visually broken-up with offsets, balconies, changes in materials, and architectural detailing; and that the proposed elevations would achieve a historic look and overarching design to create a prominent building in Old Town with a strong character as well as function. Chairman Allen requested that the site plans be enlarged for easy reading. , Clarifying for the Chairman, Associate Planner Damko noted that the project will provide thirteen parking spaces dedicated for future residential tenants located on the first floor of the building; 'that this would meet the parking requirement of the Specific Plan since there is no current parking requirement in Old Town. At this time, the public hearing was opened. MOTION: Board Member Blair moved to approve staff recommendation. Board Member Moore seconded the motion and voice vote reflected approval with the exception of Board Member Harker and Haserot who were absent. DIRECTOR OF PLANNING REPORT Director of Planning Ubnoske stated that the amendment to the Old Town Specific Plan will be moving forward to the Planning Commission in the near future. DIRECTOR OF REDEVELOPMENT REPORT Director of Redevelopment Meyer advised that the Old Town Temecula Business Association have started a new promotion to stay open later on Friday and Saturday nights. CODE ENFORCEMENT REPORT A Code Enforcement report was distributed to the Board. BOARD MEMBER REPORT Board Member Moore expressed her happiness with the clean-up of the ivy and trash at the Old Town mural. Board Member Moore also advised that she would not be in attendance of the Monday, May 8, 2006, meeting and would appreciate a packet being mailed to her. BOARD MEMBER REPORT Expressing concern with a comment that was made by a Planning Commissioner at the April 19, 2006, Planning Commission meeting with regard to in lieu fees, Board Member Blair requested clarification. . Referencing Board Member Blair's concern, Principal Planner Hazen noted that it was the suggestion of Commissioner Telesio to have in lieu fees apply to all uses in Old Town rather than just residential and mixed use projects; but that it was not the view point of the majority and was not part of the motion that was made. G:\Planning\2006\PA06-0186Texas Lil's Signs Minor ModIPlanninglOTLRB Staff Report.doc I ANALYSIS The applicant is proposing two new wall signs on the south and west elevations of an existing Old Town restaurant, Texas Lil's. The sign located on the south elevation is 37" X 96" (24.66 square feet). It is constructed of 2" thick kiln dried sandblasted redwood and is painted with colors from-the Sherwin-Williams Preservation Palette including Fairfax Brown (SW 2856), Classical White (SW 2829), Colonial Revival Yellow (SW 2830), Caribbean Coral (SW 2854), Rookwood Brown (SW2806), Sage Green Light (SW 2851) and Roycroft Copper Red (SW 2839). The Old Town Specific Plan Design Guidelines for signs encourages the use of only four colors. Although this sign has several colors in its design, there are four primary colors used. The additional colors are used for accent and trim enhancements and the overall design meets the intent of the Specific Plan. The Sign Regulations of the Old Town Specific Plan allow for 1 square foot of wall sign area for each linear foot of building frontage. The south elevation of this building measures 66' allowing for a maximum of 66 square feet. The proposed sign of 24.66 square feet is within this guideline. The west elevation will feature a 4' X 7' (28 square feet) slightly larger version of the sign located on the south elevation. This elevation is 38 linear feet and allows for 38 square feet of wall sign age. The 28 square feet proposed is within this allowance. All colors and materials are identical. Both of these signs are replacing existing non-conforming wall signs currently on the building.
