HomeMy WebLinkAbout071006 CSC Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION JULY 10, 2006 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 p.m., on Monday, July 10, 2006, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE Commissioner Hogan led the audience in the flag salute. ROLL CALL Present: Commissioners: Fox, Henz, Hogan, Meyler, and Chairman Edwards Absent: None. PUBLIC COMMENTS: No additional comments. DIVISION REPORTS Recreation Superintendent Pelletier provided a brief staff report, as follows: . That the 4th of July events was a full day of activities and that staff anticipated that it was the biggest attendance yet . That staff continues to keep the summer programs fun and engaging for participants of all ages . That the Fitness In Temecula (FIT) Program finale will be scheduled for September 17, 2006, and that more details will be provided at the August 14, 2006 Commission meeting . That staff has begun to prepare for the holiday events. Commissioner Henz gave kudos to staff for their excellent performance in making the 4th of July a memorable event. Maintenance Superintendent Harrington provided the Community Services Commission with a brief overview of items that were addressed by the Maintenance Division since the last Community Services Commission meeting, noting the following: . That the Maintenance Division assisted with the July 4, 2006 events R: CSC/minutes/071006 . That the Maintenance Division pressure-washed picnic shelters, restrooms, walkways, and snack bars at various park sites which included Winchester Creek Park, Harveston Community Park, Temeku Hills Park, Stephen Linen Jr. Memorial Park, Pala Community Park, Sam Hicks Park, Ronald Reagan Sports Park, Meadows Park, and the 6th Street restroom building . That the Maintenance Division completed drafting and executing over 40 service contracts and amendments for preventive maintenance services and emergency repairs of City facilities for the new fiscal year . That the Maintenance Division installed new park monument signs at Redhawk Community Park, Temecula Creek Trail Park, Paseo Gallante Park, Sunset Park, and Harveston Lake Park . That carpets were cleaned throughout City Hall, Mary Phillips Senior Center, Temecula Community Center, Community Recreation Center, and the Children's Museum . . That the Maintenance Division serviced ball-field lighting at Ronald Reagan Sports Park. In response to Commissioner Henz's question, Maintenance Superintendent Harrington noted that a Marine Biochemist would provide Water Quality Management Services to Harveston Lake Park as well as the Temecula Duck Pond. Commissioner Hogan thanked staff for repairing the air-conditioning unit at the Mary Phillips Senior Center. Development Services Administrator McCarthy provided a staff report, offering the following: . That construction of the Patricia H. Birdsall Sports Park continues . That staff is working on finalizing the agreement for the operation of food concessions at the sports complex . That construction for the Erie Stanley Gardner Exhibit bid opening will be scheduled for Tuesday, August 1,2006 . That on Saturday, July 8, 2006, 20 Redhawk residents attended a community workshop for the Redhawk Park improvements; that all four Redhawk Park sites were discussed; that valuable information was brought forward; and that RJM will be compiling information and conceptual plans which will be presented at the nex1 community workshop which is scheduled for Thursday, August 3, 2006, and will be forwarded to the Community Services Commission for review. Referencing the Redhawk Community workshop held on Saturday, July 8, 2006, Director of Community Services Parker noted that it was a successful workshop. Cultural Arts Administrator Betz provided the Community Services Commission with a brief overview of items in the Cultural Arts Division, noting the following: . That for the month of June 2006, 9,000 patrons attended functions within the Cultural Arts Division . That the Cowboy Photography ended at the History Museum . That the annual flea market hosted by the Women's Club had 90 booths and netted the History Museum over $2,500 in contributions . That staff is preparing for the International Art Exchange Exhibition to be held on Sunday, July 16, 2006, at the Temecula Valley Museum and the Merc R: CSClminutes071006 2 . That the Temecula Valley Museum Summer Explorers Program began today, Monday, July 10, 2006 . That the Theater for the month of June 2006 started with a Tribute to Johnny Cash by Tommy Cash and ended the month with Kiss Me Kate . That the City hosted the International Jazz Festival, advising that over the three days there were over 8,000 people in attendance . That at the Children's Museum the special Friday Nights Program began . That Summer Arts Program has begun. Commenting on the Kiss Me Kate production, Commissioner Meyler noted that he had an opportunity to attend the production and relayed his enthusiasm. CONSENT CALENDAR 1. Minutes 1.1 That the Community Services Commission approve the Minutes of the June 12, 2006 Community Services Commission meeting. MOTION: Commissioner Henz moved to approve the Consent Calendar. Commissioner Meyler seconded the motion and voice vote reflected approval with the exception of Commissioner Hogan who abstained. COMMISSION BUSINESS 2. Avian Bird Flu 2.1 That the Community Services Commission receive and file a report on the Avian Bird Flu. Assistant to the City Manager Yates introduced Ms. Barbara Cole, R.N., who provided a PowerPoint Presentation with regard to Preparing for the Pandemic Influenza Threat. Ms. Cole, Director of Disease Control for the County of Riverside Department of Public Health, provided a PowerPoint Presentation, highlighting on the following: . Background information on: o Seasonal Influenza o Bird Flu Viruses o Clinical Presentation of Influenza . Discussion of Pandemic Influenza . Preventive Measures . Public Health Response Planning . Legal Interventions . Early Detection . Surge Capacity . Highly contagious, acute febrile respiratory illness . Annual epidemic of febrile respiratory disease . Infects all age groups . Considerable Public Health Impact R CSC/minutes071 006 3 . Average Annual Impact of Seasonal Influenza in US and California . Avian Influenza (Bird Flu) Viruses . Human Cases By Country . Clinical Prevention . Recognizing Avian Influenza . Clinical Measures . Food Safety . Preventive Measures . Treatment of Influenza . Requirements for a Pandemic . Public Health Response . Issues with Surge Capacity . Summary. For the Commission, Ms. Cole stressed that currently, Avian Influenza has not been identified in the United States in birds or humans; and that the United States does not import poultry from countries that would have birds affected by Avian Influenza. Mr. Yates reiterated the importance of families communicating and having a plan set in place for any type of emergency. That the City has met with the Temecula Valley Unified School District to discuss how to jointly communicate and handle emergency situations. Ms. Cole also noted that the issue with more drug manufacturers making and increasing the supply of Tamiflu is currently being addressed at the Federal and State level. The Community Services Commission thanked Ms. Cole for her very important and informative information. 3. DOQ Park Update 3.1 That the Community Services Commission receive and file a report on the status of the temporary dog park at Redhawk Community Park. Director of Community Services Parker provided the Commission with an update to the dog park's rules and guidelines at Redhawk Community Park (as per staff report). At this time, Administrative Assistant Zigler provided photos via overheads of the dog park. Director of Community Services Parker noted that the dog park has been very popular and that he received a letter from the owner of Best and Show Dog Wash, advising that they would be desirous of sponsoring doggy stations at Redhawk Community Dog Park if the City would be willing to install them. For the Commission, Mr. Parker noted that the plans are currently underway for the nex1 dog park and will be forwarded to the Community Services Commission in the near future. In response to Commissioner Henz's query, Maintenance Superintendent Harrington noted that the doggy stations at Crown Hill were installed by its Homeowners Association. R: CSC/minutes071 006 4 For the Commission, Mr. Harrington noted that he will explore the possibility of installing some benches for seating. The Commission expressed their happiness with the outcome of the dog park and thanked the staff for their hard work. DEPARTMENTAL REPORTS Director of Community Services Parker apprised the Commission that there would not be a Community Services Conference in Monterrey this year. Giving Kudos to Administrative Assistant Zigler and Cultural Arts Administrator Betz, Mr. Parker advised that the Moonlight Movies in the Park and Amphitheater Summer Sunsets Concerts Series has begun and has been popular with the community. With regard to the trail along Diaz Road, Director of Community Services Parker stated that it has been designed but that the landscaping will be contingent on the budget; but that the trail itself would have adequate funding. Commenting on the trail on Diaz Road, Development Services Administrator McCarthy stated that she will inquire of the status with the Public Works Department with regard to a scheduled date for commencement and will advise the Commission at the nex1 Community Services Commission meeting. Commissioner Henz and Commissioner Fox advised the Commission that they attended a workshop with regard to the park improvements for the Redhawk community that the City will be implementing, and noted that it was a successful workshop; and that the nex1 workshop will be held August 3, 2006. It was also suggested by resident Ken Johnson, that Temecula Creek Trail Park be made into a Senior Park. COMMISSIONER' REPORTS Chairman Edwards thanked staff with regard to all the activities over the last several weeks as well as the International Jazz Festival. Commissioner Henz relayed his desire to having a marching band at the nex1 annual 4th of July Parade. In response to Commissioner Henz's desire, Community Services Director Parker noted that he will continue to seek band opportunities or some type of music for future 4th of July events.
