MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
MAY 12, 2003
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular
meeting at 6:00 p.m., on Monday, May 12, 2003, in the City Council Chambers of
Temecula City Hall, 43200 Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Meyler led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners Henz, Hogan, Yorke, Meyler and
Chairman Edwards.
Absent:
None.
PUBLIC COMMENTS:
None.
DIVISION REPORTS
Development Services Administrator McCarthy provided an overview of Development
Services, noting the following:
· That Meadows Park and Crowne Hill Park were dedicated on Thursday, April
24, 2003, bringing the number of parks for the City to 28;
· That the Household Hazardous Waste Round-up and Community Clean-up on
April 26, 2003 at Temecula Valley High School, was a successful event, noting
the following were collected:
o Over 75 tons of trash (26 loads);
o 770 gallons of oil;
o 65 gallons of anti-freeze;
o 160 car batteries:
o 10 motocycie batteries.
· That work on the Children's Museum continues; that 2-H Construction began
the structural work, it was discovered that additional sections of the floor joist
needed to be replaced; that the City has been working with the structural
engineer and the contractor to get this job completed;
· That the Community Services Department is currently working with RJM on
refining the Design Development for the Wolfe Creek Sports Complex.

In response to Commissioner Yorke's query regarding the status of the Wolfe Creek
Sports Complex, Development Services Administrator McCarthy relayed that the City
will have the project out to bid by the end of the Calendar year.
Recreation Superintendent Pelletier provided an update on the recreation activities in
the City, noting the following:
· That the annual Spring Egg Hunt took place on Saturday, April 19, 2003, at
Rancho California Sports Park, Temeku Hills Park, Paloma Del Sol Park, and
Rotary Park; that this event was a success;
· That staff also helped with the Military Dependents Support Day; that this event
was held at the Community Recreation Center (CRC) and attracted several
hundred participants;
· That the Summer/Fall brochure will be distributed the first week in June;
· That staff is continuing to prepare for the Mini Summer Programs, Summer
Months Activities and Recreation in Temecula (SMART) Program, the Day
Camp Program, Swim Program, and the 41h of July Celebration.
Maintenance Superintendent Harrington provided a brief overview of various items the
Maintenance Division has addressed since the Commission last met, noting the
following:
· That the Maintenance Division assisted with the above-mentioned events;
. That the access road in the parking area at the upper soccer field (also known
as the pit) was scrapped; that this process will be done more often;
. That the retrofit of the north/south infield lighting to improve the current light
levels were completed; that significant improvement has been demonstrated
due to the retrofit;
· That washable plastic wall paneling was installed in the kitchen, food service
area at the Mary Phillips Senior Center;
· That the quilt display in the rotunda of the History Museum was removed and
replaced with a flag display;
· That repairs and painting were completed on the wrought iron fence around the
Community Recreation Center (CRC) swimming pool;
· That the Old Town Sound System was serviced, which included cleaning and
adjusting the systems amplifiers, air-conditioning units, and speakers.
For Commissioner Hogan, Maintenance Superintendent Harrington relayed that he is
of the opinion that the flags are from different states and different time frames
throughout the history of California.

Commissioner Meyler relayed that the door from the Community Recreation Center
(CRC) meeting room into the area where the restrooms are (near the kitchen) is noisy.
Maintenance Superintendent Harrington noted that he would explore the matter.
Commissioner Yorke thanked Maintenance Superintendent Harrington for regrading
the road and parking area at the upper soccer field (also known as the pit).
CONSENT CALENDAR
1. Approval of Communitv Services Commission Minutes
RECOMMENDATION:
1.1 That the Community Services Commission approve the minutes of the
April 14, 2003, meeting.
MOTION: Commissioner Henz moved to approve the Consent Calendar Item NO.1.
The motion was seconded by Commissioner Meyler and voice vote reflected
unanimous approval.
COMMISSION BUSINESS
2. TCSD Proposed Rates and Charaes for Fiscal Year 2003-2004
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a
report regarding the proposed TCSD Rates and Charges for
Fiscal Year 2003-2004.
Management Analyst Smith provided an overview of the TCSD proposed rates and
charges for fiscal year 2003-2004 (as per agenda material), noting the following:
· That since incorporation, the Temecula Community Services District (TCSD)
operates under the authority of Community Services District Law and provides
residential street lighting, Slope maintenance, trash and recycling collection,
and emergency road maintenance services in the City of Temecula.
. The Temecula Community Services Department administers four service
levels; that each service level provides a specific service and that only those
parcels which benefit from those services are charged.
That the TCSD service levels are as follows:
. That Service Level B provides for residential street lighting services within the
City at a cost of $25.68 per year, per parcel;
· That Service Level C provides for the maintenance of perimeter slope
landscaping and is comprised of seven existing grade levels ranging from
$46.00 to $225.00 per home, per year - this is based on the cost of
maintenance received. There are no new proposed increases for this year.
However, TCSD is proposing to establish a new rate level for the Loma Linda
Tract, which is located on Pechanga Parkway between Loma Linda Road and

Via Delberto. If approved by the property owners, this new rate level will be set
at $20.00 per parcel, per year.
For the fiscal year 2003-2004, the rate level will be $10.00 due to the
anticipation of only a half-year of maintenance.
. Service Level D provides refuse, recycling and street sweeping services within
the City. This assessment is proposed at a rate of $176.28 per parcel, per
year. This new rate represents an increase of $3.72 per year increase from
last years rate of $172.56. The new rate is based on a formula in the existing
agreement with the Franchise Trash Hauler, which incorporates the CPI;
. That Service Level R provides for emergency road services after inclement
weather for two areas - - Nicolas Road and Liefer Road; that those rates are for
improved parcel, $115.26 and unimproved parcels $7.64;
. That another area is in the center of town in the Santiago/John Warner area
and the paved parcels are assessed at $121.92 and unimproved parcels are
assessed at $60.96 per parcel. The rates proposed for Service Level Rare
levied on a per parcel basis, and only those parcels that receive the emergency
road service are levied.
Management Analyst Smith advised that in summary, all rates for fiscal year 2003-
2004 will be the same with the exception of Service Level D and the possible
exception of the new rate level and Service Level C.
For Commissioner Henz, Management Analyst Smith relayed that some areas of
street lighting are maintained by the homeowners association.
In response to Commissioner Hogan's query regarding when Liefer Road and John
Warner Road will be paved, Management Analyst Smith relayed that this would be a
question for The Public Works Department, but that she was of the opinion that an
Assessment District would be formed to pave these roads.
Chairman Edwards noted that the TCSD Commission will receive and file the
proposed TCSD rates and charges for fiscal year 2003-2004.
3. Capital Improvement Prooram Proiects for FY2003-2004
RECOMMENDATION:
3.1 That the Community Services Commission approve, in its
substantial form, the Capital Improvement Program (CIP) projects
proposed for the Temecula Community Services Department (TCSD) for
FY2003-2004.
Development Services Administrator McCarthy presented an overview of the Capital
Improvement Program Projects for fiscal year 2003-2004; that this year TCSD will be
proposing five infrastructure projects and 34 park projects for inclusion in the five-year
Capital Improvement Program (CIP); and that some of these projects are currently
under construction or in the planning and design stages.
The following are the projects being funded for the next fiscal year.

. Children's Museum;
. Erie Stanley Gardner Exhibit;
. Margarita Community Park Erosion Control and Fencing;
. Murrieta Creek Trail Improvements;
. Pablo Apis Park Amenities;
. Sports Park ADA access;
. Sports Park Channel Silt Removal;
. Wolfe Creek Sports Complex;
. Veteran's War Memorial-Phase 1;
. Vail Ranch Middle School Basketball Court Lighting;
. Vail Ranch Park Site C, which is Pablo Apis;
. Vail Ranch Park Site 0 Master Plan.
The following projects are currently being funded for design in this next coming year.
. Old Town Gymnasium Design;
. Roripaugh Open Space Trails Master Plan;
. Vail Ranch Park Site 0 Master Plan.
The following projects are being proposed in the Capital Improvement Program (CIP)
for future years, which have not been included previously:
. Desiltation Pond Silt Removal;
. . History Museum Expansion;
. Old Town Branch Library;
. Skate Park Renovation;
. Southside Branch Library;
. Temecula Community Center Expansion;
. . Wolfe Creek High School Pool.

In response to Commissioner Henz's query regarding the Erie Stanley Gardner
Exhibit, Development Services Administrator McCarthy relayed that there will be an
exhibit for donated artifacts.
For Commissioner Henz, Development Services Administrator McCarthy noted that
the Veteran's War Memorial commemorating Veterans is a new project --currently in
Phase 1; and that the Old Town Gymnasium Design will be a joint venture with the
Boys and Girls Club held at the Boys and Girls Club.
MOTION: Commissioner Henz moved to approve Commission Business Item Nos. 2-
3. Commissioner Hogan seconded the motion and voice vote reflected unanimous
approval.
Chairman Edwards noted that he would like to expedite the improvements of the
Temecula Elementary School Pool and Margarita Community Park.
COMMUNITY SERVICES DIRECTOR'S REPORT
A. Development Services Administrator McCarthy relayed that Director of Community
Services Parker has been working on the Art in Public Places Ordinance; that a fee
schedule will be included; and that the matter may be brought forward to the next
Commission meeting for input before it is forwarded to the City Council.
COMMUNITY SERVICES COMMISSIONER'S REPORTS
A. Commissioner Hogan relayed that the Temecula Valley Garden Club Show, which
was held at the Mary Phillips Senior Center, was a success.
B. Commissioner Hogan thanked Recreation Supervisor Adkisson-Flohr and
Maintenance Superintendent Harrington for their help with the show.
C. Commissioner Hogan also noted that the Rose Society Exhibition was also a
success and thanked staff for their contribution.
D. Commissioner Meyler relayed that he left fellow Commissioners a copy of the
Arts Festival Program.
E. Commissioner Yorke thanked Recreation Supervisor Adkisson-Flohr for
providing space for the Chorale Group for Adults with Disabilities.

At 6:41 p.m. Chairman Edwards formally adjourned this meeting to June 9. at 6:00
