HomeMy WebLinkAbout061305 CSC Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION JUNE 13, 2005 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 p.m.. on Monday, June 13, 2005, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE Commissioner Edwards led the audience in the flag salute. ROLL CALL Present: Commissioners Edwards, Fox, Henz, Hogan and Chairman Meyler. Absent: None. PUBLIC COMMENTS Museum Services Manager Allen relayed that the Community Services Commission will be invited to attend the one-year anniversary of the Children's Museum. to be held on Friday, June 25, 2005; and that thus far. the Children's Museum has entertained over thirty-six thousand visitors. DIVISION REPORTS Recreation Superintendent Pelletier provided the following comments: . That the Summer/Fall2005 Guide to Leisure Activities was mailed to 31,500 homes; and that the brochure will feature a special eight-page insert for the summer programs, offered through the newly formed Cultural Arts Division . That the Redhawk Annexation will take place on Saturday. July 2,2005 from 10:30 a.m. to 3:00 p.m. . That the 4th of July Parade will be held in Old Town at 10:00 a.m. and the will be festivities at the Ronald Reagan Sports . That to date, the F.I.T. program has 420 participants registered in the program. The Community Services Commission expressed excitement toward the Cultural Arts Summer Program. R: CSC/minutes/061305 Maintenance Superintendent Harrington provided a brief report of items addressed since the last Community Services Commission meeting, highlighting the following: . That the four new basketball backboards were installed in the CRC gymnasium . That non-slip floor mats were installed in the shower changing rooms at the CRC . That the A and B meeting rooms at the CRC were painted . That speaker poles and speaker boxes were painted at the CRC amphitheater . That the pre-summer maintenance was started at the various city parks . That a new flag pole will be installed at the Mary Phillips Senior Center . That staff is in the process of completing improvements at the Temecula Elementary School (TES), which will open up on June 20, 2005. For Commissioner Henz, Mr. Harrington relayed that staff is exploring the possibility of replacing the fence around the Ronald Reagan Sports Park. Development Services Administrator McCarthy presented a staff report, highlighting the following: . That the construction of the Patricia H. Birdsall Sports Park is moving forward . That the Boys and Girls Club at the Kent Hintergardt Memorial Park has been approved by the Planning Commission . That the household Hazardous Waste Round-Up and Community Clean-Up held on April 30, 2005. was successful. CONSENT CALENDAR 1. MINUTES RECOMMENDATION: 1.1 Approve the minutes of the May 9. 2005 Community Services Commission meeting. MOTION: Commissioner Henz moved to approve the Consent Calendar. Commissioner Edwards seconded the motion and voice vote reflected unanimous approval. COMMISSION BUSINESS 2. MURRIETA CREEK TRAIL DESIGN 2.1 That the Community Services Commission receive and file a report on the Murrieta Creek Trail Design. R: CSC/minutes050905 2 Development Services Administrator McCarthy noted that the City has received a grant from the Transportation Enhancement Activities program (TEA), contributing towards the design and construction of a trail along Murrieta Creek. At this time, Ms. McCarthy introduced Mike Colte. of Kimley-Horn and Associates to outline the process and walk the Commission through the design process. Per a PowerPoint Presentation, Mr. Mike Colte, project manager, presented a brief overview of the conceptual that will include both soft surface and hard surface trails that will meander along the section of Murrieta Creek; and also noting that there will be small turfed areas, trees, benches, picnic tables, signage and fencing. It was the consensus of the Commission to file and receive this report. 3. 2005 SUMMER SUNSETS FILM AND CONCERT SERIES 3.1 That the Community Services Commission receive and file a report on the 2005 Summer Sunsets Film and Concert Series. Administrative Secretary Zigler presented the Commission with an overview of the Annual Summer Sunsets Film and Concert Series (as written material). It was the consensus of the Community Services Commission to receive and file this report. DIRECTOR'S REPORT Director of Community Services Parker noted that Cultural Arts Administrator Betz will be providing a staff report relating to Art in Public Places and that at the request of Chairman Meyler, staff will also be bringing forward a staff report updating the Commission on what Capital Improvement Programs have been approved by the City Council. Mr. Parker also noted that in the near future, Maintenance Superintendent Harrington will be providing updates on the renovation of the Temecula Elementary School (TES) swimming pool. COMMISSIONER'S REPORTS Commissioner Fox apologized for not being able to attend the ground breaking of the Temecula Library. In response to Commissioner Hogan's query, Maintenance Superintendent Harrington noted that the landscaping at Harveston Community Park and Lake is maintained by the City. Commissioner Hogan requested that staff explore the possibility of replacing the chairs and bridge tables at the Senior Center. Chairman Meyer queried on the possibility of receiving a copy of a presentation that was given to the City Council by the Director of Riverside County, regarding Art in Public Places. R: CSC/minutes050905 3 Commissioner Hogan gave kudos to the Public Works Department for all their efforts with the maintenance of Jefferson Road. ADJOURNMENT At 7:10p.m., Chairman Meyler adjourned this meeting to the next regular scheduled meeting on Monday, July 11, 2005, at 6:00 p.m., in the City Council Chambers, 43200 Business Park Drive, Temecula. a:---?
