MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
JUNE 12, 2006
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, June 12, 2006, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Henz led the audience in the flag salute.
ROLL CALL
Present:
Commissioners: Fox, Henz, Meyler, and Chairman Edwards
Absent:
Hogan.
PUBLIC COMMENTS:
No additional comments.
DIVISION REPORTS
Maintenance Superintendent Harrington provided the Community Services Commission with a
brief overview of items that were addressed by the Maintenance Division since the last
Community Services Commission meeting, noting the following:
· That security lighting throughout Stephen Linen Jr. Memorial Park was repaired
. That security lighting and stairway lighting was repaired at Harveston Lake Park
· That several damaged speakers were replaced throughout the Old Town sound system
· That the restrooms, gazebos, and trash bin enclosures were painted at Winchester
Creek Park
· That several lights were repaired at the Temecula Community Theater courtyard
· That the wood benches at the Temecula Community Theater courtyard were refinished
· That the three playground structures at Lorna Linda Park were upgraded.
In response to Chairman Edwards' query, Maintenance Superintendent Harrington noted that
due to weather, time, and vandalism, the speakers in Old Town were in need of replacement.
Development Services Administrator McCarthy provided a staff report, offering the following:
· That construction on the Patricia H. Birdsall Sports Complex continues to progress

. That staff has been working with the architect on the design of the Temecula
Community Center (TCC) expansion, and will be bringing forward a conceptual design to
the Community Services Commission at a future meeting
. That the Boys and Girls Club held its grand opening at Kent Hintergardt Park on
Thursday, May 25, 2006
· That the Community Clean-Up held on Saturday, May 6, 2006, was successful; that
there were over 91 tons of trash collected; 440 gallons of motor oil collected, 20 gallons
of anti-freeze collected; 95 car batteries collected; and over 900 household batteries
collected at the Community Clean-Up.
Cultural Arts Administrator Betz provided the Community Services Commission with a brief
overview of items in the Cultural Arts Division, noting the following:
. That approximately 6,500 people attended cultural art functions in the month of May
2006
. That an exhibition called Visual Expression ended at the History Museum and a new
exhibition called California Cowboy Photographs opened
· That the month of May at the Theater was very busy with programs ranging from
Magician Jeff McBride to a tribute to Johnny Cash
· That the birth of baby chicks took place in the month of May 2006 at the Children's
Museum.
Recreation Superintendent Pelletier provided a brief staff report, as follows:
· That the Guide to Leisure Activities brochure was mailed to 33,000 Temecula residents
on June 3, 2006; and that registration for the programs and activities offered in the
brochure will begin on Wednesday, June 14, 2006
· That the Fitness In Temecula (FIT) program will be provided at both the Ronald Reagan
Sports Park and Harveston Community Park
· The summer programs will officially begin on Monday, June 19, 2006, and that the
programs will include a Summer Day Camp Program, SMART Program, Swim Lessons,
Public Swim, and numerous contract classes for residents of all ages
· That the recreation division is currently preparing for the 4th of July 2006 events; that the
parade will begin in Old Town beginning at 10:00 am; that festivities in the park will begin
at 2:00 pm; and that the 24-minute fire work display will begin at 9:00 pm sharp.
CONSENT CALENDAR
1. Minutes
1.1 That the Community Services Commission review and approve
the minutes of the April 10, 2006 Community Services Commission meeting.
1.2 That the Community Services Commission review and approve the minutes of
the May 8, 2006 Community Services Commission meeting.
MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner
Henz seconded the motion and voice vote reflected approval with the exception of
Commissioner Hogan who was absent.

COMMISSION BUSINESS
2. Doa Park at Redhawk Communitv Park
2.1 That the Community Services Commission approves a temporary dog park and
the construction of a permanent dog park facility at Redhawk Community Park.
Director of Community Services Parker provided the Community Services Commission with a
staff report (of written material).
At the time of opening the public hearing, Chairman Edwards explained the public comment
period to the audience.
The following individuals spoke in favor of the proposed Dog Park at Redhawk Community Park:

. Ms. Trina Snow, Temecula
. Mr. Kent Showalter, Fallbrook
. Mr. Steve Mondero, Temecula
. Mr. David Rothstein, Temecula

The above-mentioned individuals spoke in favor of the proposed Dog Park for the following
reasons:
· That due to the small square footage of backyards in Temecula, it would be important to
have a dog park in the community to allow dogs its much needed playtime and
socialization time

· That allowing dogs to run free (off-leash), would cut down on behavioral problems that
could result from a dogs when not allowed to exercise
· That the County of San Diego currently provides its community members with 12 dog
parks
· That it would be important that dogs socialize with other canines
· That that Redhawk Community Park would be condusive for the development of a dog
park
. That a community dog park would be a good opportunity to meet neighbors
· That Redhawk Community Park would be a community park, not a private gated
community park
· That Temecula residents should not have to drive to San Diego County to walk their
dogs
· That dog owners would be willing to compromise for a dog park by creating fenced off-
lease areas for dogs to run free which would keep those intimidated by the dogs feeling
safer
· That a dog park would be an asset to the community
. That the City of Temecula would be in great need of dog parks
· That all dogs from small to large that currently attend Redhawk Community park get-
along well
. That as tax payers, it would be important that the City provide dog parks for the
community
· That dogs need to be exercised and have opportunities to play with other dogs, as it
would be their nature
· That Redhawk Community Park would be a community park and would not belong to the
individuals that would abut the park
· That residents that abut Redhawk Community Park are treating the Redhawk
Community Park as a green belt, not a community park
· That a dog park in the community would simply be another amenity to the community
· That the reason that there are not a lot of people attending the park would be for the lack
of a restroom not because there are dogs at the park
· That dog parks do not lower the value of homes, but would be an amenity
. That because the proposal would be to have a fenced off-lease enclosure, this would not
disturb anyone walking, using the playground equipment, picnic tables, baseball
diamonds and fields; and that anyone concerned with dogs being off-leash would not
have to worry or feel threatened in any way because the dogs would be in an enclosed
area.
The following individuals spoke aaainst the proposed Dog Park at Redhawk Community Park:

The above-mentioned individuals spoke in opposition of the proposed Dog Park at Redhawk
Community Park for the following reasons:
· That it would be disturbing to residents abutting the park to have dog owners yelling
commands to their dogs early in the morning
· That the sound of dogs barking would disturb the neighborhood and would become a
nuisance
· That if dogs create noises before 8:30 am, residents should be allowed to file complaints
· That another location that would not have residents affected by dogs barking should be
explored
· That dog owners in the community should be willing to drive their dogs to existing dogs
park, even if it would be out of the county
· That since the presence of dogs in the park, there have been less children playing and
less joggers jogging
· That dog owners would not be acting responsibly by picking up dog remains
. That the dog owners have allowed their dogs to drink out of public drinking fountains
· That dog owners have been breaking the leash-law
. That although there may be a need for a dog park in the City, Redhawk Community Park
would not be an ideal location
· That Redhawk Community Park would not be ADA accessible
· That dogs off-leashes could be a danger for people and other dogs
· That due to dogs off-leashes, people are afraid to use the park
· That dog owners should be responsible and buy dogs that would fit their property
. That Redhawk Community Park would be in need of adequate play equipment for
children, not a dog park
. That the City refused to notice homeowners within 300-feet of Redhawk Community
Park as promised in the pre-annexation period in the event of a proposed change to
Redhawk Community Park
· That homeowners' rights should be placed before the rights of dogs.
The following individuals would be neutral towards the proposed dog park at Redhawk
Community Park:
. Mr. John Miller, Temecula
· Mr. Andrew Rozenko, Temecula
At 7:41 pm, the public hearing was closed.
COMMISSION DISCUSSION
Thanking the speakers for participating in the public hearing process, Commissioner Henz
stated that Redhawk Community Park would be a community park; that the park was created to
serve the whole community while not creating undo restrictions for other residents' enjoyment;
that he would be of the opinion that dogs having a gated enclosure and a drinking fountain
would provide for a safer situation for all who visit the park. It was also requested by
Commissioner Henz that the City ensure conformance with current dog laws.
For the Commission, Director of Community Services Parker noted the following:
· That after extensive evaluation with policies and procedures with regard to dog parks,
temporary fencing will be installed until a permanent facility could be installed

. That there will be signage with regard to rules and operation of the park posted
· That there will be separate enclosures for small and large dogs
. That a doggy fountain will also be provided for dogs
· That providing two separate dog runs will ensure staff easier capability of maintaining
the dog runs.
Commissioner Fox explained the process of the last 20 years of acquiring and developing
parks; and stated that it would be her opinion that Redhawk Community Park would be an
excellent choice for a dog park.
For the Commission and public, City Attorney Thorson noted that tonight's hearing would be
considered due process and that there would be no legal reason why the Commission would not
be able to proceed; that there is no language in the old County ordinance 348, the Redhawk
Specific Plan, or in the California Environmental Quality Act (CEQA), or any language in the
City's current Development Code that would require a designation of an area in the park for
typical park activities to have noticed by mail within 600-feet in the park as you would on a major
project; that the City's leash-law would require that dogs not be allowed off-leash until they are
within the fenced area; that if they are within the fenced area in the designated dog park area
they would be complying with the leash-law; that if they let their dogs off-leash in the parking lot
and allow the dogs to run without a leash, they would be in violation of the leash-law.
Commissioner Meyler also noted that Redhawk Community Park who make a good choice for a
dog park.
On behalf of Commissioner Hogan who was not able to be in attendance of tonight's meeting,
Administrative Secretary Zigler read into the record her approval of the proposed dog park at
Redhawk Community Park.
Chairman Edwards also relayed his approval for the proposed dog park.
MOTION: Commissioner Henz moved to approve staff recommendation. Commissioner Fox
seconded the motion and voice vote reflected approval with the exception of Commissioner
Hogan who was absent.
3. Universal Waste Education and Collection
3.1 That the Community Services Commission receive and file a
report with regards to hazardous waste collection services and education
programs.
At the request of Commissioner Henz, Senior Management Analyst Smith provided a brief staff
report highlighting on the programs that are currently in place in the City.

o Household Batteries - A, AA, AAA, C, D, 9-volt and button type batteries
o Electronic Devices - calculators, radios and phones
o E-Waste - computers, monitors, televisions, DVD/CD players, printers and

o Items that contain Mercury -Fluorescent tubes and bulbs and thermostats
o Antifreeze, Automotive Batteries, Motor Oil and Latex Paint (ABOP)
o Household Chemicals - Aerosol cans, kerosene, pool chemicals, gasoline and
pesticides, etc...
o Bulky Items - Refrigerators, washers, dryers, ovens, and microwaves, etc.
It was the consensus of the Community Services Commission to receive and file this report.
DEPARTMENTAL REPORTS
Director of Community Services Parker noted that the Guide to Leisure Activities brochure was
mailed to residents, and thanked Recreation Superintendent Pelletier and Cultural Arts
Administrator Betz for their efforts with regard to the creation of the brochure.
COMMISSIONER' REPORTS
Commissioner Henz gave kudos to staff for their efforts with regard to the Guide to Leisure
Activities brochure.
ADJOURNMENT
At 8:17 p.m., Chairman Edwards adjourned this meeting to the next regular scheduled meeting
on Monday, July 10, 2006, at 6:00 p.m., in the City Council Chambers, 43200 Business Park
Drive, and Temecula.
