BACKGROUND
On August 25, 2003, Matthew Fagan, representing X.O. Investment Group, LLC submitted
Planning Application No. PA03-0471 for a Development Plan to construct a 12,309 square foot
building on 0.10 acres located at 28461 Old Town Front Street within the Tourist Retail Core
(TRG) district of the Old Town Temecula Specific Plan. The Old Town Local Review Board

reviewed the proposed building on October 13, 2003 and made a recommendation for approval
of the project. On February 2, 2004 the Planning Commission approved PA03-0471 with a
condition of approval that final approval be contingent upon City Council approval of the"')
proposed building height of 44 feet 10 inches and three stories. On February 24, 2004 the City
Council approved the proposed building height.
PROPOSAL
The applicant is proposing to change approved building materials as follows: 1) vertical board
and batt siding consisting of stained 1" x 12" cedar boards with 2" x 3" rough sawn batts to
painted 0.5" x 12" Tru Wood Old Mill Lap boards with 1.75" x 5/8" batts; and 2) from stained 4"
cedar lap siding to painted 4" CertainTeed fiber cement board lap siding.
Proposed paint colors have been chosen to match the colors of the stained and painted wood
on the existing Chaparral building as closely as possible and include Frazee Arci-tek 2060115
Cape Cod Gray for the proposed board and batt and Frazee Duratek II 151 Deep Base Raw
Umberfor the proposed lap siding. The proposed colors are comparable to Sherwin Williams
Rookwood Brown (SW 2806) and Sherwin Williams Chelsea Gray (SW 2850).
The materials being proposed are materials that are not listed in the Old Town Specific Plan.
!-Iowever, the Board has previously had discussion on the use of simulated wood product in
lieu of wood. To ensure quality development within the Old Town Specific Plan and to uphold
the Character of the buildings in the area of the project, staff is requesting that the Old Town
Local Review Board review and make a recommendation on the proposed building materials in
relation to their compatibility with the Old Town Westem architectural style.

BACKGROUND
On April 7, 2004, Unda Lash submitted Planning Application No. PA04-Q248 for an")
Administrative Development Plan to complete facade improvements to Nana's Antiques
located at the northwest comer of Old Town Front Street and Third Street. This property is
within the Tourist Retail Core (TRC) Zoning District of the Old Town Temecula Specific Plan.
The main reason for this facade improvement is that the stairs and balconies have been
condemned and, therefore, the upstairs can not currently be occupied.
PROJECT DESCRIPTION
The applicant is proposing to replace most of the batts, and small amounts of plywood siding
on all four sides of the building. In addition, the applicant is proposing a new covered porch on
the east side of the building, and a new covered porch and balcony on the north side.
Improvements will also include new decks, rails, columns and stairs. Also, some doors and
windows will be replaced according to the schedule indicated in the plans.
New features include roofing materials on the overhangs, a false front Western parapet on the
east side facing Third Street, and coordinated signage. The applicant is also proposing new
paint and a different color scheme for the building.
ANALYSIS
The proposed building is consistent with the Old Town Specific Plan. The building includes
the qualities and design elements of Western Style buildings as recommended by the Old
Town Specific Plan including vertical wood siding, wood porches with shed roofs, significant
wall articulation, false roof parapet with cornice, balconies with balustrade, and exterior .
stairways. Although the Old Town Specific Plan recommends avoiding or minimizing plywood )
, in western styled buildings, the proposed rough sawn plywood with batts has the appearance
of vertical boards and batts.
Currently, the building has wood shake shingles. The applicant is proposing a new corrugated
metal roof for the overhangs. Painted metal seam roofs meeting City Codes are acceptable
, according to the Old Town Specific Plan. The applicant has indicated that the roof will have a
"rusty, weathered look" to be consistent with the theme of Old Town. .
The existing columns are wood braced, however, the new design calls for 6"x6" wood columns
without bracing, which is consistent with Old Town Western Style.
New signs will lreattached to the fascia of the roof overhangs for Mure businesses on the
Second floor facing the parking lot, and on the roof overhang facing Old Town Front Street.
Signs for the first floor business will be suspended from the second floor deck. In addition,
"Nana's" will be painted on the side of the building facing Old Town Front Street, while
"Antiques" will be painted on the south side facing Third Street. A Sign Program will be
required before any new sign permits will be issued.
According to the Old Town SpecifiC Plan, large, blank, unarticulated wall surfaces are to be
avoided. The south side of the building facing Third Street is very simple, however, we can not
require the applicant to make improvements to the south elevation, because less than 25% of
the facade is being affected. The City's Redevelopment Agency sponsors facade
improvements to bring new life to existing buildings in Old Town and to preserve the "Old Wesf'

design theme. An inquiry has been made regarding the availability of funds for a wall mural,
which is an eligible enhancement.
The existing color scheme for the building includes a gray body, white trim, and darker gray
accents for the rails. The applicant is proposing a new color scheme to include Rockwood Blue
Green for the body, Rockwood Sash Green for the trim, and Rockwood Jad~ for the rails. The
new colors are included in the Old Town (Sherwin Williams Heritage) color palette. COlor
samples provided to staff as part of the application were too small to make a recommendation
on. the color scheme. The applicant was directed to provide Ii color elevation and material
paint sample for discussion at the Old Town Local Review Board Meeting. ~
RECOMMENDAnON
The proposed facade improvements have been determined by staff to be consistent with the
Old Town Specific Plan relative to building design, and materials. Staff is requesting that the
. Old Town Local Review Board review, provide comments, and recommend approval for this
project with the following conditions:
Corrugated metal roofing shall have a "rusty, weathered" look at the time of installation to be
consistent with the Old Town theme.
The color scheme shall be consistent with the recommendation of the Old Town Local Review
Board.
. A Sign Program shall be completed prior to the issuance of a permit for any new signs.
