The Old Town Temecula Local Review Board convened in a regular meeting at 9:00 a.m., on
Monday, March 13, 2006, in the Main Conference Room, of Temecula City Hall, 43200

Associate Planner West provided'the Board with a staff report of the Amendment to the Old
Town Specific Plan (of written material), and requested that the Board provide
comments/recommendations. .
The following changes/additions/deletions were provided by the Old Town local Review Board:

Director of Redevelopment Meyer clarified for the Board that currently non-profit museums
would be conditionally permitted, and that the change would only be to include "for-profit"

In response to Board Member Moore's concern regarding off-site signage, Director of Planning
Ubnoske noted that currently the City does not permit off site signage but that if the problem
were to" arise, it would become a Code Enforcement issue.

Director of Redevelopment Meyer clarified that any in-lieu fees collected would be applied to

Director of Planning Ubnoske informed that an in-lieu parking fee will be at the discretion of the
City and would only apply if the applicant could not meet the parking requirement; therefore;
that the applicant would have an opportunity to petition the Director of Planhing to pay an "in
lieu" parking fee.
Board Member Moore stated that it would be her opinion that a parking plan should be
developed, but that it not allow outside parking in areas that would be restricted for ~esidential
parking.

Board Member Moore informed staff that the Mercedes Pujol School, built in 1889, was left off
the historic preservation list.
Board Member Moore suggested that staff add language to the Specific Plan that would give the
Director of Planning the ability to add new historic structures to the list without having to amend
the Specific Plan.
For Board Member Moore, Director of Planning Ubnoske stated that she would explore her
request with the City Attorney. \
For staff, Chairman Allen noted that the word effect in the sentence: The change does not
effect how the Old Town Local Review Board currently operates, page 2, last paragraph, be
changed to affect.
In response to any concerns with regard to C. Buildino Permits and Prohibitions, No.4, Director
of Planning Ubnoske noted that she will add language that would impose that: Interior building
changes to non-historic buildings, while still requiring a building permit, would not be required to
obtain a Finding.

Board Member Blair expressed concern with not having the opportunity to review the Old Town
Community Theater sign, and. would be of the opinion that it would not meet the intent of the
Specific Plan.
In response to Board Member Blair's concern, Director of Planning Ubnoske apologized for not
bringing the sign program to the Old Town Local Review Board for review.
The historic preservation requirements of Old Town have been accepted bv the Board as
presented bv staff with the above mentioned chanaesJadditions.
Allevs

Chairman Allen stated that although he would be in favor of keeping alleys in Old Town
maintained, he would be of the opinion that the proposed amendment could be too restrictive.
For the Board, Director of Redevelopment Meyer noted that the language in the Specific Plan
would impose that development projects adjacent to the designated alleys would be required to
. constructimprovements in and adjacent to the alley.

Board Member Blair stated that with regard to Guideline 1 - Functional Desion for Vehicular
Access Allevs, that there would be too many uses of the word "provided."
Board Member Blair stated that with regard to Guideline 2 ~ Functional Desion for Pedestrian
Access Allevs, that there are too many uses for the word "access."; and that the word not in the
bullet: Pedestrian amenities such as fountains, landscaping and sealing areas should be
provided when limited vehicle use is not anticipated, be deleted.

DIRECTOR OF REDEVELOPMENT REPORT
Director of Redevelopment Meyer advised that the Civic Center Master Plan will be brought
forward to the Old Town Local Review Board at the April 1 0, 2006 meeting, for review.
Mr. Meyer also advised that the Dalton III OPA on a participation agreement, will be considered
by the City Council at the March 28, 2006, City Council meeting.

Chairman Allen informed that he has noticed the use of neon signage in Old Town, and
requested that Code Enforcement explore this issue:
For Chairman Allen, Code Enforcement Officer Cole stated that he would investigate the issue.
Board Member Moore expressed concern with the ivy growing on the Old Town mural, and the
amount of trash on the property and parking lot.
Chairman Allen relayed that he had an opportunity to attend an award ceremony at the Disney
Land Hotel, hosted by the Southem California Restaurant Writers Association; and advised that
Bailey's Old Town dinning, Thomton Winery Restaurant, and a shop in Pechanga Casino, were
awarded a gold certificate for excellence in dinning.

BACKGROUND/PROJECT DESCRIPTION
On February 6. 2006, Mr. David Kniff. representing KEA Architecture DeveloPl'!1ent. submittEld
Planning Application No. PA06-0037 for a Conditional Use Permit and Development Plan to
....)' construct a 22.522 square foot mixed use retail and residential building. The proPosed three-
. story building will be located on the north side of 5'" Street. approximately 200 feet east of Front
Street, adjacent to the Dalton II Building (currently under construction). and behind the Historic

Palomar Hotel within the Tourist Retail Core (TRC) district of the Old Town Temecula SPecifiC')
Plan. The building will consist of approximately 4,669 square feet of retail space on the first
floor and 22 apartment units on the second and third floors that will be designated as affordable
units.
ANALYSIS
Site Plan
, The project conforms to the development regulations of the Tourist Retail Core (TRC) zoning
district in the Old Town Specific Plan. The building setbacks meet the, minimum requirements of
the Specific Plan and the 54 percent lot coverage is below the target ratio of 100 percent for this
zoning district. The proposed site plan provides adequate circulation for vehicles to utilize the
site, as well as for emergency vehicles.
The project fronts onto 5th Street with two existing 20-foot wide alleys located to the east and
south of the building. The project provides thirteen parking spaces dedicated for future
residential ten!lnts located on the first floor of the building. This meets the parking requirement
of the Specific Plan since there is no current parking requirement in Old Town. There is an
additional space dedicated as "Loading" for delivery and utility vehicles. Parking can be
accessed from the alleys. Additional on street parking is permitted.
In addition to the adequate onsite vehicle circulation, the project also incorporates onsite
pedestrian circulation. The decqrative arcades that front the building are a funclional
architectural feature that provides a large area of shade and a place for pedestrian seating.
Additional benched seating and landscaping are also located on the public sidewalk in front of
the building.
The Specific Plan requires a minimum of 150 square feet of private open space dedicated to
each. residential unit. The project proposes an average of 109 square feet of private open
space for the 22 residential units. In addition to the private open space, the project also
provides a second floor common open space totaling 1,033 square feet, which would give each
unit an average of 46.95 square feet of additional open space. Staff believes that by providing a
large common area in the center of the project in addition to the private open space for each
unit meets the intent of the 150 square foot private open space requirement in the Specific Plan.
Architecture Review
The project proposes a Spanish Colonial architectural style that is consistent with Section IV-9
of the Old Town"Specific Plan. Staff believes that the project meets the intent of the
Development Code and the Old Town Specific Plan. The proposed elevations achieve a
historic look and overarching design to create a prominent building in Old Town with strong
character as well as funclion.
The proposed buildings will be constructed of various materials including a smooth stucco finish
painted in Dunn Edwards Phoenix Vanilla, an approved color in the Specific Plan and clay barrel
roof tiles. The three-story building provides acceptable articulation in roof forms and offsets to
reduce massing and the sides and rear are visually broken up with offsets, balconies, changes
in materials, and architectural detailing. The tower element is further enhanced by wrought iron
detailing (on all sides) and a rounded window on the front elevation. Rafter tails are provided on )
all sides of the tower and on the front elevation of the building. Decorative wood beams With:,
corbels and wood railings are provided along the balconies of the front and side elevations while

decorative wood doors are located on all entries. Arcades are provided along the front elevation
of the building and the rounded design is continued throughout all sides of building. Rounded
wrought iron screens (used to vent the parking area) are enhanced with rounded pop-out stucco
trim and decorative tile accents located on the side elevations. Additional tile accents are
located along the side elevations and along the permanent stucco and brick benched seating
located along the front and side elevations. Areas for vines are provided on the rear and side
elevations by providing steel lattice work painted black to match the wrought iron details on the
building. . Decorative lighting, round day pipe designs, and a forest green awning located on the
"front elevation provide additional architectural details to complete the Spanis/1 Colonial style of
the building.
RECOMMENDATION
.. The building proposed in this application has been determined by staff to be consistent with the
Old Town Specific Plan as to building design, materials and colors. Staff is requesting that the
Old Town Local Review Board review, provide comments, and recommend approval for this
project .
