MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
SEPTEMBER 14, 2006
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
September 14, 2006 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business
Park Drive Temecula, California. Senior Planner Stuart Fisk presiding.
Also present was Planning Technician Katie LeComte, Office Specialist Cynthia Lariccia and
Minute Clerk Jill Dickey.
Senior Planner Fisk opened the Public Comments portion of the Hearing to allow members of
the public to address items that are not listed on the Agenda. Seeing no one, the Public
Comments portion was closed and the first item on the agenda was introduced.

Item No.1: Plannina Aoolication PA06-0104 a Minor Conditional Use Permit to uoarade the
current Alcohol Beveraae Control (ABC) license from a Tvoe 41 (On Sale Beer
and Wine license) to a Tvoe 47 (On Sale General license), which authorizes the
sale of beer. wine and distilled soirits for consumotion on the licensed premises
located at 27644 Ynez Road.
Planning Technician LeComte gave an overview of the project with staff recommendations.
Staff has reviewed the project and has found no major concerns. Mazarro's Italian Restaurant
is located in the Community Commercial zoning district and the liquor license upgrade is not
anticipated to have any adverse effect on the surrounding properties or uses. It's located within
a shopping center with a mix of commercial, retail and restaurant uses. The restaurants in the
immediate vicinity currently serve full liquor without having adverse effect on any of the other
surrounding uses in the shopping center. The project is also consistent with the Development
Codes 500-foot separation requirement. The Temecula Duck Pond is the closest sensitive use
and staff has determined that Mazarro's Italian Restaurant is 520-feet from the nearest public
entrance to the Duck Pond. The applicant has also met with Alcohol Review Board and the
Temecula Police Department's Crime Prevention Unit. And the Police Department has also
provided Conditions of Approval for this project. And as conditioned, the project is consistent
with the General Plan Development Code and all applicable City ordinances and staff has been
able to make the findings as contained within the Staff Report to recommend the approval of
this project.
Senior Planner Fisk opened the Public Hearing and asked the applicant to identify himself for
the record.

Senior Planner Fisk asked the applicant if he had an opportunity to review the Conditions of
Approval and if he was in agreement with them.
. Mr. Mazzaro stated he had reviewed the Conditions of Approval and agreed with them.
Senior Planner Fisk asked if there was anyone present wishing to speak on the project.

As no one came forward to speak in opposition or support of the project, Senior Planner closed
the Public Hearing and approved Planning Application No. PA06-0104 subject to the Conditions
of Approval.
