CALL TO ORDER
The City of Temecula PublicfTraffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, July 27, 2006, in the City Council Chambers of Temecula City
Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Lanier led the audience in the Flag salute.

Present:
Commissioners: Lanier, Ramos, Jacobs, Arbogast,
and Chairman Youmans.
Absent:
None.
PRESENTATIONS:
Corporal Cohen spoke regarding Top Dog Police Canine Kaos' accomplishments during
the annual Western States Police and Fire Games (W.S.P.F.G).
The Commission commended Corporal Cohen and canine Kaos for their
accomplishments.
Captain Domenoe provided a PowerPoint Presentation regarding the Countywide Gang
Taskforce, highlighting on the following:

The PublicfTraffic Safety Commission thanked Captain Domenoe for his presentation.
Captain Domenoe advised that he will forward a copy of the presentation to the
Commission.
PUBLIC COMMENTS
Lieutenant Pino introduced Sergeant Anderson to the Commission and advised that he
will be in attendance of the PublicfTraffic Safety Commission meetings.
COMMISSION REPORTS
A. Commissioner Arbogast extended a thank you to the Police Department for its
quick response to a bank robbery at her place of employment.
B. Commissioner Lanier queried on the status of cleaning up the brush on the back
side of the Ronald Reagan Sports Park. Commissioner Lanier also thanked the Police
and Fire Department for their hard work during the extreme heat conditions.
In response to Commissioner Lanier's question, Director of Public Works Hughes
advised that there would be a funded project that will do some cleaning of the desilting
basin down and up stream, and will include some cleaning of the brush on the back side
of the Ronald Reagan Sports Park.

C. Commissioner Ramos requested an update to the emergency cell phone
number. Commissioner Ramos also queried on the status with the construction on 79
South.
For Commissioner Ramos, Director of Public Works Hughes advised that due to
numerous unforeseen conditions with the median project on 79 South, the construction
work will be delayed beyond its completion date.
For Commissioner Arbogast stated that the cell phone 911 number for Temecula would
be: 951-776-1078 and that non-emergent cell phone number for Temecula would be:
951-696-4357.
D. Chairman Youmans thanked Fire and Police Departments for their quick and efficient
efforts with regard to traffic control on 1-15 brush fire incident.
Referencing power poles on Rancho California Road, Director of Public Works Hughes
stated that there would be no current plan to underground the utility lines.

COMMISSION CONSENT CALENDAR
Minutes of June 22. 2006
RECOMMENDATION:
1.1 Approve the Minutes of June 22, 2006.
MOTION: Commissioner Lanier moved to approve the Consent Calendar.
Commissioner Arbogast seconded the motion and voice vote reflected unanimous
approval.
COMMISSION BUSINESS
2. Enoineerlno and Traffic Survev UDdate . Citvwlde
RECOMMENDATION:
2.1 That the PublicfTraffic Safety Commission review and recommend that
the City Council adopt an Ordinance establishing the recommended speed limits in
Exhibit "An.
Principal Engineer Moghadam reviewed and recommended an Ordinance establishing
the recommended speed limits (as per written material).
MOTION: Commissioner Jacobs moved to recommend that the City Council adopt an
ordinance establishing staff's recommended speed limits identified in Exhibit A.
Commissioner Arbogast seconded the motion and voice vote reflected unanimous
approval.
3. Traffic Engineer's ReDort
Director of Public Works Hughes reported the following:
. That the City completed its additional lane, eastbound at Rancho California and
Ynez Road
. That there will be a speed limit sign installed on Peppercorn Street in the near
future
. That the City currently has an annual maintenance contract with County Flood
Control that will be doing the mowing and maintenance of the Gertrudis Creek
which is performed between November and January of every year.
4. Police Chlers ReDort
Sergeant Anderson provided a brief report, noting the following:
. That for the month of June a total of 2,341 citations were given; and that 371
were for the Stop Light Abuse Program, and 37 were for school zone citations
. That CAP had three call outs and a total of 449 hours worked for the month of
June.

. That the Police Department will be making an effort to perform one DUI
checkpoint a month; and that there would be a tentative DUI checkpoint set for
Friday, August 18, 2006 which will be a roving saturation.
5. Fire Chiers ReDort
No report at this time.

At 7:50 p.m. Chairman Youmans formally adjourned this meeting to Thursday, Auoust
24.2006 at 6:00 P.M., in the City Council Chambers, 43200 Business Park Drive, and
Temecula.
