that education for bikers and motor vehicles with regard to rules and regulation.
Understanding the concems of the speakers, Commissioner Jacobs relayed that it would be a
mutual responsibility of motorists as well as bicyclists to look out for one another, and would
desire police officers monitoring motorist that would be driving illegally in bike lanes.
In response to Commissioner Lanier's query with regard to debris in roadways, Director of
Public Works Hughes stated that the Community Services Department has a contract in place
that would require CR&R to sweep clean streets once a week; that the type of sweeper that is
used does not pick up rocks or debris in the road; but that Public Works Department responds
to request for pick-up of debris in roadways; and that if there is a concern with rock and debris in

For the Commission and public, Director of Public Works Hughes clarified by offering the
following:
o That to date, the City's primary funding source for bikeways and trail programs have
been funded from grants; and that the City uses City local matching funds to supplement
the costs
o That some of the funding sources when a road widening project takes place cannot be
used for bike lanes and striping; advising that it could only be used to maintain existing
pavements
o That adding a bike lane to a road would be more than painting lines on a street, it would
need to be evaluated by engineers, designed and signed off by engineers, funded and
budgeted money provided, and a contract awarded and implemented
o That the City's number one priority would be to alleviate congestion concerns and takes
every opportunity to address trails and bike lanes
o That the French Valley Interchange project which will be north of Winchester Road will
be capable of providing bike lanes with that project to east and west over the freeway
o That the City was recently successful in getting a grant to plan and design a Type 1
extension of the Santa Gertrudis Trail which will connect from east side of 1-15 under
the freeway and connect to Murrieta Creek
o That the bike Master Plan would be underway
o That if signage is blocked by trees a phone call to the Public Works Department will
resolve the issue
o That existing bike lanes are striped every year and maintained as needed! requested.
Clarifying for the Commission, Director of Public Works Hughes stated that at this point, all
major projects that have been done to install bike lanes, trails come from grants and are
matched with local funds; advising that the development community would also be a big source
for road improvements and bike systems.
Although there would not be one specific individual who would handle bike lanes and trails,
Development Services Administrator McCarthy assured the public that Public Works
Department and Community Services Department work as a team to identify areas where new
bike lanes and parks could be implemented; that priorities are set by Council for the following
year into a five-year program; and that the Trails Master Plan was fully supported by the City
Council and that the design has been completed and will go out to bid fully funded in 2006.
Commissioner Jacobs noted that he would be desirous of the being able to distribute a brochure
to the public that would indicate marked bike lanes that would direct cyclist around the City in a
safe manner.
