MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
OCTOBER 26, 2006,
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
October 26, 2006 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park
Drive Temecula, California. Principal Planner Stephen Brown presiding.
Also present was, Senior Planner Stuart Fisk, Associate Planner Dana Schuma, Associate
Planner Dale West, Special Projects Engineer Annie Bostre-Le and Minute Clerk Kathy
Simpkins.
Item No.1: Plan nino AQolication PA06-0298. a Minor Conditional Use Permit to allow dav
and overniaht doa care Idoa kennel) located in an existina 6.266 sauare foot
industrial buildina at 42192 Sarah Wav.
Principal Planner Stephen Brown convened the meeting at 1 :35 pm.
Associate Planner West gave an overview of the project with staff recommendations. The
proposed project can accommodate 104 dogs for daycare and 52 dogs for overnight stay. No
exterior modifications are proposed to the building. Surrounding businesses have raised
concerns over parking issues. Staff and applicant have discussed the parking issue and based
on the rules in the CC&R's Section. 4.03, staff has determined that reciprocal parking is allowed
and the applicant is within the guidelines of the CC&R's. Applicant will be replacing the existing
fencing at the rear of the building. The project has been deemed categorically exempt per
CECA Section 15301. The proposed project, as conditioned, is consistent with all applicable
City ordinances, standards, guidelines, and policies, therefore staff is recommending approval.
Principal Planner Steve Brown opened the Public Hearing at 1 :45 pm
Terri Sassone, 17494 Montero Road, Temecula, owner, presented the mission of Camp Bow
Wow. Applicant acknowledged she is aware of the parking concerns of neighbors, she stated
there are only four employees at the site and there are seven parking spaces in the back, four
spaces in the front, with an additional one on the side. Applicant stated that dogs are picked up
and dropped off and pet owners do not stay. Arrangements are made ahead of time to keep the
check time at a minimum. Applicant has received a copy of the Conditions of Approval and is in
acceptance with the conditions.
Sharon Graneau, PO Box 2384 Temecula, owner of Aussie Pet Mobile Temecula stated that the
current pet boarding facilities in the city are inadequate and the addition of Camp Bow Wow
would be an asset to the pet owners within the city and possible surrounding areas.
Principal Planner Brown closed the Public Hearing and approved Planning Application No.
PA06-0298 subject to the Conditions of Approval.

Item No.2 Plan nino Aoolication PA06-0201. A Develooment Plan to construct a five-story,
419.314 souare foot office buildinq for custom lioht manufacturino. and research
and develooment laboratories on 27.5 oross acres. The proiect consists of two
office winos with a four-storv connector lobby. a central landscaped cour!Vard,
two service vards. and an associated oarkino lot located at 41852 & 41872 Motor
Car Parkwav on the northwest corner of Maraarita Road and Solana Wav.
Associate Planner Schuma presented an overview of the project with staff recommendation.
The project is a 419,000 square foot office building for custom light manufacturing, research,
and laboratory use. The site will have 4 secured points of access with a main entrance located
on Motor Car Parkway. There are a total of 2,700 parking spaces, 1,600 of which will be in a
parking structure, more than is required for the site. The Architectural Analysis of the Staff
Report had been omitted, but staff stated that the architecture will be industrial modern with
exterior metal panels with five different glass styles. Landscaping on the project exceeds the
20% requirement and will provide screening for the building.
The proposed project is determined to be consistent with the previously adopted Negative
Declaration for the Development Agreement. No further Environmental Analysis will be needed
on the project. Staff has determined the project is consistent with the City's General Plan,
Development Code and all applicable City ordinances, guidelines, and policies; with the
incorporation of a change to condition no.16 in the Conditions of Approval. The conditions
should be amended to read ''The service areas shall be screened with landscaping consisting of
both 24 and 36 inch box trees and a ficus hedge to the satisfaction of the Director of Planning.
The service areas shall be maintained in a clean condition at all times."
Principal Planner Brown asked if staff had a chance to study visual impact to the adjacent
residents regarding the roof top equipment placement. Associate Planner Schuma said staff
analyzed the visual impact of the building and central plant and felt that sufficient landscaping
was in placeto screen the project from the adjacent properties, and the visual impact had been
analyzed in the previous Development Agreement.
Therefore, staff is recommending approval of this project.
Principal Planner Brown opened the Public Hearing at 1 :56 p.m.
Lori Grubish, Project Manager for Abbott Vascular thanked staff for working with them and
stated Abbott did have some concerns regarding several of the conditions. She deferred the
questions to the Architect on the project Jed Zimmerman.
Jed Zimmerman, DMJM Design 8021 Holy Cross Place Los Angeles, stated that the square
footage of the project has been reduced to 394,715 square feet due to the elimination of the
basement from building F and 36 parking spaces were also eliminated to accommodate the
relocation of equipment from the basement. The central courts in the original plan have been
modified to eliminate the sports courts, and will now include a Bocchi Ball area and a putting
green. One of the original two water features has been eliminated reducing the number of water
features to one. Mr Zimmerman also stated that changes to the landscaping will include Poplar
trees and Canary Island Pines adjacent to the property line and visitor parking will be
landscaped with Olive trees.
Mike Levin, Excel Engineering 440 State Place Escondido, Project Engineer expressed
concerns that the original location map does not show the location for the visitor parking.

Associate Planner Schuma said that updated plans have been submitted to the Planning
Department.
After much discussion the following Conditions of Approval were deleted from the original
conditions: Condition # 13, 25, 53, 57, 59, 60, 61, 72, 84/c, 85, 92, 101, and 103.
The following Conditions of Approval have been amended to read:
Condition # 77: "All downspouts shall be internalized except for the Central Plant."
Condition # 79: "Prior to issuance of a building permit for the Abbott East Campus, landscaping
construction plans for the parking structure shall be approved."
Condition # 86/a "Street improvements, which may include, but not limited to drive approaches".
Condition # 104 the words "Every other" were added at the beginning of condition.
Principal Planner Brown closed the Public Hearing and approved Planning Application No.
PA06-0201 subject to the Conditions of Approval.
Thereby being no further business, hearing was adjourned at 3: 12 p.m.
