The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, September 11, 2006, in the City Council Chambers of Temecula City Hall,
43200 Business Park Drive, Temecula, California.
AllEGIANCE
Commissioner Fox led the audience in the flag salute.
In remembrance of those who died in the 9/11 tragedy, the Community Services Commission
took a minute of silence.

DIVISION REPORTS
Recreation Superintendent Pelletier provided the Community Services Commission with an
update of items addressed since the last Community Services Commission meeting,
highlighting on the following:
. That the Summer Season is officially over and that the Summer Day Camp, SMART,
Swim Lessons, excursions, and a variety of contracted classes were very successful
. That the aquatic staff continues to offer Fall Swim Lessons through the end of
September
. That this evening at the Duck Pond, the community was invited to reflect upon the
occurrences of September 11th, advising that this will begin at 6:00 p.m. to 7:30 p.m.
. That the First Annual FIT 5K, 10K Walk-Run will take place on Sunday, September 17,
2006 from 6:45 a.m. to 7:30 p.m.
. That Holiday events are in the process.

Maintenance Superintendent Harrington provided the Community Services Commission with a
brief overview of items that were addressed by the Maintenance Division since the last
Community Services Commission meeting, noting the following:
. That silt and debris was cleared from the easterly section of the Vintage Hills Channel on
Rancho California Road at Butterfield Stage Road
. That temper safety-glass was installed throughout the lower two window sections at the
Community Recreation Center (CRC) Multi-Purpose Room
. That the southeast corner of the maintenance facility was reorganized and cleared to
make way for the initial phase of construction for the new field operation center
. That the decking at the main entrance to the Imagination Workshop was rebuilt
. That the Veteran's Memorial second phase granite paver process has begun
. That preparation for the 9/11 Remembrance Event was detailed.
In response to Commissioner Fox's query, Maintenance Superintendent Harrington stated that
the purchase of pavers for the second phase of the Veteran's Memorial has been closed and
informed that pavers can no longer be purchased.
For Commissioner Henz, Mr. Harrington noted that staff is currently is the design phase for the
dog park plans for Margarita Community Park, and noted that currently there would be no
installation date.
Development Services Administrator McCarthy provided a staff report, offering the following:
. That construction of the Patricia H. Birdsall Sports Complex continues to progress
. That approval of the contract for construction of the Erie Stanley Gardner Exhibit will be
going to City Council on September 12,2006
. That the Murrieta Creek Trail Project (west side of creek) will be going to City Council for
authorization to bid on Tuesday, September 12, 2006
. That the City will host the Riverside County Household Hazardous Waste Collection
Event on Saturday, September 16, 2006; that e-waste, pesticides, b.b.q. propane tanks,
paint, and pain thinners, batteries both household and vehicle and sharps will be
collected
. That the Citywide Community Clean-Up which includes bulky items pick up will be held
on Saturday, November 11, 2006, at Chaparral High School between 8:00 a.m. and 2:00
p.m.
Cultural Arts Administrator Betz provided the Community Services Commission with a brief
overview of items addressed in the Cultural Arts Division, noting the following:
. That the Bringing History to Life at the History Museum was a success
. That staff would be in the planning stages for the Erle Stanley Gardner Weekend
. That the Dennis Chiniaeff Collection opened at the History Museum on Saturday,
September 2, 2006
. That the month of September at the Children's Museum will be Wild Wacky Wet World
month
. That the David Rosales Exhibition is currently being held at the Merc
. That an excursion to the 25th Annual Watch Tower Drum Festival will take place on
September 23, 2006, meeting at the Theater at 8:00 p.m.

CONSENT CALENDAR
Minutes
1.1 That the Community Services Commission approve the Minutes of the August
14, 2006 Community Services Commission meeting.
MOTION: Commissioner Henz moved to approve the Consent Calendar. Commissioner Fox
seconded the motion and voice vote reflected approval with the exception of Commissioner
Hogan who abstained.
COMMISSION BUSINESS
2. Old Town Temecula Community Theater Recap and Temecula Presents Season
2.1 That the Community Services Commission receive and file a
report recapping the Old Town Temecula Community Theater inaugural year and
presenting the 2006/2007 Temecula Presents season.
Per PowerPoint Presentation, Theater Manager Beers and Patron Services Coordinator Barnett,
highlighted on the Old Town Temecula Community Theater inaugural year, and presented the
2006/2007 Temecula Presents Season.
Expressing their enthusiasm for the inaugural year of the Old Town Temecula Community
Theater, the Commission commended staff for their hard work and dedication.
It was the consensus of the Community Services Commission to receive and file this report.
3. Multi-Use Trails and Bikeways Master Plan
3.1 That the Community Services Commission receive and file a report on the Multi-
Use Trails and Bikeways Master Plan.
Development Services Administrator McCarthy presented a PowerPoint Presentation regarding
the Multi-Use Trails and Bikeways Master Plan, highlighting on the following:

. Education
At this time, the public hearing was opened.
Mr. Bill Bibb and Ms. Deborah Hollingsworth, representing the Temecula Transportation
Transformation Program (TTT), presented a PowerPoint Presentation, advising that the below-
mentioned streets would be in need of bicycle safety enhancements:
. De Portola Road, off Margarita Road - covered with sand
. Meadows Parkway - no bike lane
. Nicholas Road - (nice bike lane with markings)
. Rancho Vista Road - no bike lane
. Rancho California Road
. Pauba Road, off Pauba Road - no bike lane
· Meadows Parkway, approaching 79 South - no sign directing drivers or cyclists thru the
intersection
. Trim trees to make bike lanes signs clearly visible
. Repaint faded bike lane markings
. Address and fix intermittent bike lanes that suddenly end
. Initiate and publicize an aggressive enforcement program targeting drivers who enter
bike lanes illegally
. Encourage the County to initiate the above actions on County-maintained roads
. That street sweeper would solve some of the problems with debris in bike lanes.
In response to Mr. Bibb's request, Director of Community Services Parker noted that staff will
discuss these issues with the Public Works Department and address as many issues as
possible. .
Mr. Parker also suggested that if the community is aware of debris on roadways, the Public
works Department should be contacted.
Mr. Sean Scott, Murrieta, spoke regarding bike safety issues, and requested that the City's
website offer an opportunity for the public to report unsafe road conditions with regard to bike
safety.
Mr. Tim Donovan, Temecula, also spoke with regard to the need of keeping the bike lanes safe.
Mr. Bill Dull, Temecula, expressed enthusiasm with regard to Multi-Use Trails and Bikeways
Master Plan, but requested bikeway enhancements for current bikeways.
Ms. Katie Bradley, relayed the importance of keeping bikeways safe for families.
At this time, the public hearing was closed.
Advising that the PowerPoint Presentation was very informative, the Commission Services
Commission thanked Mr. Bibb's and Ms. Hollingsworth for their presentation.
Understanding the concerns of Mr. Bibb's, it was the opinion of the Community Services
Commission that other than trim trimming issues, the above mentioned concerns should be
addressed with the Public Traffic Safety Commission.

COMMISSIONER' REPORTS
For the Commission Administrative Assistant Zigler noted that the Memorial Service for Patricia
H. Birdsall will be held at Rancho Community Church on Saturday, September 30, 2006, at
11:00 a.m.
Commissioner Henz requested an update of the Teen Council and the Mary Phillips Senior
Center.

SUBJECT:
Naming of Roripaugh Ranch Park Sites

RECOMMENDATION: That the Community Services Commission approves names for
the two park sites in the Roripaugh Ranch Development.
BACKGROUND: Roripaugh Ranch is a large Specific Plan development located in
the northeast section of the City. As part of the project, the developer is conditioned to
construct and dedicate two park sites to the City.
One site is 5.1 acres which will include age appropriate play areas, lighted basketball court,
picnic tables, benches, barbeques, restroom and parking lot. The second park is a 21.1 acre
community park which will include two lighted soccer fields, two lighted ball fields, two lighted
basketball courts, age appropriate play areas, picnic shelter, restroom/concession building,
community room and parking.
The Commission may use names on the attached list or recommend another name for these
parks. Once a name has been chosen, the names will be forwarded to the Board of Directors
for final approval. The Board may approve the names selected by the Commission or
recommend another name of their choice.

PROPOSED PARK NAMES
The following is a list of names for various park sites within the City of Temecula.
These names were compiled through a community wide park naming campaign,
which requested residents of the City of Temecula to submit names for their local
park sites to be constructed in the future.
The Community Services Commission may select one of these names or another
name of their choice, based on the geographical location of the park, a geological
feature of the site, or they may name the facility after an individual that has made
a significant contribution towards parks, recreation or community services in
T emecula, or has played a vital role in the development of this community.

Naming Parks and Recreation Facilities
PURPOSE
To establish a uniform policy and procedure that identities
criteria tor the na.ing of parks and recreation facilities.
POLICY
The Park and Recreation Couission will be responsible for the
selection ot naaes tor parks and recreation facilities. Once a
name is selected, it vill be forwarded to the Board ot Directors
for ratitication. staff vill be responsible for encouraging
citizens and co_unity organizations to suggest possible names that
will then be forwarded to the Commission tor consideration.
At a minimum, each park and co_unity building will be designated
a name. Naming of specific areas within a park (garden, swi_ing
pool, lake, balltield, etc.) is acceptable but should be kept to a
minimum to avoid confusion. No park shall be given a nane which
might be perceived as controversial by the community. All names
selected sha~ be acceptable and meaningful to a majority of the
neighborhood/co_unity where the park or recreation facility is
located.
Priority in naming sites shall be given to geographical locations.

tor a person, except where an individual has made a si~niticant
tinancial contribution toward the acquisition and/or development of
the park or facility, or has been an outstanding long-time
community leader who has supported open space and recreational
activities.
All park and recreation facilities will be designated a fOr1llal name
within six months of acquisition or construction. All parks shall
have an entrance s1qn. Buildings will have an entrance siqn and.a
plaque inside the facility for name identification.
The na~e of a park or recreation facility may be changed only after
a hearing is held by the Commission to receive co~unity !nput ana
direction. No name shall be changed unless there is siqniticant
ju.ti~ication and support by the co~unity.

MUNICIPAL CODE RELATING TO HOURS OF OPERATION OF
CITY PARKS
BACKGROUND: The City of T emecula's Park Ordinance currently provides for hours of
park operations at all City parks between the hours of dawn and 11 :00 p.m. These hours were
originally set to accommodate sports play in the community parks where lighting was provided for
these activities. As the City and the park system have grown, many smaller, neighborhood parks
have been added to the system. Most of these parks have only limited security lighting for after
hours and provide no facilities for after dark activities.
The Police Department has become aware of evidence of inappropriate or illegal activities taking
place in some of these locations during after dark hours. The Police Department has requested that
the City consider closing neighborhood parks at dark to help in preventing inappropriate use of the
parks. The proposed Park Ordinance amendment would not affect operating hours of community
and sports parks which are well lighted and appropriate for night activities. The proposed new hours
will allow police to curtail inappropriate actiyities in neighborhood parks.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TEMECULA AMENDING SECTION 12.04.190 OF THE
TEMECULA MUNICIPAL CODE RELATING TO HOURS
OF OPERATION OF CITY PARKS
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES ORDAIN
AS FOLLOWS:

Section 1. Section 12.04.190 of Chapter 12.04 of Title 12 ofthe Temecula
Municipal Code is hereby amended to read as follows:
"Section 2.40.190
City Park Hours
No person shall be in or remain in any park, other than a community park,
belween the hours of dusk and dawn of the following day without permission of
the director. The provisions of Sections 12.04.250 and 12.04.260 shall govern the
granting or denial of such permission.
No person shall be in or remain in any community park between the hours of
II :00 p.m. and dawn of the following day without permission of the director. The
provisions of Sections 12.04.250 and 12.04.260 shall govern the granting or
denial of such permission. The following parks are designated as community
parks:
Ronald Reagan Sports Park
Patricia H. Birdsall Sports Park
Margarita Community Park
Paloma del Sol Park
Pala Community Park
Harveston Community Park
Harveston Lake Park"
Section 2. If any sentence, clause or phrase ofthis ordinance is for any reason
held to be unconstitutional or otherwise invalid, such decision shall not affect the validity of the
remaining provisions of this ordinance. The City Council hereby declares that it would have
passed this ordinance and each sentence, clause or phrase thereof irrespective of the fact that any
one or more sentences, clauses or phrases be declared unconstitutional or otherwise invalid.
Section 3. The City Clerk of the City of Temecula shall certify to the passage
and adoption of this Ordinance and shall cause Ihe same or a summary thereof to be published
and posted in the manner required by law.

RECOMMENDATION:
That the Community Services Commission:
1. Elect a member from the Community Services Commission to serve as Chairperson from
November 1, 2006 to October 31,2007.
2. Elect a member from the Community Services Commission to serve as Vice Chairperson
from November 1, 2006 to October 31, 2007.
DISCUSSION: The term of Chairperson and Vice Chairperson for the Community
Services Commission is for one (1) year beginning November 1 and ending October 31 of any given
year. Therefore, it is necessary for the Commission to select two members to serve as Chairperson
