MINUTES OF A REGULAR
MEETING OF THE CITY OF TEMECULA
PUBLlCfTRAFFIC SAFETY COMMISSION
OCTOBER 26, 2006
CALL TO ORDER
The City of Temecula PublicfTraffic Safety Commission convened in a regular meeting at 6:00
p.m. on Thursday, October 26, 2006, in the City Council Chambers of Temecula City Hall,
43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Jacobs led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners: Lanier, Ramos, Jacobs, Arbogast, and Chairman Youmans
Absent:
None.
PRESENTATIONS:
By way of photos, Maintenance Supervisor Tidwell provided the PublicfTraffic Safety
Commission with a brief update to the City's Winter Season Preparation Program.
The PublicfTraffic Safety Commission thanked Mr. Tidwell for his report.
Senior Management Analyst Adams updated the Commission of the City's Regional Emergency
Drill, held on October 17, 2006, at Rancho Springs Hospital.
Commissioner Jacobs noted that the Commission would be interested in attending a future
Emergency drill.
Relaying their full support for the City's Emergency Operation Plan, the PublicfTraffic Safety
Commission thanked Mr. Adams for his brief report and advised that in the future, the
PublicfTraffic Safety Commission would be interested in attending such an event.
PUBLIC COMMENTS
No additional comments.
COMMISSION REPORTS
A. Chairman Youmans thanked staff for their monthly reports.
B. Commissioner Jacobs extended Kudos to the Police Department for its success of the
DUI check point held Wednesday, October 25, 2006.
C. Commissioner Ramos extended a thank you for the Annual Commission dinner as well
as expressed his enthusiasm for the Old Town Community Theater's one-year
anniversary.

D. Commissioner Arbogast advised of the upcoming 2006 Public Safety Expo & Sheriff Kg
Trials, and requested that the City's motor officers be recognized at the next meeting for
their success in red light citations.
The PublicfTraffic Safety Commission extended condolences to the Nelson Family for the loss
of their son.
COMMISSION CONSENT CALENDAR
Minutes of SeDtember 28. 2006
RECOMMENDATION:
1.1 Approve the Minutes of September 28, 2006.
MOTION: Commissioner Jacobs moved to approve the Consent Calendar. Commissioner
Arbogast seconded the motion and voice vote reflected unanimous aDDroval.
COMMISSION BUSINESS
2. Commission Meetina Schedule - November and December 2006
RECOMMENDATION:
2.1 That the PublicfTraffic Safety Commission direct the Secretary to cancel and
reschedule the regular meetings for November and December 2006 and perform
the appropriate postings and noticing requirements per the Government Code.
Due to the upcoming November and December 2006 Holiday Season, it would be
recommended to consolidate the meetings into one meeting to be scheduled for Thursday,
December 14, 2006.
MOTION: Commissioner Jacobs moved to approve staff recommendation. Commissioner
Arbogast seconded the motion and voice vote reflected unanimous aDDroval
3. Traffic Enalneer's ReDort
Principal Engineer Moghadam advised that the signalization at Jefferson Avenue and Sandborn
Avenue would be under construction and will be operational by the end of November 2006.
With regard to the bicycle group that spoke at the September PublicfTraffic Safety Commission
meeting, Director of Public Works Hughes advised that staff and a City Council Sub-committee
met with the bicycle group, and that the following will be addressed:
o That a brush type of sweeper for street sweeping will be explored
o That the gaps of Class 2 bikes lanes on Meadows Parkway, Butterfield Stage Road,
and Rancho Califomia Road will be filled
o That upgrades to specific routes requested by the bicycle group will be brought forward
to the Council for the next Capital Improvement Program budget.

Commissioner Arbogast requested that Commissioner Lanier be brought back to the next
meeting to be recognized for his years of service to the City.
For Commissioner Jacobs, Principal Engineer Moghadam noted that a formal response was
sent to the individual who expressed concern with regard to an uncontrolled crosswalk.
Chairman Youmans expressed concern with signs blocking visibility of incoming traffic on
Rancho California Road, noting that he will email staff with the exact area.
4. Police Chiefs ReDort
Sergeant Anderson offered the following report:
o That for the month of September 2006, there were 1,669 citations issued
o That there were 72 traffic collision reports and 19 DUI arrests made in the month of
September
o That DUI enforcement has been stepped up.
5. Fire Chiefs ReDort
No report at this time.

At 6:45 p.m. Chairman Youmans formally adjourned this meeting to Thursday, December 14.
