HomeMy WebLinkAboutParcel Map 30798 Parcel 11 Hydrology & Drainage Study I I I I I I I I I I I I I I I I I I I w., 3o'Q8 HYDROLOGY STUDY Rancho Community Church Site Highway 79 South Temecula, California December 19, 2001 PURPOSE The purpose of this study is to determine peak nmoff values at certaiu points in the Rancho Community Church (RCC) property to support design of an onsite street and storm drain system. to determine the allowable nmoff into the existing storm drain in Hwy 79, and to determine the increase in nmoff due to development. DESCRIPTION OF THE WATERSHED The proposed development site is in the City of Temecula, on the north side ofHwy 79 South. approximately a mile and a half east of the 1-15 freeway. between Jedediah Smith Road and Margarita Road. The watershed extends northerly across De Portola Road to a ridge midway to Jedediah Smith Road. The watershed is approximately 141 acres in size, of typically irregular shape. The terrain is steep in the upper reaches to fairly flat downstream. Maximum relief is 191 feet, from elevation 1208 down to 1017:!:. The maximum flow length is 6700 feet. in a southerly direction to the northeast property corner of Ihe RCC site. westerly throngh the site to its southwest corner, then continuing westerly to a box culvert at Jedediah Smith Road & Highway 79. The RCC site is 53 acres. essentially rectangular, long in the east-west direction, with 4000 feet of frontage on Hwy 79. Soil types, read from Plate C-1.61 of the Riverside COUIlty Flood Control and Water Conservation District (RCFC& WCD) Hydrology Manual, range from D to B. The Type B soil was not actually labeled: it was deduced by eliminating the soil types represented in abutting areas, and by assuming it is not Type A. Present land use in the basin tributary to the RCC site from the north and east is single-family residential on 2 lIZ-acre lots. and is about half developed. There is also some vacant commercially zoned land to the east. The RCC site is presently vacant. Runoff flows through natural channels to De Portola Road, which is paved and has a 4" to 5" AC dike on both sides. then along the road to a graded earth channel to the RCC site. Flow through tlle site is overland through broad, shallow terrain. The south half of Constance Street is tabled to the Hwy 79 storm drain. according to Trans-Pacific Consultants. who prepared the related drainage study (which cannot be found). That area is 1.7 acres. Historically a portion of the flow drained from the northeast corner of the RCC property westerly along the northern portion of the site to an existing watercourse east of Jedediah Smith Road. That flow pattem was changed. some time in the past. before the church acquired the property. The existing condition is that all nmoff flows to the southwest corner of the RCC property, which pattern is maintained in tlle proposed development. All of the area is tabled into the box culvert at ledediall Smith Road & Highway 79 per the hydrology map of AD 159. METHODOLOGY The basin was analyzed by the Rational Method as prescribed in the current (1978) RCFC& WCD Hydrology Manual Calculations were perfonned using software developed by the writer. named "RMH" (for Rational Method Hydrology). version 6Ab. The analysis was based on both the 100-year and lO-year frequency stann models of the Hydrology Manual, for both the existing and proposed conditions. For both proposed and existing conditions the residential area of 2 \I,-acre parcels on the north was assumed built out but with existing improvements. The design criteria are that the 10-year water surface not exceed top of curb. and that the 100-yr water surface remain I' below building finished floors. SUMMARY The developed-condition peak 100-yr flow rate (QIOO) entering the RCC at the northeast corner is 107 cubic feet per second (cfs). This is from an area of 42.3 acres (2.54 cfs/acre) at a time of concentration (T,) of 11.6 minutes. QIlkl entering the east side of the site is 26.1 cfs from 12.6 acres (2.07 cfslacre) at a tinte of concentration of 19.8 minutes. It is proposed to carry the entire flow unattenuated in cha1lIlels and pipes westerly and southerly along the north and west perimeter of the RCC site. Reducing the peak by utilizing the upper ball field as a flow-by detention basin was considered but discarded because of its effect on the usability of the field for sports at flooding occurrences. The channel is a trapezoidal earth channel witll 1.5: I side slopes. bottom widths of3 to 10 feet. A Manning's n of.03 was assumed to allow for vegetation growth. The developed QIOO to the southwest corner of the site is 308 cfs from 140 acres (2.19 cfslacre). at T,=2 U minutes. From that point the flow will be conveyed generally along the path of a watercourse that existed prior to the recently constrncted Highway 79 road improvements, to the inlet of a recently constructed box culvert. The inlet i,; at the northeast corner of Jedediah Smith Road and Hwy 79. That watercourse was replaced by a small concrete V-ditch. approximately 30" wide by 12" deep, in the parkway. That small ditch can contain only a very small portion of the flow. The great majority would flow in the street. tile parkway and a portion of La I 47. Tract 3752. It is proposed to convey tile flow in a uew earth channel across Lot 47. aloug the south edge of the lot. witllin the easement for future highway purposes offered for dedication by tile map of that tract. Therefore it IS recommended tl13t the City accept the dedication to provide for construction of the proposed channel Only the southerly portion of tile easement need be accepted. CONCLUSIONS The conceptual grading plan by TEC and tlus drainage sludy were developed togetller. Therefore tile stret:t and drainage system shown on the present plan, and the calculations and conclusions of this report, are in concert. The water surfaces of 10-year flows witllin tile streets do not exceed top of curb. Water surfaces of 100-year flows are below building finish floors. An equivalent of 1. 70 acres is piped into the existing stann draiu in Hwy 79. 11lis area is tile SOUtll half of Constance Street. which is tabled into the storm draiu.
