MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
DECEMBER 7, 2006
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
December 7, 2006 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park
Drive Temecula, California. Principal Planner Stephen Brown presiding.
Also present was Senior Planner Stuart Fisk, Junior Planner Betsy Lowrey and Minute Clerk Jill
Dickey.
Principal Planner Stephen Brown opened the Public Comments portion of the Hearing to allow
members of the public to address items that are not listed on the Agenda. Seeing no one, the
Public Comments portion was closed and the first item on the agenda was introduced.
Item No.1: Plannina Application No. PA06-0045. a Tentative Parcel Map (TPM 343871 to
subdivide 5.9 acres into three parcels at the southwest corner of Overland Drive
and Nicole Lane (APN 921-810-0251
Junior Planner Betsy Lowrey gave an overview of the project with staff recommendations.
Parcel 1 - parking in this parcel is based on retail usage of one space per 300 square feet of
gross floor area. Additional parking in Parcel 2 and 3 is also under construction with a portion of
each parcel reserved for future commercial development. Access to all parcels will be provided
from an existing and approved drive aisle off Nicole Lane with a reciprocal access easement
across all lots. The project has been conditioned at a reciprocal access easement and
maintenance agreement shall be recorded prior to the recordation of a Final Map to insure
access to all parcels and joint maintenance and use of all drive aisles and parking areas. The
proposed Tentative Parcel Map complies with all applicable development standards as specified
in Section 17.08.040B of the Development Code and the parcels are adequately configured to
allow for the placement of buildings that will comply with the front yard, interior side yard and
rear yard setback requirements as specified in Section 17.08.040 of the Development Code.
The proposed project is categorically exempt from further environmental review per CEQA
Section 15315, Class 15, Minor Land Division. Staff has determined that the project is
consistent with all applicable City ordinances, standards, guidelines and policies. Staff has
worked with the Applicant to ensure all concerns have been addressed and the Applicant
concurs with the recommended Conditions of Approval. Planning staff, therefore, recommends
that the Planning Director approve Planning Application No. PA06-0045, TPM 34387 subject to
the recommended Conditions of Approval.
Staff would like to amend Condition #47 C xi to include reciprocal access agreements and
maintenance agreements insuring access to all parcels and joint maintenance and use of all
roads,. drives and parking areas shall be provided by the CC&R's or by deeds and shall be
recorded concurrent with the map Prior to the Issuance of Building Permit where no map is
involved.
Principal Planner Stephen Brown opened the Public Hearing and asked the APplicant if he had
an opportunity to review the Conditions of Approval and if he was in agreement with them.
David Wakefield, 42389 Winchester Road, Temecula, California stated he had reviewed the
Conditions of Approval and agreed with them. -

Principal Planner Stephen Brown asked if there was anyone present wishing to speak on the
project.
Hearing no one, Principal Planner recommended approval of Planning Application No. PA06-
0045 subject to the Conditions as amended and closed the Public Hearing.
There being no further business, hearing was adjourned at 1 :38 p.m.
