Submitted herewith is a summary of the geotechnical observation and testing services
provided by Petra Geotechnical, Inc, (Petra) during grading operations within the
subject tracts, Conclusions and recommendations relative to the suitability of the
grading forthe proposed developmentare presented.... .
REGULATORY COMPLIANCE
All fills, removals and processing of original ground under the purview of this report
have been completed under the observation and with selective testing by Petra, and are
found to be in compliance with the grading code of the County of Riverside and the
City of Temecula, California, The completed work has been reviewed and is
considered adequate for the construction now planned,
On the basis of our findings, the following recommendations were prepared in
conformance with generally accepted professional engineering practices and no further
warranty is implied or made,
SUMMARY OF GRADING OPERATIONS
I. The purpose of the grading operation was to develop a 15:t-foot-wide, primarily
level-graded access road to accommodate construction of an 8-inch-diameter
sewer line through the site, as shown on the accompanying geotechnical maps (in
pockets)

2. Earthwork operations were conducted in essentially three phases, The first phase
consisted of the rough-grading of a 15:t-foot-wide access road through the site
to the general configuration shown on the accompanying grading plans, This area
was left approximately 2 feet below the final grades during this phase of grading,
The second phase included construction of the sewer line and testing of the
backfill soils on a full-time basis, The third phase consisted of completing the
placement of the final 2 feet of fill soils, subgrade compaction and placement of
4 inches of base over the entire alignment, Additionally, the fill slopes were
trimmed back to achieve the design grades,
3, Grading of the entire alignment began on November I, 1996, and was completed
on February 6, 1997, Rough grading was conducted by WA Guthridge ofY orba
Linda, California, and the sewer line was constructed by Southern California
Pipeline of Tustin, California,
4, An existing active 24-inch reclaimed water line was encountered just southeast of
the intersection ofParducci Lane and Promenade Chardonnay Hills. The actual
location of this water line, where it encroached into the sewer-line alignment, was
from Stations 54+00 to 54+70, as indicated on the sewer and water plans,
Removal of alluvial soils was conducted to within approximately 10 feet of this
line based on the locations identified by Underground Service Alert in the field,
Porous alluvial soils were observed underlying this water line, but were not
removed due to the potential for damaging the line, The approximate location of
the 24-inch water transmission line and limits of alluvial removals are shown on
the accompanying geotechnical maps,
ENGINEERING GEOLOGY
General
Geologic conditions exposed during the process of grading were frequently observed
by our geologic staff, A California Certified Engineering Geologist observed and
approved all removal bottoms prior to fill placement.
Geolol!:ic Units
Bedrock materials exposed within the cut areas of the streets and slopes consist of the
Pauba Formation bedrock (map symbol Qps), This material consists of massive to
crudely bedded silty sand which is medium dense to dense,

Adverse geologic conditions, such as faults or landslides, were not observed within the
area of grading,
Cut Slopes
All temporary cut slopes ranging from 8 to 46 feet high and inclined at a 2: I (horizontal
to vertical [H: V]) gradient, are considered grossly stable and will remain so under
normal conditions and maintenance, Cut slopes in Pauba Formation bedrock tend to
erode during periods of significant rainfall. Proper slope maintenance should be
provided to mitigate excessive erosion to the slopes,
SOILS ENGINEERING
Preparation of Existinl!: Ground
I. All weeds, grasses and similar organic materials were stripped and removed from
the site prior to grading,
2. All loose, excessively wet and compressible topsoil, slopewash, alluvial and
colluvial materials were removed to competent material prior to placing fill,
Removal depths varied from 2 to 12 feet and were conducted to the toe-of-slope,
as shown on the accompanying geotechnical maps.
3, Areas to receive fill were scarified and bladed to a depth of 6 to 8 inches, watered
and mixed, as required, to achieve optimum moisture conditions, and were
compacted to a minimum relative compaction of90 percent of the maximum dry
density as determined by ASTM D1557-91.
4, T oe-of-fill slope keys having a minimum width of 15 feet were placed at the base
of all fill slopes, Fill keys were excavated into competent native material with a
minimum slope of 2 percent to the heel of the key,
Temporary Fill Slone Construction
Temporary fill slopes ranged from 2 to 20 feet high at a 2:1 (H:V) gradient, were
overfilled and backrolled every 4 to 5 feet with a sheepsfoot roller pulled by a rubber-
tired dozer. Slopes were track-walked with the dozer and then trimmed back to the

compacted inner core, All temporary fill slopes are considered grossly stable under
normal conditions.
Laboratorv Testinl!:
The laboratory maximum dry density and optimum moisture content for each major soil
type were determined in accordance with ASTM Test Method D1557-91. Table I
(below) presents the pertinent test values,

Fill Placement
I. Fill consisted of onsite materials having the above-mentioned soil classifications,
Fill materials were placed in lifts restricted to 6 inches in thickness, watered, as
required, to achieve optimum moisture conditions and were compacted to a
minimum relative compaction of 90 percent of the maximum dry density as
determined by ASTM Dl557-91.
2. Maximum depth offill is approximately 26 feet.
3, Fill placed on surface having a slope gradient steeper than 5: 1 (H: V) were keyed
and benched into compacted materials or dense native soils,
Field Testinl!
I. Field density tests were performed using the nuclear gauge method (ASTM
D2922-91) and the sand cone method (ASTM DI556-82), Test results are shown
in Table II (attached), The approximate locations of the field density tests are
shown on the accompanying geotechnical maps,
2, Field density tests were taken at sufficient intervals to determine that adequate
compaction was being achieve, Where tests indicated inadequate compaction, the
areas were reworked and retested,
3. Visual classification of earth materials in the field was the basis for determining
which maximum density value to employ for a given density test, Frequent one-
point checks were performed to supplement visual classifications.

UTILITY TRENCHES
Onsite soils generally consisted of silty sands and required mechanical effort to achieve
proper compaction, All backfill for the sewer line was compacted to a minimum
relative compaction of 90 percent ofthe maximum dry density as determined by ASTM
Dl557-91.
CONCLUSIONS AND RECOMMENDATIONS
All fill soils tested ultimately met the minimum relative compaction requirement of 90
percent of the maximum dry density as determined by ASTM D1557-91.
Since all slopes constructed during this phase of grading are considered temporary, it
is our understanding that slope landscaping will not be provided, Due to the potential
for erosion on fill slopes and cut slopes derived from the Pauba Formation, rain water
should not be allowed to overtop slopes,
Minor settlement may occur along the alignment between Stations 54+00 and 54+70
where porous alluvial soils were left in-place under the existing 24-inch water
transmission line, This potential settlement is not expected to adversely impact the
sewer line which was constructed in competent soils approximately 4 feet below the
existing water line, During future phases of grading, this existing water transmission
line may need to be relocated, At this time, the alluvial soils left in-place below and
within approximately 10 feet of this pipe should be removed and replaced with
compacted fill soils.
Additional Considerations
The project soils engineer shall be notified prior to fill placement regarding the site or
backfilling of trenches after rough grading has been completed, Additionally, Petra
should be notified to conduct footing excavation observation under slab-trench
