PUBLIC COMMENTS
A total of 15 minutes is provided so members of the public may address the Commission on
items that are not listed on the Agenda. Speakers are limited to three (3) minutes each. If you
desire to speak to the Commission about an item not on the Agenda, a salmon colored
"Request to Speak" form should be filled out and filed with the Commission Secretary.
When you are called to speak, please come forward and state your name for the record.
For all other agenda items a "Request to Speak" form must be filed with the Commission
Secretary orior to the Commission addressing that item. There is a three (3) minute time limit
for individual speakers.

PUBLIC HEARING ITEMS
Any person may submit written comments to the Planning Commission before a public
hearing or may appear and be heard In support of or in opposition to the approval of the
project(s) at the time of hearing. If you challenge any of the projects in court, you may be
limited to raising only those issues you or someone else raised at the public hearing or

public hearing.
Any person dissatisfied with any decision of the Planning Commission may file an
appeal of the Commission's decision. Said appeal must be filed within 15 calendar days
after service of written notice of the decision, must be filed on the appropriate Planning
Department application and must be accompanied by the appropriate filing fee.

PA06-0293, Promenade Mall Parking Structures
On February 21, 2007, the Planning Commission approved PA06-0293, Promenade Mall
Expansion. The expansion plans included 126,000 square feet of retaiVrestaurant space and
two parking structures. The west parking structure consists of two levels, 90,800 square feet
and 241 spaces. The east parking structure consists offour levels, 332,500 square feet and
934 spaces.
Condition of Approval #11 required that detailed architectural plans for the retail buildings and
parking structures be reviewed and approved by the Planning Commission prior to issuance of a
building permit.
Staff has been working with the applicant on revisions to the parking structures. In addition, the
elevations were reviewed by the Infrastructure and Beautification Committee (IBC) on March 27,
2007. Revisions to the structures include:
. 4-sided architecture where visible by the public and not hidden by adjacent buildings;
. Addition of corner elements along the Ring Road;
. Further enhancement of the sheer wall in the center of the four-story structure;
. Addition of a substantial cornice; and
. Color changes
Based on direction provided by the IBC, the applicant is making additional color revisions that
will be presented back to the committee on April 10 before going to the Planning Commission
on April 11 as a Current Business Item. Plan reductions will be hand delivered the night of the
meeting and a complete Power Point presentation will be made by the applicant.
