ROLL CALL Present: Board Members: Blair, Eden, Harker, Moore, and Chairman Allen. Absent: None. BOARD BUSINESS Old Town Civic Center Presentation Per Power Point Presentation, Principal Planner Brown provided a presentation of the recent developments to the Phase II Old Town Civic Center, highlighting on the following: o Existing Site Plan o Proposed Site Plan o Conceptual Design o Architecture o Parking Structure o Landscaping. For the Board, Principal Planner Brown added the following: o That handicap parking will be provided as required by the American Disabilities Act (ADA) o That the type of barrier between the freeway and the proposed Civic Center has not yet been determined o That there will be a flag pole at the Civic Center o That the parking structure will be three levels with a two-story appearance R:/01c rowMLRB/Minutes/031207 1 o That there will be a clock at the top of the parking structure at the terminus of Third Street o That installing a police substation at the Civic Center would be a consideration o That 485 parking spaces will be provided in the parking structure, and that noted that street parking will also be available o That there will be 185 permanent stadium seats in the Council Chambers. Chairman Allen noted that it would be his opinion that the monuments in front of the proposed Civic Center may be too forbidding. Referencing Chairman Allen's concern, Principal Planner Brown noted that the design or size of the monuments at the entrance of the Civic Center have not been determined but will relay his concern to the architect. For Board Member Eden, Principal Planner Brown noted that the selection of trees have not yet been determined. Principal Planner Brown advised that atter several design concepts, the architects and staff determined that a Spanish Revival would be the most appropriate for the Old Town District. Board Member Moore relayed that she would be desirous of statues be added to the design concept. At this time, the public hearing was opened. Mr. Fred Perkins, Temecula, expressed concern with the massing of the retail component in the plaza area. Mr. John Wagner, Temecula, queried on the frontage of the proposed parking structure. In response to Mr. Wagner's query, Principal Planner Brown explained what the intent would be for the frontage of the parking structure and relayed that the rear of the parking structure would not be as elaborate as its frontage. For Mr. Al Rattan, Temecula, Principal Planner Brown advised that the commercial component of the Civic Center will resemble the architecture of the proposed Civic Center. Director of Redevelopment and Housing Meyer advised that the commercial component of the Civic Center will be 52,000 square feet of commercia/office/restaurant over two-stories; noting that it would be the goal of staff to start a partnership with a development partner whom will own, develop, and operate the 52,000 square feet of commercial area per the City's Design Guidelines and Development Code. Referencing the McLauglin/Pantry Building, Director of Redevelopment Meyer relayed that today would be the last day of submittal for the demolition to remove the two buildings. R:/Old rowntLRB/MlnutesV031207 2 Relocation of Escallier House Director Meyer reported that the Escallier House and Barn will be relocated and preserved; that the new location will be on Pujol Street in close proximity of the Temecula Community Center (TCC); and noted that Safe Alternatives For Everyone (SAFE) and the Pantry will occupy the building. Principal Planner Brown advised that it would be staff's hope to have the entire Civic Center Complex completed by April, 2010. In response to Chairman Allen's query, Director of Redevelopment Meyer informed that the hope would be to have the parking structure completed by summer of 2009. For Board Member Moore, Principal Planner Brown advised that street lighting would be a part of the design process and has not yet been determined. Director of Redevelopment Meyer also advised that the granite of the Escallier House will be preserved and may be placed at the Civic Center. DIRECTOR OF PLANNING REPORT No additional comments. DIRECTOR OF REDEVELOPMENT REPORT Director of Redevelopment Meyer reported that the Old Town Parking study will be completed at the end of March, 2007. EXISTING ZONING: Tourist Retail Core (TRC) SURROUNDING ZONING: North: Tourist Retail Core (TRC) South: TRC East: TRC West: TRC GENERAL PLAN DESIGNATION: Community Commercial (CC) EXISTING LAND USE: Vacant SURROUNDING LAND USES: North: Existing retail buildings South: Vacant/Existing retail buildings East: Palomar Hotel West: Penfold building BACKGROUND/PROJECT DESCRIPTION On February 16, 2006, Ms. Martina Masarani, representing Walt Allen Architects, submitted Planning Application No. PA06-0338 for a Development Plan with a Conditional Use Permit to construct a 38,157 square foot mixed-use building with commercial on the first floor, office space on the second and third floors, and residential/commercial on the fourth floor. The project includes commercial, office, and residential uses on a single lot and is therefore considered a "Mixed Use Project' by the Old Town Temecula Specific Plan. Per Section III.F.3b. of the Specific Plan, a mixed use project may only be established after first obtaining a Conditional Use Permit. The proposed four-story building will be located on the south west corner of Front and a Street, within the Tourist Retail Core (TRC) district of the Old Town Temecula Specific Plan. ANALYSIS Site Plan The project conforms to the development regulations of the Tourist Retail Core (TRC) zoning district in the Old Town Specific Plan. The building setbacks meet the minimum requirements of the Specific Plan. A covered arcade spanning over eight feet along Front and Fifth Streets allows the front yard setback to be reduced to zero. The proposed site plan provides adequate circulation for vehicles to utilize the site, as well as for emergency vehicles. The project fronts onto Front Street with an existing alley located to the south of the project. The project provides 21 parking spaces dedicated for future tenants. The Specific Plan requires one parking space per residential unit and does not require that parking be provided for commercial and office uses, but the applicant proposes to provide parking for future residential tenants and some commercial tenants. The proposed parking lot can be accessed from the alley. Architecture The project proposes two distinct architectural styles including Queen Anne and Classic Revival, which are consistent with the Old Town Specific Plan design guidelines. The architectural styles are appropriate for the late 1880's to early 1920's era, which is expected within the Old Town boundaries. The proposed elevations achieve a historic look and overarching design to create a prominent building in Old Town with strong character as well as function. The architect used different styles of architecture on one building to create the look and feel of three different buildings. The first style of building located closest to the corner of Fifth Street and Front Street is an interpretation of Queen Anne architecture. A classic look is created through the use of an abundance of details such as white faux siding, fancy gable spires, detailed balconies and building columns, pitched roof, and dramatic bay windows fronting the street corner. Adjacent to the Queen Anne architecture are two different Classic Revival architectural interpretations. The middle portion of the building boasts a more stoic feel with wider columns, simpler design, and a clock element on the fouth floor finishes the simple yet sophisticated feel. This portion of the building is constructed of smooth trawl stucco that completes the Classic Revival look. The third segment of the building is also Classic Revival but uses different materials such as brick to complete the look of a different building. The simple, timeless design of a brick building is represented here with tubular steel industrial inspired balconies along with satin finish sheet metal awnings. Staff is not satisfied with the transition roof element on the front elevation of the G:tP1anning\20061PA06-0338 Old Town Plaza One Comm Dev P1antPlanning\0TLRB Staff Report.dw 2 building and is continuing to work with the applicant on revising the roofline. Staff is confident that this issue will be resolved with the applicant without significant re-design to the building. The south elevation will also be effected by this change. The south elevation carries the same brick architecture with the 4th floor using a portion of different materials, imitating a portion of the building be damaged and then re-built. Staff has some concern regarding the placement of the stucco material on the first floor of this elevation, and will continue to work with the applicant to resolve this issue. The rear of the building is kept simple, consistent with the historic design of buildings. Stucco is the primary building material with brick detailing around the windows. The applicant has stated an intent to propose a mural on the right side of the elevation, but details of the mural have not been submitted. Initially staff had design concerns regarding the stucco wall along Fifth Street and the rear of the building. The owner informed staff that he is planning to purchase the properties located east of and adjacent to this project for development. The future development will eliminate the stucco wall and hide the rear of the building. Staff agreed that this is sufficient and will condition the applicant to provide proof of ownership or enhance the wall and rear of the building prior to building permit issuance. The proposed building has four stories and a height of 57.3 feet. However, Section III.F.8 of the Specific Plan allows the City Council to approve increases to the building height limitations. Staff has determined that an increase to the height limitations for the proposed project is justified because the proposed building complies with the architecture and design guidelines and achieves the objectives, goals, and policies of the Old Town Specific Plan. In addition, the project provides a residential component, which is a key component for the sustainability of commercial development in Old Town. The project will be conditioned that final approval of this development plan is contingent upon City Council approval of the proposed building height of 57.3 feet and four stories. The Specific Plan requires a minimum of 75 square feet of private open space dedicated to each residential unit. The project does meet this requirement and even proposes a balcony over 300 square feet. Over 1,300 square feet of common space is also provided adjacent to the residential units on the fourth floor. Landscaaina The project proposes to improve the existing landscaping located within the public right of way and to include benches for the public to sit, relax, and enjoy the Old Town experience. Trees such as Crepe Myrtles and London Plane species along with daylilies and fortnight irises are also proposed. There are some sycamore trees and oak trees that are being removed and relocated around the site. Staff needs more information on this and will require the project that a revised landscape plan be submitted, reviewed, and approved by the Planning Director prior to issuance of any grading or building permits. Compliance with landscape requirements within parking areas must also be achieved prior to issuance of any permits. RECOMMENDATION Staff has determined that the proposed project is consistent with the Old Town Specific Plan as to building design, materials and colors. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend approval for this project provided that the revisions are made to the project prior to Planning Commission Hearing: GAPlanning0006\PA06-0338 Old Town Playa One Comm Dev PlanTlanning\OTLRB Staff ReportAm 3 a. The handicapped ramp and railing shall be revised prior to issuance of building permits. The railing shall be architecturally compatible with the building and the material used for the retaining wall shall also be enhanced. b. The parking gate shall be revised to a decorative design that is compatible with Old Town design standards to the satisfaction of the Planning Director. c. The landscape plan shall be revised to include information on the oak tress being relocated. d. Before issuance of building permits, the owner must acquire the property adjacent to him. If this does not occur prior to issuance of building permits, the owner must enhance the rear elevation along with the stucco wall along 5'" Street. e. The applicant shall work with staff on the roof transition element on the front elevation of the building. f. The applicant shall work with staff on the architectural revisions to the south elevation of the building, focusing on the stucco elements on the first floor and the varying materials on the fourth floor. PA06-0349 Prepared by: Betsy Lowrey, Junior Planner APPLICATION INFORMATION: APPLICANT: Matthew Fagan 42011 Avenida Vista Ladera Temecula, CA 92591 PROPOSAL: A sign program for the Chaparral Center South, a 15,716 square foot building on 0.68 acres generallIx located at the northwest corner of Old Town Front Street and 6 Street LOCATION: 28465 Old Town Front Street EXISTING ZONING: Tourist Retail Core (TRC) SURROUNDING ZONING: North: Tourist Retail Core (TRC) South: Tourist Retail Core (TRC) East: Tourist Retail Core (TRC) West: Open Space (OS) GENERAL PLAN DESIGNATION: Community Commercial (CC) EXISTING LAND USE: Retail/Office Commercial Building SURROUNDING LAND USES: North: Retail/Office Commercial South: Retail Commercial East: Restaurant West: Open Space BACKGROUND On January 28, 2005, the Planning Director approved a comprehensive sign program for Chaparral Center North, a 12,309 square foot building located north and adjacent to Chaparral Center South building. Planning Application No. PA06-0349 is an application for a comprehensive sign program for the Chaparral Center South building. Although the Chaparral North and South buildings are located on separate parcels, they are joined by fagade to visibly appear as one unified building. Therefore, staff has ensured the proposed sign program for the Chaparral Center South building is consistent with the approved sign program for the Chaparral GAP1anning\2006\PA06-0349 Chaparral Ctr Bldg Sign Progra TLuning\OTLRB Staff Report.dw 1 Center North building for continuity and that the sign program is consistent with the Old Town Specific Plan. PROJECT DESCRIPTION The applicant is proposing a sign program to include wall signs, building name signs, window signs, under canopy signs, projecting signs, hanging signs, and a variety of ancillary signs. The sign program defines criteria for sign materials, colors, placement and size. ANALYSIS The proposed sign program incorporates the sign design guidelines and sign regulations as set forth in the Old Town Specific Plan including acceptable sign types, materials, colors, sizes, placement and architectural compatibility. Projecting and hanging signs are the most prevalent and visible tenant signs on the building. Therefore, sign envelopes have been established as shown on Exhibits B, C and D of the proposed sign program. Per the Old Town Specific Plan no tenant signs visible to the public right-of-way are permitted above the second floor. One element of the proposed sign program is not consistent with the Old Town Specific Plan or the approved sign program for the Chaparral Center North. For reference, this inconsistency is highlighted in yellow on pages 1, 4, 6, 7, 8 and 9 of the proposed sign program and is summarized as follows: 1. The proposed sign program allows tenants without frontage on Old Town Front Street to place signs along Old Town Front Street. The proposed sign program also allows tenants without frontage on Sixth Street to place signs along Sixth Street. However, Section III.G.6 of the Old Town Specific Plan, and the approved sign program for the Chaparral Center North building, do not allow signs to be placed on elevations that do not have business establishment frontage along the public right-of-way. Signage for these businesses is provided for with directional signs that direct patrons to a directory located internal to the site. RECOMMENDATION For consistency with the Old Town Specific Plan and the Chaparral North sign program, staff recommends that the proposed sign program be revised to address the above concern. Staff requests that the Old Town Local Review Board, provide comments, and a recommendation regarding the proposed sign program based upon staff's recommended revisions. Attachments 1. The sign program is intended to allow flexibility in signage to accommodate tenant needs, to maintain continuity with Chaparral Center North, and to ensure the high architectural qualities of the Chaparral Center South and Chaparral Center North are preserved. The Chaparral Center South is somewhat unique from many buildings in Old Town in that it is one of the few three story buildings located on Old Town Front Street within the Tourist Retail Core (TRC), in the heart of Old Town Temecula. Although located on a separate parcel, ri 3f, a visually, the Chaparral Center North is a l.a' 4 `�K lµa5rti 1 continuation of r ' the Chaparral Center South. R The Chaparral Center South has several tenants, many of which are located on the second and third ` levels on the Murrieta Creek side of the structure. These tenants require different types of signage (i.e. not pedestrian oriented), and some may = request signage along Sixth F 3` or Old Town Front Streets. The sign program is intended to allow flexibility in signage to accommodate tenant needs, to maintain continuity with Chaparral Center North, and to ensure the high architectural qualities of the Chaparral Center South and Chaparral Center North are preserved. The Chaparral Center South is somewhat unique from many buildings in Old Town in that it is one of the few three story buildings located on Old Town Front Street within the Tourist Retail Core (TRC), in the heart of Old Town Temecula. Although located on a separate parcel, �r , r visually, the Chaparral Center North is a Y continuation of the Chaparral Center South. The Chaparral Center South has several tenants, many of which are located on the second and third levels on the Murrieta Creek side of the structure. These tenants 57AFF require different types of KefdMftWt signage (i.e. not pedestrian Dei,1;TtK6- oriented), and some may request signage along Sixth rnh or Old Town Front Streets. These tenants have more destination.type visitors so the overall building identification signage (including building address)may be more important to them than the tenants that are highly visible from Old Town Front Street. 1 Given the multiple levels and large number of tenants in the Chaparral Center South building, signage will always be changing. Market conditions and economic trends are just a few factors that will affect a tenants' need to modify space within the building which often results in changes to the signage on the building. Therefore, this sign program is intended to be a document that can be utilized now as well as in the future. The sign program is designed to be a long-range planning tool that will accommodate the needs of tenants and ensure quality and compatible signage so the architectural integrity of the building will not be compromised. Therefore, this sign program will allow flexibility in signage, yet not compromise the aesthetics of the Chaparral Center South building. This will be achieved by establishing quality design guidelines and standards for all signs placed on the building, and by identifying approved sign envelopes for projecting and hanging signs. It is necessary to have approved sign envelopes for projecting and hanging signs as these are the most prevalent and visible signs on the building. Because they are the most visible sign types, they have the highest potential for negatively affecting the overall aesthetics of the building if not placed in an appropriate location. Therefore, approved sign envelopes have been established for projecting and hanging signs (see Exhibits B, C and D). All other sign types including wall, under canopy signs, etc., are more pedestrian oriented or have less potential to impact the building's aesthetics. These sign types shall be placed in a location that is approved by the landlord, must comply with the design guidelines and size requirements of this sign program and are subject to approval by the City of Temecula. Lastly, it should be noted that given the philosophy of this sign program to be a long- range planning tool, it has taken into consideration future projects in Old Town such as the Murrieta Creek Improvement project. If this project were to come to fruition, it would create, in essence, two front elevations to the Chaparral Center South. Granted, the Old Town Front Street elevation would remain the most predominant and visible elevation; however, the Murrieta Creek elevation, would become much more visible than it is today. Therefore, long-term signage requirements, (including the Murrieta Creek elevation), have been incorporated into this comprehensive sign program to allow this document to be an effective tool now as well as in the future. I. General Standards The standards, guidelines and provisions contained within this comprehensive sign program shall govern the exterior sign approvals for Chaparral Center South. These guidelines are intended to ensure consistency, continuity and thematic harmony, and enhance the architectural quality of the building. Where an ambiguity arises or a different regulation exists, the standards within this comprehensive sign program shall be implemented as this program is structured to meet the unique signage requirements of Chaparral Center South and provide signage requirements where the Old Town Specific Plan (OTSP) does not. However, all signs that are not legally non-conforming and all new building signs shall be subject to the regulations contained in this Sign Program. II. Sign Standards The existing building elevation along Old Town Front Street and Murrieta Creek is 135' and along the Sixth Street elevation is 64'. This results in a total sign allowance for Old Town Front Street and Murrieta Creek of 202.5 square feet each (135 x 1.5 = 202.5) and a total sign allowance for Sixth Street of 32 square feet (64 x .5 = 32). The 202.5 square feet each of signage for Old Town Front Street and Murrieta Creek and the 32 square feet of signage for Sixth Street is a building maximum that can be distributed pursuant to the requirements of this sign program. If a sign is smaller than twelve square feet, it must be reviewed and approved by the Planning Director. If a sign is twelve square feet or larger, review and approval by the Old Town Local Review Board (OTLRB) is required pursuant to the Old Town Specific Plan. The total building sign allowance of 202.5 square feet each for Old Town Front Street and Murrieta Creek and 32 square feet for Sixth Street includes all building signage except for general building identification signage, address signs, super graphics (provided it does not advertise a specific business), and internal or interior signage not visible from Old Town Front Street, Murrieta Creek or Sixth Street including but not limited to internal tenant identification signs or door signs; internal directional signs such as directory (including parking signs), pedestrian maps, elevators, etc.; suite number signs; or bathroom signs. Walls signs shall be permitted at a ratio of one (1) square foot of signage per linear foot of building frontage along Old Town Front Street and Murrieta Creek (east and west elevations), and one-half (.5) square foot of signage per linear foot of building frontage along Sixth Street (south elevation). Other signs, such as projecting, under canopy, etc., are not included in this wall sign ratio, but have their own size specification in this sign program listed below. All hanging and projecting signs shall be located within the approved envelopes as depicted on Exhibits B, C, and D. All other sign types such as wall, under canopy and window signs are given more flexibility of location and require the approval of the building owner and Planning Director if a sign is smaller than twelve square feet. If a sign is twelve square feet or larger, review and approval by the Old Town Local Review Board (OTLRB) is required pursuant to the Old Town Specific Plan. 5'fAFF The signage may be allocated or distributed to any tenant on any level based on the w=, landlord's approval. For example, 2nd or 3rd story tenants that do not face Old Town bagfiN6 Front Street are permitted to have a sign on Old Town Front Street. However, all hanging and projecting signs shall be located within the approved envelopes as depicted on Exhibits B, C and D. 4 Each tenant may use any combination of the following permitted sign types. Each tenant may have more than one sign type provided the maximum sign area shall comply with the permitted square feet of sign area allowed pursuant to building frontage and that the sign complies with the allowances prescribed within this Sign Program and as outlined below. a. Building Name Signs The intent of the building sign is to identify the Chaparral building in Old Town. The maximum size shall not exceed 10% of the wall surface of the ' building elevation. In the event that a building name advertises one or more businesses located within the building, the signage will not be considered a building name sign, but will be included in the total sign square footage allowed for the building. i b. Supergraphics The purpose of permitting wall supergraphics is to allow the advertising or depiction of products or scenery that may have been available in an 1890's marketplace. Supergraphics do not count against the sign allowance for the building provided that the supergraphic does not advertise a specific business. Maximum size shall not exceed 60% of the wall surface. c. Wall Signs Wall signs shall be no larger than six (6) square feet. Walls signs shall be permitted at a ratio of one (1) square foot of signage per linear foot of building frontage along Old Town Front Street and Murrieta Creek 5 (east and west elevations), and one-half(.5) square foot of signage per linear foot of building frontage along Sixth Street (south elevation). This ratio does not include other signs such as projecting, under canopy, hanging, etc., but is only for wall signs. Wall signs shall always be in proportion and scale with the building elevation and building entry. Internal illumination of wall signs is prohibited. Projecting Signs The maximum size of a projecting sign is six (6) square feet and shall not extend more than four feet from the wall surface. No illumination is permitted. Projecting signs shall only be attached to the building or building columns (in the approved sign envelopes as depicted on Exhibits B, C and D), but not to poles or other signs. Projecting signs may encroach into the public right- of-way a maximum of three (3) feet subject to the approval of the Director of Public Works and Director of Planning. STAFF Tenants with businesses on the Murrieta REcomr�END Creek elevation may have projecting signs along the Old Town Front Street, ' Sixth Street or Murrieta Creek elevations provided they are within the approved sign envelope, meet the design standards of this sign program and do not compromise the architectural integrity of the building. Projecting signs are reserved for tenant identification only and not intended as secondary signs. For example, tenant identification would be "Front St. Hair Studio" and secondary signs would be "hair" "nails' "facial". 7 Projecting Signs (Continued) Jul I E Under Canopy Signs Permitted under a canopy, roof, covered walkway or porch (not parallel to the street); the maximum size of three (3) square feet; a minimum of seven (7') vertical clearance shall be required from walking grade to the bottom of the sign. Under Canopy signs shall always be in portion with the building and have a human scale. Under canopy signs are pedestrian oriented signs, not typically seen from the street but read by the strolling patron. RR4MMM Tenants with businesses on the Murrieta Creek elevation may have DGLCT)NO under canopy signs along the Old Town Front Street or Sixth Street to guide the patron to the upper levels (i.e. a sign with a pointed hand) with the landlord's approval. Rear Facing Signs The Chaparral Center South has parking and businesses that only face the Murrieta Creek elevation. Each business is permitted a sign on the Murrieta Creek elevation and shall comply with the provisions of the sign types listed within this sign program. 8 h. Permanent Window Signs On the ground level, window signs shall not exceed 20% of the total window and door areas visible from the exterior of the building. On the second level, window signs shall not exceed 30% of the window or door areas visible from the exterior of the building. Gold leaf and paint are permitted materials for Window Signs. � I - I I � i. A-Frame/Sandwich Board Signs One A-frame or sandwich board sign shall be allowed per property on Friday, Saturday, Sunday and designated Monday holidays during business hours only. The maximum size is 3.5 feet high and 2 feet wide. A-frame signs shall not block the sidewalk and shall not be illuminated. No permit is required, but A-frame/Sandwich Board signs shall comply with these provisions. j. Daily Special Signs One daily special sign is permitted, up to four (4) square feet for each restaurant or other eating establishment. Daily Special Signs shall not obstruct pedestrian travel and shall be located outside of the public right-of-way. k. Menu Boards Menu boards may contain only the name of the menu item. One menu board is allowed for each restaurant or other eating establishment. The menu board shall not exceed four square feet and must be located on a wall adjacent to the main customer entrance. 1. Temporary Signs Grand opening and special even signs are allowed in conformance with the provisions of the OTSP for permitted materials and the City of Temecula Development Code for permitted time frames of temporary banners. 9 m. Interior Facing Signs Interior facing signs include any internal or interior signage not visible from Old Town Front Street, Sixth Street or Murrieta Creek including but not limited to door signs; window signs; directional signs, elevators; suite number signs; or lavatory signs. Internal signage shall not be included toward the total allowable building signage. g 10 p. Outdoor Display Replicas of items that were commonly found in the turn of the century, such as covered wagons, wagon wheels, railroad carts, and livestock, located out of the public right-of-way are encouraged. M. Approval As mandated in Old Town Specific Plan Sign Regulations, Section G.2, a sign permit is required prior to placing, erecting, moving, reconstructing, altering, or displaying any sign within the Chaparral Center South building. For all exterior signs two complete and fully dimensioned sets of colored shop drawings or photos of the proposed sign shall be submitted to the City of Temecula and that shop drawings or photos shall include the Tenant's entire building fagade elevation (as much as possible of the building elevation) showing the proposed sign to scale as well as storefront (partial building) elevation and dimensions also to scale, showing the location, size, color, construction and installation details. A letter of authorization from the landlord or property owner is also required. If a sign is smaller than twelve square feet, it must be reviewed and approved by the Planning Director. Signs over twelve square feet shall be reviewed by the Old Town Local Review Board. IV. Non-Conforming Signs Legally non-conforming signs shall be brought into conformance when existing tenants vacate the building or a new sign replaces the legally non-conforming sign. All other signs, including new signs, shall comply with the criteria, guidelines and standards of this comprehensive Sign Program. V. Design Guidelines The following Design Guidelines are intended to ensure the signage for Chaparral Center South results in high quality signs that are compatible and complement the architectural style of the building and other appropriate signs that currently exist on the structure: ■ Placement of signage is an important element to the building's aesthetic quality. Signs shall be placed to relate to and enhance the building architecture. • Signs shall be placed in an appropriate location, in proportion with the scale of building elements. Signs may be placed in different areas. A particular sign may fit well on a plain wall area, but would overpower the finer scale and proportion of the lower store front. For example, a sign that is appropriate for the building entry may look inappropriate above the ground level. The approved sign envelopes and maximum size 11 requirements stated above will help ensure proper placement and proportion of the signs. ■ Sign lettering should contain clear and legible fonts. Western style typefaces that are easy to read should be utilized. Decorative fonts are difficult to read and make the sign ineffective. ■ Provide a brief, clear message on the sign. Typically, the fewer words the more effective the sign. ■ Creative, unique, quality signs are encouraged. However, strange and awkward signs that are unnecessarily narrow, oddly shaped, or unrelated to the products or services being provided on site can restrict the legibility of the message. ■ When appropriate, utilize shapes and characteristics of the products being used or sold. ■ For pedestrian oriented signs such as projecting, hanging or wall signs, they should be smaller and have a human-scale, not oriented to the vehicle. ■ Incorporate directional and general building signage such as directory, parking, elevator, etc. at appropriate locations and entries to guide the patrons throughout the site. Colors/Materials In order to achieve continuity and compatibility among signs, the colors and materials need to be similar and complementary to each other and the building. The following guidelines should be incorporated when selecting sign colors and materials: Colors should be compatible with the architecture and color of the building and contribute to the design integrity. • Colors should be from the approved Sherwin Williams Preservation Palette. However, nationally recognized colors and logos which deviate from the approved color palette shall be reviewed by the Old Town Local Review Board and may be permitted with Board approval. • Some color combinations render a sign illegible. Therefore careful consideration should be given to the color selection. ■ Use significant contrast between the background, lettering or symbol colors. 12 ■ Limit the colors on one sign. Too many colors overwhelm the basic function of communication. Limited use of the accent colors can increase legibility, while large areas of competing colors tend to confuse the reader. Given the early 1900's western nature of Old Town and the Chaparral Center South building, the sign needs to reflect a period appropriate material that will be complementary to the architecture of the building. The following are materials that would be appropriate for the Chaparral Center South building: Permitted Sinn Materials: ■ Signs made of carved or sand blasted wood. ■ Signs of synthetic material that take on the appearance of wood are permitted; however, approval of the landlord, Planning Director and Old Town Local Review Board is required prior to installation of the sign. ■ Metal ■ Wrought Iron or Similar Material ■ Painted Wall Signs Prohibited Sinn Materials: ■ Plywood ■ Neon ■ Injection Molded or Formed Plastic ■ Vinyl VI. Modifications to the Sign Program Although this sign program was written to be a long-range planning document that will be effective now as well as in the future, it is anticipated that modifications will be necessary over time as the built environment in Old Town changes and the composition of the tenants change (i.e. if antique businesses are no longer the prominent business in Old Town or more restaurants are developed).
