HomeMy WebLinkAbout032907 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING MARCH 29, 2007 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, March 29, 2007 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park Drive Temecula, California. Planning Director Debbie Ubnoske presided. Also present were Associate Planner Dana Schuma and Minute Clerk Cynthia Lariccia. Item NO.1: Planninq Application PA05-0305. a Development Plan to construct an 8.642 square foot commercial buildinq on a 0.92 acres lot. located at 29742 and 29744 Rancho California Road Director Ubnoske convened the meeting at 1 :30 p.m. Associate Planner Schuma presented an overview of the project and staff recommendations. The height of the building will be approximately 28 feet, which is a correction to the staff report which stated 25 feet. The site will have two access points with the main access being onto Rancho California Road. The project will provide 30 parking spaces, two motorcycle spaces and four bicycle spaces to support the use. The project proposes a Spanish style of architecture. Staff has conditioned for 20% of the roof tiles to be boosted consistent with the existing building adjacent to the proposed project. Landscaping encompasses 40 percent of the site which exceeds the landscaping requirements of the Community Commercial zone. The proposed project is categorically exempt from further environmental review per CEQA Section 15332, Class 32, In-fill Development Projects. Project is consistent with the General Plan, Development Code and all applicable policies. Associate Planner Schuma presented a letter, received on March 29, 2007, from an adjacent property owner expressing concerns over parking. Director Ubnoske opened the public hearing and requested the applicant if he had an opportunity to review the Conditions of Approval. Ivan Ip, 2550 W. Main Street, Alhambra, CA, stated he had reviewed the Conditions and was in agreement with them. Director Ubnoske asked if anyone wished to speak on this matter. Kevyn Perry, 29746 Rancho California Road, Temecula, stated that currently the entire center experiences parking problems due to lack of adequate spaces. She stated that she is considering posting "Dental Only" parking spots and having other cars towed. She stated that she spoke with Dr. Novell's office and was informed that his staff parks on Lyndie Lane. She stated that she feels the Temecula Code for parking is lacking. Director Ubnoske stated that the City looks at applications to determine if they are consistent with code. The applicant cannot be penalized as he meets the current code requirements. Ms. Perry suggested changing the code for future applicants. She suggested that Associate Planner provide information to her on the entire center's parking. She also suggested that Associate Planner talk to Ms. Perry concerning her Conditions of Approval regarding posting. Ms. Perry also requested a stop sign be placed between the gas station and Blockbusters at Lyndie Lane. Director Ubnoske stated she would advise Public Works. Ms. Perry also requested if the applicant could move the building back to allow for additional parking. Director Ubnoske asked the applicant that as they have exceeded their landscaping requirements, if that would be possible. Applicant stated that the majority of the landscaping is at the slope. Director Ubnoske closed the Public Hearing and approved Planning Application No. PA05-0305 subject to the Conditions of Approval. For the record, staff will look at the Development Code and parking calculations; review the center's parking, and speak with Public Works regarding the access between the gas station and Blockbusters.
