MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
TRAFFIC COMMISSION
HELD OCTOBER 24, 1990
The first regular meeting of the Temecula Traffic Commission was
called to order at the Temecula city Hall, 43172 Business Park
Drive, Temecula, California at 7: 00 PM. Mayor Pro-Tem Karel
Lindemans presiding.

Also present were Tim Serlet, City Engineer, Staff Representative
Mark Greenwood, Sergeant Jim Domenoe of the Police Department,
Deputy City Attorney John Cavanaugh and Gail Zigler, Minute Clerk.
PUBLIC COMMENT
None
Mayor Pro-Tem requested that the Commission take Item No. 5 out of
order and adopt the resolution to establish time and place of the
meetings for the Traffic Commission.
5. RESOLUTION ESTABLISHING TIME AND PLACE OF TRAFFIC
COMMISSION MEETINGS
5.1 Adopt a resolution entitled:
RESOLUTION NO. TC 90-01
A RESOLUTION OF THE TRAFFIC COMMISSION OF THE CITY OF
TEMECULA DESIGNATING TIME AND PLACE OF MONTHLY COMMISSION
MEETINGS.
Minute Clerk Gail Zigler read Resolution No. TC 90-01.
After discussion, the Commission decided the third Wednesday
of each month as their regular meeting date, the place to be
designated at a later date.
COMMISSIONER JOHNSON moved to adopt Resolution No. TC 90-01
and establish the third Wednesday as their regular meeting
date, COMMISSIONER GODNICK seconded the motion which carried
unanimously.

COMMISSION BUSINESS
1. ELECTION OF CHAIRMAN
1.1 Mayor Pro-Tem Lindemans opened nominations for the
position of Chairman of the Traffic Commission for
a one year term.
COMMISSIONER GUERRIERO moved to nominate Knox Johnson as
Chairman, seconded by COMMISSIONER SANDER.

2. ELECTION OF VICE CHAIRMAN
2.1 Mayor Pro-Tem Lindemans opended nominations for the
position of Vice-Chairman of the Traffic commission
for a one year term.
COMMISSIONER JOHNSON moved to nominate Ron Guerriero as
Vice-Chairman, seconded by COMMISSIONER GODNICK.

3. COMMISSIONER'S TERMS OF OFFICE
3.1 Mayor Pro-Tem Lindemans asked each Commissioner to draw
a term of office from prepared lots. Commissioner Sander
drew a three-year term, Commissioners Godnick and Roberts
drew two-year terms and Commissioners Guerriero and
Johnson drew one-year terms.
4. GAVEL PRESENTATION
4.1 Mayor Pro-Tem Lindemans then presented chairman Johnson
with an engraved gavel, declared him duly elected and
turned the meeting over to him.

COMMISSIONER ROBERTS moved to take Item 9 out of order due to the
number of people at the meeting that wanted to address this item,
seconded by COMMISSIONER SANDER and carried as follows:

9. CALLE MEDUSA
9.1 Tim Serlet presented the Commission with a Traffic
Investigation/Study staff was looking at for alternative
solutions to handle the traffic problems on Calle Medusa.
The following individuals expressed their concern for the
traffic problems on Calle Medusa and highly opposed the
closing of one end of Calle Medusa making it a cul-de-sac:

COMMISSIONER JOHNSON advised the audience members that
the commission would not be voting on anything at this
time however, there would be public notice of the hearing
for action on this item by the Commission.
COMMISSIONER JOHNSON declared a five minute recess at 8: 10 PM. The
meeting reconvened at 8:15 PM.
6. BROWN ACT
6.1 Deputy City Attorney John Cavanaugh presented the Brown
Act to the commission.
7. REALISTIC SPEED ZONING
7.1 Tim Serlet presented the commissioners with a booklet
from the Automobile Association explaining California
Vehicle Code and laws for setting speed zones. He
requested the commission to read the handout and
to address any questions to the Engineering Department.
8. VEHICLE AND TRAFFIC ORDINANCES
8.1 Tim Serlet presented the Commissioners with the drafted
parking and traffic ordinance for the city prepared by
the Police Department and the Engineering Department.
He asked the Commission to review the ordinance and bring
back to the next meeting any of their concerns so that
they may be incorporated in the ordinance before it is
presented to the City Council.
10. FUTURE AGENDA ITEMS
10.1 TIM SERLET questioned the Commission as to what type of
items they would like addressed on future agendas.
The commission had the following ideas and discussions:
COMMISSIONER ROBERTS asked about the development of a
general traffic plan. TIM SERLET responded that the

City has petitioned for a general plan consultant and
that would encompass traffic circulation. TIM SERLET
stated that he would bring the Commission the status
of the general plan as well as what it will cover in
regards to traffic circulation.
COMMISSIONER SANDER recommended that staff provide
studies done by other organizations on traffic
circulation. COMMISSIONER SANDER also expressed
concern for streets that are not properly signed
as well as intersection approach signs. TIM SERLET
stated that he would relay these concerns to the
county officials.
COMMISSIONER JOHNSON directed staff to look into the
cost of a study and what staff could prepare relating
to street signs and speed limits within the city, how
long the study would take and what the benefits would
be.
COMMISSIONER GUERRIERO brought attention to the hazard
on westbound Rancho California at Morago. He stated
there is no signs indicating that the lane ends.
COMMISSIONER JOHNSON expressed the same concern for
northbound Ynez at Solano.
COMMISSIONER JOHNSON advised staff that the City had
set aside $200,000 to be used for high-priority traffic
problems. He directed staff to look into utilizing any
remaining funds for correcting any traffic problems.
COMMISSIONER ROBERTS questioned the status of the
driveway in the Tower Plaza at North County Bank. TIM
SERLET stated that the county was involved in this
problem and the land owner did not want to participate
in the placement of traffic signals however, the city
is negotiating with Bedford Properties to install the
signals under a reimbursement agreement. COMMISSIONER
GODNICK suggested that the city close down the driveway
which is providing a traffic hazard.
COMMISSIONER ROBERTS requested that staff provide the
Commission with a update of this situation and to also
look at installing a left turn pocket at the Northern
driveway of the Target center.

COMMISSIONER JOHNSON requested a cost analysis of a speed
zone study. He also asked each Commissioner to make a
list of the streets they feel need to be surveyed as well
as speed changes if necessary.
ADJOURNMENT
COMMISSIONER ROBERTS moved to adjourn at 9:50 PM, seconded by
COMMISSIONER GODNICK and carried unanimously.
The next regular meeting of the Temecula Traffic Commission will be
held Wednesday, November 21, 1990 at 7:00 PM at the Unified
School District Board Room, 31350 Rancho vista Road, Temecula.
