MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION HELD NOVEMBER 28, 1990 A regular meeting of the Temecula Traffic and Transportation commission was called to order at the Temecula Unified School District, 31350 Rancho vista Road, Temecula, California at 7:00 P.M. The meeting was called to order by Chairman Johnson. Commissioner Roberts led the flag salute. PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Johnson, Roberts, Sander ABSENT: o COMMISSIONERS: None Also present were city Engineer Tim Serlet, Staff Representative Mark Greenwood, Sergeant Jim Domenoe, Assistant City Attorney John Cavanaugh and Minute Clerk Gail Zigler. PUBLIC COMMENT CHAIRMAN JOHNSON opened the meeting for public comment. KEITH MCCANN, 43121 Margarita Road, Temecula, addressed the Commission with his concerns for a traffic safety issue on Margarita Road, between Santiago Road and pauba Road. He stated that Mesa Homes was building a residential housing development on the east side of Margarita Road and was conditioned by the County to complete improvements to Margarita Road on the east side of the street only. Mr. McCann expressed his concern for the immediate situation at Santiago and Margarita Road. He stated that to access Margarita Road from Santiago Road you have to pullout into on coming traffic to check clearance and it is a very narrow two lane road in this area. He added that there is a potential for disaster with the traffic flow as it is now, but once the Mesa Homes development is completed, the increase in traffic generated from this project would increase the possibility of accident. He stated that he believes that the County was in error when they conditioned the east side improvements only and requested the Commission's assistance in resolving the situation. LYNN CUDE', residing on the corner of Santiago Road and Margarita Road, Temecula, also expressed her concern for the situation as it is now and the increase in potential disaster if these improvements are not completed prior to the completion of the Mesa Homes project. TTMIN11/28/90 -1- 12/5/90 . . . TRAFFIC AND TRANSPORTATION COMMISSION MINUTES NOVEMBER 28. 1990 COMMISSIONER ROBERTS commented that he would like staff to prepare a report on this situation and bring it back to the Commission as an agenda item. FRANK KLEIN, 30180 Santiago Road, Temecula, addressed the Commission with his concern for the potential danger that exists as Margarita Road is today between Santiago and Pauba. He also commented on the traffic dangers that exist on Ynez Road between the Tower Plaza Shopping Center and the Towne Center. Mr. Klein stated that he stripping in the shopping center needs to be refurbished so that people stay in their traffic lanes (Tower Plaza Shopping Center). He added that he also thought that the City should utilize block numbers on their street signs to improve the address system within the city. One last point he made was that the housing development signs proposed a traffic hazard due to the decrease in visibility and that tree branches are starting to cover street signs and need to be monitored. MINDY MEYERS, 40291 Calle Medusa, Temecula, addressed the Commission with suggestions in resolving the traffic problems on Calle Medusa. She suggested that the City implement the use of landscape medians as well as speed humps. She stated that the stop signs had helped but they were still having a problem with speeding and passing. BLAIR YARNELL, 31249 Sierra Bonita, Temecula, commented on the potential traffic hazard at Margarita Road, between Santiago and pauba Roads, and was concerned that if the road was not improved prior to the completion of the Mesa Homes development the potential for track accidents would increase greatly. MARCUS S. MOLLING, 42018 Via Renate, Temecula, requested that the Commission look into weighting limiting vehicles for parking in residential areas to assist in alleviating the parking of commercial vehicles on residential streets and the blocking of traffic. COMMISSIONER ROBERTS advised that the City Council was preparing a City ordinance that will be addressing this problem. JERI D. WITT, 30321 Tradewater Court, Temecula, addressed the Commission about the parking of commercial vehicles on residential streets and requested that an ordiance be adopted restricting the size of commercial vehicles parked on residential streets. She added that she would like to see a 6,000 lb. weight limit for commercial vehicles in the Villages development. CHAIRMAN KNOX stated that the city Council would be adopting a ordinance in the very near future relating to the commercial vehicles and that the Commission was reviewing the vehicle and TTMINll/28/90 -2- 12/5/90 > . . ~ TRAFFIC AND TRANSPORTATION COMMISSION MINUTES NOVEMBER 28. 1990 traffic codes at this time. TIM SERLET stated that staff is just waiting for the Commission's comments on the vehicle code and they will presented in a draft and placed on the next agenda. COMMISSION BUSINESS 1. MINUTES 1.1 COMMISSIONER GODNICK moved to approve the minutes of October 24, 1990 as submitted, seconded by COMMISSIONER GUERRIERO and carried unanimously. AYES: 5 COMMISSIONERS: Godnick, Guerriero Johnson, Roberts, Sander NOES: o COMMISSIONERS: None 2. RESOLUTION NO. 90-01 2.1 Consider the request of Commissioner Sander to select a different day for meetings to be held. COMMISSIONER ROBERTS moved to amend Resolution No. 90-01 to hold the meetings of the Traffic and Transportation commission on the fourth Wednesday of each month, seconded by COMMISSIONER SANDER and carried unanimously. PROCEDURE FOR PUBLIC HEARINGS 3.1 Procedure for Public Hearings Presentation by John Cavanaugh, Assistant City Attorney. JOHN CAVANAUGH advised the Commission on how to handle the public hearing portions of their meetings. He advised that once the Chairman closes the public hearing portion, there is no more public input. He stated that once the public hearing has been closed and the Commission has completed their deliberation, the Commission has the option of directing the item back to staff to obtain more information, approve the item, deny the item, conditionally approve the item. He added that when sending the item back to staff you should determine a date for which agenda the item will appear on and leave the public hearing open or close the public hearing and continue the item off calendar. COMMISSIONER SANDER asked if the Commission could respond to public comments. JOHN CAVANAUGH responded that you ask questions of the speaker in response to their public comment. CHAIRMAN JOHNSON requested that Mr. Cavanaugh provide an outline of the public hearing procedure to each Commissioner. 4. SPEED HUMPS 4.1 MARK GREENWOOD presented the Commission with a staff report on the pros and cons of utilizing speed humps within the city to help control speeding. His report consisted on information obtained from vehicle code, engineering guidelines, as well as of statistics and comments from other cities' which utilize speed humps to enforce speed zones. He indicated that the Fire Department had a negative response to the idea of speed humps due to the wear and tear on the emergency vehicles, as well as a increase in response time. His report included different designs as well as cost of installing speed humps. He added that there are reports on the use the use of speed humps from the Federal Highway Administration, as well as a report from the sub-committee of the Traffic Control Devices Committee of the State of California and The Institute of Transportation Engineers, which were not included in the staff report. JOHN CAVANAUGH presented the Commission with a brief opinion on the City'S liability in the event that speed humps are placed within the city. He stated that there is a concern whether or not the city can install speed humps on city streets and the potential for liability to the City. He stated that if placed within the City these speed humps must confrom to standards that are set forth by the California Traffic Control Devices Committee; however, they have not taken any action on speed humps. He stated the city Attorney's conclusion is that there is minimal exposure to liability in the event that there is no clarification on whether or not the City can install speed humps. TIM SERLET stated that staff is willing to continue to study what other cities' are doing with regards to speed bumps. CHAIRMAN JOHNSON opened the public hearing. MINDY MEYERS, 40291 Calle Medusa, Temecula, stated that the liability issue of speed hump safety versus the liability of the children and families that utilize this street, is minimal. She suggested that the Commission look for the many cities in the State of California that successfully incorporate the use of speed humps. COMMISSIONER ROBERTS stated that the Los Angeles City Mayor was addressing traffic problems within their street and spoke of speed humps and suggested the Commission watch what direction they take with this issue. CHAIRMAN JOHNSON directed staff to continue their studies of the speed hump programs adopted in other cities. CHAIRMAN JOHNSON declared a recess at 8:13 P.M. The Commission reconvened at 8:25 P.M. S. SPEED ZONE PRESENTATION BY MARK GREENWOOD 5.1 MARK GREENWOOD reviewed the speed zone study prepared for the Commission. He stated that the City estimates there is approximately 40 miles of road that could be speed zoned. The cost of speed zoning is $300.00 per mile. COMMISSIONER SANDER commented on his concern for the speed traveled on Winchester Road. TIM SERLET stated that staff could request that Cal Trans do a study of this road. COMMISSIONER ROBERTS suggested that a recommendation be made for a speed zone study to be prepared as soon TTMINll/28/90 -5- 12/5/90 . . TIM SERLET stated that he could have Mark Greenwood prepare a list of the streets the Commission may feel are priority. He added that roads that were recently surveyed by the County should not be re-surveyed. COMMISSIONER ROBERTS suggested that roads that were surveyed, prior to the period of tremendous growth, should be re-surveyed. CHAIRMAN JOHNSON suggested that Ynez Road be surveyed for an interim solution to the traffic problems prior to the improvements scheduled for June 1991. He added that there needs to be a marker indicating end of lane traveling north on Ynez Road and also on Rancho California traveling west. COMMISSIONER SANDER made a recommendation to the Staff that a emergency phone number be established and published for people to call in case of a traffic emergency, such as a traffic light out, street signs down, etc. 6. CITY ENGINEER REPORT 6.1 TIM SERLET addressed the Commission on the following items: * Reminded the Commission that staff is ready for their input on the vehicle codes. * The improvements to the intersection to Winchester and Nicklas Road have been turned into the state. Should have a response from them within a month. * Balance of the funds available from the Adhoc Committee to be utilized for signage and stripping requirements, will be used for speed zoning. * The City currently has a contract with the County to maintain the traffic signs and signals. * Signals for the Towne Plaza (Target Shopping Center) have been on the City Council agenda, are waiting for the developer'S response. * Staff is in the process of preparing some rules and regulations for the Commission. TTMIN11/28/90 -6- 12/5/90 " . . TRAFFIC AND TRANSPORTATION COMMISSION MINUTES NOVEMBER 28. 1990 * Reviewed the status of citizen complaints. CHAIRMAN JOHNSON suggested that staff look into funds avialable from Mitigation District #9 for funding of the traffic signals at Murrieta Hot Springs Road and Winchester and Nicklas Road and Winchester. 7. CITY ATTORNEY REPORT 7.1 None 8. COMMISSION REPORT 8.1 The following items were addressed by the Commission: * COMMISSIONER ROBERTS suggested a interim solution to the traffic problem at Winchester and Nicklas by installing a three-way stop sign. TIM SERLET stated that the city could formerly request Cal Trans to do a study and place the stop signs. * COMMISSIONER ROBERTS requested that staff audit the funds available to continue the traffic control monitors. * COMMISSIONER GUERRIERO suggested that the Highway Patrol may want to investigate the hand signals that are being used by the monitors. * COMMISSIONER SANDER suggested that the Commission should establish a goal and have two sub-committees outlying items for immediate action and items for future action and each committee submit a goal statement. He suggested that the Commission agenda include a discussion about their goals. TIM SERLET suggested bringing this item to the joint meeting with the City Council. * COMMISSIONER GODNICK suggested that La Serena before Calle Medusa be speed surveyed. * CHAIRMAN JOHNSON suggested that two Commissioners take on the Calle Medusa problem and work with the city Engineer, study the problem and report back to the Commission as a whole. TIM SERLET suggested placing the appointment of these to commissioners on the next agenda. TTMINll/28/90 -7- 12/5/90 , . . . . TRAFFIC AND TRANSPORTATION COMMISSION MINUTES NOVEMBER 28. 1990 * CHAIRMAN JOHNSON polled the Commission to leave the next meeting a scheduled for December 19, 1990 as scheduled and as of January 1991, begin meeting on the forth Wednesday. COMMISSIONER ROBERTS moved to hold the next regular meeting of the Traffic and Transportation Commission on December 19, 1990, seconded by COMMISSIONER GUERRIERO. The motion carried unanimously. * CHAIRMAN JOHNSON added that he would like to see the School District should get a copy of the Calle Medusa study and the Commission receive input from the School District as well as the Police Department, Fire Department, etc. ADJOURNMENT CHAIRMAN JOHNSON adjourned the meeting at 9:15 P.M. The next regular meeting of the Traffic and Transportation Commission will be held on December 19, 1990, 7:00 P.M. at the Temecula Unified School District, 31350 Rancho vista Road, Temecula, California.
