HomeMy WebLinkAbout121891 TTC Minutes ~ . . .~ , MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION HELD DECEMBER 18, 1991 A regular meeting of Temecula Traffic and Transportation Commission was called to order at Vail Elementary School, 29915 Mira Lorna Drive, Temecula, California at 7:00 PM, Chairman Ron Roberts presiding. PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Johnson, Roberts, Sander ABSENT: o COMMISSIONERS: None Also present were Transportation Engineer Scott Harvey, Police Sgt. Jim Domenoe and City Clerk June Greek. PUBLIC COMMENT None offered COMMISSION BUSINESS 1 Minutes Chairman Ron Roberts requested a correction to the minutes on page four, last paragraph, should read "Recommend closure of the northern most driveway exiting Advanced Cardiovascular, to prevent U-turns to go north on Ynez." Commissioner Guerriero requested that the word Christmas be capitalized on page two. It was moved by Commissioner Johnson, seconded by Commissioner Godnick to approve the minutes as corrected. The motion was unanimously carried. 2. Investiaation/Maintenance Report Transportation Engineer Scott Harvey presented the staff report. 2/minutes.TTC'121891 02107/92 " . . ., Traffic and TranSDortation Commission Minutes December 18.1991 Commissioner Guerriero asked when the speed limits signs on Rancho California Road, east of Margarita Road will be posted. Scott Harvey advised he would check on this and get back to Commissioner Godnick. Commissioner Johnson asked if the monthly report will include counts when they are completed. He also asked if staff has considered an S-curve sign for Avenida Barca. Scott Harvey advised that new sign making and installation equipment has been ordered and that this type of sign will be considered when those capabilities are available. Commissioner Sander stated he feels the staff is to be commended for the installation of reflectorized markers at those areas where the roads suddenly narrow. Chairman Roberts questioned the solution to the sight distance problem at Commerce Center/Via Montezuma. Mr. Harvey stated that painting of a red curb has been ordered. Chairman Roberts also suggested reinstalling the double lines at the north entrance to the Target Center on Ynez Road. 3. Multi-Wav Stop Sian at Maraarita Road and Avenida Barca Scott Harvey presented the staff report and advised that staff found that a traffic crossing guard is warranted at this location. He further advised that the School District is providing a crossing guard. Commissioner Guerriero asked if this item is on the agenda at the request of a single individual or a neighborhood petition. Scott Harvey stated he believes the request was from a single citizen. Commissioner Guerriero suggested that when requests to staff are the result of only one individual's request, they should be handled by staff rather than having to prepare an agenda report for the Commission and delay action until the next commission meeting. Scott Harvey informed the Commission that he is preparing a Warrant Procedure for the Commission's review. He suggested that he could include a procedure for responding to single requests for intersection control measures. 2/minutes.TTC/121891 2 02/07/92 ... . . "1 Traffic and TransDortation Commission Minutes December 18.1991 Commission Guerriero asked if there will be a four-way stop sign installed at Meadows Parkway and Pauba Road. Mr. Harvey responded that this is going to be presented to the Commission in the future because the School District is asking for a Crossing Guard at that location which will also require installation of a cross walk. It was moved by Commissioner Johnson, seconded by Commission Guerriero to approve staff recommendation as follows: 3.1 Staff recommends not to install a Multi-Way Stop Sign at Margarita Road and Avenida Barca. The motion was unanimously carried. TRAFFIC ENGINEER'S REPORT Transportation Engineer Scott Harvey presented a report dealing with the entrance to the Target Center located on Rancho California Road adjacent to the Marie Callander Restaurant. He outlined staff's recommendations for moving the stop signs and stop bars closer to Rancho California Road and re- stripping the west bound lanes of Rancho California Road as well as installation of additional signage. Commissioner Guerriero stated he feels the only safe solution is to close the entrance to the center at that location. Commissioner Johnson agreed with this opinion and suggested that the property owners and others who oppose this action should be invited to address the Commission. Commissioner Guerriero requested that the subject be placed on the next agenda. Commission Sander suggested this might also be the appropriate time to look at the matter of the stop lights on Ynez Road at the entrances of the Target and the Tower Shopping Centers. COMMISSIONERS REPORTS Commissioner Guerriero stated that the Public Safety Commission will be discussing the Avenida De La Reina situation at their December 19th meeting. He suggested this might be more appropriately discussed at a joint meeting. 2/minutes.TTC/121891 3 02/07/92 .. . . Traffic and TransDortation Commission Minutes December 18. 1991 Scott Harvey advised that the City Council has directed staff to bring this matter back to them in March after completion of the six-month trial closure that they ordered. Commissioner Sander stated he has attended two meetings of the Portofino and Martinique Homeowners Associations regarding the Assessment District 161 tax situation. He advised that some of the positive benefits of AD-161 construction projects are not known by the public. He was most concerned about the signals at Winchester and Nicolas Roads and asked that this be discussed on a future agenda. Chuck Collins, Ranpac Engineering, representing Assessment District 161, spoke to the Commission on this matter and advised that the Nicolas Road/Winchester Road intersection has been separated from the rest of the road projects because Caltrans has said they will not approve any improvements at that intersection until the project report is completed. He said that the design for the signals at Margarita and at Nicolas are completed. In response to a question from Commission Guerriero, Mr. Collins advised that the widening of Margarita Road Extension is taking place. Commissioner Johnson expressed his concerns with the back up of traffic at La Serena at Margarita and suggested a double left turn off of La Serena onto Margarita might be considered. Commissioner Johnson also stated he has a problem understanding why the speed limits on Rancho California Road at the Target Center are posted at 40 MPH when Ynez Road between Rancho California and Solana Way is posted at 45 MPH. Commissioner Roberts stated that traffic speed surveys performed at both locations showed the 40 MPH was warranted on Rancho California Road but did not warrant the lower speed on Ynez. In response to a question from Commissioner Sander, Sergeant Domenoe said that speed limits can not be set based on "reasonableness" because the traffic studies must justify the action of lowering the limits. He also advised that the recent traffic statistics do not show any additional accident activity since the speed limit has been raised and said he will prepare a report on the statistics for the Commission. 2/minutes.TTC/121891 4 02/07/92 , ". . . Traffic and TransDortation Commission Minutes December 18.1991 Sergeant Domenoe advised the Commission that January 1, 1992 will be the implementation date for the motorcycle helmet law. He asked if the Commission feels that any enforcement grace period should be allowed within the City. The Commission by unanimous consensus recommended that no grace period be given. Sergeant Domenoe also advised the Commission that the intersection of Diaz and Winchester Roads is now complete and that left turns are no longer permitted from the center lane of Winchester onto Diaz. He said re-stripping is being done to inform the driving public. Chairman Ron Roberts reported on the recent meeting of the Ynez Corridor CFD 88-12 stating that the bonds are ready for sale and start dates are anticipated for March or April 1992. He also reported that the Water District will be installing a water line down the center of Ynez concurrent with the road widening. Chairman Roberts also expressed concern that the Public Safety Commission is looking at the Avenida De La Reina question prior to the expiration of the City Council's time trial period. He requested that staff provide the Commission with a report of the results of that meeting. ADJOURNMENT It was moved by Commissioner Johnson, seconded by Commissioner Guerriero, to adjourn the meeting at 8:33 PM, to a regular meeting to be held on Wednesday, January 22, 1992 at 7:00 PM at the Vail Elementary School, 29915 Mira Lorna Drive, Temecula, CA motion was nani ously carried.
