HomeMy WebLinkAbout111991 TTC Minutes ~ '. . . , MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION TUESDAY, NOVEMBER 19, 1991 A regular meeting of the city of Temecula Traffic and Transportation Commission was called to order Tuesday, November 19, 1991, at 7:00 P.M., Vail Elementary School, 29915 Mira Loma Drive, Temecula, California. The meeting was called to order by Chairman Roberts. Commissioner Godnick led the flag salute. PRESENT: 4 COMMISSIONERS: Godnick, Guerriero, Sander, Roberts ABSENT: 1 COMMISSIONERS: Johnson Also present were Scott Harvey, Traffic Engineer and Gail Zigler, Minute Clerk. PUBLIC COMMENT LORI HARRISON, 30959 Calle pina Colada, Temecula, asked that the Commission look at off street parking or adjusting the speed limit in front of Veteran's Park on La Serena Way. Ms. Harrison stated that cars speed and pass each other along La Serena Way and it poses a safety hazard to parents who are taking their children to the park. COMMISSION BUSINESS 1. MINUTES OF OCTOBER 23, 1991 1.1 Approve the minutes of October 23, 1991 as mailed. COMMISSIONER SANDER amended Page 6, third paragraph from the bottom, to read "...extending the median....so as to prevent left turns in and left turns out at that...". COMMISSIONER GODNICK moved to approve the minutes as amended, seconded by COMMISSIONER SANDER. AYES: 4 COMMISSIONERS: Godnick, Guerriero, Sander, Roberts NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Johnson 2. SOLID WASTE AND STREET SWEEPING 2.1 Presentation by Joe Hreha, Senior Management Analyst, City of Temecula, on the City'S solid waste and street sweeping program. ~ 4 . . ~ TRAFFIC AND TRANSPORTATION COMMISSION NOVEMBER 19. 1991 Mr. Hreha outlined the following hazardous waste and bulk item pick-up schedules: HOUSEHOLD HAZARDOUS WASTE PICK-UP December 14, 1991 - Temecula Valley Unified School District Parking Lot Motor oil, Anti-Freeze, Batteries 1992 Two pick-ups scheduled by the waste hauler Two pick-ups scheduled by the County of Riverside BULK ITEM PICK-UP 1991 citizens can call for one bulk item pick-up (maximum of two items) 1992 Allowed two bulk item pick-ups for the year (maximum of four items/$5.00 charge for each item over the annual allotment) CHRISTMAS TREES First trash pick-up after New Years, Christmas trees will be picked up. All of these items will be recycled. 3. RIVERSIDE TRANSIT AGENCY 3.1 Presentation by Steve M. Connell, Assistant General Manager of the Riverside Transit Agency, on Route 23. Mr. Connell reported the following passenger usage: 1991 June (start-up) July August September October 482 passengers 693 844 652 1243 TOTAL: 3,914 passengers (900 students) Mr. Connell stated that Temecula rated fourth out of RTA's six routes operating. Mr. Connell also stated that a telephone survey showed strong support for the transit system in Temecula. COMMISSIONER SANDER asked about getting some of the stops closer to the stores, which the Commission had expressed a concern for at the inception of the route. MR. CONNELL advised the Commission that with one bus running RTA had to minimize the time at each stop; however, they have additional new vehicles on order and will address this problem once these vehicles are in the system. COMMISSIONER SANDER asked how the times and locations of stops were posted. MR. CONNELL advised that there was a 800 number for Temecula residents to call and they can find where the bus stops in relation to where they live and they can receive a print out of the itinerary for the route. Mr. Connell added that there are three outlets in Temecula that sell passes. Mr. Connell also advised that new brochures would be coming out in January. CHAIRMAN ROBERTS declared a recess at 8:10 P.M., the Commission reconvened at 8:20 P.M. 4. DISASTER PREPAREDNESS 4.1 Presentation and discussion by Battalion Chief Mark Brodowski and Mary Moreland, Emergency services Coordinator, Riverside County Fire Department, on the disaster preparedness program for the County and the City. INVESTIGATION/MAINTENANCE REPORT 5.1 Review of Investigation and Maintenance Report with Traffic Engineer. COMMISSIONER GUERRIERO requested that staff investigate the following: - Sign obstruction at Rancho California Road and Meadows Parkway Left turn lane stripping at Rancho vista Road and Meadows Parkway SCOTT HARVEY advised that he was already working on these two items. COMMISSIONER GODNICK questioned Item 30, 9/23/91, install "No U Turn" sign on Ynez Road. SCOTT HARVEY advised that this was installed at the request of the police department for southbound Ynez at the Palm Plaza Shopping Center signaled entrance. COMMISSIONER GODNICK requested that staff investigate the following: Recommend closure of the northern most driveway exiting Advanced Cardiovascular, to prevent u-turns to go north on Ynez. '" TRAFFIC AND TRANSPORTATION COMMISSION NOVEMBER 19. 1991 Suggest removing the left turn pocket north bound on Ynez at Solano intersection (into the car dealership) and install a right turn pocket for cars turning east on Solano from Ynez. TRAFFIC ENGINEER'S REPORT SCOTT HARVEY reported on the following: * Provided the Commission with a photo album that was presented to the City Council for Calle Medusa recommendation. The City Council approved the Commission's recommendation for Calle Medusa, as well as making the extension of Margarita Road and making the signal at Nicolas Road and Winchester Road a priority. * Staff will propose that the MWD install a chain link fence and gate along the dirt road, between Rancho Elementary and Calle Medusa. Although the MWD has posted no trespassing signs, there is evidence that vehicles are using that road. * Staff will request Bedford to install pole barriers to prevent access to the dirt path west of Rancho Elementary School. * Consultant will review the accident reports involving the Marie Calendar driveway on Rancho California Road at the Towne Center and survey this intersection after the signal is working at the Blockbuster Video driveway. Consultant will make a determination as to whether or not the median should be extended in front of the Marie Calendar driveway. COMMISSION REPORTS ADJOURNMENT COMMISSIONER GODNICK moved to adjourn at 9:30 P.M., seconded by COMMISSIONER GUERRIERO and carried unanimously. The next regular meeting of the city of Temecula Traffic and Transportation meeting will be held Wednesday, December 18, 1991, 7:00 P.M., Vail Elementary School, 29915 Mira Loma Drive, Temecula, California.
