The Old Town Temecula Local Review Board convened in a regular meeting at 9:03 a.m., on
Monday, January 8, 2007, in the Main Conference Room, of Temecula City Hall, 43200

3 Update on next Specific Plan Amendment

With regard to the parking study, Director of Redevelopment Meyer advised that a firm has been
selected to conduct the parking study for Old Town, but will advise the Board on a timeline at
the next Board meeting.
Director of Planning Ubnoske advised the Board that if they have any concerns or suggestions
with regard to adding, deleting and/or changing of language for the Specific Plan Amendment,
to please advise her via email.
For Ms. Ubnoske, Board Member Eden suggested that loading zones for retail be incorporated
in the Old Town Specific Plan Amendment.
The Board discussed the importance of preserying and encouraging historical development in
Old Town.
The Board also discussed the possibility of requiring applicants to provide renderings on how
three and four-story buildings would relate to the district as a whole.

4 Discussion of upcominq field trip.
It was the consensus that the field trip tour would be held on Monday, February 12, 2007.
For the Board, Director of Planning Ubnoske noted that with regard to the field trip and regularly
scheduled meeting, she will contact the Board with more information as it becomes available.
At this time, the public hearing was opened.
Mr. Craig Puma, Temecula, advised the Board that he and his wife have recently purchased the
Bank Restaurant in Old Town and noted that he would be looking forward to opening day.
At this time, the public hearing was closed.
DIRECTOR OF PLANNING REPORT
No additional comments.
DIRECTOR OF REDEVELOPMENT REPORT
Director of Redevelopment Meyer advised the Board that the Temecula Community Center
(TCC) Master Plan would be nearing its completion and will include a new office building for
Safe Alternatives for Everyone (SAFE); and informed that the Escalliar House and Barn will also
be relocated at this site.
CODE ENFORCEMENT REPORT
A Code Enforcement report was distributed to the Old Town Local Review Board per agenda
packet.
BOARD MEMBER REPORT
Board Member Blair queried if it would be possible to close 6th Street to be used during the
Farmer's Market operating hours.
In response to Board Member Blair's query, Director of Redevelopment Meyer noted that
although there would be funds available to close 6th Street during Farmer's market operating
hours, he would be of the opinion that there may be potential public safety issues that would
need to be dealt with. Mr. Meyer also stated that the Cunningham's (Farmer's Market) would
need to discuss this option with the property owners and adjacent businesses along 6th Street.

BACKGROUND
On April 9, 2007, staff submitted Planning Application No. PA06-0349, a comprehensive sign
program for the 15,716 square-foot Chaparral Building South for Old Town Local Review Board
consideration and comments. One element of the proposed sign program that Staff
determined to be inconsistent with the Old Town Temecula Specific Plan was language the
applicant sought to allow tenants without frontage on Old Town Front Street or Sixth Street to
place signs along Old Town Front Street or Sixth Street. The Old Town Local Review Board
(OTLRB) agreed with staff that signs should not be placed on elevations that do not have
business establishment frontage. However, the OTLRB requested staff to investigate whether
a freestanding multi-tenant monument sign can be permitted as part of this sign program for
the Chaparral Center South Building. Therefore, the hearing was continued to May 14, 2007 in
order for staff to address this comment.

PROJECT DESCRIPTION
The applicant is proposing a sign program to include wall signs, building name signs, window
signs, under canopy signs, projecting signs, hanging signs, and a variety of ancillary signs.
The sign program defines criteria for sign materials, colors, placement and size.
ANALYSIS
Staff has worked with the applicant to ensure the Chaparral Building South sign program
maintains consistency with the Old Town Specific Plan and also mirrors the Chaparral Building
North sign program that was approved on January 28, 2005. Although the Chaparral North
and South buildings are located on separate parcels, they are joined by a fa~ade so the
structure appears as one unified building. Therefore the proposed sign program for the
Chaparral Building South must maintain consistency with the approved sign program for the
Chaparral Building North for continuity.
No freestanding multi-tenant signs are proposed within the sign program; however, as
requested by the OTLRB and the applicant, staff has investigated whether a freestanding multi-
tenant sign can be permitted as part of the sign program for the Chaparral Center South
Building. Specifically, the Old Town Local Review Board requested staff to investigate using
the span of combined street frontages for Old Town Front Street and Sixth Street to meet the
minimum 150-foot street frontage requirement of the Old Town Specific Plan Sign Standards
(Section G.6.d.1) as follows:
Multi-Tenant Sians. A maximum of one double sided sign per street frontage if said
street frontage is over 150 feet. Height of sign shall not exceed 6 feet above grade.
Width shall not exceed 4 feet. Each tenant placard shall not exceed 12 inches in height.
Sign may only be indirectly illuminated; internal illumination is prohibited. No monument
signs are allowed if the street frontage is less than 150 feet.
Staff has determined that the language within the Old Town Specific Plan does not permit
combined street frontages for multi-tenant signs. A multi-tenant sign is allowed per street
frontage if said street frontage is over 150 feet and that no monument sign is allowed if the
street frontage is less than 150 feet. Should the Old Town Specific Plan be amended in the
future to allow this use, the applicant may apply for an amendment to the proposed sign
program to incorporate a freestanding multi-tenant sign.
The proposed sign program, as revised and attached hereto, incorporates the sign design
guidelines and sign regulations as set forth in the Old Town Specific Plan including acceptable
sign types, materials, colors, sizes, placement and architectural compatibility. Projecting and
hanging signs are the most prevalent and visible tenant signs on the building and therefore
approved sign envelopes have been established as shown on Exhibits B, C and D. No tenant
signs visible to the public right-of-way are permitted above the second floor.
RECOMMENDATION
Staff is requesting that the Old Town Local Review Board recommend approval of the
proposed sign program, as presented and consistent with the Old Town Specific Plan and the
approved sign program for the Chaparral Building North.

CHAPARRAL CENTER SOUTH
SIGN PROGRAM
28465 OLD TOWN OLD TOWN FRONT STREET
This sign program has been prepared for the purpose of establishing and maintaining
high standards of quality and aesthetics throughout the Chaparral Center. The sign
program is intended to allow flexibility in signage to accommodate tenant needs, to
maintain continuity with Chaparral Center North, and to ensure the high architectural
qualities ofthe Chaparral Center South and Chaparral Center North are preserved.
The Chaparral Center South is somewhat unique from many buildings in Old Town in
that it is one of the few three story buildings located on Old Town Front Street within
the Tourist Retail Core (TRC), in the heart of Old Town Temecula. Although located on
a separate parcel,
visually, the
Chaparral Center
North is a
continuation of
the Chaparral
Center South.
The Chaparral
Center South has
several tenants,
many of which
are located on the
second and third
levels on the
Murrieta Creek side of the
structure. These tenants
have more destination type
visitors so the overall
building identification
signage (including building
address) may be more
important to them than the
tenants that are highly
visible from Old Town
Front Street.
Given the multiple levels and large number of tenants in the Chaparral Center South
building, signage will always be changing. Market conditions and economic trends are
just a few factors that will affect a tenants' need to modify space within the building
which often results in changes to the signage on the building. Therefore, this sign
program is intended to be a document that can be utilized now as well as in the future.
The sign program is designed to be a long-range planning tool that will accommodate the
needs of tenants and ensure quality and compatible signage so the architectural integrity
of the building will not be compromised.
Therefore, this sign program will allow flexibility in signage, yet not compromise the
aesthetics of the Chaparral Center South building. This will be achieved by establishing
quality design guidelines and standards for all signs placed on the building, and by
identifying approved sign envelopes for projecting and hanging signs. It is necessary to
have approved sign envelopes for projecting and hanging signs as these are the most
prevalent and visible signs on the building. Because they are the most visible sign types,
they have the highest potential for negatively affecting the overall aesthetics of the
building if not placed in an appropriate location. Therefore, approved sign envelopes
have been established for projecting and hanging signs (see Exhibits B, C and D). All
other sign types including wall, under canopy signs, etc., are more pedestrian oriented or
have less potential to impact the building's aesthetics. These sign types shall be placed in
a location that is approved by the landlord must comply with the design guidelines and
size requirements of this sign program and are subject to approval by the City of
Temecula.
Lastly, it should be noted that given the philosophy of this sign program to be a long-
range planning tool, it has taken into consideration future projects in Old Town such as
the Murrieta Creek Improvement project. If this project were to come to fruition, it
would create, in essence, two front elevations to the Chaparral Center South. Granted,
the Old Town Front Street elevation would remain the most predominant and visible
elevation; however, the Murrieta Creek elevation, would become much more visible than
it is today. Therefore, long-term signage requirements, (including the Murrieta Creek
elevation), have been incorporated into this comprehensive sign program to allow this
document to be an effective tool now as well as in the future.
I. General Standards
The standards, guidelines and proVISIOns contained within this comprehensive sign
program shall govern the exterior sign approvals for Chaparral Center South. These
guidelines are intended to ensure consistency, continuity and thematic harmony, and
enhance the architectural quality of the building.
Where an ambiguity arises or a different regulation exists, the standards within this
comprehensive sign program shall be implemented as this program is structured to meet
the unique signage requirements of Chaparral Center South and provide signage
requirements where the Old Town Specific Plan (OTSP) does not. If this comprehensive
sign program does not address a particular situation, then the Director of Planning may
be consulted for interpretation or clarification.

II. Sil!n Standards
The existing building elevation along Old Town Front Street and Murrieta Creek is 135'
and along the Sixth Street elevation is 64'. This results in a total sign allowance for Old
Town Front Street and Murrieta Creek of202.5 square feet each (135 x 1.5 = 202.5) and
a total sign allowance for Sixth Street of 32 square feet (64 x .5 = 32). The 202.5 square
feet each of signage for Old Town Front Street and Murrieta Creek and the 32 square
feet of signage for Sixth Street is a building maximum that can be distributed pursuant to
the requirements of this sign program. If a sign is smaller than twelve square feet, it must
be reviewed and approved by the Planning Director. If a sign is twelve square feet or
larger, review by the Old Town Local Review Board (OTLRB) is required pursuant to
the Old Town Specific Plan.
The total building sign allowance of 202.5 square feet each for Old Town Front Street
and Murrieta Creek and 32 square feet for Sixth Street includes all building signage
except for general building identification signage, address signs, super graphics
(provided it does not advertise a specific business), and internal or interior signage not
visible from Old Town Front Street, Murrieta Creek or Sixth Street including but not
limited to internal tenant identification signs or door signs; internal directional signs such
as directory (including parking signs), pedestrian maps, elevators, etc.; suite number
signs; or bathroom signs.
Walls signs shall be permitted at a ratio of one (I) square foot of signage per linear foot
of building frontage along Old Town Front Street and Murrieta Creek (east and west
elevations), and one-half (.5) square foot of signage per linear foot of building frontage
along Sixth Street (south elevation). Other signs, such as projecting, under canopy, etc.,
are not included in this wall sign ratio, but have their own size specification in this sign
program listed below. All hanging and projecting signs and shall be located within the
approved envelopes as depicted on Exhibits B, C, and D. All other sign types such as
wall, under canopy and window signs are given more flexibility of location and require
the approval of the building owner and Planning Director if a sign is smaller than twelve
square feet. If a sign is twelve square feet or larger, review by the Old Town Local
Review Board (OTLRB) is required pursuant to the Old Town Specific Plan.
Each tenant may use any combination of the following permitted sign types. Each tenant
may have more than one sign type provided the maximum sign area shall comply with
the permitted square feet of sign area allowed pursuant to building frontage and that the
sign complies with the allowances prescribed within this Sign Program and as outlined
below.

a. Building Name Signs
The intent of the building sign is to
identify the Chaparral building in Old
Town. The maximum size shail not
exceed 10% of the wall surface of the
building elevation. In the event that a
building name advertises one or more
businesses located within the building,
the signage will not be considered a
building name sign, but will be included
in the total sign square footage allowed
for the building.
b. Supergraphics
The purpose of permitting wall supergraphics is to allow the
advertising or depiction of products or scenery that may have been
available in an 1890's marketplace. Supergraphics do not count
against the sign ailowance for the building provided that the
supergraphic does not advertise a specific business. Maximum size
shall not exceed 60% of the wall surface.
c. Wall Signs
Wail signs shall be no larger than six (6) square feet. Wails signs shall
be permitted at a ratio of one (1) square foot of signage per linear foot
of building frontage along Old Town Front Street and Murrieta Creek
(east and west elevations), and one-half (.5) square foot of signage per
linear foot of building frontage along Sixth Street (south elevation).
This ratio does not include other signs such as projecting, under
canopy, hanging, etc., but is only for wail signs. Wail signs shail
always be in proportion and scale with the building elevation and
building entry. Internal illumination of wail signs is prohibited.

A Wall Sign shall be permitted at a tenant entrance located on the third
floor so long as it is not visible from off-site or the public right of way.

d. Hanging Signs
Permitted parallel to the streets or creek; the maximum size is six (6)
square feet; a minimum of 7' vertical clearance shall be required from
walking grade to the bottom of the sign. Hanging signs shall be
located in the approved sign envelopes as depicted on Exhibits B, C
and D to ensure the sign is in portion and scale with the building
elevation and adjacent signs. Hanging signs are reserved for tenant
identification only and not intended as secondary signs. For example,
tenant identification would be "Front St.
Hair Studio" and secondary signs would
be "hair" "nails' "facial".
e. Projecting Signs
The maximum size of a projecting sign
is six (6) square feet and shall not extend
more than four feet from the wall
surface. No illumination is permitted.
Projecting signs shall only be attached to
the building or building columns (in the
approved sign envelopes as depicted on
Exhibits B, C and D), but not to poles or
other signs. Projecting signs may
encroach into the public right-of-way a
maximum of three (3) feet subject to the approval of the Director of
Public Works and Director of Planning.
Projecting signs are reserved for tenant
identification only and not intended as
secondary signs. For example, tenant
identification would be "Front St. Hair
Studio" and secondary signs would be
"hair" "nails' "facial".

f. Under Canopy Signs
Permitted under a canopy, roof, covered walkway or porch (not
parallel to the street); the maximum size of three (3) square feet; a
minimum of seven (7') vertical clearance shall be required from
walking grade to the bottom of the sign.
Under Canopy signs shall always be in portion with the building and
have a human scale. Under canopy signs are pedestrian oriented signs,
not typically seen from the street but read by the strolling patron. An
Under Canopy sign shall be permitted at a tenant entrance located on
the third floor so long as it is not visible from off-site or the public
right of way.

g. Rear Facing Signs
The Chaparral Center South has parking and businesses that only face
the Murrieta Creek elevation. Each business is permitted a sign on the
Murrieta Creek elevation and shall comply with the provisions of the
sign types listed within this sign program.
h. Permanent Window Signs
On the ground level, window signs shall not exceed 20% of
the total window and door areas visible from the exterior of
the building. On the second level, window signs shall not
exceed 30% of the window or door areas visible from the
exterior of the building. Gold leaf and paint are permitted
materials for Window Signs.

i. A-Frame/Sandwich Board Signs
One A-frame or sandwich board sign shan be anowed per property on
Friday, Saturday, Sunday and designated Monday holidays during
business hours only. The maximum size is 3.5 feet high and 2 feet
wide. A-frame signs shan not block the sidewalk and shan not be
inuminated. No permit is required, but A-frame/Sandwich Board
signs shan comply with these provisions.
j. Daily Special Signs
One daily special sign is permitted, up to four (4) square feet for each
restaurant or other eating establishment. Daily Special Signs shan not
obstruct pedestrian travel and shan be located outside of the public
right-of-way.
k. Menu Boards
Menu boards may contain only the name of the menu item. One menu
board is anowed for each restaurant or other eating establishment. The
menu board shan not exceed four square feet and must be located on a
wan adjacent to the main customer entrance.
I. Temporary Signs
Grand opening and special even signs are anowed in conformance
with the provisions of the OTSP for permitted materials and the City
of Temecula Development Code for permitted time frames of
temporary banners.
m. Holiday Bunting

Interior facing signs include any internal
or interior signage not visible from Old
Town Front Street, Sixth Street or
Murrieta Creek including but not limited
to door signs; window signs; directional
signs, directory, elevators; suite number
signs; or lavatory signs. Internal signage
shall not be included toward the total
allowable building signage.
p. Outdoor Display
Replicas of items that were commonly
found in the turn of the century, such as covered wagons, wagon
wheels, railroad carts, and livestock, located out of the public right-of-
way are encouraged.
III. Approval
As mandated in Old Town Specific Plan Sign Regulations, Section 0.2, a sign
permit is required prior to placing, erecting, moving, reconstructing, altering, or
displaying any sign within the Chaparral Center South building. For all exterior
signs two complete and fully dimensioned sets of colored shop drawings or
photos of the proposed sign shall be submitted to the City of Temecula and that
shop drawings or photos shall include the Tenant's entire building fayade
elevation (as much as possible of the building elevation) showing the proposed
sign to scale as well as storefront (partial building) elevation and dimensions also
to scale, showing the location, size, color, construction and installation details. A
letter of authorization from the landlord or property owner is also required. If a

sign is smaller than twelve square feet, it must be reviewed and approved by the
Planning Director. Signs over twelve square feet shall be reviewed by the Old
Town Local Review Board.
IV. Non-Conforminl! Sil!ns
Legally non-conforming signs shall be brought into conformance when existing tenants
vacate the building or a new sign replaces the legally non-conforming sign. All other
signs, including new signs, shall comply with the criteria, guidelines and standards of
this comprehensive Sign Program.
V. Desil!n Guidelines
The following Design Guidelines are intended to ensure the signage for Chaparral Center
South results in high quality signs that are compatible and complement the architectural
style of the building and other appropriate signs that currently exist on the structure:
. Placement of signage is an important element to the building's aesthetic
quality. Signs shall be placed to relate to and enhance the building
architecture.
. Signs shall be placed in an appropriate location, in proportion with the
scale of building elements. Signs may be placed in different areas. A
particular sign may fit well on a plain wall area, but would overpower the
finer scale and proportion of the lower store front. For example, a sign
that is appropriate for the building entry may look inappropriate above the
ground level. The approved sign envelopes and maximum size
requirements stated above will help ensure proper placement and
proportion of the signs.
. Sign lettering should contain clear and legible fonts. Western style
typefaces that are easy to read should be utilized. Decorative fonts are
difficult to read and make the sign ineffective.
. Provide a brief, clear message on the sign. Typically, the fewer words the
more effective the sign.
. Creative, unique, quality signs are encouraged. However, strange and
awkward signs that are unnecessarily narrow, oddly shaped, or unrelated
to the products or services being provided on site can restrict the legibility
of the message.
. When appropriate, utilize shapes and characteristics of the products being
used or sold.

. For pedestrian oriented signs such as projecting, hanging or wall signs,
they should be smaller and have a human-scale, not oriented to the
vehicle.
. Incorporate directional and general building signage such as directory,
parking, elevator, etc. at appropriate locations and entries to guide the
patrons throughout the site.
Colors/Materials
In order to achieve continuity and compatibility among signs, the colors and materials
need to be similar and complementary to each other and the building. The following
guidelines should be incorporated when selecting sign colors and materials:
. Colors should be compatible with the architecture and color of the
building and contribute to the design integrity.
. Colors should be from the approved Sherwin Williams Preservation
Palette. However, nationally recognized colors and logos which deviate
from the approved color palette shall be reviewed by the Old Town Local
Review Board and may be permitted with Board approval.
. Some color combinations render a sign illegible. Therefore careful
consideration should be given to the color selection.
. Use significant contrast between the background, lettering or symbol
colors.
. Limit the colors on one sign. Too many colors overwhelm the basic
function of communication. Limited use of the accent colors can increase
legibility, while large areas of competing colors tend to confuse the
reader.
Given the early 1900's western nature of Old Town and the Chaparral Center South
building, the sign needs to reflect a period appropriate material that will be
complementary to the architecture of the building. The following are materials that
would be appropriate for the Chaparral Center South building:

. Signs of synthetic material that take on the appearance of wood are
permitted; however, approval of the landlord, Planning Director and Old
Town Local Review Board is required prior to installation of the sign.

VI. Modifications to the Sil!n Prol!ram
Although this sign program was written to be a long-range planning document that will
be effective now as well as in the future, it is anticipated that modifications will be
necessary over time as the built environment in Old Town changes and the composition
of the tenants change (i.e. if antique businesses are no longer the prominent business in
Old Town or more restaurants are developed). Modifications shall be approved through
an amendment to this sign program by a separate planning application, review by the Old
Town Local Review Board and approval by the Planning Director.

BACKGROUND/PROJECT DESCRIPTION
On February 16, 2006, Ms. Martina Masarani, representing Walt Allen Architects, submitted
Planning Application No. PA06-0338 for a Development Plan with a Conditional Use Permit to
construct a 38,157 square foot mixed-use building with commercial on the first floor, office
space on the second and third floors, and residential/commercial on the fourth floor.

On April 9, 2007, the project was heard at the Old Town Local Review Board meeting. Staff
presented the project to the Board but requested that the project be continued for 90 days in
order for staff to conduct a massing study out of concerns for proposed four-story buildings
within Old Town.
On April 27, 2007, the project was resubmitted by Rick Conroy representing C&R Architects,
Inc. with the elimination of the fourth floor, which excluded the residential units. The project now
consists of commercial and office uses, which eliminates the need for a Conditional Use Permit.
ANALYSIS
Site Plan
The project conforms to the development regulations of the Tourist Retail Core (TRC) zoning
district in the Old Town Specific Plan. The building setbacks meet the minimum requirements of
the Specific Plan. A covered arcade spanning over eight feet along Front and Fifth Streets
allows the front yard setback to be reduced to zero. The building spans the entire lot, which is
permitted in the Old Town Specific Plan.
The project fronts onto Front Street with an existing alley located to the south of the project.
The Specific Plan does not require that parking be provided for commercial and office uses,
therefore no parking is proposed.
Architecture
The project proposes two distinct architectural styles including Queen Anne and Classic
Revival, which are consistent with the Old Town Specific Plan design guidelines. The
architectural styles are appropriate for the late 1880's to early 1920's era, which is expected
within the Old Town boundaries. The proposed elevations achieve a historic look and
overarching design to create a prominent building in Old Town with strong character as well as
function.
The architect used different styles of architecture on one building to create the look and feel of
three different buildings. The first style of building located closest to the corner of Fifth Street
and Front Street is an interpretation of Queen Anne architecture. A classic look is created
through the use of an abundance of details such as white faux siding, fancy gable spires,
detailed balconies and building columns, pitched roof, and dramatic bay windows fronting the
street corner.
Adjacent to the Queen Anne architecture are two different Classic Revival architectural
interpretations. The middle portion of the building boasts a more stoic feel with wider columns,
simpler design, and a clock element on the third floor finishes the simple yet sophisticated feel.
This portion of the building is constructed of smooth trawl stucco that completes the Classic
Revival look.
The third segment of the building is also Classic Revival but uses different materials such as
brick to complete the look of a different building. The simple, timeless design of a brick building
is represented here with tubular steel industrial inspired balconies along with satin finish sheet
metal awnings. The south (facing alley) and east (rear) elevation carries the same brick
material with the top balcony and top enhanced with a decorative brick detail.

Landscapinq
The project proposes to improve the existing landscaping located within the public right-of-way
and to include benches for the public to sit, relax, and enjoy the Old Town experience. Trees
such as Crepe Myrtles and London Plane species along with daylilies and fortnight irises are
also proposed.
RECOMMENDATION
Staff has determined that the proposed project is consistent with the Old Town Specific Plan as
to building design, materials and colors. Staff is requesting that the Old Town Local Review
Board review, provide comments, and recommend approval for this project provided that the
revisions are made to the project prior to Planning Commission Hearing:
1. The handicapped ramp and railing shall be revised prior to issuance of building permits.
The railing shall be architecturally compatible with the building and the material used for
the retaining wall shall also be enhanced.
2. A detail of the trash enclosure door shall be submitted to the Planning Department for
review and approval.

Code Enforcement Actions in Old Town
1. Property located at 41852 Main Street, Escallier House. Property vacated. House and
barn locked and secured. Code Enforcement to monitor this location.
2. Sixth Street Parking Lot. No report received from Gail Cunningham.
3. 28495 Old Town Front Street, Mad Madelines. ATM installed without permit. Can signs
without permit. Verbal warning issued on March 30, 2007.
4. 28699 Old Town Front Street, Bailey's Restaurant. Signs installed without permit.
Structures installed without permit. Electrical installed without permit. NOV issued on
April 1 , 2007.
5. 28636 Old Town Front Street, Rosa's Cantina. Pennant flags in front of restaurant.
Verbal warning to remove flags given on May 3, 2007. Flags removed on same day.
