A total of. 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state vour name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.

All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

RECOMMENDATION:
2.1 That the Community Services Commission receive and file a
report regarding the proposed TCSD Rates and Charges for
Fiscal Year 2007-2008.
3. Capital Improvement Prooram Proiects for FY2007-2008
RECOMMENDATION:
3.1 That the Community Services Commission approve, in its
substantial form, the Capital Improvement Program (CIP)
projects proposed for the Temecula Community Services
Department (TCSD) for FY2007-2008.
4. Amphitheater Namino
RECOMMENDATION:
2.1 That the Community Services Commission consider renaming
the Community Recreation Center Amphitheater the
Foundation Amphitheater.

MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
APRIL 9, 2007
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:01
p.m., on Monday, April 9, 2007, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Hogan led the audience in the flag salute.

PUBLIC COMMENTS
Ms. Barbara Miller, representing the Temecula Valley Garden Club, invited the Community
Services Commission to the 22M Annual Flower Show and Plant Sale, to be held at the Mary
Phillips Senior Center on Saturday, April 28, 2007, from 10:00 a.m. to 4:00 p.m.
DIVISION REPORTS
Maintenance Superintendent Harrington provided a brief staff report, highlighting on the
following:
o That the Maintenance Division refinished the gymnasium floor at the Community
Recreation Center (CRC)
o That the Community Recreation Center (CRC) was treated for termites and repaired the
damaged lumber
o That the Maintenance Division completed the state required inspection of the water slide
at the Community Recreation Center (CRC)
o That the basketball court at Pala Community Park was resurfaced
o That the hockey rink at Margarita Community Park was resurfaced
o That a new drinking fountain was installed at Paloma Del Sol Park
o That numerous drinking fountains were repaired at various park sites throughout the city
o That the multi-purpose room at the Temecula Community Center (TCC) was painted.
In response to Commissioner Meyer's query regarding loss of landscaping due to cold weather,
Maintenance Superintendent Harrington advised that Harveston Park lost nearly 5,000 plants
due to extreme cold weather.
The Community Services Commission thanked Mr. Harrington for his report.

Development Services Administrator McCarthy provided a staff report, offering the following:
o That the Youth Master Plan contract was approved by the City Council on March 27,
2007
o That the YMCA project was approved by the Planning Commission and will be moving
forward
o That the bid opening for the Murrieta Creek Trail Project along Diaz Road between
Winchester Road and Rancho California Road is scheduled for bid on May 1, 2007
o That the concession stand at Patricia H. Birdsall Sports Park opened on March 17, 2007.
Cultural Arts Administrator Betz provided the Community Services Commission with a brief
overview of items addressed in the Cultural Arts Division, noting the following:
o That the month of March, 2007 at the Temecula Valley Museum broke all attendance
records; advising that the Abraham Lincoln Exhibit was a huge success
o That 1,933 patrons attended 15 ticket performances at the Old Town Temecula Theater
o That the Mercantile was booked with Neil Simon's Rumors and the 1" Annual Blue
Grass Festival
o That the Imagination Workshop hosted 2,012 patrons in the month of March, 2007
o That Imagination Workshop will sponsor Egg Month for the month of April, 2007.
In response to Chairperson Fox's question, Cultural Arts Administrator Betz noted that he would
not be aware of the exact number of performances booked for the year.
Director of Community Services Parker relayed that the Old Town Temecula Theater would be
booked solid for the year 2007.
Advising that Recreation Superintendent Pelletier would not be available for her division report,
Director of Community Services Parker relayed that the Spring Egg Hunt was a success; and
advised of the Volunteer Recognition Program scheduled for Monday, April 16, 2007, at South
Coast Winery Resort and Spa.
CONSENT CALENDAR
1. Minutes
RECOMMENDATION:
1.1 That the Community Services Commission approve the minutes of the March 12,
2007, Community Services Commission meeting.
MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner
Edwards seconded the motion and voice vote reflected approval with the exception of
Commissioner Henz who was absent.

COMMISSION BUSINESS
2. Abraham Lincoln Exhibit
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report on the recent
Abraham Lincoln exhibit at the Temecula Valley Museum.
Museum Services Manager Ott provided the Community Services Commission with a staff
report with regard to the Abraham Lincoln Exhibit (of written record), noting the following:
o That the Temecula Valley Museum presented the exhibition Abraham Lincoln
Memorabilia from the collection of Charles Becht/off
o That the collection was shown from January 20, 2007 until April 1, 2007
o That the collection contained 150 items including photographs, documents, and
memorabilia
o That during the course of the Abraham Lincoln Exhibition a number of special events
were held including presentations by Civil War re-enactors, and special guest speakers
o That during the three months of the Abraham Lincoln Exhibition the attendance broke all
previous records; noting that the first quarter total was 51% above the average
attendance
o That school scheduled visits came from not only Temecula/Murrieta area, but also from
as far away as Corona,
o That staff received tour requests from a large number of classes including 5th grade
through high school, which would not be normal requests
o And that there was a 90% increase in visitor donations.
In response to Chairperson Fox's query, Museum Services Manager Ott noted that after Mr.
Bechloffs first experience with the City, he was at ease in loaning his high value collection:
advising that there was no security officers or cameras available. Mr. Ott also advised that
advanced notice of the exhibit was published through the City's Guide to Leisure Activities
brochure and the news media.
Mr. Ott also noted that Mr. Bechtloff agreed to grant the city a Civil War Exhibit which would also
include some Abraham Lincoln Memorabilia in spring, 2009.
Referencing the donation box at the History Museum, Mr. Ott relayed advised that relocating the
box near the door would not allow staff to monitor it, noting that it would be more secure near
the reception area.
For Commissioner Meyler, Mr. Ott informed that a low cost fee for a traveling exhibit would be
estimated to be $5,000. to $8,000; that an average fee would be $15,000. to $20,000; and that a
traveling Smithsonian Exhibit would be $20,000. to $50,000.
Mr. Ott advised that 90% of the local elementary schools participate in the traveling exhibit
programs.
The Community Services Commission thanked Mr. Ott for his report.
It was the consensus of the Community Services Commission to receive and file this report.

3. Temecula Elementary School SwimminG Pool Re-Plaster
RECOMMENDATION:
3.1 That the Community Services Commission receive and file a report on the re-
plastering of the Temecula Elementary School Swimming Pool.
By way of overheads, Maintenance Superintendent Harrington provided pictures of the re-
plastering of the Temecula Elementary Swimming Pool and provided a staff report (of written
material).
The Commission thanked Mr. Harrington for his report.
It was the consensus of the Commission to receive and file this report.
DIRECTOR'S REPORT
Director of Community Services Parker relayed his excitement with the upcoming Youth Master
Plan.
COMMISSIONER'S REPORT
Referencing the Spring Egg Hunt, Commissioner Hogan gave kudos to staff for all their efforts
with the event and noted that it was well organized.
In response to Commissioner Meyler's question with regard to rides for seniors, Director of
Community Services Parker noted that Riverside Transit Agency would have limited resources
but will contact him with more information.
Chairman Fox noted that she will not be in attendance of the City Council meeting on Tuesday,
April 10, 2007, advising that Commissioner Hogan will take her place at the dais.
ADJOURNMENT
At 6:50 p.m. Chairperson Fox adjourned this meeting to the next regularly scheduled meeting
on Monday, May 14, 2007, at 6:00 p.m., in the City Council Chambers, 43200 Business Park
Drive, and Temecula.

TCSD Proposed Rates and Charges for Fiscal Year 2007-2008

RECOMMENDATION: That the Community Services Commission receive and file this report
regarding the proposed TCSD Rates and Charges for Fiscal Year 2007-2008.
BACKGROUND: The Temecula Community Services District (TCSD) operates under the
authority of Community Services District Law and provides residential street lighting, slope
maintenance, recycling and refuse collection, and street and road maintenance services in the City
of Temecula. The boundaries of the TCSD are the same as those of the City, and the City Council
serves as the Board of Directors.
Property owners only pay for the TCSD services that they actually receive through separate rates
and charges on their property tax bill. The Community Services, Parks and Recreation and Service
Level A Rates and Charges previously levied by the TCSD were replaced by the City's Parks!
Lighting Special Tax, approved by the Voters as Measure C on March 4, 1997. However, pursuant
to a cooperative agreement with the City, the TCSD continues to operate and maintain the City's
recreational and cultural facilities and programs. The levy budget for the special tax will be
considered by the City Council on June 12, 2007.
As a result, the current services provided by the TCSD are divided into the following four (4) service
levels:
1. Service Level B - Residential Street Liohtino. Operations, maintenance, utility costs
and administration of residential street lighting.
2. Service Level C - Perimeter Landscaoino and Slope Maintenance. Operations,
maintenance, utility costs, improvements, and administration for all perimeter
landscaping and slope maintenance areas maintained by the TCSD.
3. Service Level D - Refuse Collection. Recvclino. Operation and administration of the
refuse and recycling program, for single family residences.
4. Service Level R - Streets and Roads. Operations, reconstruction, and maintenance
of unpaved streets and roads in designated areas of the City.
Service Level "B" includes only those properties within residential subdivisions that have street
lighting services. The proposed rate of $25.68 has not been increased from last fiscal year.

Service Level "C" includes only those properties within residential subdivisions receiving TCSD
maintenance of slopes and perimeter landscaping. Rate Levels C-1 through C-13 were established
in previous years. Rate C-12 was established to be used within the Roripaugh Ranch Development
however due to construction delays the landscaping will not be accepted by the TCSD and this rate
and charge will not be assessed for FY 2007-2008. Rate C-13 was established to be used within
the Gallery Homes "Portraits" Development located on the southeast corner of Ynez and Rancho
Vista Roads. This rate was approved at $315.00 per parcel however this rate included a CPI
inflator. Based on a 4.3% annual average increase to the CPI rate C-13 will increase $13.55 to a
maximum rate of $328.55.

Service Level "D" provides refuse and recycling services to all single family residential properties in
the City of Temecula. For Fiscal Year 2007-2008, the rate and charge is proposed to be $210.24.
During Fiscal Year 2006-2007, the rate and charge for this Service Level was $200.88. This $9.36
increase is based on a 4.3% annual average CPI increase; 3.3% increase to the Riverside County
Landfill Tipping Fee and a 14.7% increase to the #2 Diesel Fuel index provided by the U. S.
Department of Labor. These changes are pursuant to our franchise agreement.
Service Level "R" includes only those properties that receive benefit from the emergency
maintenance of certain unpaved roads after inclement weather. The proposed rates for this service
level will not increase from last year for Rate Level R-1 and R-2. The following is a breakdown of
these service level rates:

The levy and collection of the TCSD Rates and Charges is exempt from the provisions of the
California Environmental Quality Act (CEQA) pursuant to Section 21080 (b)(8) of the California
Public Resources Code and Section 15273 of the State Guidelines because the rates and charges
are necessary to maintain existing services within the TCSD.

Capital Improvement Program Projects for FY 2007-2008

RECOMMENDATION: That the Community Services Commission approve, in its
substantial form, the Capital Improvement Program (CIP) projects proposed for the
Temecula Community Services Department (TCSD) for FY2007-2008.
BACKGROUND: On an annual basis, the TCSD presents the proposed CIP
projects to the Community Services Commission for their review and approval. The
attached list of CIP projects is divided into three categories: projects completed, projects
with construction funding or design funding for FY2007 -2008 and new proposed projects
for future years.
Staff is recommending that the Community Services Commission approve the following
projects that are tentatively identified for funding in FY2007 -2008. They include:

AMPHITHEATER NAMING
SUBJECT:
RECOMMENDATION: That the Community Services Commission consider renaming the
Community Recreation Center Amphitheater the Foundation Amphitheater.
BACKGROUND: This item is presented to the Community Services Commission at the
request of Mayor Chuck Washington. Members of the Community Recreation Center Foundation
have approached the City and requested that the name of the amphitheater at the Community
Recreation Center be established as the Foundation Amphitheater. The CRC Foundation played an
integral role in leading the funding raising efforts to build the CRC and all of its amenities.
As a result, it is requested the Community Services Commission consider renaming the
amphitheater the Foundation Amphitheater.
