MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
APRIL 19, 2007
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
April 19, 2007 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park Drive
Temecula, California. Principal Planner Patrick Richardson presiding.
Also present were Senior Planner Stuart Fisk, Special Projects Engineer Annie Bostre-Le, and
Minute Clerk Cynthia Lariccia.
Item NO.1: Planninq Application PA06-0356. a Development Plan to construct a 3.628
square foot pedestrian bridqe to provide a connection from the new parkinq
structure and future east campus facilities to the existinq Abbott facilities. located
at the northeast corner of Motor Car Parkwav over Ynez Road.
Principal Planner Richardson convened the meeting and opened the Public Hearing at 1 :30
p.m.
Applicant's architect requested a conference call with their attorney, Michael Woods, 18880
Carriger Road, Sonoma, California.
In the absence of Planner Dana Schuma, Senior Planner Fisk presented an overview of the
project and staff recommendations. The bridge design was reviewed and accepted by the City's
Infrastructure Beautification Committee at their February 13, 2007 meeting. The applicant
resubmitted plans on March 5, 2007 for final review. The project is in compliance with the
approved Development Agreement between the City and the applicant. The entire Abbott
expansion is comprised of a 485,447 square foot parking structure, a facilities building of nearly
400,000 square feet and the proposed pedestrian bridge. The bridge will provide a safe and
efficient pedestrian connection from the existing western facilities to the new parking structure
and east campus facilities currently under construction. The pedestrian bridge represents the
same clean and simple industrial architectural style as the parking structure and east campus
facilities. Consistent with the south elevation of the parking structure, the exterior translucent
panels are continued across the bridge. Metal panels that match the pewter color and finish of
the new lobby building for the eastern facilities will conceal the underside of the bridge.
The proposed project, as conditioned, is consistent with the City's General Plan, Development
Code, and all applicable ordinances, standards, guidelines and policies.
Principal Planner Richardson asked the applicant to state their name for the record.
Jed Zimmerman, DMJM Design, 515 W. Flower, Los Angeles, California, presented a model
and photo images of the bridge. He also stated that he has some exceptions to the Conditions
of Approval and would like to discuss them. Additionally, he had some corrections to the
analysis in the staff report. He stated that the square footage was in error on the facilities
building and should read 391,085.
Mr. Zimmerman and Mr. Woods outlined the applicant's concerns about Conditions of Approval
Nos. 1, 5, 9, 12, 19, 20, 21, 25, 37, 40, 42, 47, 48 and 50. Discussion ensued as to the
language and appropriateness of some of the Conditions of Approval.

Principal Planner Richardson stated that several of the Conditions of Approval related to issues
of public safety in the City's right-of-way and that in the absence of the City Attorney and Public
Works Director, no action could be taken on these and the other items in questions at today's
hearing without their input.
Principal Planner Richardson stated that the modification requests of certain Conditions of
Approval would warrant continuing the hearing so that staff and the applicant can resolve the
issues before the next hearing and the applicant concurred.
Principal Planner Richardson closed the Public Hearing and continued Planning Application No.
PA06-0356 to the April 26, 2007 Director's Hearing.
There being no further business, hearing was adjourned at 3:00 p.m.,
