HomeMy WebLinkAbout042607 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING APRIL 26, 2007 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, April 26, 2007 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park Drive Temecula, California. Principal Planner Patrick Richardson presiding. Also present were Associate Planner Dana Schuma, Junior Planner Betsy Lowrey, Special Projects Engineer Annie Bostre-Le, and Minute Clerk Cynthia Lariccia. Continued from April 19, 2007 Item NO.1: Plannina Application PA06-0356. a Development Plan to construct a 3.628 sauare foot pedestrian bridae to provide a connection from the new parkina structure and future east campus facilities to the existina Abbott facilities. located at the northeast corner of Motor Car Parkwav over Ynez Road. Principal Planner Richardson convened the meeting and opened the Public Hearing at 1 :30 p.m. Principal Planner explained the purpose of the continuation on Item #1 was to review the Conditions of Approval and requests for modifications by the applicant. He asked the applicant to come forward and state his name for the record. Gene Jones, 17415 Gibraltar Court, San Diego, stated he had received the revised Conditions of Approval and was in agreement with the conditions. Associate Planner Schuma had nothing further to add for the record. Principal Planner Richardson approved Planning Application No. PA06-0356 subject to the revised Conditions of Approval. Item No.2: Plannina Application PA07-0008. a Minor Conditional Use Permit for the sale of beer. wine. and distilled spirits at Wahoo's Fish Tacos. at the southwest corner of Overland and Maraarita Roads at 29073 Overland Drive. Junior Planner Lowrey presented an overview of the project and staff recommendations. Staff has worked with the applicant to ensure that all concerns have been addressed and the applicant concurs with the recommended conditions. Staff has verified through the Department of Alcohol Beverage Control that although they consider the tract to be over-concentrated, they do not require the City to make Public Convenience or Necessity Findings for restaurants. The proposed use is consistent with the General Plan and Community Commercial zoning designation. Project is categorical exempt from further environmental review per CEQA Section 15301, Existing Facilities. Wilson Tom Orbe, 1930 Port Laurent, Newport Beach, California, stated he had reviewed the Conditions of Approval and was in agreement with the conditions and commended staff on their assistance. No one came forward to speak in favor or opposition to the application. Principal Planner Patrick Richardson approved Planning Application No. PA07-0008 subject to the Conditions of Approval. R:IDIRHEARIMINUTES\2007\04-26-Q7 minutes.doc Item No.3: Plannina Application PA07-0030. a reauest for the first one-vear Extension of Time for a previouslv approved Development Plan to construct a 43,384 sauare foot concrete tilt-up buildina. located at the southwest corner of Winchester Road and Bostik Court. Junior Planner Lowrey presented an overview of the project and staff recommendations. Planning Application No. PA04-0160 was approved by the Planning Commission on March 2, 2005. The Development Plan proposes to construct a 43,384 square foot tilt-up building used for specialty automotive parts manufacturing and warehousing. Pursuant to the Development Code, the applicant field an Extension of Time on January 29,2007, prior to the expiration date of March 2, 2007. No changes to the originally approved Development Plan are being proposed. Staff has determined that the proposed Extension of Time is consistent with the City's General Plan, Development Code, and all applicable ordinances, standards, guidelines, and policies. Dr. Shane Shaw, 1775 E. Lincoln, Anaheim, California, stated he had reviewed the Conditions of Approval and was in agreement with the conditions and commended staff on their assistance. No one came forward to speak in favor or opposition to the application.
