Monday, April 9, 2007, in the Main Conference Room, of Temecula City Hall, 43200 Business

BOARD BUSINESS
New Items
2. Planninq Application PA06-0338 a Development Plan and Conditional Use Permit for a
proposed mixed-use buildinq (retail, office. and residential totalinq 38,157 square feet on
a 12.750 square foot lot.
Associate Planner Damko presented the Board with a staff report (of written material), noting
the following:

o Site Plan
o Architecture
o Landscaping,
Director of Planning Ubnoske advised that the Planning Commission as well as a City Council
have expressed concern with the massing and height of three and four story buildings in Old
Town; advised that based on this concern, she would recommend that this Item NO.2 be
continued for 90 days to allow the applicant an opportunity to address concerns of height and
massing. Ms. Ubnoske also relayed staff met with a consultant with regard to this issue and will
return with a study of what Front Street and Main Street would look like with projects of three
and four story.
The Board agreed to review the parking study and massing study before a tour of Old Town.
Board Member Moore requested larger renderings in staff's report.
Board Member Williams relayed his concern with height and massing issues as well the minimal
amount of parking for mixed commercial and residential in Old Town.
In response to the Board's concern with regard to parking for the proposed project, Associate
Planner Damko stated that the project would provide 21 parking spaces dedicated for future
tenants; that the Specific Plan would require one parking space per residential unit and would
not require that parking be provided for commercial and office uses; but that the applicant
proposes to provide parking for future residential tenants and some commercial uses.
Mr, Bob Hemme, representing the applicant noted the following:
o That the applicant would be providing more than the recommended parking requirement
o That the commercial portion of the project will be a high-end club
o That the applicant has gone through painstaking efforts to create the look and feel of
three different buildings for the project
o That without the proposed square footage, the applicant cannot and will not build the
project
o That the applicant has made every effort to make this building fit onto its site.

At this time, the public hearing was opened,
A. Mr. Fred Perkins, Temecula, referenced parking in Old Town.
At this time, the public hearing was closed.
For the Board, Director of Redevelopment Meyer noted that currently Old Town would have
three, three story buildings in Old Town.
Board Member Harker noted that he would not have an objection to the four-story buildings on
side streets but not on Main Street.
Referencing the time period of the proposed project, Mr. Hemme noted that the two distinct
architectural styles including Queen Anne and Classic Revival would be consistent with the Old
Town Specific Plan design guidelines; that the architectural styles would be appropriate for the
late 1880s and early 1920 era which would be expected within the Old Town boundaries.
MOTION: Board Member Blair moved to continue the item for 90 days, as per staff
recommendation. Board Member Williams seconded the motion and voice vote reflected
approval with the exception of Chairman Allen who abstained.
3. Planninq Application PA06-0349 a Comprehensive Siqn Proqram for the Chapparral
Center South located at the northwest corner of 6th Street and Old Town Front Street
located at 28465 Old Town Front Street. (APN: 922-026-029)
Junior Planner Lowrey provided a staff report (of record) highlighting on the project description.
Board Member Blair noted that it would be his opinion that a free standing sign would meet the
applicant's need rather than posting signs on the building.
Junior Planner Lowrey advised that the applicant does have auxiliary sings throughout the
building.
Director of Planning Ubnoske stated that staff would need to be careful on how on and off-site
signs are defined, noting that if the sign is not where the place of business would be it would be
considered an off-site sign and would need to be cleared with the City Attorney,
Ms, Lowrey also noted that the businesses in the building would be destination type businesses.
Director of Planning Ubnoske noted that if it's the consensus of the Board, the item can be
continued to allow staff time to discuss with the City Attorney whether or not off-site signage
would be allowable for this project.
Mr. Matthew Fagan, representing the applicant, relayed the following comments:
o That although the sign program would be within the Old Town Specific Plan guidelines,
it was tailored to meet the needs of the applicant to provide the businesses on the rear
portion of the building with signage on the front
o That the units in question would be on the core of the building and would not have
frontage

o That the applicant would not be requesting more than what staff would be comfortable
allowing.
Director of Planning Ubnoske recommended that the Board approve the sign program with
staff's recommendation unless the City Attorney states that the signs would not be off-site signs,
in which staff would work with the applicant to revise the signs or approve the signs as
proposed.
Board Member Blair and Moore noted that they would not be comfortable approving staff's
recommendation,
Director of Planning Ubnoske queried if the Board would be amenable to the following:
o That the Board would not be supportive of signs attached to the building
o That the Board would be amenable with a freestanding sign if deemed allowable by the
City Attorney
o That the Board would be satisfied with a monument sign.
Board Member Moore noted that it would be her opinion that there would not be enough room
for a monument sign.
According to the Specific Plan, Director of Planning Ubnoske noted that a freestanding sign
would be considered a monument sign; advising that the applicant did not propose this because
there would not be any room for a monument sign.
That if the Board would desire a multi-tenant sign, this would need to be discussed with the City
Attorney.
MOTION: Board Member Blair moved to continue this item for 30 days to allow staff an
opportunity to discuss with the City Attorney whether or not freestanding signs would be
allowable, Board Member Eden seconded the motion and voice vote reflected approval with
the exception of Chairman Allen who abstained.
DIRECTOR OF PLANNING REPORT
Addressing concerns with three and four story buildings in Old Town, Director of Planning
Ubnoske relayed that the consultant working on this issue will be forwarding a proposal to the
City Council, Planning Commission, and Old Town Local Review Board with what would be not
be appropriate in Old Town; that in addition, the parking study will be brought forward at a future
meeting; and that a field trip to Old Town will be scheduled in the near future.
Having been a retailer in the past, Board Member Eden expressed concern with retailers not
being able to pay the rent for three and four story buildings.
Director of Planning Ubnoske noted that the consultant's proposal will give the Board direction
as to what would and would not be appropriate for Front Street and Main Street as well as side
streets.
For the Board, Director of Planning Ubnoske noted that she would be of the opinion that two
Members of the Board will be requested to participate on a subcommittee with regard to three
and four story buildings in Old Town.

For the Board, Director of Redevelopment Meyer noted that he would not know, at this time,
when the parking study for Old Town will be available for review by the Board.
CODE ENFORCEMENT REPORT
A Code Enforcement report was distributed to the Old Town Local Review Board per agenda
packet.
BOARD MEMBER REPORT
Board Member Moore expressed concern with the Bank Restaurant's signage not being
allowable,
Director of Planning Ubnoske thanked Board Member Williams for attending the meeting on
short notice.
Chairman Allen relayed his desire of Old Town becoming an urban environment.
In response to Board Member Moore's query regarding Murrieta's historical signage, Director of
Redevelopment Meyer noted that he will have staff explore the possibility of attaining a historical
signage for Old Town, Temecula from the State.

Associate Planner Damko provided the Board with a staff report (of written record), highlighting
on the following:

Associate Planner Damko stated that the proposed project would be consistent with the Old
Town Specific Plan, but that staff would recommend the following revisions be made:
o That the handicapped ramp and railing be revised prior to issuance of a building permit.
The railing shall be architecturally compatible with the building and the material used for
the retaining wall shall also be enhanced.
o That detail for trash enclosure door shall be submitted to the Planning Department for
review and approval.
The Board concurred with the project as proposed subject to revisions made by staff.
MOTION: Board Member Blair moved to approve staff recommendation as proposed. Board
Member Eden seconded the motion and voice vote reflected unanimous approval.

Junior Planner Lowrey provided a staff report (of record), highlighting on the following:

At this time, the public hearing was opened.
Mr. Matthew Fagan, representing the applicant, requested the following:
o That some internal tenants be allowed to have signage on Front Street elevation
o That the lots in Old Town were designed 25 feet x 140 feet (per the assessor's office);
advising that there would be a conflict in the SP
o That the applicant would be desirous of the hanging signage and/or work with staff
adding language to the SP stating that if there would be a multi-tenant center with a
certain number of users that the applicant be allowed to have a free-standing sign.
Board Member Moore suggested that in the future monument signs be considered when initial
projects are initially brought forward.
For the Board, Director of Planning Ubnoske advised that the Old Town Specific will be
amended in the future and would suggest that the Board direct staff to work with the City
Attorney to address the issues, but would recommend that the Board take an action.

MOTION: Board Member Blair moved to approve the sign program as proposed and directed
staff to work with the City Attorney with the issue of multi-tenant signs. Board Member Eden
seconded the motion and voice vote reflected unanimous approval.
DIRECTOR OF PLANNING REPORT
Director of Planning Ubnoske advised the Board that staff is currently working with an architect
on the massing study for Old Town; that the contract is scheduled to go to City Council on
Tuesday, May 22, 2007, and that staff will be requesting input from the Board at a future time.
Director of Redevelopment Meyer noted that although the Old Town Specific Plan has served
staff for 14 years, it would be time to review the Plan to add, revise, and delete language; that in
addition to the massing study, staff will be updating the Old Town Market Analysis.
Vice Chairperson Moore advised the Board that Chairman Allen resigned from the Old Town
Local Review Board, and noted that a Vice Chairperson would be needed.
Vice Chairperson Moore noted that she may not be in attendance of the June 11, 2007, Old
Town Local Review Board meeting.

BACKGROUND
On July 6, 2005, the Planning Commission approved Planning Application No. PA05-0171, a
Conditional Use Permit and Development Plan to construct a 25,274 square foot mixed-use
retail and residential building. The building will consist of approximately 4,700 square feet of
retail space and 24 apartment units that will be designated as affordable units, The proposed
four-story building is located on the north side of 5th Street, approximately 200 feet west of
Mercedes Street, and adjacent to the existing Dalton building, within the Tourist Retail Core
(TRC) district of the Old Town Temecula Specific Plan,

On September 18, 2006, Bill Dalton submitted Planning Application PA06-0274, a
comprehensive Sign Program for the Dalton II Building.
PROJECT DESCRIPTION
The applicant is proposing a Sign Program to include wall signs, window signs, canopy signs,
and protruding signs. The Sign Program defines criteria for sign materials, colors, placement
and size and mimics the Sign Program for the existing Dalton I building,
ANALYSIS
The proposed Sign Program incorporates the sign design guidelines and sign regulations as
set forth in the Old Town Specific Plan including acceptable sign types, materials. colors, sizes,
placement and architectural compatibility, The proposed signage will be for the retail uses
located on the first floor (facing 5th Street). The second through fourth floors will have no
signage because of the residential use.
Proposed signage shall consist of sandblasted wood, hand carved wood, or hand painted solid
wood. Signage on the first floor will be externally illuminated by goose neck lighting, Wall and
protruding signage lettering shall be hand painted and antiqued in appearance, Windew
signage shall include the business name, business hours, and phone number which also must
be hand painted in the Sign Program's specific font. Awning signage is limited to the face of
the awning (no signage on the sides) and shall not exceed 50% of the awning face. Awning
signage shall not be illuminated. The fonts of the awning shall be of a historic character and be
consistent with the fonts shown in the Sign Program.
RECOMMENDATION
The building proposed in this application has been determined by staff to be consistent with the
Old Town Specific Plan as to building design, materials and colors, Staff is requesting that the
Old Town Local Review Board review, provide comments, and recommend approval for this
project.

A. Definitions
Wall Sign - A single sided sign fastened directly to the surface of the building.
Protruding Sign - A double-sided sign supported by a decorative metal bracket mounted
to the surface of the building so that the sign hangs perpendicular to the face of the
building.
Under Canopy Sign - a double-sided sign suspended by decorative metal chains from the
underside of a structural canopy or soffit.
Window Lettering - Signage directly applied to the surface of a suite window in lieu of a
fabricated sign.
B. General Requirements
I . All signs and their installation must comply with all local building and electrical
codes as well as these criteria
2. No animated, flashing or audible signs shall be permitted
3. No exposed lamps, conduits, crossovers or control devices are permitted
4. All OwnerslTenants may maintain the following signs:
i, Tenant main identification sign on building
ii. Building address, as provided by Developer, on building
iii. Tenant main identification sign on a building mounted awning in lieu of
(not in addition) a main sign on the building
5. Upon removal of any sign by Tenant, any damage to the building surface shall be
repaired by Tenant, or by the Owner at Tenant's cost
6. Acceptable signage on doors and windows is as follows:
i. Window lettering shall be permitted at the main public entrance to each
business, consisting of business name, hours & emergency phone number
ii. Second and third story businesses may have one window sign with the
business name
iii. No signs or posters may be placed outside the premises
7. All signs shall be kept in a "like new" condition. On notice by the Owner, a
Tenant shall be required to refurbish any sign, which does not qualify as being of
an accepted standard
8, Signs shall be free of all labels and manufacturers' advertising with the exception
of code requirements

9. All signs and installation of signs shall conform to the appropriate building and
electrical codes. The Tenants' sign contractor shall obtain all permits required,
prior to fabrication
10. Electrical service to Tenant signs shall be on Tenant's meters
11. All ground level signs shall be illuminated from an external source. Internally
illuminated signs shall not be permitted. Awnings or signs located in the belt
cornice shall be illuminated by a gooseneck wall mounted fixture equal to B-K
Lighting Sign Star - type D'. See attached exhibit.
12, Exceptions to these criteria shall not be permitted,
C. Approvals
I. The design and construction of Tenant's exterior sign must receive written
approval by Owner and a permit by the City of Temecula before fabrication.
Owner approval shall be based on:
i. Conformity to the sign criteria established for the building, including
fabrication and method of installation
ii. Harmony of the proposed sign with the design standards of the building
2. The Owner has the specific right to refuse approval of any sign which does not
conform to the specific criteria set forth herein or any design not in harmony with
design standards of the building. To secure Owner approval, three (3) copies of
the design drawings of the sign shall be submitted to the Owner or Owner's
agent. The sign drawings must indicate an elevation drawing with the following
information.
The type, style, color & size of all lettering
The location of the sign in relation to store frontage
Colors, finishes and types of materials
Method of attachment to wall
Method of illumination and electrical connection

porch, Trellises are proposed at the rear to disguise existing utiiity
enclosures.

BACKGROUND/PROJECT DESCRIPTION
On December 18, 2006, Steve Madsen of Epic Buildings submitted PA06-0387 a Minor
Modification on behalf of Kentucky Fried Chicken. On April 10,2007, Planning Application
PA06-0387 was re-submitted by Adam Nichols of C&R Architects on behalf of Kentucky Fried
Chicken, at which time the project was upgraded from a Minor to a Major Modification
Application. On June 12, 2007, Adam Nichols of C&R Architects resubmitted revised plans for
Old Town Local Review Board review and approval. The plans propose a 360-degree
architectural renovation to Kentucky Fried Chicken transforming it from a non-descript 1980's
stucco structure to Western Frontier Style architecture, which is consistent with building
architecture in the Old Town Specific Plan area.
ANALYSIS
Site Plan
The proposed Major Modification will result in no changes to the site plan or building footprint.
This is an existing building that meets the minimum setback requirements of the development
standards for Highway Tourist (HT) within the Old Town Specific Plan, Its building lot coverage
of 10 percent is well below the maximum permitted lot coverage of 70 percent. Existing off-
street parking and landscaping are legally nonconforming. HT zoning within the Old Town
Specific Plan requires parking to meet City Development Code standards of 28 parking spaces
for fast-food establishments and 23 parking spaces currently exist. In addition, the project
exists with 15 percent landscaping coverage where 20 percent is required for HT zoning, While
these existing site circumstances are legally nonconforming, the Applicant will be conditioned to
improve the existing landscape conditions by submitting a conceptual planting plan for approval
by the Planning Director, prior issuance of building permits, to ensure any deteriorating
landscaping is addressed to comply with City standards,
Architecture
The project proposes Western Frontier style architecture, consistent with the Old Town Specific
Plan design guidelines. Common design elements of the western style, which are incorporated
into this project, include board and batten wood, a false front "western" parapet, and a covered
porch with shake-like roofing materials and wood braced decorative columns. Simulated board
and batten wood may be substituted upon an approved material sample acceptable to the
Director of Planning.
The raised parapet, outlined with a substantial architectural cornice, is three feet higher than the
existing parapet and will wrap around the entire building to screen existing rooftop equipment.
The proposed covered entrance and porch on the east side, which faces Interstate 1-15 on-
ramp, will provide an outdoor eating option with wooden benches and calls for board and batten
flooring over the concrete slab at the porch/sidewalk area. The north elevation, which faces
Rancho California road, will incorporate trellis work to disguise existing utility enclosures and a
false front tower element will provide articulation to improve its square "boxlike" building
appearance, The east elevation, which faces Denny's restaurant, will also provide a false front
tower element and decorative wooden shutters will articulate the wall surfaces along its drive-
through corridor. The south elevation, which faces Moreno Road, also proposes a false front
tower element. Wooden trim at 36 inches from the base (below windows) will dress all sides of
the building. There is placement for a KFC sign (Colonel Sanders) on the south elevation facing
Moreno Road and the north elevation facing Rancho California Road; both of which are planned
to be sandblasted wooden signs with gooseneck down lighting,

All elevations will receive stylistic architectural treatment as required by the Old Town Specific
Plan, The applicant has selected oniy colors from the Sherwin-Williams Preservation Exterior
Palette, which are representative of the late 1800's. The awnings will be a deep, burgundj red
(Roycroft Copper Red) and off-white (Classical White). Three colors of beige from the Sherwin-
Williams Preservation Exterior Palette are selected for a modest color scheme on the board and
batten wood siding,
RECOMMENDATION
Staff has determined that the proposed project is consistent with the Old Town Specific Plan as
to building design, materials and colors. Staff is requesting that the Old Town Local Review
Board review, provide comments, and recommend approval for this project.

barn locked and secured. Code Enforcement to monitor this location.
2. Sixth Street Parking Lot. No report received from Gail Cunningham,
3, 28495 Old Town Front Street, Mad Madelines, ATM installed without permit, can signs
without permit. Verbal warning issued on March 30, 2007. Plans submitted on May 21,
2007.
4. 28699 Old Town Front Street, Bailey's Restaurant. Signs installed without permit.
Structures installed without permit. Electrical installed without permit. NOV issued on
April 1 , 2007, Chris Bailey met with City staff on June, 6, 2007.
5. 41818 6th Street, Inoperative vehicles in public view, Citation issued on May 14, 2007
for inoperative vehicle in public view. Vehicle operative as of June 5, 2007,
