MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
JUNE 11, 2007
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, May 14, 2007, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Edwards led the audience in the flag salute.
ROLL CALL
Present:
Commissioners: Meyler, Edwards, and Chairperson Fox.
Absent:
Henz and Hogan.
PUBLIC COMMENTS
None.
DIVISION REPORTS
Maintenance Superintendent Harrington provided a staff report, as followings:
o That the exterior of the Temecula Community Center (TCC) was repainted
o That the Temecula Valley History Museum and the Community Recreation Center
(CRC) was fumigated
o That the septic tank system at the northlsouth field restroom building at the Ronald
Reagan Sports Park was pumped
o That three new stainless steel urinals were installed at the Sixth Street restroom building
o That approximately 6,000 square feet of sod was replaced at the Temecula Duck Pond
o That numerous worn parts were replaced at various playgrounds
o That the synthetic turf soccer field was groomed at Patricia H. Birdsall Sports Park.
In response to Commissioner Edwards, Mr. Harrington noted that staff is currently exploring
opportunities to improve the worn landscaping at Redhawk Dog Park.
The Community Services Commission thanked Maintenance Superintendent Harrington for his
report.
Development Services Administrator McCarthy provided the Commission with a staff report,
noting the following:
o That a community workshop for the Youth Master Plan was held on May 17, 2007, at
Margarita Middle School, noting that there were 250 to 300 attendees

o That the Youth Master Plan surveys would be available on the City's website
o That a Youth Round Table Workshop will be held on Tuesday, June 19, at 6:30 p.m. at
the CRC to discuss youth needs in the community
o That a City-wide Clean Up was held at Chaparral High School May 19, 2007.
For the Community Services Commission Ms. McCarthy advised that CR&R collects e-waste for
a fee.
Commissioner Meyler relayed that he has worked with the company e-cyclers that picks up e-
waste for free and would be happy to provide staff with the phone number.
In response to Chairperson Fox, Ms. McCarthy relayed that she will explore her request to
ensure that the laser ink cartridges used by the City are soy based ink cartridges.
The Community Services Commission thanked Ms. McCarthy for her report.
Cultural Arts Administrator Betz, highlighted on the following:
o That attendance at the Temecula Valley Museum continues to be high
o That the Glen Travis Expedition will be opened at the Temecula Valley Museum from
June 23 to July 29, 2007
o That 3,300 patrons attend 18 performances at the Old Town Temecula Community
Theaterfor the month of May, 2007
o That the Children's Museum hosted 2,200 guest for the month of May, 2007
o That the Youth Film Festival was a success.
Recreation Superintendent Pelletier reported on the following:
o That the Guide to Leisure Activities was distributed to 35,000 Temecula homes; and
advised that participants will now have an opportunity to register on-line free of service
o That June 18, 2007 will mark the start of the official summer season
o That staff is preparing for the 4th of July events and festivities.
CONSENT CALENDAR
1. Minutes
RECOMMENDATION:
1.1 That the Community Services Commission approve the minutes of the May 14,
2007, Community Services Commission meeting.
MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner
Edwards seconded the motion and voice vote reflected unanimous approval.

COMMISSION BUSINESS
2. Jacob A. Nelson Championship Field
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report on Jacob A.
Nelson Championship Field.
By way of overheads, Director of Community Services Parker provided a brief staff report (of
record) .
It was the consensus of the Community Services Commission to receive and file this report.
3. 2007 Summer Sunsets Film and Concert Series
RECOMMENDATION:
3.1 That the Community Services Commission receive and file a report on the 2007
Summer Sunsets Film and Concert Series.
Administrative Secretary Zigler provided a brief staff report (of written record), highlighting on
2007 Concert Series Schedule and 2007 Movies in the Park Schedule.
It was the consensus of the Commission to receive and file this report and thanked Ms. Zigler
for her hard work and dedication towards the program.
4. Temecula Youth Film Festival
RECOMMENDATION:
4.1 That the Community Services Commission receive and file a report on the first
annual Temecula Youth Film Festival.
Cultural Arts Administrator Betz provided a staff report (of rec~rd) along with PowerPoint
Presentation.
It was the consensus of the Community Services Commission to receive and file this report.
5. Service Level C Elections
RECOMMENDATION:
5.1 That the Community Services Commission receive and file a report on Service
Level C Elections.
Director of Community Services Parker provided a brief staff report (of record).
At this time, Deputy Director Ruse explained the Service Level C Election process.
It was the consensus of the Community Services Commission to receive and file this report.

DIRECTOR'S REPORT
Director of Community Services Parker invited the Commission to attend a special recognition
to former Deputy City Manager Gary Thornhill who will be honored with a plaque on the Wall of
Honor June 14, 2007, at the History Museum at 4:30 p.m. Mr. Parker also advised the
Commission that staff is currently working on a Balloon Glow at the ~onald Reagan Sports Park
and would be hopeful to have this event on Friday, August 24, 2007; and that staff would be
hopeful of establishing Monday Nights as Family Night at the Community Recreation Center.
COMMISSIONER'S REPORT
Chairperson Fox advised of an event taking place at the Santa Rosa Plateau on how to create a
Native Plant, Native Habitat Pond, on June 16, 200,7 Santa Rosa Plateau; and also advised
that South Coast Air Quality Management District will be hosting a Town Hall meeting on Air
Quality, on June 20, 2007.
ADJOURNMENT
At 7:08 p.m. Chairperson Fox adjourned this meeting to the next regularly scheduled meeting
on Monday, July 9, 2007, at 6:00 p.m., in the City Council Chambers, 43200 Business Park
Drive, and Temecula.
