Speakers are limited to three (3) minutes each. If you desire to speak to the Commissioners about an item not listed on the Agenda, a green "Request to Speak" form should be filled out and filed with the Commission Secretary. When you are called to speak, please come forward and state vour name and address. For all other agenda items, a "Request to Speak" form must be filed with the Community Services Commission Secretary before the item is addressed by the Commission. There is a three (3) minute time limit for individual speakers. NOTICE TO THE PUBLIC All matters listed under Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no discussion of these items unless members of the Commission request specific items be removed from the Consent Calendar for separate action. Minutes RECOMMENDATION: 1.1 That the Community Services Commission approve the minutes of the July 9,. 2007 Community Services Commission meeting. COMMISSION BUSINESS 2. Old Town Temecula Community Theater Recap and Temecula Presents Season Preview RECOMMENDATION: 2.1 That the Community Services Commission receive and file a report recapping the Temecula Presents 2006/2007 Season at the Old Town Temecula Community Theater and previewing the upcoming 2007/2008 Season. 3. Namina of the Linear Park - Wolf Creek Specific Plan RECOMMENDATION: 3.1 That the Community Services Commission recommend a name for the linear parkin the Wolf Creek Specific Plan to the Board of Directors for approval. R:\CSCAGEND\2006\2007\081307.doc , ITEM NO. 1 R:\CSCAGEND\lTEMNO.SHL MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA COMMUNITY SERVICES COMMISSION JULY 9, 2007 CALL TO ORDER The City of Temecula Community Services Commission convened in a regular meeting at 6:00 p.m., on Monday, July 9, 2007, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ALLEGIANCE Commissioner Henz led the audience in the flag salute. ROLL CALL Present: Commissioners: Henz, *Hogan, Meyler, Edwards, and Chairperson Fox. Absent: None. *Commissioner Hogan arrived at 6:03 p.m. PUBLIC COMMENTS None. DIVISION REPORTS Maintenance Superintendent Harrington provided a staff report, as followings: . That staff has been working closely with several contractors at the T emecula Library to finalize various projects such as fibro-optic lighting system on the art work display cabinets and landscaping improvements . That a new remote sound lighting cabinet at the Community Recreation Center (CRC) was installed . That the Maintenance Division worked with sailors of the U.S.S. Ronald Reagan to paint and prep the two bridges at Ronald Reagan Sports Park . That the Maintenance Division prepared the Ronald Reagan Sports Park for the 4th of July festivities which included setting up the hillside sprinklers, cleaning up the launch site and digging trenches for the fireworks, securing valve boxes, removing fences and setting up fences . That numerous repair maintenance items at various city parks were completed which included pressure washing gazebos, painting offices and meeting rooms, light poles, and graffiti removal. R: CSC/minutes/070907 In response to Commissioner Edwards' query, Maintenance Superintendent Harrington stated that vandals pulled electrical wiring out of the conduits at the ball field at Temecula Elementary School field, adjacent to Margarita Community Park, noting that the loss was estimated to be $15,000 to $20,000. In response to Chairperson Fox, Maintenance Superintendent Harrington noted that he's aware of a potential law coming forward that would impose the onus on salvage operators. Development Services Administrator McCarthy noted that the consultant for the Youth Master Plan continues to gather information from the City's website and would currently have 1,000 returned surveys; that the adult and youth steering committee met on Tuesday, June 26, 2007, and that the steering committee will meet again in the near future to discuss goals and strategies for implementing the plan. Cultural Arts Administrator Betz, highlighted on the following events at the different facilities and programs within the Cultural Arts Division: · That the new Erie Stanley Gardner Exhibit is in its final stages of completion at the Temecula Valley Museum · That Temecula Valley Museum will be hosting Romance of the Bells: The California Missions in Art, running from August 11 to October 13, 2007 . That the Old Town Temecula Theater is preparing for the Jazz Festival to be held on July 13 to 15, 2007 . That during the summer months at the Children's Museum there are many special programs being held Friday nights . That new classes are being added to the educational programs. In response to Commissioner Hogan's query, Cultural Arts Administrator Betz noted that in the future the city may have an opportunity to offer a film camp for its youth. Recreation Superintendent Pelletier reported on the following: . That the 4th of July events provided by the City was successful . That public swim continues from 12:30 - 3:30 daily . Summery Day Camp continues . Swim Lessons continue . SMART Program continues . That numerous contract classes and activities found in the Guide to Leisure Activities brochure continue . That a new FAM Night begins Monday, July 9,2007, which will be a free family oriented event to take place every 2nd and 3rd Monday during the months of July and August . That an Aglow in the Park is a free family oriented event complete with balloon glow at dusk, live entertainment, and a movie in the park to take place on Friday, August 24, 2007, at Ronald Reagan Sports Park. Recreation Superintendent Pelletier advised that the FAM Night at the Community Recreation Center (CRC), consists of different events on different evenings such as the following: . Monday, August 20, 2007, Pizza and a Movie Night . Monday, September 10,2007, Science Night . Monday, September 17, 2007, Temecula's Got Talent. CONSENT CALENDAR 1. Minutes RECOMMENDATION: 1.1 That the Community Services Commission approve the minutes of the June 11, 2007, Community Services Commission meeting. MOTION: Commissioner Henz moved to approve the Consent Calendar. Commissioner Edwards seconded the motion and voice vote reflected unanimous 'approval. COMMISSION BUSINESS 2. Library Operations Update RECOMMENDATION: 2.1 That the Community Services Commission receive and file a report of the first six months of operations of the Temecula Public Library. Deputy Director Ruse and Librarian Vanderhaak provided a staff report noting that the Circulation of collections for the first four months of operation was over 175,000 items, making the Temecula Library the busiest library in Riverside County; and that during the same timeframe, the library issued more than 9,000 new library cards to patrons; that through the City's Joint Use Agreement with the Temecula Valley School District, district staff is able to offer students K-12 20 hours a week of homework assistance; and that the district has also implemented a peer tutoring program that has been successful. 'Deputy Director Ruse also highlighted on the following: . Summer Reading Program - K through 12 . Story time for toddlers, preschool, and school age children . Adult book discussion groups . English as a Second Language (ESL) classes . Inaugural Temecula Reads Program - including guest speaker, Ray Bradbury . First grade field trips to the library . After School Programs. Commissioner Edwards relayed his enthusiasm with all that the library has to offer its community. For Commissioner Hogan, Deputy Director of Community Services Ruse noted that although there would not be any computer literacy classes for adults at this time, there may be an opportunity for these types of classes in the future. R: CSC/minutes070907 3 Ms. Vanderhaak relayed that there would be a plethora of volunteer opportunities for adults at the Temecula Library, and noted that advisement for volunteer opportunities could be found through the Friends' Newsletter. For Staff, Commissioner Hogan suggested that recruitment opportunities be advertised through the City's Guide for Leisure Activities brochure. Recreation Superintendent Pelletier concurred with Commissioner Hogan's suggestion. For Commissioner Henz, Director of Community Services Parker relayed that although staff does its best to meet the needs of the community, space at the library would be limited; that the library is extremely popular, but that staff will continue to strive to accommodate each and every patron. Commissioner Henz expressed concern with not being able to accommodate every patron. For the Community Services Commission, Ms. Vanderhaak advised that the City has been responsive to the needs of the community by adding three additional hours; and that throughout Riverside County, the Temecula Library would be opened the most hours. The Community Services Commission thanked staff for the report. ' It was the consensus of the Community Services Commission to receive and file this report. 3. Art in Public Places RECOMMENDATION: 3.1 That the Community Services Commission review and approve the installation of the sculpture titled "Parallogram" by Alan Hochman on the corner of De Portola Road and Margarita Road in the corner entry plaza (south west) of the De Portola Professional Building. By way of overheads, Cultural Arts Administrator Betz provided a staff report (of record), and displayed photos of the sculpture titled Parallogram. Mr. Dan Allanbach further clarified the location of the proposed sculpture. In response to Commissioner Hogan's query, Director of Community Services Parker stated that there is always concern with vandalism when you place a piece of public art in the public's right of way, but, that's what the Public Art Program is about, placing public art in public places to be viewed and appreciated by the public; and advised that the City has not had a large problem with graffiti on Art in Public Places. MOTION: Commissioner Meyler moved to approve staff recommendation. Commissioner Hogan seconded the motion and voice vote reflected unanimous a~proval. R: CSC/minutes070907 4 4. Gallerv at the Merc RECOMMENDATION: 4.1 That the Community Services Commission receive and file a report on the Gallery at the Mere. Cultural Arts Administrator Betz provided a PowerPoint Presentation, highlighting on the following: . Local Talent Show . International Art Show . The Brothers Nidorf . Gwen Poole . Elen Pendelton . International Exchange Show . David Rosales . Observation and Interpretation in Photography . The Art of the Skateboard . Benjamin Rench . George Comer . David Musser . Pictures of Opening . Upcoming Exhibits o Nicole Toesca o The Two Long-Time Friends Art Show o Contemporary Quilts o Visual Expressions. The Community Services Commission thanked Cultural Arts Administrator Betz for his presentation. Director of Community Services Parker thanked Cultural Arts Administrator Betz for providing the Community Services Commission with an update to the exciti!1g programs in the Cultural Arts Program, noting that Mr. Betz has worked diligently to establish a visual arts program in the city. It was the consensus of the Community Services Commission to receive and file this report. DIRECTOR'S REPORT Director of Community Services Parker thanked staff for a wonderful July 4th Parade and festivities. COMMISSIONER'S REPORT A. Commissioner Hogan relayed that she had an opportunity to attend the Chamber of Commerce's Economic Forecast and relayed that the city's economic development forecast would be favorable. R: CSC/minutes070907 5 Commissioner Hogan also relayed that she attended the Youth Master Plan meeting and was pleased with the participation of the city's youth and informative feedback. B. Commissioner Meyler expressed his appreciation to Commissioner Henz who switched vehicles with him at the 4th of July Parade. C. Commissioner Henz felicitated staff for another successful 4th of July Parade and festivities. D. Also commending staff for an excellent 4th of July Parade and festivities, Commissioner Edwards recognized Director of Community Services Parker who created such an excellent staff. Referencing the Youth Master Plan, Commissioner Edwards commended staff for the contractor and the hard work of the individuals who will be working diligently to create the Youth Master Plan. Parker, Director of Community Services R: CSC/minutes070907 6 ITEM NO.2 R:\CSCAGENDUTEMNO.SHl CITY OF TEMECULA AGENDA REPORT TO: Community Services Commission FROM: Herman Parker, Director of Community Services DATE: August 14, 2007 SUBJECT: Old Town Temecula Community Theater Recap and Temecula Presents Season preview PREPARED BY: Martin Betz, Cultural Arts Division RECOMMENDATION: That the Community Services Commission receive and file a report recapping the Temecula Presents 2006/2007 Season at the Old Town Temecula Community Theater and previewing the upcoming 2007/2008 Season. BACKGROUND: The inaugural season of Temecula Presents, the theaters booking arm, concluded with an incredible dance performance by the Lula Washington Dance Theatre. The first full season was highly successful with ever increasing attend;;lnce. It's curatorial objective, to introduce in depth, the performance genres of classical music and modern dance was met by great enthusiasm from the community. With the upcoming 2007/2008 season, Temecula Presents will bring to the stage four distinct genres chosen to complement the other fine performances at the theater. Dance, American Roots Music, Classical Music, and Cabaret/Big Band concerts can be experienced with multiple performances in each series. The expanded Temecula Presents season in conjunction with other community and professional productions promises to offer a dynamic and varied theatrical season for the local and regional community. Parker, Director of commu,nity services&? August 13, 2007 DATE: SUBJECT: Naming of Linear Park - Wolf Creek Specific Plan PREPARED BY: Cathy McCarthy, Development Services Administrator~ RECOMMENDATION: That the Community Services Commission recommend a name for the linear park in the Wolf Creek Specific Plan to the Board of Directors for approval. BACKGROUND: Wolf Creek is a large Specific Plan development in the southern part of the City east of Pechanga Parkway. As part of this project, the developer is conditioned to construct and dedicate a linear park to the City. The park is located along Wolf Valley Drive between Pechanga Parkway and the Patricia H. Birdsall Sports Park. The park includes tot lots, exercise stations, gazebos, picnic tables, benches and walkways. All improvements have been completed by,the developer. The Commission may want to consider naming the park "Wolf Creek Trail Park", because of its location within the Wolf Creek development along Wolf Creek Drive. The Commission may recommend this name or another of their choice. The Commission's recommendation will be forwarded to the Board of Directors for final approval.
