MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR'S HEARING
AUGUST 2, 2007
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
August 2, 2007 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park
Drive Temecula, California. Director of Planning Debbie Ubnoske presiding.
Also present were Principal Planner Patrick Richardson, Senior Planner Stuart Fisk, Junior
Planner Betsy Lowrey, and Minute Clerk Cynthia Lariccia.

Kentuckv Fried Chicken to include replacinq existinq stucco. a raised parape!.
cornice. window framinq. trim and tower elements. an outdoor eatinq area with a
covered porch and trellises at the rear to screen utilitarian enclosures. located at
41850 Moreno Road
Director of Planning convened the meeting and opened the Public Hearing at 1 :32 p.m.
Junior Planner Lowrey presented an overview of the project and staff recommendations. The
plan proposes a 360-degree architectural modification to the exterior falfade only and no
changes are proposed to the building footprint or site plan. The project is within the Old Town
Specific Plan and the applicant is proposing to modify the architecture consistent with the
western frontier style which includes board and batten wood siding, a false front "western"
parapet, and a covered porch with shake-like roofing materials. Two placements for signs will
be on the north and south sides of the structure which will be sandblasted wooden signs with
gooseneck down lighting.
The project was presented to and recommended for approval by the Old Town Local Review
Board subject to the following two conditions that were added to the Conditions of Approval:
1. The freestanding drive-thru and menu signs shall incorporate architectural elements
consistent with the proposed building architecture subject to Planning Director approval.
2. Lighting shall be added on the falfade above the drive-thru window on the west elevation
tower consistent with the lighting and location of the north and south tower elevation.
Project is categorical exempt from further environmental review per CEQA Section 15301, Class
1 Existing Facilities. Staff has determined that the project as conditioned is consistent with the
City's General Plan, Development Code, Old Town Specific Plan and all applicable ordinances,
standards, guidelines, and policies.
Director Ubnoske asked for the applicant to step to the podium.
Adam Nichols, One Ridgegate, Temecula, CA, advised that he had read the Conditions of
Approval and was in agreement with them.
Director Ubnoske asked if there was anyone else requesting to speak in favor or opposition of
the project.
Elton Ward, 39558 Freemark Abbey, Murrieta, CA, asked that the handicapped parking be
placed by the front door not at the north end of the building.

Mr. Nichols stated that the handicapped parkir:Jg was not in the original scope of work. The
proposed project is the remodeling of the exterior part of the building. The site remodel may be
required at a later stage.
Director Ubnoske suggested staff talk to the property owner regarding this issue.
Mr. Nichols stated that the seating underneath the porch area will provide access for
wheelchairs.
Director Ubnoske closed the public hearing and approved Pianning Application No. PA06-
0387subject to the Conditions of Approval.
There being no further business, hearing was adjourned at 1 :40 p.m.
