HomeMy WebLinkAbout080907 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING AUGUST 9, 2007 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, August 9, 2007 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park Drive Temecula, California. Director of Planning Debbie Ubnoske presiding. Also present were Principal Planner Patrick Richardson, Senior Planner Stuart Fisk, Junior Planner Betsy Lowrey, and Minute Clerk Cynthia Lariccia. Item NO.1: Plan nino Application PA07-0120. a Minor Conditional Use Permit to authorize beer and wine tast/no throuoh the issuance of a Tvpe-42 license inside Barons Marketplace. located at 31939 Rancho California Road Director of Planning convened the meeting and opened the Public Hearing at 1 :35 p.m. Junior Planner Lowrey presented an overview of the project and staff recommendations. The proposed project is a request to authorize a Type-42 license to allow beer and wine tasting within Barons Marketplace. Barons currently holds a Type-21 license which authorizes the sale of beer, wine and distilled spirits for consumption off the premises. A 300-square foot beer and wine tasting room, separate from the main store, will be located at the rear of the market. Staff has verified through the Department of Alcohol Beverage Control that the project is within Census Tract 0432.21. A total of five on-sale licenses currently exist in the tract and 14 are allowed before it is considered "over-concentrated." Since this census tract is not over- concentrated with on-sale licenses, Public Convenience or Necessity Findings are not required. The proposed use is consistent with the City's General Plan and zoning within the Margarita Village Specific Plan, underlying Neighborhood Commercial zoning designation as well as the standards within the Development Code. Project is categorical exempt from further environmental review per CEQA Section 15301, Class 1 Existing Facilities. Director Ubnoske asked for that the applicant state his name for the record and asked if he had the opportunity to review the Conditions of Approval and concur with them. Bijan Moossazadeh, 4001 W. Point Loma Boulevard, San Diego, California read the Conditions of Approval and was in agreement with them. Director Ubnoske cited that there were no speakers in support or opposition of the project, closed the public hearing and approved PA07-0120 subject to the Conditions of Approval.
