PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state vour name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
NOTICE TO THE PUBLIC
All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

RECOMMENDATION:
2.1 That the Community Services Commission receive and file a
report on the completion of the permanent Erie Stanley
Gardner exhibit in the upstairs gallery at the Temecula Valley
Museum.
3. Commission Volunteers Needed for Calendar Proiect
RECOMMENDATION:
3.1 That the Community Services Commission selects two (2)
Commission members to be on a judging panel for a
children's poster contest.

MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
AUGUST 13, 2007
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, August 13, 2007, in the City Council Chambers of Temecula City Hall, 43200
Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Hogan led the audience in the flag salute.
ROLL CALL
Present:
Commissioners: Henz, Hogan, Meyler, Edwards, and Chairperson Fox.

PUBLIC COMMENTS
None.
DIVISION REPORTS
Maintenance Superintendent Harrington provided a staff report, as followings:
. That the ball field lighting was repaired at Margarita Community Park and Temecula
Elementary school fields
. That the sports field lighting was relamped at the Harveston Community Park
. That the construction of an additional chlorine storage area was completed at the
Community Recreation Center (CRC) swimming pool
. That plumbing for the Community Recreation Center wader pool heater was rebuilt
. That staff hydro seeded the turf at the Margarita Dog Park.
In response to Commissioner Henz's question, Maintenance Superintendent Harrington advised
that vandals steal and sell copper.
Development Services Administrator McCarthy reported the following:
. That the Youth Master Plan Advisory Committee will meet Tuesday, August 14, 2007;
that the consultant will be sharing information gathered from workshops and surveys of
previous meetings; and that the group will begin to discuss goals and strategies for the
plan
. That work continues on the grading plan and construction documents for the Temecula
Community Center (TCC) expansion

. That the bid opening for the Murrieta Creek Trail project will be Wednesday, August 15,
2007
. That the City Council approved the design contract for the Old Town Gymnasium
. That the Conceptual Master Plan for the Redhawk Park improvements was approved by
the City Council.
For the Commissioner Henz, Ms. McCarthy noted that because she would not have the scope
of service at this time, she would not have a timeline for the Redhawk Park improvements.
Cultural Arts Administrator Betz, highlighted on the following events at the different facilities and
programs within the Cultural Arts Division:
. That the Glen Travis Photo Exhibition at the Temecula Valley Museum was well
attended
. That the opening reception for Romance of the Bells: The California Missions in Art will
be Saturday, August 18, 2007 from 4:30 p.m. to 6:30 p.m.
. That the Imagination Workshop has been hosting Hot Summer Nights as of Friday, July
13 to Friday, July 31,2007
. That the Summer Sunset Concert Series has been a huge success
. That the Moonlight Movies in the Park has been a huge success
. That the Harveston Park Concerts have been a success.
Recreation Superintendent Pelletier reported on the following:
. That most of the summer programs will end Friday, August 17, 2007
. That staff will provide a complete season overview at the September 10, 2007,
Community Services Commission meeting
. That tonight at the Community Recreation Center staff will be hosting its third F.A.M.
Night; that this event will continue to take place every second and third Monday through
September from 6:30 p.m. to 9:00 p.m.
. That the Community Services Department will be sponsoring Aglow at Dusk on Friday,
August, 24th from 5:30 p.m. to 10:00 p.m.; and that the free event will include a Live
Band and vendors will be on site
. That the Annual 5k 10k walk/run event will take place on Sunday, September 16, 2007.

RECOMMENDATION:
1.1 That the Community Services Commission approve the Minutes of the July 9,
2007, Community Services Commission meeting.
MOTION: Commissioner Meyler moved to approve the Consent Calendar. Commissioner
Henz seconded the motion and voice vote reflected unanimous approval.

COMMISSION BUSINESS
2. Old Town Temecula Community Theater Recap and Temecula Presents Season
Preview
RECOMMENDATION:
2.1 That the Community Services Commission receive and file a report recapping the
Temecula Presents 2006/2007 Season at the Old Town Temecula Community
Theater and previewing the upcoming 2007/2008 Season.
Theater Manager Beers offered a staff report as follows:
. That during the past season 31,879 patrons attended 213 performances; that 196
performances were in the theater and 17 were in the Merc; that average attendance in
the theater was 179 patrons per performance and 43 patrons per performance in the 48
seat Merc; that in addition, 23,700 people attended non-ticketed events, classes,
rehearsals and tours; that therefore, total patronage for the season was 56,600 people;
and that there are 357 volunteers on the volunteer roster.

Ending his report, Mr. Beers advised that Foghat will perform at the Old Town Temecula
Community Theater's second Anniversary Celebration on Thursday, October 4, 2007 at 8:00

The Community Services Commission thanked Theater Manager Beers for his presentation.
It was the consensus of the Community Services Commission to receive and file this report.
3. NaminQ of the Linear Park - Wolf Creek Specific Plan
RECOMMENDATION:
3.1 That the Community Services Commission recommend a name for the Linear
Park in the Wolf Creek Specific Plan to the Board of Directors for approval.
By way of overheads, Development Services Administrator McCarthy provided a staff report (of
record), requesting that the Community Services Commission consider the naming of the park
Wolf Creek Trail Park.
MOTION: Commissioner Henz moved to name Linear Park in the Wolf Creek Specific Plan
Wolf Creek Trail Park. Commissioner Hogan seconded the motion and voice vote reflected
unanimous approval.
DIRECTOR'S REPORT
Director of Community Services Parker added the staff continues in the development of the
Youth Master Plan; that staff received over 1,000 returned surveys; and that the next steering
committee meeting will be held Tuesday, August 14,2007.
COMMISSIONER'S REPORT
A. Commissioner Henz expressed his appreciation for the installation of the shade structure
over the tot-lot at Wolf Creek Trail Park.
Referencing the election, Commissioner Henz noted that the language in the ballots
would not be clear and would need of more information as to what the pros and cons would be if
it were to pass or were not to pass.
In response to Commissioner Henz's comment, Director of Community of Services Parker
advised that the language in the ballot was evaluated extensively; and that staff would not know
what the outcome would be at this time but will take his request into consideration.
ADJOURNMENT
At 6:50 p.m. Chairperson Fox adjourned this meeting to the next regularly scheduled meeting
on Monday, September 10, 2007, at 6:00 p.m., in the City Council Chambers, 43200 Business
Park Drive, and Temecula.

Erie Stanley Gardner Permanent Exhibit

RECOMMENDATION: That the Commission receive and file a report on the completion of the
permanent Erie Stanley Gardner exhibit in upstairs gallery at the Temecula Valley Museum
BACKGROUND; Erie Stanley Gardner, one of Temecula's most illustrious citizens was
the author of the Perry Mason mystery series and a great adventurer who used his ranch in
Temecula as home base. In order to fully present our ever-increasing and important collection of
Erie Stanley Gardner artifacts, the concept of developing a permanent Erie Stanley Gardner exhibit
at the Temecula Valley Museum was approved approximately 3 years ago. Construction on the
project began on November 27,2006 and was completed on January 1,2007. Will Beccera was the
project manager for the City. Total cost of the construction was $65,000. In addition The Temecula
Valley Museum Board of Directors made a significant contribution allowing for the installation of
special exhibit features such as cases, shelves, and a unique faux picture window. The completion
of this exhibit better allows the Temecula Valley Museum to share with the public the incredible life
of Erie Stanley Gardner. The Temecula Valley Museum is now positioned as the largest collection
of publicly assessable material on Erie Stanley Gardner in the country.

Commission Volunteers Needed for Calendar Project

RECOMMENDATION: That the Community Services Commission selects two (2)
Commission members to be on a Judging Panel for a children's poster contest.
BACKGROUND: The City received two grants this year, one from the Department of
Conservation (for $24,962) and one from CR&R (for $5,000) our franchised solid waste hauler. The
focus for both of these grants is to promote recycling and litter abatement.
For the past five (5) years we have used these funds to design, print and distribute the "Recycling
and Litter Abatement Calendar". We wanted to focus on the education of our community's children,
hopefully to establish and encourage life long habits of recycling and litter abatement. This project
proved to be successful based on input and participation of the students, parents, teachers and
administrators from Temecula Valley Unified School District (TVUSD). The City will be designing
the calendar with recycling hints and tips, as well as provide residential information regarding refuse
and recycling services provided by CR&R. The monthly illustrations, cover and honorable mentions
will be selected from posters submitted by 3rd and 4th grade students.
Our process for creating the calendar will be virtually the same as last year. Curriculum and lesson
plans, created by the Integrated Waste Management will be distributed to all 3fd and 4th grade
classes within the TVUSD and private schools that wish to participate.
We asked that the teachers incorporate recycling and litter abatement information into their lessons,
then allow time for an art project illustrating the lessons. We emphasize that the most important
criteria in our poster selections will be those illustrations that best communicate the importance of
recycling and not littering. We asked that all posters be submitted to us by October 12, 2007. A
panel of five (5) judges will select the best 21 posters, twelve (12) for each month, one (1) for the
cover and eight (8) honorable mentions. All students selected will be invited to a Community
Services Commission Meeting for introduction to the Commission and presentation with an award.
We respectfully request two (2) volunteers from the Community Services Commission to serve on
this judging panel. The other three (3) judges are yet to be selected. The judges will need to be
available during the day on Monday, October 15, 2007 to review and select the posters.

Park Playground Shade Covers

RECOMMENDATION: That the Community Services Commission receive and file the report on
Park Playground Shade Covers.
DISCUSSION: The Temecula Community Services Department oversees the operation
and maintenance of thirty six actual park sites. Included within these parks is a network of
playgrounds. We currently have fifty play areas which include fifty two separate play structures,
thirty one swing structures and numerous other apparatus. Of the fifty two play structures fifteen of
them have shade covers of some sort. We have basically two types of covers, free standing fabric
covers and structure attached fabric covers. Three structures have free standing shade covers and
twelve structures have attached covers.
The price of shade covers for playgrounds can vary greatly depending on the size and type utilized.
The estimated cost to retro fit an existing play structure with an attached fabric shade cover is
$10,000 to $15,000 depending on the size of the structure. The estimated cost to install a free
standing fabric shade structure is $20,000 to $40,000 depending on the size and height of the play
structure.
The free standing shade covers appear to provide the most consistent shade, however depending
on the time of year and angle of the sun the shaded areas change dramatically throughout the day.
