HomeMy WebLinkAbout#066 Creekside Plaza/Rainbow Plaza I TIDM �0166 &Y Cee s►�Q� dui s 11.07 Pedestrian / Patio Areas Where appropriate to the use or tenancy, Building or Parcel Owners are encouraged to provide pedestrian seating or patio areas incorporated into the Building Area. A sample plan view of the orientation and possible layout of such a patio area is set forth on Exhibit 'D-3' hereto. Such areas can be incorporated into a widened or expanded sidewalk area adjacent to the Tenancy, located in endcap areas of the Building to serve the Building Tenant(s) in general or be created between Buildings as common public areas. Restaurants and food establishments should be located either in close proximity or adjacent to any multi-tenant building pedestrian seating or patio areas. At least Two (2) or Three (3) such areas should be incorporated into the Project. Such areas should incorporate planters, pots, low walls or other 4 acceptable buffering when located near parking and circulation aisles. Consideration should also be given to including the following features into { pedestrian seating or patio areas: t • water features or public art to enhance aesthetics; e- enhanced paving treatments; k • and, trellis structures to increase shade. Patio furniture (chairs, tables, umbrella stands and poles) shall be constructed of any high quality material including metal and wood. The umbrella canopy shall be made of any high quality material other than metal. 11.08 Prohibited Exterior Elements Exterior exposed fire escapes, exposed service stairs, radio or television towers, and antennae or satellite receivers are not permitted unless screened, or located at the rear of the building and not visible from State Hi hway 79, Pechanga Parkway, or adjoining parcels. 12.0 SIGNAGE CRITERIA 12.01 GENERAL INTENT w, All signage within Rainbow Canyon shall comply with all applicable sign standards identified in Chapter 17.28 of the Temecula Development Code '- and complement the architecture of the development while projecting an attractive, cohesive image to the visitor that identifies the tenant. In addition, Chapter 17.28 of the Development Code shall be incorporated into the Land Use Plan document in its entirety. This comprehensive overall signage program for the project includes all exterior signs: identifying signs for passersby, internal directional signs, and tenant identification signs. i 12.02 Monument Signs j, I 3 A scale elevation drawing setting forth the Monument Sign treatment for a Single Tenant sign and Multi-tenant sign is shown in Exhibit 'G-1'. The y number and spacing of Monument Signs is set forth on Exhibit'A'. Signs shall be installed in the landscape zones fronting the parcel on the public right of way, but must remain out of the public right of way itself. Monument signs l should be planned integral with their supports, and feature materials derived from the building palette to be compatible with the building design. A landscaping area is required at the base of these signs. The sign base landscaping and planters are not to be measured as part of the sign for the purpose of meeting horizontal and vertical size requirements. Signs may be double-faced. The top, base, and sides of signs shall incorporate colors, materials and architectural design elements from the main building. Street addresse(es) or range(s) shall be included on all signs. All signs are to be permanent construction and.are subject to local construction codes. Signs are to be internally illuminated. Illumination is to be turned on within one hour of sunset or when parking lot lights are on, and off within one hour of tenant closing for business. 12.03 Tenant Identification Signs Building Wall'Signs are to meet the requirements of Exhibit 'G-2' attached ' hereto. All wall signs displaying the business name or trademark are to be located directly on the building. Signage is to be located on the building wall only. Tenants are allowed one (1) sign per building frontage] Signs projecting above the building parapet are not permitted. Signs should be integrated with the architecture, taking advantage of fascias and awnings. For Tenant's allowed more than one wall sign, sign area shall be limited to 80% of the allowable sign area for the second sign, 70% for the third and 60% for the fourth permitted signs. Minimum letter height shall be 8 inches (8"). In each case the initial capital letter for the Company name may be an additional 12" in height. The maximum sign depth for all signs shall not exceed eight inches (8"). Sign area may not exceed the maximums set forth in Exhibit 'G 2' and shall not exceed 75% of the building face on which the sign is located. No changeable panel signs will be permitted. Wall signs are to be internally illuminated. Neon accents are acceptable with the approval of Developer and the City of Temecula. Signs identifying the location of specialized services or operations such as 'Installation', 'Auto service', 'Customer pick-up', etc. are permitted. Such signs shall have a maximum letter height of fourteen (14) inches, shall have no internal illumination, shall be limited to a maximum of three services provided, and shall not be included in the maximum signage allowable. 12.04 Directional Signs These signs should be designed and located solely for the purpose of alleviating traffic congestion and providing the safe flow of traffic. Such signs sj I 1 Ja JI' _ n f are to contain no advertising or identification copy of any sort and are to tt33++ conform to building design and all City ordinances. 12.05 Prohibited Signage Flashing, moving, audible signs or roof top signs are not permitted. Reflective surface letters, trim, buttons, etc., are not permitted. Location of signs is not to infringe on visibility or present a hazard to or interfere with vehicular or pedestrian traffic, adjacent parcels, setbacks, and non-building areas. 13.00 LANDSCAPING The landscape design guidelines seek to achieve two major goals: • Insure a consistent and aesthetically cohesive development. • Insure that plant material selection and size reflects the City standards. These guidelines are complementary to the Temecula Development Codes and City- Wide Design Guidelines. These guidelines are flexible and illustrative. Variations must adhere to the design intent identified and must be approved by the City of Temecula Planning Department. �..� 13.01 Specific goals identified in these guidelines: • Provide a distinctive landscape setting both complementing and contrasting with surrounding land uses. • Define and facilitate both pedestrian, bike and vehicular circulation. • Allow a framework for good visibility of businesses. Development of an environment that is visually attractive and efficiently organized. E a Create a friendly pedestrian environment where appropriate. 1 Provide for thematic continuity for streetscape, parking lots and rear w slopes through consistent use of landscape materials, forms, signs and design. } 13.02 The landscape guidelines are divided into the following sections: • Master Landscape Plan Exhibit 'B' • State Highway 79 Streetscape Exhibit 'C-1' 0 • Rear Slope Landscaping Exhibit'C-2' Major Entry and Minor Entry Landscaping Exhibit 'C-3' - 12- ILI Cl ��:4.a...Ar���-♦moi ■ I !fir l E i �r EXHIBIT G OEXHIBIT G-1: Monument Signs (City Commercial Sign Standards Handbook) INTENT: The intent of these signs is to identify tenants on a single site and within shopping centers. The signs can either list a single-tenant or multiple tenants. NUMBER: One sign per 300 linear feet of street frontage is the maximum number of freestanding tenant identification (monument) signs that can be allowed. Except that a center or single commercial site outside of a center is always allowed to have at least one monument sign. For centers, at least half of the monument signs shall be single tenant identification signs; except when a center has less than 300 feet of street frontage; in that case no single-tenant signs are permitted. When a center has frontage on more than one arterial street then at least one multi-tenant sign on each street frontage is allowed. O Service station and theater signs are counted as single tenant signs in determining the maximum number of signs a center is allowed and shall comply with all the standards for a single tenant sign except the size and height requirements. (Additional information on supplemental service station signs is located on Page 16.) SIZE: Single Tenant Signs: The area of the letters and logo for each single or multi-tenant sign shall not exceed 25 square feet per face. Except that service station signs may be up to 50 square.feet in size (including the area for fuel types, prices, and the station name) and theater signs are limited to 150 square feet (including the identification of all the show and theater names). Multi-Tenant Signs: The area of the letters and logo for each single or multi-tenant sign shall not exceed 100 square feet per face. The 1 center name may be added to multi-tenant signs as long as the ` total sign letter area does not exceed 100 square feet. HEIGHT: The maximum heights for monument signs are as follows: • Six (6) feet for single tenant monument signs. ^� • Six (6) feet for service station signs. j i 1 • Fifteen (15) feet for movie theater marquee signs. • Twelve (12) feet for multi-tenant monument signs. DESIGN REQUIREMENTS FOR MONUMENT SIGNS: 1. Service station and movie theater signs are considered single- tenant signs for the center signage calculations. 2. The minimum separation distance between freestanding signs (not counting center identification signs) is: A. One Hundred and Fifty (150) feet for signs that area six feet or less in height. B. Two Hundred and Fifty (250) feet if either freestanding sign is over six feet in height. _ 3. Shall be set back at lease 5 feet from a right-of-way or property line, 17 feet from the curb face, at least 3 feet from "( buildings, and-shall be located outside the site visibility area in Section 17.06.050 (1) of the Development Code. 1 4. The height is measured from the extreme top of the sign to the '. sidewalk or curb to the top of the sign. Signs located on slopes are measured from the highest point of the sign to the highest point of slope where the sign structure meets ground. If a 1 berm is required, up to 2 feet may be added to the allowable calculated height. 'f 5. The minimum panel height is 10 inches and the minimum letter size is 5 inches. 7. The changeable portions of movie theater and gasoline price signs for service stations may use plastic backgrounds with can-type box signs. 8. Plastic panels or background are prohibited for tenant and building identification signs. The sign panels or background shall be of material commonly used in the buildings or the center. Logo boxes are not subject to this requirement. 9. Are permitted to be two sided. 10. Multi-tenant signs may advertise up to three tenants and shall use a uniform background color for all tenants. 11. All freestanding signs shall use architectural elements at the top, base and sides of the signs. 12. Sign colors should be selected to provide significant contrast between the background and the letters. O13. All freestanding signs shall include the street address or range 1 for the businesses or centers. The area of the address is not 1 counted in the total permitted sign area. 44 14. The landscaping around monument signs shall include flowering perennials, annual plants, or other plants that provide additional color. One Hundred square feet for single tenant signs and Two Hundred square feet for multiple tenant signs. 15. If internally illuminated, only the lettering and logos shall ll appear lighted. 16. Only single-tenant signs may be externally illuminated. A. !Mkimum number of signs shall be 1 per frontage for each tenant. B. Maximum area of signs shall be 1 square foot of sign area for each sign per lineal foot of building frontage. C. Buildings identification signs are only permitted if no tenant identification signs are placed on the building. §17.28.250 WALL MOUNTED SIGNS FOR BUILDINGS WITH 3 STORIES OR MORE IN COMMERCIAL DISTRICTS B. Standards for Permanent Wall Mounted Signs for Buildings with Two (2) 1 Stories or Less 1. Location a. Wall signs shall not be located on windows or doors. 2. Number 1 a. For multi-tenant buildings, only the major tenant within the suite is permitted to have a wall sign. Sub-leasing tenants are not permitted to have wall signs. b. Maximum of four signs per business shall be allowed including all wall mounted business identification signs, freestanding signs, 1 and freeway signs (if any permitted). However, businesses with freestanding freeway signs shall only be permitted a maximum of three signs, or four signs as permitted by Section 17.28.210 A.1.(a). I 3. Area a. For businesses with more than one permitted wall mounted sign, the second sign shall not exceed 80%, third 70%, and fourth 60% of the maximum allowable area for the corresponding frontages. This standard shall not apply to a permitted wall mounted freeway oriented signs. b. Wall signs shall not cover more than 75% of the surface of the building face that the sign is located on excluding window and door areas. This provision shall not apply to primary tenant signs. c. WWsigns shall not extend more than 75% of the suite length for multi=tenant buildings or building frontage for single-tenant buildingg. This provision shall not apply to primary tenant signs. 4. Letter Height Minimum letter height shall be 8 inches (8"). For wall signs in two lines /or more, the second line may have a minimum letter height of 6 inches (6") 5. Design a. A diversity of letter types and colors shall be encouraged for wall signs within centers to create interest. b. The use of graphics consistent with the nature of the product to be advertised shall is encouraged, i.e., hammer symbol for a hardware store, mortar and pestle for a drug store. c. Sign colors shall be selected that provide a significant contrast between the background colors and the letters. t 6. Illumination ". l a. Internal illumination for wall signs is acceptable in the following ff forms: 1. Internally illuminated channel letters; 2. Internally illuminated reverse channel letters; or 3. Exposed neon if used in channel letters with transparent face or no face with the inside of channel lettering colored the same color as the neon; 4. Other exposed neon applications b. External illumination is not permitted unless approved through a sign program. ! 2 i C.
