INTRODUCTION
In accordance with your request, the compacted fill on the subject site has been tested for
compliance with applicable County specifications. The work was authorized by Mr. Cecil Stralow
and included:
1. CDbserving the clearing and stripping,
2. CDbserving the necessary keyways,
3. CDbserving and testing the compacted fill,
4. Performing a laboratory Maximum Dry Density test on representative materials, and
5. Preparing this report presenting the findings, conclusions and recommendations.

SITE LOCATION AND DESCRIPTION
The approximately 2.5-acre site is located on EI Lucero Place in the southwestern Riverside
County. The access to the site is by way of EI Lucero Place. The general terrain of the site is rolling
hills covered with natural vegetation.
FINDINGS
Proposed Development
The subject site is being graded approximately 40,000 square foot to create a residential pad with
attached garage and an approximately 9,000 square foot tennis court pad on the lower level.
Document Review
The grading plan prepared by Lakeshore Engineering was reviewed prior to the grading operation.
This grading plan was used for the basis of the grading operation. The plan indicated that the
driveway access to the pad is from EI Lucero Place. The residential pad is a transition pad.
The estimated earthwork quantities are: 5000 cubic yards of excavation and 5000 cubic yards of
embankment. The maximum cut slope height is approximately 27 feet and the maximum fill slope
height-is approximately 30 feet.
Gradino and Earthwork Operations
Earthwork Contractor 1 Equipment Used -
The earthwork was performed by One-Tractor-Doze-It-AII. The equipment used was a John Deer
8-50 and a Caterpillar D4, with moisture provided by a fire hose.
- Dates of Earthwork ObservationlTesting -
Grading commenced on December 14th and continued through December 28, 1999. Part-time
observation/testing was performed during the keyway excavations and fill placement.

Stripping and Clearing -
The vegetation was relatively sparse and was removed from the area to receive fill.
Keyway -
Keyways, approximately 15 feet wide and dipping into the natural slope at approximately 5 percent,
were excavated along the toes of the fill slopes. The bottom of all keyways were inspected by the
field ,technician and approved as being competent, prior to the placement of the fill materials.
Benching -
In order to construct the fill slope for the pad, the materials were benched minimum of 4 feet into the
existing native material.
Fill Placement -
The fill materials were obtained from the cut areas of the project. The compacted soils consisted of
decomposed granite and were placed in lifts of 6 to 8 inches in uncompacted thickness, moistened
and compacted to a minimum of 90 percent relative compaction. All fill material was less than 12
inches in diameter.
The maximum fill slope height (toe to top elevation) is 30 feet on the easterly side of the pad. All
slopes. were graded to a ratio of approximately 2: 1 (horizontal to vertical).
Cut Excavations -
A maximum depth of approximately 5 feet of material was excavated from the proposed residential
pad area.
Over-Excavation -
All house and garage sits on the cut area; therefore, no over-excavation was recommended.
Compaction Testing & Results -
A total of 25 tests were performed in accordance with ASTM 1556-90 (Sand Cone Test Method).
The unweighted average relative compaction of the passing tests is 91 percent with an average
moisture content of 9.5 percent. The test locations are shown on the Test Location Plan and the
results are summarized below.

Test Location Plan -
The basis of the test location plan is Plate 1 of the As-Built Grading Plan prepared by Lakeshore
Engineering. The changes made during the grading operation and pad dimensions are presented
on this plan.
Laboratory Testinq and Results

Erosion Control
In the event of adverse weather conditions, measures should be taken to minimize erosion damage,
Should damage occur (Le" gullies, washed out slope, erosion scars, etc.), please contact this firm,
or a: Registered Geotechnical Engineer, to inspect and recommend corrective measures towards
mitigating any problems, The fill slopes should be planted as quickly as possible with appropriate
vegetation as indicated on the Grading Plan or as recommended by a landscape architect. Any
irrigation system should be adequately constructed and placed to prevent possible washouts due to
line, breakage.

CONCLUSIONS AND RECOMMENDATIONS
Conclusions
1, The area to be graded was properly stripped prior to the placement of the fill materials,
2. The vegetation was removed from the fill area and was not used in the fill materials,
3, The fills have been compacted to a minimum relative compaction of 90 percent based on ASTM
D1157 -91.
4, Keyways, approximately 15 feet wide and dipping into the natural slope at approximately 5
percent, were excavated along the toes of the fill slopes.
5. The compacted fill materials were decomposed granite,
6, The maximum fill height is approximately 30 feet in vertical dimension at a slope ratio of 2: 1,
7. The maximum cut height is approximately 27 feet in vertical dimension at a slope ratio of 2: 1,
8. A fill slope was benched to a minimum of 4 feet into native soil.
9. All house and garage sits on the cut area; therefore, no over-excavation is recommended,
10.A total of 25 quality assurance tests were performed by the Sand Cone Method (ASTM D1556-
90).
11, The limits of fill certification for this report are as shown on Plate 1.
Recommendations
1, All ,footings for single story construction shall be a minimum of 12 inches in width and 12 inches
in depth, measured below the lowest adjacent compacted of firm grade. For two-story
construction, the footings shall be a minimum of 15 inches in width and 18 inches in depth,
2, All footings shall incorporate a minimum of one No, 4 bar running continuously through the
footings, The bars shall be lapped a minimum of 30 bar diameters and shall be placed
approximately 3 inches from the bottom.
3. Slab-on-grade concrete construction should be 4 inches nominal thickness (3 Y, inches
minimum thickness) and should incorporate 6 x 6 No. 10/No, 10 WWF or No, 3 rebar placed 30
inches on center. All steel shall be properly tied and placed on 1 Y, inch blocks, "Pulling" of the
mesh during placement of the concrete shall not be permitted,

4. Where moisture-sensitive floor coverings are proposed, a moisture barrier, such as 6 mil
Visqueen should be used. This membrane should be protected with a minimum of 1 inch of sand
placed above and below.
5. ~II footings shall :be extended to a depth sufficient to provide a minimum separation from the
bottom of the footings to the daylight in any adjacent slope in accordance with UBC Standards.
6. Compaction tests should be performed on backfill material placed in trenches 12 inches wide or
greater following installation of the utility (except leach line) lines.
7, Cut slopes are to be protected from erosion by placement of adequate brow ditches.
8, All fill slopes should be landscaped and planted as soon after grading as feasible,
9. Erosion Control should be provided in conformance with UBC.
10. Grading observation and earth materials testing shall be performed by a Registered Soils
. additional grading done on the subject site.
