MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING November 15, 2007 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, November 15, 2007 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park Drive, Temecula, California. Director of Planning Debbie Ubnoske presiding. Also present were: Associate Planner Cheryl Kitzerow, Assistant Planner Katie LeComte, Senior Planner Stuart Fisk. Special Projects Engineer Annie Bostre-Le and Minute Clerk Kathy Simpkins. Item No.1: Planninq Application No. PA06-0245 A Tentative Parcel Map to subdivide a 5.5 acre parcel into two lots, each with a minimum lot size of 2.5 net acres located at 30876 Lolita Road. Director of Planning Ubnoske convened the meeting at 1 :30 p.m. Assistant Planner LeComte presented an overview of the project and staff recommendations. The project is a Tentative Parcel Map request to subdivide a 5.5 acre parcel into two lots, each with a minimum lot size of 2.5 acres. The property is located at 30876 Lolita Road. The project is consistent with the Temecula Sub Division Ordinance and meets all applicable Development Code requirements. There is currently one single family residence existing on lot 1 and a portion of lot 2 is vacant. Staff has determined that the vacant lot is adequately configured for the placement of buildings. Lot 1 will take site access off 20 foot driveway off Lolita Road. Lot 2 will take access off Santiago Road which is currently unpaved and unimproved. The Department of Public Works has conditioned to require that it be appropriate half width street improvements, paving, drainage facilities, and utilities to ensure adequate access and circulation to the new parcel. Staff has completed an Initial Study for the project and pursuant to CEQA requirements staff has determined that the project as proposed revised or mitigated will not have a significant impact on the environment. Assistant Planner LeComte stated that before approval of the project there are some revisions to the Conditions of Approval that need to be made: Condition # 10 should be removed from the General Conditions and relocate to Prior to Issue of Grading Permits. Additionally the language shall be amended to read "The exact terms and conditions shall be negotiated before issuance of any permitE: grading permits for the project. Condition # 14 deleted Condition # 15 should be revised to state "If the proposed project incorporates the design features and measures related to drainage, toxics, lighting, noise, invasive plants, barriers, and grading/land development, as discussed in the MSHCP consistency report dated May 8, 2006, they shall be consistent with section 6.1.4 of the MSHCP pertaining to UrbanIWildlands Interface." Assistant Planner LeComte stated additionally Public Works conditions # 26 - 40 should be moved from the General Requirements to the Prior to Recordation of Final Map R:\DIRHEAR\MINUTES\2007\11-15-07 minutes.doc . . l Assistant Planner LeComte requested approval of project subject to the changes made in the Conditions of Approval. Applicant Fred Connary 30876 Lolita Road, Temecula, stated he had read the Conditions of Approval and was in agreement. Applicant had questions regarding Assessment District fees. Special Projects Engineer Bostre-Le stated in a parcel split each parcel must pay individual fees. Planning Director Ubnoske cited that there were no other speakers in support or opposition of the project and approved Planning Application No. PA06-0245 subject to the Final Conditions of Approval. Item No.2: Planninq Application No. PA07-0251. a Minor Conditional Use Permit to allow for the sale of alcohollTvpe 47. on sale qeneral-restaurantl Associate Planner Kitzerow presented an overview of the project and staff recommendations. The project is a Minor Conditional Use Permit to allow for the sale of beer, wine and distilled sprits in an existing building for the Melting Pot restaurant. Staff has verified through Alcohol Beverage Control that the census tract the site is located in is not over concentrated. The project is consistent with Development Code requirements and is consistent with the General Plan. Staff is filing Notice of Exemption based on CEQA section 15301. Staff is recommending approval of project. Applicant Velma Bandy, 39738 Winchester Road #F Temecula, has reviewed Conditions of Approval and is in agreement. Planning Director Ubnoske cited that there were no additional speakers in support or opposition of the project and approved Planning Application No. PA07-0251 subject to the Final Conditions of Approval.
