The Old Town Temecula Local Review Board convened in a regular meeting at 9:04 a.m., on
Monday, October 8, 2007, in the Main Conference Room, of Temecula City Hall, 43200
Business Park Drive, Temecula, California.

MOTION: Board Member Blair moved to approve the Consent Calendar. Board Member
Williams seconded the motion and voice vote reflected approval with the exception of Board
Member Eden who was absent.
2 Appointment of Vice Chairman.
Board Member Williams volunteered to serve as Vice-Chairman until June 2008.
MOTION: Board Member Blair move to approve that Board Member Williams serve as Vice-

By way of PowerPoint Presentation (per staff report), Associate Planner Schuma highlighted on
the following:

In response to the Board's queries, Associate Planner Schuma noted that the bus ticket sales
office will remain at the current location, and that there would be enough existing room to
provide for a two-way traffic right-of-way.
At this time, the public hearing was opened.
Mr. Ed Dool, owner of the Temecula Stage Stop, explained how the mural came to fruition as
well explained the ingress and egress of RTAs route.
Mr. Walt Allen, applicant, spoke in favor of the proposed project; advised that the south wall of
the mural in the Old Town Center was built on Mr. Dool's property; noted that children visiting
the center will still be able to see the mural from the parking lot; relayed that it has not yet been
determined when the phases will be started or completed; and advised that he would be
available for any questions.
Director of Planning Ubnoske noted that it would not be the City's intent to close Sixth Street.
At this time, the public hearing was closed.
MOTION: Board Member Blair moved to approve staff recommendation. Board Member
Harker seconded the motion and voice vote reflected approval with the exception for Board
Member Eden was absent.
DIRECTOR OF PLANNING REPORT
Principal Planner Richardson updated the Board regarding the massing study in Old Town, and
that a full report will be brought to the Old Town Local Review Board for review and discussion
as well as the discussion to the amendment of the Specific Plan.

Management Analyst Watson introduced himself to the Old Local Review Board.
CODE ENFORCEMENT REPORT
A Code Enforcement report was distributed to the Old Town Local Review Board per agenda
packet.
BOARD MEMBER REPORT
Board'Member Moore expressed concern with a fence behind the Shire Building and a trailer
parked behind the fence that may not have a permit to be parked in this area.
For Board Member Harker, Director of Planning Ubnoske noted that it would be her opinion that
there has not been an application for Butterfield Square.
In response to Board Member Blair's queries, Development Processing Coordinator Noland
noted that he would not know the status of any future development of the property.
With respect to the aesthetics of the Mad Madeline restaurant, Director of Planning Ubnoske
stated that she will explore Board Member Blair's concern.
In response to Board Member Blair, Management Analyst Watson noted that law firms have
applied for leasing opportunities at the Burke Building and that with respect to the Penny Dome
building, it would currently have no vacancy.
For the Board, Director of Planning Ubnoske stated that it would be her opinion that the owner
of the Shire Building would not be in violation of any unapproved development, but advised that
if there were in any violation, he would be visited by a Code Enforcement Officer.

BACKGROUND
Staff sent a letter dated October 5, 2005 to inform Mr. Baily that building permits are required for
all of the signage that has been installed on the building fac;:ade. Additionally, the letter informed
the applicant that because the signage on the building is for two separate businesses a
Comprehensive Sign Program is required.
On July 31, 2006, Mr. Baily submitted a Comprehensive Sign Program application for Baily's
Fine Dining and Front Street Bar and Grill. Staff received the final version of the Sign Program
on September 20, 2007. All of staffs previous comments and requests had been addressed,
and the project was ready to be heard before the Old Town Local Review Board.
PROJECT DESCRIPTION
The applicant is proposing a Comprehensive Sign Program for the Baily's Restaurant Building.
The proposed signage includes parapet signage, (which encompass one sided parapet wall
signs, and individually cut metal lettering), projecting signs, awning signs, menu boards for
each of the restaurants, and address sign age requirements. The Sign Program criterion also
defines the allowable signage area per building frontage, allowable signage types, fonts, colors
and materials, sign location and placement, size and type of illumination.
ANALYSIS
Staff has worked with the applicant to ensure that the Comprehensive Sign Program proposal
for Baily's Restaurant will maintain consistency with the Old Town Specific Plan signage
requirements and Design Guidelines.
The Old Town Specific Plan sets maximum signage area criteria for signs placed on buildings
in Old Town. The Old Town Specific Plan allows for 1.5 square feet of sign age per linear foot
of building frontage for the primary frontage and .5 square feet of signage per linear foot of
secondary building frontage. For the purposes of this Sign Program, 127.5 square feet of
combined signage is permitted on Second Street and 75 square feet of combined sign area will
be permitted on Old Town Front Street. The signage area of the parapet signs (wall and metal
cut-out letters), projecting signs, and awning signs have been combined and the total sign area
does not exceed the total allowable sign area for the building frontage. The menu board signs
and building address do not count toward the allowable signage area.
The proposed sign materials, fonts and color palette are consistent with the Old Town Specific
Plan design guidelines and architectural compatibility requirements. The existing wall signs
and projecting signs are made out of kiln -dried, heavily textured wood. The proposed menu
board signs will also be constructed out of kiln-dried, heavily textured wood and will be carved
or sandblasted. The allowable font type is Times New Roman Small Caps. The existing cut-
out letters are made of a durable metal material, to be painted white and constructed in all cap
Algerian Font. The color palette is consistent with the Sherwin Williams Preservation palette
and allows for any combination of Rookwood Red, Classical White, Rookwood Antique and
Black. The sign lettering is to be hand-painted or gold leafed. All signage is permitted to be
illuminated with gooseneck or bracket mounted lighting, and internal illumination is not
permitted.
Staff has ensured that the signage is consistent with the architectural style of the building, and
compatible with the surrounding area. The allowable signage sizes are in proportion with the
building fac;:ade. The sign envelopes have been shown on the elevations to depict the

allowable locations of the signs. The projecting signs, menu signs and awnings are the most
visible to pedestrians, and staff has ensured that the size and locations of these signs
contribute to the pedestrian experience in Old Town. The wall signs and metal cut-out letters
placed on the building's parapet allow for visibility from the street, and are intended to provide
business identification to passing motorists and pedestrians approaching the building from afar.
RECOMMENDATION
Staff has determined that the proposed Sign Program Criteria is consistent with the signage
requirements and design guidelines in the Old Town Specific Plan, that the signage will
compliment the building architecture, and the colors and materials will further enhance the
building fa9ade. Staff is requesting that the Old Town Local Review Board review. provide
comments, and recommend approval for this project.

Purpose
This sign program has been prepared for the purpose of establishing and maintaining high standards of aesthetics
and quality signage on the existing restaurant building and potential future development on the property. The pro-
gram is intended to document the style and flavor favored by the Owners of the building.
Responsibilities & Enforcement
. All signs shall be maintained in good condition. Deteriorating signs shall be subject to removal.
. Signs shall have all manufacturers' labels removed from view unless prohibited by some applicable code.
. No internally lit, flashing, exposed lamp, audible, or animated signs shall be pennitted. No visible conduits
or control devices are allowed.
. Any resultant damage to the building surface from sign removal will be repaired.
. If this comprehensive sign program does not address a particular situation. the Director of Planning shall be
consulted for interpretation or clarification. 10
. Written approval of the signage is required by the building owner/property manager and a pennit is required
by the City of Temecula before fabrication and installation. The owner has the specific right to refuse ap-
proval of any sign which does not confonn to the specific criteria set forth herein, or any design not in har-
mony with design standards of the building. To secure owner approval. please submit three copies of the
design drawing to the owner or owner's agent. The elevation drawing if the sign must include the following
infonnation: The type. style, color, and size of allletteringllogos, the location of the sign in relation to the
store frontage, colors, materials, and finishes, the method in which the sign shall be attached to the wall and
the method of illumination and electrical connection. 11
. All signs shall have the proper pennitting from the City of Temecula as required by the Temecula Municipal
Code prior to installation. Signs under 12 square feet may be administratively approved. Signs larger that
12 square feet shall require review and approval by the Old Town Local Review Board.12

Code Enforcement Actions in Old Town
1. Property located at 41852 Main Street, Escallier House. Property vacated. House and
barn locked and secured. Code Enforcement to monitor this location.
2. Sixth Street Parking Lot. No report received from Gail Cunningham.
3. 28699 Old Town Front Street, Bailey's Restaurant. Signs installed without permit,
structures installed without permit, electrical installed without permit. NOV issued on
April 1, 2007. Chris Bailey met with City staff on June, 6, 2007.
4. 41884 5th Street. Back yard shed used as living quarters by two tenants. Garage
converted and used a rental. NOV issued July 1, 2007. Garage Conversion removed
December 1, 2007.
5. 41971 Main Street, Arriba Grill. Signs installed without Building and Safety final. Verbal
warning on November 26,2007. Signs finaled. Closed.
6. 41964 Main Street. Noise complaint regarding soil remediation from former gas station.
CEO unable to verify noise decibal reading as of December 3,2007.
Repeat Offenders in Old Town
These establishments will receive a citation instead of another verbal warning the next time a
banner/sign is displayed without a permit. The first offense is $50.00, the second offense
$150.00, and the third offense is $250.00.
