(petra) during rough-grading operations performed within portions of Parcel Map 23496, which is located west ofYnez Road, north of Rancho California Road in the City of Temecula, California Conclusions and recommendations pertaining to the suitability of the grading for the proposed construction are provided herein, as well as preliminary foundation-design recommendations for specific parcels based on as-graded soil conditions. The purpose of this phase of rough grading was to construct eight sheet-graded pads (Parcels 7,10,12,13, B [east], B [west] and portions of 8 and 14) and associated streets for future commercial development. Parcels 4 through 6 and A were previously rough-graded under the observation and testing of SoilTech in 1991 and are not included within this report of rough grading. Parcels 9, 15 and 16 lie within the Empire Creek Channel and are not considered part of the subject site. . The grading pertaining to this report was initially performed from June 1999 through October 1999. This initial phase of grading included the remedial grading, major cuts and placement of the majority of fill. The remedial grading entailed limited overexcavation of alluvium within the southwest portion of the site (south of the fault zone which transects the property), as well as removal of unsuitable fill, colluvium and PETRA GEOTECHNICAL, INC. 41640 Corning Place . At that time, pad elevations were brought to within a few feet of finish grade. Significant erosional damage subsequently occurred witIlln the site during the winter of 1999/2000 and a cast-in-place storm drain was installed within the site in May 2001. The final phase of grading was performed in September and October 2001 and consisted of minor cuts and fills to achieve finish grades and repair erosion damage. REGULATORY COMPLIANCE Removal andrecompaction of low density surface soils, processing of the exposed bottom surfaces, cutting soils to grade or placement of compacted fill under the purview of this report have been completed under periodic observation and with selective testing by Petra. The earthwork was performed in general accordance with the grading code of the City of Temecula. ENGINEERING GEOLOGY General Geologic conditions exposed during the process of both phases of grading were periodically observed and mapped by Petra's geologic staff. Presented below is a summary of the geologic conditions encountered during both phases of grading. The locations of the various earth materials are indicated on the attached Plates 1 through 3. Earth Units . . Compacted Fill (map symbol afc) - Compacted fill placed during both phases of . grading generally consisted of silty sands which were both derived from onsite cuts and imported to the site. The material was placed at or slightly above optimum ;, ttA ~ e . NORTH PLAZA, LLC PM 23496/Temecula November 8, 2002 J.N. 546-98 Page 3 moisture conditions and was compacted to a minimum relative density of 90 percent. Fill depths range from 1 to 34 feet within the subject site. . . Alluvium and Pond D~osits (m<w symbol Qal) - Alluvial deposits consisting of lacustrine, marsh and overbank deposits were exposed within the southwestern portion of the site during grading. The deposits consisted of horizontally bedded silty and clean sands with compressible clays and peat. The majority of the peat deposits were observed in the southeastern portion of the site where a drainage intersected Ynez Road. Overexcavations within the alluvium were generally extended to the groundwater table with depths ranging from 10 to 12 feet. These materials were not removed in their entirety and the approximate limits of remaining alluvium are identified on the enclosed geologic maps (Plates 1 through 3). . Pauba Formation (map symbol Qps) - Pauba Formation sandstones and siltstones were exposed in the northeastern portion of the site. The rock consisted of thick light yellow, well-graded sandstone beds and thin yellowish olive micaceous siltstone beds. The bedding trended northwest and dipped generally less than 10 degrees to the northeast. The Pauba bedrock was generally moist and medium dense to dense. The upper 2 to 3 feet of the bedrock was weathered and less dense and was therefore removed. Groundwater Groundwater was encountered during grading in the low-lying southwest portion of the project at depths of approximately 10 to 12 feet below the natural-ground surface. Faultin~ The eastern portion of the subject site is located within an Alquist-Priolo Fault Hazard Rupture Zone along the Wildomar fault (Petra, 2001). The northwest-trending fault, located at the natural break in topography, was exposed during grading operations. The fault was geologically mapped and surveyed. The surveyed location of the fault and the associated building-setback zone are noted on the enclosed geologic maps (Plates 1 through 3). In addition to the active splays of the Wildomar fault, two intra- Pauba faults were mapped in the western pad of Parcel B. These faults were '\ r& ~ . e NORTH PLAZA, LLC PM 23496/Temecula November 8, 2002 J.N. 546-98 Page 4 determined to be intra-Pauba tectonic features, unrelated to the Wildomar fault. Accordingly they are deemed to be inactive and do not warrant the establishment of building setback zones (Petra, 1999a) SUMMARY OF EARTHWORK OBSERVATIONS AND DENSITY TESTING Site Clearing and Grubbing Prior to grading, heavy grasses, brush, shrubs and all trash, debris and similar unsuitable materials were removed from the site. The site had been re-brushed prior to the second phase of grading. Ground Preparation . Areas North of Fault - During the fIrst phase of grading, deposits oflow-density native soils (fIll, topsoil, alluvium and weathered bedrock) were removed to competent Pauba Formation bedrock in the northeastern portion of the site. Prior to placing fill, the exposed bottom surfaces were scarified to depths of 6 to 8 inches, watered as necessary to achieve at or slightly above optimum moisture conditions, then recompacted in-place. Field density test results indicate a . minimum relative compaction of 90 percent. . Areas South of Fault - In the southwestern portion of the site the alluvium was removed to within approximately 2 feet of the groundwater level. The removals varied from 10 to 12 feet below original grades in alluvial areas which resulted in compressible soils remaining in-place beneath the compacted fill in the southwestern portion of the site. Because of the saturated and unstable nature of the exposed removal bottom, select granular materials were initially placed in sufficient thickness to bridge the unstable material and create a firm base to permit the placement and compaction of additional fill. Fill Slope Construction , Fill slopes were constructed at a maximum slope ratio of2:1 (horizontal:vertical [h:v]) and a maximum height of 18 feet. Fill slopes throughout the site were constructed by -- :::> :& ~ , . . NORTH PLAZA, LLC PM 23496ITemecula November 8, 2002 J.N. 546-98 Page 5 the excavation and placement of onsite or imported earth materials. Where appropriate, fill keys were excavated at the base of fill slopes. The keys were a minimum of 15 feet wide and 2 feet deep and extended along the length of the slope in accordance with the Standard Grading Specifications provided by Petra in previous reports (see References). Areas of localized erosion damage along previously graded slopes in the vicinity of Parcels B and 7, as well as other minor erosional damage, were repaired during the final phase of grading. Slope-repair fills were keyed-in at the toes and density tests were taken as the fill materials were placed. Cut Slopes Cut slopes were constructed at a maximum slope ratio of 2: 1 (h:v) and a maximum height of 25 feet. The cut slopes exposed interbedded, well-graded sandstones and siltstones which dipped less than 10 degrees to the northeast. While surficial erosion of the cut slopes is a concern if they are not vegetated promptly, they are considered grossly and surficially stable. FiIJl Placement and Testing Fill materials placed within the site consisted of materials derived from onsite soils and imported materials. The fill soils were placed in lifts restricted to approximately 6 to 8 inches in maximum thickness, watered as necessary to achieve near-optimum moisture conditions and then compacted in place. The results of field density testing indicate a minimum relative compaction of 90 percent. Compaction was achieved by wheel rolling with 824 rubber-tired dozers and with loaded earthrnovers (scrapers). Field density and moisture content tests were performed in accordance with nuclear- gauge test methods (ASTM D2922 and D3017). In addition to testing with a nuclear (., tl1 ~ e . , NORTH PLAZA, LLC PM 23496/Temecula November 8, 2002 J.N.546-98 Page 6 gauge, a portion of the tests were performed with a 6-inch sandcone, in accordance with ASTM 01556. Density tests taken during the first phase of grading are indicted with a number (19, 19A for retest). Density tests taken during the final phase are preceded by an "A" (AI, AZ, etc.). Test results are presented in the attached Table I for the first phase of grading and Table IT for the final phase of grading and approximate field density test locations are shown on the enclosed geotechnical maps with density test locations (plates 1 through 3). Density tests 214 through 216 were taken within exploratory test pits in an existing dike. Compaction in the dike soils was proven substandard by the density testing; therefore, the dike was removed and was never reconstructed. Density tests 572 through 577 within Parcels B and eight failed to meet minimum compaction standards on October 5, 1999. It was determined that the fill was placed on top of a temporary stockpile. Consequently, the fill and stockpile were removed, which resulted in significantly lower elevations of the density tests taken in the replaced and retested fills on October 6, 2001 (Tests 580 through 587). Cast-in-Place Storm-Drain Backfill Cast-in-place storm-drain pipe was installed in May and June 2001. Prior to the installation of the pipe, the saturated soils within the cast-in-place excavation were removed and the soils exposed in the excavation bottom were tested to verify the pre- existing fill materials met or exceeded 90 percent relative compaction. After cast-in- place construction, the trenches were backfilled with onsite soils. Backfill materials were watered or air-dried as necessary to achieve optimum or near-optimum moisture conditions prior and/or during placement. The materials were then compacted in 12:1:- inch thick lifts with either a pneumatic tamper or a compacting wheel connected to a backhoe. Field density test results indicated a minimum relative compaction of 90 percent. Trench depths varied from 5 to 18 feet. Storm-drain backfill tests are annotated with an "SD" preceding the test number. Locations of storm-drain density tests are identified on Plates 1 through 3 and test results are provided in Table 1Il and IV. LABORATORY TESTING Maximum Dry Densitv The maximum dry density and optimum moisture content of the soil materials encountered were determined in Petra's laboratory in accordance with ASTM Test Method D1557. Pertinent test values are summarized in Appendix A. Expansion Index Tests Expansion index tests were performed on representative samples of soil materials existing at fInish-pad grade within the subject pads. These tests were performed in accordance with ASTM Test Method D4829 and the soils classifIed in accordance with 1997 Uniform Building Code (UBC) Table 18-I-B. Test results are summarized in Appendix A. Soluble Sulfate Analyses Soluble sulfate analyses were also performed on representative samples of soil and bedrock materials existing at finish-pad grade within the subj ect pads. These tests were performed in accordance with California Test Method No. 417. Test results are included in Appendix A. Chloride. Resistivity and pH Analysis Selected soil samples were also tested for chloride content, resistivity and pH. These chemical tests are utilized to evaluate the potential for chemical attack to concrete and e, ttJ ~ e . .1 NORTH PLAZA, LLC PM 23496/Temecula November 8, 2002 J.N.546-98 Page 8 concrete reinforcement, as well as buried ferrous metals. The tests results are summarized in Appendix A. CONCLUSIONS Based on Petra's observations and field density testing during rough grading, the pads underlain by or exposing bedrock in the northeast portion of the site (i.e., north of the fault setback) are considered generally suitable. for construction of commercial buildings and associated improvements. Pads in the southwest portion of the site (i.e., south of the fault setback) are not suitable for construction at this time due to the presence of compressible soils beneath the compacted fill. All parcels will require a final geotechnical investigation to determine the suitability of the individual site for the specific proposed development and provide building-specific foundation design recommendations and settlement mitigation measures, as needed. Alquist-Priolo Earthquake Fault Hazard Zone Portions of the site are located within an Alquist-Priolo Earthquake Fault Hazard Zone (AP Zone). The presence of the AP Zone mandates specific future investigations for site-specific fault hazard location and identification, outside of those recommended by Petra Petra can provide the details of the required investigation, as necessary, based on the proposed development. Buildinl: Setback from Fault A50-foot wide building setback zone is recommended on both sides of the Wildomar fault, which transects the site in a northwest-southeast direction. The location of the building-setback zone is noted on the enclosed geotechnical maps (plates 1 through 3). q ~ ~ . . Parcel B (Eastern Pad) - The eastern pad of Parcel B is underlain entirely by Pauba Formation bedrock. Neither the Wildomar fault nor the associated building-setback zone encroach into this pad. This pad is bounded on the east by an ascending 2: 1 (h:v) onsite fill-over-cut slope with a maximum height of approximately 22 feet. This slope exposes Pauba Formation bedrock and compacted fill placed by others. The pad is bounded on the north by an on-site ascending 2:1 (h:v) cut slope, attaining a maximum height of approximately 17 feet, exposing Pauba Formation bedrock. . Parcel B (Western Pad) - The western pad of parcel B is underlain by compacted fill over compressible alluvium in the southwest comer, compacted fill of variable .thickness over bedrock in the central portion of the pad and bedrock in the northeastern portion of the pad. A cuUfill transition condition exists in the east central portion of the pad, running roughly north-south. The Wildomar fault transects the western pad in a northwest-southeast direction with a corresponding building setback zone. In addition to the Wildomar fault, two faults were mapped in the easternmost portion of the pad, as noted on the geologic map (plate 1). These two faults were determined to be intra-Pauba tectonic features, unrelated to the Wildomar fault. Accordingly they are deemed to be inactive and do not warrant the establishment of building-setback zones (Petra 1999a). The western pad is bounded on the north by an ascending 2: 1 (h:v) onsite cut slope attaining a maximum height of approximately 24 feet. This slope exposes Pauba Formation bedrock; however limited erosional damage was repaired in the most recent phase of grading. The parcel is bounded on the west by an onsite descending 2: 1 (h:v) fill slope, attaining a maximum height of approximately 20 feet. . Parcel 7 - Parcel 7 is underlain by compacted fill of variable thickness over Pauba Formation bedrock. The Wildomar fault intercepts the southwest corner of the parcel, thereby extending the building setback zone into the southwestern corner of the parcel. The compacted fill is a thin cap over the underlying bedrock in the northeast corner of the parcel, essentially creating a cuUfill transition across portions of the northern end of the site. Parcel 7 is bounded on the west by a 2:1 (h:v) off site fill slope which attains a maximum height of approximately 13 feet. . Parcel 8 - The northeast corner of Parcel 8 is underlain by compacted fill of variable thickness over Pauba Formation bedrock. The Wildomar fault transects the northern end of the parcel in a northwest-southeast direction with a corresponding building-setback zone. To the southwest of the fault the parcel is underlain by compacted fill over compressible alluvium, including peat deposits, in an area lying \0 ~ ~ e e NORTH PLAZA, LLC PM 23496/Temecula November 8, 2002 J.N. 546-98 Page 10 parallel to the fault, extending westerly to an existing embankment fill. This off site fill, which occupies the southwest corner of the parcel, was placed for construction of the levee which bounds the flood-control channel to the south. The condition of the levee fill is unknown and the fill was likely placed directly over compressible alluvium with little or no remedial grading. Parcel 7 is bounded on the west by a 2:1 (h:v) offsite fill slope which attains a maximum height of approximately 10 feet. . Parcell 0 - The majority of Parcel 10 is underlain by compacted fill of variable thickness over Pauba Formation bedrock. The compacted fill is generally a thin cap over the underlying bedrock with isolated areas of deeper fill in the south-central portion adjacent to the fault trace. As a result, cut/fill transitions may exist in this area. The Wi1domar fault transects the southwestern side of the parcel along the parcel boundary in a northwest-southeast direction with a corresponding building- setback zone. To the southwest of the fault zone, the parcel is underlain by compacted fill over compressible alluvium. Parcel 10 is bounded on the east by an ascending 2: 1 (h:v) onsite cut slope attaining a maximum height of approximately 24 feet. This slope exposes Pauba Formation bedrock and transitions to a fill slope adj acent to Parcel 7. The parcel is bounded on the north by an onsite ascending 2: 1 (h:v) fill-over-cut slope, which attains a maximum height of approximately 22 feet. The slope exposes Pauba Formation bedrock capped with compacted fill. . Parcel 12 - The majority of the parcel is underlain by compacted fill over compressible alluvium. The Wildomar fault transects the northeast comer of the parcel in a northwest-southeast direction with a corresponding building setback zone. To the northeast of the fault trace, the pad is underlain by compacted fill of variable thickness over Pauba formation bedrock. The parcel is bounded on the west by an onsite descending 2:1 (h:v) fill slope, attaining a maximum height of approximately 11 feet. A drainage channel separates Parcels 12 and 13 with a maximum height descending fill slope of 10 feet. . Parcel 13 - Parcel 13 is underlain entirely by compacted fill over compressible alluvium. Neither the Wildomar fault nor the associated building-setback zone encroach into this pad. A drainage channel separates Parcels 12 and 13 with a maximum height descending fill slope of 10 feet. . Parcel 14 - Only the northern portion (roughly one-third) of Parcel 14 was graded as it pertains to this report. The entire portion, within the limits of this report, is underlain by compacted fill over compressible alluvium with previously identified peat deposits in the southeastern corner of the site. Parcel 14 is bounded on the east \\ th ~ e . , NORTH PLAZA, LLC PM 23496/Temecula November 8, 2002 J.N. 546-98 Page 11 by a 2: 1 (h:v) onsite fill slope which attains a maximum height of approximately 10 feet. . North Plaza Drive Right-of-Way - The right-of-way for North Plaza Drive is entirely underlain by compacted fill of variable thickness over Pauba Formation bedrock. The Wildomar fault does not encroach into the street right-of-way. . Park Plaza Lane Right-of-Way - The extreme north and east ends of the right-of way are underlain by compacted fill of variable thickness over Pauba Formation bedrock. The Wildomar fault crosses the right-of-way at two locations (adjacent to Parcels 8 and 12). Between these crossings the right-of-way is underlain by compacted fill over compressible alluvium. Seismic-Design Considerations Structures within the site should be designed and constructed to resist the effects of seismic ground motions as provided in 1997 UBC Sections 1626 through 1633. The method of design is dependent on the seismic zoning, site characteristics, occupancy category, building configuration, type of structural system and on the building height. For structural design in accordance with the 1997 UBC, a computer program developed by Thomas F. Blake (UBCSElS, 1998/1999) was utilized which compiles fault information for a particular site using a modified version of a data file of approximately 183 California faults that were digitized by the California Division of Mines and Geology and the U.S. Geological Survey. This program computes various information for a particular site including the distance of the site from each of the faults in the data file, the estimated slip-rate for each fault, and the "maximum moment magnitude" of each fault. The program then selects the closest Type A, Type B and Type C faults from the site and computes the seismic design coefficients for each of the fault types. The program then selects the largest of the computed seismic design coefficients and designates these as the design coefficients for the subject site. \Z- ~ ~ e . NORTH PLAZA, LLC PM 23496ITemecula November 8, 2002 J.N. 546-98 Page 12 , Based on our evaluation and fault investigation, the Wildomar branch of the Elsinore fault zone, located on the site, would probably generate the most severe site ground motions with anticipated maximum moment magnitudes of 6.8 and anticipated slip rate of 5 mmlyear. The following 1997 UBC seismic design coefficients should be used for the proposed structures. May require classification of SF with site response spectrum needed , FOUNDATION-DESIGN RECOMMENDATIONS Due to the lack of knowledge of the proposed commercial structures, foundation- design recommendations are not provided at this time. Pads in the southwest portion of the site (i.e., south of the fault setback) may not be suitable for construction at this time due to the presence of compressible soils beneath the compacted fill. Buildings constructed on these pads will require settlement mitigation measures, which could include rigid-mat or pile foundations. Site conditions for buildings situated in the northeast corner of the site, north of the Wildomar fault, will generally be suitable for conventional shallow foundations. NORTH PLAZA, LLC PM 23496/Temecula November 8, 2002 J.N. 546-98 Page 13 investigation to detennine the suitability of the individual site for the specific proposed development and provide building-specific foundation design recommendations and settlement mitigation measures, as needed. Expansive Soil Considerations Results of laboratory tests by Petra and others indicate onsite soil and bedrock materials exhibit expansion potentials ranging from VERY LOW to MEDIUM as classified in accordance with 1997 UBC Table 18-l-B; however, expansive soil conditions should be evaluated for individual pads at the completion of final rough grading to determine the as-graded conditions. Soil Chemistry Chemical analyses of soil samples indicate the soils are moderately corrosive to steel and do not pose a degradation threat to concrete. The laboratory test results indicate a soluble sulfate content of less than 0.1 percent. Therefore, the use of Type I or II portland cement concrete should be acceptable. Pertinent test values are given on Plate A-I. . ExDansion Potential 1 . Expansion index tests were performed on selected samples of soil and bedrock materials in accordance with ASTM , Test Method 04829. Expansion potential classifications were determined from 1997 UBC Table l8-l-B on the basis , of the expansion index values. Test results and expansion potentials are presented on Plate A-I. , Soil Chemistrv ., : Chemical analyses were performed on selected samples of onsite soil to determine concentrations of soluble sulfate , and chloride, as well as pH and resistivity. These tests were performed in accordance with California Test Method : Nos. 417 (sulfate),-422 (chloride) and 643 (pH and resistivity).
