Monday, December 10, 2007, in the Main Conference Room, of Temecula City Hall, 43200

For Board Member Blair, Assistant Planner LeComte noted that the only changes would be the
addition of the awning and menu signs.
In response to Board Member Harker's query, Assistant Planner LeComte stated that the menu
signs will be 3 square feet maximum.
The Old Town Local Review Board relayed their enthusiasm for the proposed changes.
MOTION: Board Member Harker moved to approve staff recommendation. Board Member
Eden seconded the motion and voice vote reflected approval with the exceDtion of Board
Member Williams who was absent.
DIRECTOR OF PLANNING REPORT
Principal Planner Richardson updated the Board with regard to the last Old Town meeting, and
relayed that an amendment to the Old Town Specific Plan will be brought forward to the Old
Town Loc;al Review, Planning Commission, and City Council for consideration in the near future.
Director of Planning Ubnoske relayed that at the time the Old Town Local Review Board reviews
the Amendment to the Old Town Specific Plan, it may be necessary to move the meeting to the
Council Chambers.
DIRECTOR OF REDEVELOPMENT REPORT
No report at this time.
CODE ENFORCEMENT REPORT
A Code Enforcement report was distributed to the Old Town Local Review Board per agenda
packet.
Code Enforcement Officer Cole introduced Code Enforcement Office Parker who will be taking
over the Old Town area.

The Old Town Local Review Board welcomed Code Enforcement Officer Parker to the Old
Town Local Review Board meeting and thanked Code Enforcement Office Cole for his
commitment and dedication to Old Town these past years.
BOARD MEMBER REPORT
Board Member Blair queried on the status of the Shire Building.
In response to Board Member Blair's query, Director of Planning Ubnoske noted that it would be
her opinion that the owner of the Shire Building is coming back with modifications to its project,
and that staff is currently working on the language with the City Attorney with respect to the
Shire Building that will compel the owner to finish his original proposal; and that she would not
be aware of any drainage issues of the structure but will advise the Board at a later date.
Board Member Blair requested status reports on projects that have been approved by the Old
Town Local Review Board.
Referencing Board Member Blair's request, Director of Planning Ubnoske noted ttiat she will
explore this request.
With respect to Mad Madeline's proposal, Director of Planning Ubnoske noted that staff with
explore this issue and advise via email.

BACKGROUND
On September 6, 2007 the applicant submitted an application for a Comprehensive Sign
Program for Rancon Plaza. A Comprehensive Sign Program application is required, per the
requirements of the Development Code, whenever two or more businesses exist in a multi-
tenant development. Many signs currently exist on the building; however, the approval of a
Comprehensive Sign Program for this facility will ensure that all signs for existing tenants/suites
will eventually come into conformance with this sign criteria and all new signs installed on the
building will be consistent with one another and with the design of the building.
On October 4,2007, November 6,2007 and December 5,2007 staff provided the applicant with
DRC comment letters which outlined staffs requested revisions to the Sign Program.
Additionally, staff and the applicant effectively communicated via e-mail to expedite the review
of this planning application. Staff received the final version of the Sign Program on December
19,2007. Staff determined that all of the previous outstanding comments had been addressed
and the project was ready to be heard before the Old Town Local Review Board.
PROJECT DESCRIPTION
The applicant is proposing a Comprehensive Sign Program for the Rancon Plaza building
located at 28636 Old Town Front Street. The Rancon Plaza facility consists of five buildings
that are interconnected by a number of interior courtyards, stairways, and pedestrian corridors.
The Rancon Plaza Sign Program is broken down by building section and labeled A through E
in the Sign Program document. The Sign Program outlines signage criteria for each
interconnected building, including Rosa's Cantina restaurant. The sign criteria has been
carefully crafted to compliment the unique layout of the building.
The proposed sign age for Buildings A and B include wall mounted signs, projecting signs and
under canopy signs. The wall signs are to be fabricated from sandblasted or carved wood and
are proposed to be installed on the front, side and rear of the building fa~de, as well as in the
interior courtyards of the buildings. The projecting signs are proposed to be installed on
decorative brackets along Old Town Front Street. The under canopy signs are proposed to be
installed perpendicular to the building in the pedestrian hallways on the first floor of Buildings A
and B, adjacent to Old Town Front Street.
As consistent with Buildings A and B, the proposed signage for Building C also includes the
installation of wall mounted sandblasted or carved wood signs to be installed in the interior
courtyard of the building and on the rear of the building fa~de. Additionally, since Building C
is setback from Old Town Front Street, the Sign Program includes a proposal for hanging signs
to be installed parallel to the building in the pedestrian corridor adjacent to the stairwell.
The signage for Building D also includes wall mounted sandblasted or carved wood signs to be
installed on the front and rear of the building. Under canopy signs are also proposed to be
installed perpendicular to the building along Old Town Front Street. The under canopy signs
installed on Building D will be consistent with the under canopy signs proposed for Buildings A
and B. Projecting signs, which will be installed on projecting wooden beam elements. are also
proposed to be located above the sidewalk along Old Town Front Street to provide additional
visibility for tenants as vehicles and pedestrians pass by. .
The proposed signage for Building E (Rosa's Cantina) includes painted wall signs that are
proposed to be located on the parapet wall above the existing roof element facing Old Town
Front Street and Main, and on the mission-style arched building elements also facing Old Town

Front Street and Main. Additionally, a painted wall sign is also proposed to be located on the
hallway wall between Building D and E. This hallway leads to the outdoor dining area of
Rosa's Cantina, and this painted wall sign will act as an entry sign when pedestrians approach
the restaurant from the pedestrian corridor of Building D. Currently all of signs proposed for
Building E exist on the building, and the sign program has been written to preserve these signs
as they exist.
The Sign Program criterion also defines the allowable signage area -per building frontage,
allowable sign age types, fonts, colors and materials, sign location, placement, and size.
ANALYSIS
The Old Town Specific Plan sets maximum signage area criteria for signs placed on buildings
in Old Town. The Old Town Specific Plan allows for 1.5 square feet of signage per linear foot
of building frontage for the primary frontage (Old Town Front Street) and 0.5 square feet of
signage per linear foot of secondary building frontage (Fourth and Main). Each building
incorporated some combination of wall signs (front and rear), projecting signs, under canopy
signs, hanging signs and painted wall signs to reach the combined total allowable sign area to
be installed on the building.
Buildinos A throuoh D
The Sign Program proposes that Building A will have a total of 62 square feet of combined sign
area facing Old Town Front Street and the rear parking lot area. A total of four square feet of
sign area will be installed on the building elevation facing Fourth Street, which totals 66 square
feet of sign area on Building A. Per Old Town Specific Plan, 240 square feet of combined sign
area would be allowed on the fayade facing Old Town Front Street and 22.5 square feet of
combined sign area would be allowed on the fayade facing Fourth Street.
Building B will have a total of 43 square feet of combined sign area facing Old Town Front
Street and the rear parking lot area, which does not exceed the total allowable sign area
permitted for the building. Per the Old Town Specific Plan, 240 square feet of combined sign
area would be permi.tted on Building B.
Building C will have 44 square feet of combined sign area on the building fayade facing Old
Town Front Street and the rear parking area. Per the Old Town Specific Pan, 84 square feet of
combined signage area would be permitted on Building C.
Per the Old Town Specific Plan, Building D would be permitted to have a combined total of 75
square feet of sign area facing Old Town Front Street and the rear parking lot area. The Sign
Program allows for 39 square feet of combined sign area to be installed on the building fac;:ade
facing Old Town Front Street and on the fayade facing the rear parking lot area.
Buildino E
Building E will have a combined total of approximately 24 square feet of combined signage
area on the building fayade facing Old Town Front Street. The Old Town Specific Plan would
allow for up to approximately 86 square feet of combined sign area on the building fayade
facing Old Town Front Street. A combined total of approximately 27 square feet of sign area
will be placed on the building fac;:ade facing Main Street, and per the Old Town Specific Plan,
approximately 33 square feet of combined sign area would be permitted. The painted wall sign
that is located on the hallway wall in between Buildings D and E does not count toward the total
allowable sign area.

Accessorv Sions
The accessory signage, which currently exists on Buildings A through E (as shown on page 26
of the attached sign program), include a combination of building name signage, directory
signage, historical placards, and building addressing signs. Per the Old Town Specific Plan, all
of these signs are considered accessory signs and do not count toward the total allowable sign
area.
Staff has worked with the applicant to ensure that the Comprehensive Sign Program proposal
for Rancon Plaza will maintain consistency with the Old Town Specific Plan signage
requirements and Design Guidelines.
The proposed sign materials, fonts and color p<ilJette are consistent with the Old Town Specific
Plan design guidelines and architectural compatibility requirements. Staff has ensured that the
signage is consistent with the architectural style of the building, and compatible with the
surrounding area. The allowable signage sizes are in proportion with the building faftade and
are consistent with the requirements of the Old Town Specific Plan. The sign envelopes have
been shown on the elevations to depict the allowable locations of the signs. The projecting
signs and wall signs are the most visible to pedestrians, and staff has ensured that the size and
locations of these signs enhance the pedestrian experience in Old Town.
RECOMMENDATION
Staff has determined that the proposed Sign Program Criteria is consistent with the sign age
requirements and Design Guidelines in the Old Town Specific Plan, that the sign age will
compliment the building architecture, and the colors and materials will further enhance the
building fa9ade. Staff is requesting that the Old Town Local Review Board review, provide
comments, and recommend approval for this project.

Code Enforcement Actions in Old Town
1. Property located at 41852 Main Street, Escallier House. Property vacated. House and
barn locked ancl secured. Code Enforcement to monitor this location.
2. Sixth Street Parking Lot. No report received from Gail Cunningham.
3. 28699 Old Town Front Street, Bailey's Restaurant. Signs installed without permit,
structures installed without permit, electrical installed without permit. NOV issued on
April 1 ,2007. Chris Bailey met with City staff on June, 6, 2007.
4. 41971 Main Street, Arriba Grill. Signs installed without Building and Safety final. Verbal
warning on November 26,2007. Signs finaled. Closed.
5. 41964 Main Street. Noise complaint regarding soil remediation from former gas station.
CEO unable to verify noise decibal reading as of December 3,2007.
6. 41915 4th Street. Trash and debris dumped on property. Verbal warning issued on
December 14, 2007. Trash gone on December 21,2007. Closed.
7. Pujol Street. Complaint received regarding unstable structure on supports. Director of
Building and Safety determined that structure is secure on January 6, 2008.
Repeat Offenders in Old Town
These establishments will receive a citation instead of another verbal warning the next time a
banner/sign is displayed without a permit. The first offense is $50.00, the second offense
$150.00, and the third offense is $250.00.
