PUBLIC COMMENTS:
A total of 15 minutes is provided so members of the public can address the
Commissioners on items that are not listed on the Agenda. Speakers are limited
to three (3) minutes each. If you desire to speak to the Commissioners about an
item not listed on the Agenda, a green "Request to Speak" form should be filled
out and filed with the Commission Secretary.
When you are called to speak, please come forward and state vour name and
address.
For all other agenda items, a "Request to Speak" form must be filed with the
Community Services Commission Secretary before the item is addressed by the
Commission. There is a three (3) minute time limit for individual speakers.
NOTICE TO THE PUBLIC
All matters listed under Consent Calendar are considered to be routine and all
will be enacted by one roll call vote. There will be no discussion of these items
unless members of the Commission request specific items be removed from the
Consent Calendar for separate action.

MINUTES OF A REGULAR MEETING OF THE
CITY OF TEMECULA COMMUNITY SERVICES COMMISSION
DECEMBER 10, 2007
CALL TO ORDER
The City of Temecula Community Services Commission convened in a regular meeting at 6:00
p.m., on Monday, December 10, 2007, in the Main Conference Room of Temecula City Hall,
43200 Business Park Drive, Temecula, California.
ALLEGIANCE
Commissioner Hogan led the audience in the flag salute.
City Clerk Jones duly swore in newly appointed Community Services Commissioner
McCracken.
Present:
Hogan, McCracken, Meyler, Edwards, Fox
Absent:
None.
PRESENTATIONS:
Honoring Commissioner Henz for his many years of service to the Community Services
Commission, Director of Community Services Parker, on behalf of the Commission and staff,
presented him with a Certificate of Appreciation.
Thanking staff for the Certificate of Appreciation, Mr. Henz relayed his appreciation for having
had the opportunity to serve as a Commissioner for many years.

None.

CONSENT CALENDAR
1. Minutes
RECOMMENDATION:
1.1 That the Community Services Commission approve the minutes of the October 8,
2007 Community Services Commission meeting.

MOTION: Commissioner MeyJer moved to approve the Consent Calendar. Commissioner
Edwards seconded the motion and electronic reflected approval with the exception of
Commissioner McCracken who abstained.
COMMISSION BUSINESS
2. Election of Chairperson and Vice Chairperson
2.1 That the Community Services Commission elect a member to serve as
Chairperson and a member to serve as Vice Chairperson from November 1,
2007 to October 31, 2008.
MOTION: Commissioner Edwards nominated Commissioner Hogan to serve as Chairperson
for 2008. Commissioner Meyler seconded the motion and voice vote reflected unanimous
approval.
MOTION: Commissioner Meyer nominated Commissioner Edwards to serve as Vice-
Chairperson for 2008. Commissioner Hogan seconded the motion and voice vote reflected
unanimous approval.
3. Holidav Liahts and Festive Siahts Judging
RECOMMENDATION:
3.1 That the Community Services Commission tour and judge the entries for the
Holiday Lights and Festive Sights Program for 2007.
At this time, the Community Services Commission left for the tour and judging of the Holiday
Lights and Festive Sights Program.
ADJOURNMENT
At 6: 1 0 p.m. Chairperson Fox adjourned this meeting to the next regularly scheduled meeting
on Monday, January 14, 2008, at 6:00 p.m., in the City Council Chambers, 43200 Business
Park Drive, and Temecula.

2008 Recycling and Litter Reduction Calendar Presentation

RECOMMENDATION: That the Community Services Commission recognizes the teachers
and students, whose artwork has been selected for the 2008 Recycling and Litter Reduction
Calendar.
BACKGROUND: The City received two grants this year to promote recycling and litter
abatement. One of the grants was from the Department of Conservation (for $24,962) and one from
CR&R (for $5,000.00) our franchised solid waste hauler. We could not have produced the calendar
without their financial support.
Development Services Technician, Janet Kitchel worked with Creative Business Graphics to design,
print and distribute the 2008 calendar. This year's calendar includes recycle themed artwork from
21 students. The calendar includes plastic bag disposal regulations that went into effect July 1,
2007 (AB2449) with Questions and Answers and resident information regarding City Council,
Community Services Commission, Planning Commission, Old Town Local Review Board and Public
Traffic/Safety Commission Meeting events and programs as well as refuse and recycling services
provided by CR&R, Inc.
We want to acknowledge and thank our judges who were Commissioner Hogan, Dolores
Sanchez Badillo from CR&R, City Staff members Phyllis Ruse and Martin Betz and High School
Senior Ashlyn Johnson. We appreciate their time and their consideration as judging the posters
was a very difficult task.
This year we had 11 schools participate with 450 students submitting posters. All participating
students will receive a 2008 Recycling Calendar and Recycled Piggy Bank made out of yellow
pages to be delivered within the next week.
All student calendar winners and their teachers have been invited to this Commission Meeting
tonight to be acknowledged. Each student will be presented with their original artwork framed, a gift
certificate to the Promenade Mall, a Recycled Piggy Bank and two additional calendars to share with
family and friends.
Teachers of the winning students will also be acknowledged and presented with a gift certificate to
the Promenade Mall.

Library Operations Update

RECOMMENDATION: Thatthe Community Services Commission receive and file a report on
the first year of operations of the Temecula Public Library.
BACKGROUND: On December 14, 2007, the Temecula Public Library celebrated its
first year anniversary. The popularity and usage of the library by the community has been
overwhelming. Based on community need, the City Council authorized three additional hours of
service per week. The additional service hours became effective on July 1, 2007 for a total of 63
hours of service each week.
The Temecula Valley Unified School District (TVUSD) is providing 20 hours of homework assistance
in the Technology Homework Center each week. TVUSD has also instituted a peer tutoring system
in the afternoons. In this program, youth who have mastered a subject are paired with younger
children who are currently studying that subject. Students are provided one-on-one assistance and
the youth tutors are able to fulfill volunteer credit for graduation.
In February 2007, the City partnered with the Friends of the Temecula Libraries (Friends) for their
inaugural "Temecula Reads!" program. This month-long program encouraged the entire community
to be engaged in not only reading the same book at the same time, but to participate in many
discussion groups, lectures, film screening, and other programs that occurred throughout the month.
The book selected was Ray Bradbury's Fahrenheit 451. The community was treated to a rare
lecture and book signing by the author as a part of this special event. The Friends are looking
forward to 2008's "Temecula Reads!"; the selected book is The Freedom Writers Diarv.
The Friends and the library staff hosted innumerable programs for youth and aduits throughout the
year. All were well attended and well received. The library continues to be the busiest library in the
entire Riverside County library system with circulation well above those of the otherfacilities. Library
staff has issued over 18,000 new Temecula Public Library cards; many to new patrons who had not
previously used the library system. Library users continue to embrace library technology, with
monthly increases in self check out usage, wireless Internet access and use of library computers
and special research databases.
The library has become a favorite site for community meetings and small group study venue. The
community rooms host multiple meetings most days and the five study rooms are in almost constant
use.
The library offers community members many volunteer opportunities. Last summer 102 teens
volunteered their services to assist the 2,453 younger children participating in the Summer Reading
Program, "Get a Clue at Your Library". Teens and adults volunteer to aid library staff in the library

while another group volunteer their service hours to the Friends by working in their bookstore. All
together volunteers provide over 10,000 service hours to enhance library services and programs.
Finally, our library has been recognized by several prestigious organizations. The Library
Journal publishes an architectural volume each year, recognizing the best in library design
nationwide. The Temecula Public Library was one of the featured libraries in the 2007 edition of
this publication. Staff was recently informed that library has also received the Award of
Excellence for Facility Design - Cultural Centers from the California Parks and Recreation
Society. This honor will be officially conferred at the annual conference next month. Lastly, the
library was honored by the Pacific Coast Builders Association in the presentation of their Gold
Nugget Merit Award for design.
The first twelve months of library operations have proven to be extremely successful. The
community has embraced the facility and the services offered.
