INTRODUCTiOiV The proposed project Harveston Phase II Development is master planned community in the City of Temecula, Riverside County, California. The proposed development studied in this report is Date Street and Ynez Rd. Both of these streets are major access to the Harveston project. Exhibit-1 shows the location of this project. This study specifically accomplishes the following tasks: : Determine the peak post-developed onsite 10-year and 100-year runoff. • Locate and size catch basins where the street capacities exceed the Riverside County Flood Control and Water Conservation DistricYs (RCFC&WCD) criteria and at all sump points. • Design pipes to carry the 100-year flow. II. HYDROLOGIC METHODOLOGY The methodology presented in this study is in compliance with the RCFC&WCD 1978 Hydrology Manual (Reference 2, hereinafter referred to as the Manual). Model Descriptions -The Integrated Rational Method Hydrology System Model Version 8.0, dated January 1, 2000, (Reference 3) within the Advanced Engineering Systems Software (AES) was used to generate the peak 10-year and 100-year onsite flows. Soil Type - The Manual utilizes the Soil Conservation Service (SCS) soil classification system, which classifies soils into four (4) hydrological groups (HSG): A through D, with D being the most impervious. Therefore a soil of HSG type-A produces least amount of peak runoff while HSG type-D produces most amount of peak runoff. According to Hydrologic Soils Group Map (Exhibit-2), the majority of this project lies within HSG "B." 1 ~ ' DRAINAGE STUDY Date St and Ynez Rd ' ' The remaining area in the north consists of HSG "8C." ' Development Type- The proposed development was based on single-family homes ' with a density of 4 lots per acre, or condominium whenever high-density development was proposed. For drainage areas with streets only, corrmercial land use was used. :, Intensity-The10-minute / 60-minute intensity values (inches/hour) for the 10-year and 100-year storm events, obtained from Plate D-4.1 (4 of 6) of the Manual, are 2.36/0.88 I' and 3.48/1.30, respectively. A copy of the abovementioned plate is included in Appendix A. , Drainage Areas and Flow Patterns - The drainage areas and flow patterns were , determined using the proposed mass grading. The areas were measured using the computer capabilities of AutoCAD. , , III. HYDROLOGY - EXISTING CONDITIONS The hydrologic analysis for existing conditions was addressed in Reference 1& 2, and ' will not be repeated in this report. ' IV. HYDROLOGY - PROPOSED CONDITIONS :, The flows contributing to the drainage i~frastructure designed per this drainage study come from Drainage Basins-700 and -800. Exhibit-3 shows the drainage basins with ' drainage area of each basin and flows at each node for 10- and 100-year frequencies. _ V. HYDRAULICS This report adhered to the RCFC&WCD~s hydrologic criteria that the 10-year storm flow ' and the 100-year storm flow be contained within the curb and street right-of-way, respectively. The street capacities, calculated using the FlowMaster computer program, , ' 2 ~ , DRAINAGE STUDY Date St and Ynez Rd ~ ' (Reference 4) are included in Appendix B. The catchbasin capacity caiculations are also included with the report. The flows in the street and in the catchbasins are less than the , street and catchbasin capacities. Street capacity is within the top of curb for the 10-year flow, and within the street ROW t for the 100-year flow. The Manning's n used for the street gutter capacity calculation is 0.015. ' All the catchbasins are in sag condition. Catchbasin capacity per FHWA HEC-22 ' manual was caiculated using the computer program FlowMaster. The capacity of the 7' and 14' catchbasins, for water below top of curb and street centerline, are 20 cfs and 26 ' cfs respectively. Appendix B includes the supporting calculation. The catchbasins have been sized as 7' in all the situations in this tract. ' Pipe hydraulics was performed using Los Angeles County hydraulic program WSPG ~ version 2.4. Appendix B includes the pipe hydraulics calculation backup. The hydraulic grade lines have been checked to be below street levels in each catchbasin, and that ' water surface in each manholes are below surface. The Manning's n used for the RCP pipes is 0.013. ~ In this report, pipe hydraulics is presented only for pipes and laterals of Line-N, Lateral, N-1 and N-2 in Ynez Rd at Equity Drive, Line-O and Lateral O-1 in Equity Drive, Laterals , A-3 and A-4 in Ynez Rd at Date Street, Line-J in Ynez Rd at the northern boundary of the project. Inlet Capacity of the existing catchbasin in Ynez Rd located north of County ' Center Drive is also included. Line M-2, which is located in Date Street near Lakeview Rd, is also presented. Line M-2 is an extension of existing Line-M constructed per Tr , 29639-1 plans.
