HomeMy WebLinkAbout012408 PTS MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION JANUARY 24, 2008 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:00 p.m. on Thursday, January 24, 2008, in the City Council Chambers of Temecula City Hall, 43200 Business Park Drive, Temecula, California. FLAG SALUTE Commissioner Youmans led the audience in the Flag salute. ROLL CALL Present: Commissioners: Hagel, Curran, Youmans and Chairperson Arbogast Absent: Ramos PRESENTATIONS: On behalf of the Public/Traffic Safety Commission, Chairperson Arbogast presented a Certificate of Excellence to Officer Cohen and K-9 Casper for their accomplishments in the 2007 Public Traffic Safety Expo and Sheriff K-9 Trials. Happily Accepting the Certificate of Excellence, Officer Cohen thanked the Public/Traffic Safety Commission for the recognition. By way of PowerPoint Presentation, Mr. Jim Purpura, Meteorologist for the National Weather Service in Rancho Bernardo, reported on the Winter Weather Long Range Forecast, highlighting on the following aspect: • Areas of Responsibility • The Bottom Line • What is the Forecast? • Cooler Sea Surface Temperatures • So What Does This Mean? • EI Nino, La Nina • Temperatures Outlook Through April • Precipitated Outlook Through April • Winter Season Rainfall Outlook For Riverside County • What is MJO • About MJO • Other Factors This Winter • PDO Entering Negative (Cold) Phase • Help Us Do Our Job! R:\Minutes\PublicTrafficSafetyCommission012408 Advising that EI Nino and La Nina occur every 3 to 5 years, Mr. Purpura explained the wind patterns of the Temecula Valley to the Public/Traffic Safety Commission. The Public/Traffic Safety Commission thanked Mr. Purpura for the PowerPoint Presentation. A. Commissioner Youmans relayed his frustration with vehicles not pulling over to the side when a police and/or ambulances are running on emergency calls. B. Chairperson Arbogast requested that a report with respect to educating the public on the rules and regulations as it would relate to emergency vehicles be agendized for a future meeting. C. Commissioner Curran thanked staff for the tours of various City facilities. PUBLIC COMMENTS None. COMMISSION CONSENT CALENDAR 1. Minutes of November 15. 2007 and September 27, 2007 RECOMMENDATION: 1.1 Approve the Minutes of November 15, 2007 1.2 Approve the Minutes of September 27, 2007 MOTION: Commissioner Hagel moved to approve Consent Calendar Item No. 1.1. Commissioner Youmans seconded the motion and voice vote reflected approval with the exceation of Commissioner Ramos who was absent. MOTION: Commissioner Hagel moved to approve Item No. 1.2. Chairperson Arbogast seconded the motion and voice vote reflected approval with the exceation of Commissioner Ramos who was absent. 2. Traffic Engineer's Report Principal Engineer Moghadam relayed the following report • That Commissioners interested in attending the school zone safety seminar on Wednesday, February 6, 2008 notify staff • That staff is considering restriping several major arterials to gain additional traffic lanes • That staff upgraded emergency vehicle preemption equipment • That staff is working on a grant to receive funds to replace the signal indication lights to LED R:\Minutes\PUblicTraffcSaferyCommission012408 2 • That the appointment of Chairperson and Vice Chairperson for Calendar Year 2008 will be on the February agenda. For Commissioner Hagel, Principal Engineer Moghadam advised that all streets at their maximum width have been striped for bike lanes. 3. Police Chiefs Report Chief Williams reported on the following: • DUI & DL Check Point • K-9 Trials • Community Action Patrol (CAP) • Citations • School Zone Report • SLAP Update • Special Events for December • Radar Trailer for December The Public/Traffic Safety Commission thanked Chief Williams for his report. 4. Fire Chiefs Report Chief Fulcher highlighted on First Aid and CPR slats taught by year, by Fire Chief Buckley: 2004 CPR-161 First Aid-50 2005. CPR-242 First Aid-91 2006 CPR-462 First Aid-118 2007 CPR-462 First Aid-118 • That staff would be hopeful to receive all necessary permits to open the Glen Oaks Fire Station in the very near future • Reported on weather related events within the City of Temecula • That a medic is now on duty on fire truck 73, 24 hours a day • That only one Christmas tree fire was reported during the holiday months Chief Fulcher introduced newly hired Battalion Chief Todd Shymanski. The Public/Traffic Safety Commission welcomed Battalion Chief Symanski. With respect to drainage issues throughout the City, Deputy City Manager Yates explained the Public Works Department's preventative program for drainage due to heavy rain fall.
